To fix low FPS on a 4K gaming PC, first measure what happens in the same repeatable game scene, then change one setting or system condition at a time. Record average FPS and 1% lows alongside GPU and CPU use, clocks, temperatures, and memory use where available. That evidence helps separate a graphics workload from a software issue, display setting, thermal problem, or hardware limit—and prevents buying parts before you know what is wrong.

This guide focuses on Windows PCs. Your exact cause depends on the game, hardware, settings, and when the problem began; no single utilization reading or advertised performance figure can diagnose every system.

Why is FPS low at 4K?

At 4K, the graphics workload can be demanding, and a setting such as ray tracing, shadows, reflections, lighting, or render scale may be more than your hardware can sustain at your target frame rate. Intel identifies graphics settings that create too much work for the hardware as a common reason for reduced FPS. But low FPS can also follow a game or driver change, competing background work, an incorrect display or GPU selection, or heat-related clock reductions.

The symptom matters. A consistently low average FPS is different from an otherwise acceptable average with sharp drops in the 1% lows. The first may point to a sustained workload or performance limit; the second can make motion feel uneven and calls for looking at what coincides with the dips. Neither pattern, by itself, proves which component is responsible.

Before troubleshooting, write down the game, GPU, CPU, RAM, whether the PC is a desktop or laptop, the selected resolution and refresh rate, graphics preset, driver version, current FPS, target FPS, and whether the issue affects one game or several. Note whether it began after an update, settings change, or hardware change. These details make comparisons meaningful and help avoid assuming that all 4K systems have the same cause.

How do I measure low FPS before changing anything?

Establish a baseline first: run the same short, repeatable section of the game with the same resolution and settings, and record average FPS, 1% lows, and available system metrics. Repeat that exact run after each change. A single FPS reading—or a different scene after a settings change—does not tell you reliably whether the change helped.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Choose a repeatable scene. Use a built-in benchmark, a saved game location, or a consistent stretch of gameplay. Keep the scene, route, camera movement, and test duration as similar as practical. Avoid comparing a quiet menu with a busy combat scene.
  2. Record the graphics conditions. Note resolution, render scale, graphics preset, ray tracing, the most demanding visual options, and any FPS cap. Also note whether the game is fullscreen, windowed, or borderless if relevant.
  3. Capture the performance result. Write down average FPS and 1% lows for the run. If your monitoring software reports frame times or latency, record those too, but do not treat a generated-frame count as equivalent to native rendered FPS.
  4. Log system behavior during the same run. Record GPU and CPU utilization, clocks or frequencies, temperatures, and GPU and system memory use when available. Note whether those values change around a slowdown rather than looking only at a peak or a single snapshot.
  5. