The message “Windows SIM was unable to generate a catalog” most often means Windows System Image Manager is running on an unsupported host/image architecture combination. An x64 Windows installation of Windows SIM can create a catalog only for an x64 image. Other failures are possible, including a WIM on a read-only or protected location, an image being held open by another process, or an ADK that does not match the Windows release and technician environment.
Check the host and WIM architectures first, then move the image to an administrator-accessible writable folder, verify the appropriate Windows ADK and servicing updates, and generate the catalog again. The error text alone does not identify which branch affects your computer.

What does “Windows SIM was unable to generate a catalog” mean?
Windows System Image Manager (Windows SIM) is the Windows ADK tool that creates and edits unattended answer files. A catalog file (.clg) is an inventory of the settings and packages contained in a particular Windows image. Microsoft describes it as “a binary file that only includes the settings and packages in a Windows image.” It does not contain the full operating system.
Windows SIM reads the selected Windows image (install.wim or, in some deployment media, install.esd) and writes the catalog beside that image. If the tool cannot read the image, cannot write beside it, or cannot process the image on that host, catalog generation fails. A catalog is useful for configuring and validating an answer file, but it is not required to install Windows.

The same failure can appear when an MDT task opens Edit Unattend.xml. In logs, the related operation may appear as Performing operation 'generate' on Target 'Catalog', sometimes alongside InvalidOperationException or TargetParameterCountException. Those strings describe the failed operation; they do not prove that every computer has the same cause.
Is an architecture mismatch the most important check?
Yes. Microsoft’s documented rule is that Windows SIM running on x64 Windows can create catalogs only for x64 Windows images. Windows SIM running on x86 Windows can process x86, x64 and Arm images. Therefore, an x64 technician computer attempting to catalog an x86 WIM is a documented cause of the exact error and its parameter-count-mismatch variant.
This comparison is between the Windows architecture of the computer running Windows SIM and the architecture of the selected image inside the WIM. It is not a comparison with the destination PC, a Windows PE boot image, or the architecture of an MDT server.

If your image is x86 and the only available Windows SIM host is x64, use another appropriately equipped computer to generate the catalog, then make it available to the MDT deployment share. Do not assume that installing a different Windows PE image or changing the target hardware will change the architecture of the Windows SIM host.
Microsoft’s exact-error guidance summarizes the remedy as: generate the catalog file on a supported platform.
How do I identify the architecture and edition inside the WIM?
Use DISM to list the images and indexes before opening Windows SIM. Run an elevated Command Prompt:

Dism /Get-ImageInfo /ImageFile:C:Imagesinstall.wimReplace the path with the actual WIM location. The output identifies each index, edition and architecture. Record the index you intend to configure; a WIM can contain several editions, and Windows SIM must generate a catalog for the image you select.
- Open Command Prompt as an administrator.
- Run
Dism /Get-ImageInfoagainst the WIM. - Note the architecture and the edition/index you will deploy.
- Compare that architecture with Settings > System > About > System type on the computer running Windows SIM, or use
systeminfo.
If the host is x64 and the selected image is x86, stop troubleshooting file permissions and move the generation task to a supported host first. If both are x64, continue with location, file-lock and ADK checks.
Can a read-only or protected WIM cause the catalog error?
Yes. Windows SIM writes the resulting .clg in the same directory as the WIM, so the image must be readable and that directory must be writable. Microsoft says that only administrators can open WIM files or create catalogs, and that only one user can open a WIM at a time.
A DVD, read-only installation media, or a secured network share is therefore a poor working location. Copy the WIM to a simple local folder such as C:Images, grant your administrator account write access, and retry. Microsoft also documents a writable USB flash drive as an optional staging location. It is storage for a copied WIM, not a fix for an architecture mismatch or an incompatible ADK.

- Create a folder such as
C:Imageson a local NTFS drive. - Copy the WIM from the DVD, ISO-mounted media or share; do not edit the source in place.
- Confirm that your account is an administrator and that the folder allows read/write access.
- Leave enough free space for the WIM and the generated catalog. A catalog can be less than 1 MB, while a Windows image can occupy several gigabytes, but actual sizes vary.
- Make sure the WIM is not marked read-only and is not being synchronized, scanned or modified by another process during generation.
If you use removable storage, check the image size and available capacity before copying. A portable drive can simplify staging, but it does not make an unsupported host architecture supported.
What if another process has the WIM open?
Windows SIM permits only one user to open a WIM at a time. Close DISM sessions, mounting tools, file managers previewing the image, and other deployment utilities before retrying. If the exception explicitly says that the file is in use, investigate that lock as the immediate lead.

A Microsoft Q&A report describes an MDT catalog-generation failure associated with another process holding the WIM open. That report is a conditional troubleshooting clue, not proof that every parameter-count-mismatch error is a file-lock problem. Do not delete or replace the WIM until you have confirmed which process has it open and whether the source image is still intact.
Which Windows ADK should I install?
Use an ADK whose stated coverage includes the Windows release and architecture you are servicing, and check the ADK servicing guidance for the technician computer. Do not select an ADK solely because its version number is the highest.
As of October 30, 2026, Microsoft’s download information lists:

Recheck the official ADK download and installation page when your Windows release differs from these examples. Microsoft’s Windows SIM procedure also contains a legacy instruction referring to the Windows 8.1 ADK; do not treat that fixed version as universal advice in 2026.
Install the deployment tools required by your workflow, then apply the applicable ADK servicing patch. Microsoft recommends keeping the ADK updated because of a Windows SIM security issue. That security maintenance is important, but installing a patch by itself does not establish that your catalog error was caused by security servicing.
How do I generate the catalog in Windows SIM?
After correcting the host, image location and ADK, generate a fresh catalog from the unchanged WIM.

- Copy the WIM to a writable local folder, or use another documented read/write staging location.
- Start Windows System Image Manager.
- Select File > Select Windows Image, browse to the WIM and choose the required edition/index if prompted.
- When Windows SIM asks whether to create a catalog, choose Yes. You can also use Tools > Create Catalog.
- Wait for the
.clgfile to appear beside the WIM. Do not open the image with another tool while generation is running. - Open the answer file and choose Tools > Validate Answer File to check that its settings match the selected image.
For MDT, the same process may be invoked through Edit Unattend.xml. If the MDT computer cannot process the image architecture, generate the catalog on another supported computer and place the catalog where the MDT workflow can use it. Keep the catalog tied to the exact WIM and index you intend to deploy.
When must I rebuild the catalog?
Rebuild it whenever the underlying WIM changes. Adding or removing packages, drivers, features, language files or other image components can change the settings inventory. An old catalog may open successfully while omitting settings that now exist in the modified image.
Changing only an answer file does not change the WIM, so it normally does not require catalog regeneration. If you replace the WIM with another build, even if the filename is identical, generate a new catalog and validate the answer file against that image.
What should I do if the first checks do not fix it?
Use the complete exception and environment details to choose the next branch instead of repeatedly reinstalling tools.

Record the full exception, host Windows architecture, image architecture and edition, ADK version, WIM path and whether the failure occurred in Windows SIM or MDT. That information distinguishes an architecture exception from a permissions or file-lock failure and prevents an unsupported workaround from becoming part of the deployment process.

Only use a catalog that you trust and that was generated from the exact WIM and image index you are deploying. A catalog from a different build can expose the wrong settings, and an untrusted catalog is an unnecessary security risk. Generating a new catalog locally is the safer choice whenever the image has changed or the source of an existing .clg cannot be verified.

Does this error prevent Windows installation?
No. The catalog supports Windows SIM answer-file authoring and validation; Windows setup can install an image without a catalog. You still need to resolve the error if your deployment process depends on unattended configuration, package selection or answer-file validation.
What is the shortest reliable fix path?
Start with architecture, because it is the documented cause most directly associated with this exact error. Then work through access, file locks and ADK compatibility in that order.

Frequently Asked Questions
Can a catalog generated on another technician computer be reused?
Yes, provided it was generated from the exact same WIM, image index and build, and you trust its source. If the WIM changes or is replaced, generate a new catalog rather than reusing the old file.
Why is my catalog much smaller than the Windows image?
A catalog stores the image’s settings and package metadata, not the operating-system files themselves. Microsoft notes that a catalog can be under 1 MB while a WIM may be several gigabytes; those are illustrative sizes, not limits.
Do I need to regenerate the catalog after editing Unattend.xml?
Usually no. Editing the answer file does not alter the WIM. Regeneration is needed when the WIM’s packages, drivers, features, languages or other contents change.
Will changing from a DVD to a USB drive fix the error?
Only if the original problem was that the WIM or its directory was read-only or inaccessible. A writable USB flash drive is a staging location, not a remedy for an unsupported architecture, a mismatched ADK or a file that another process has locked.
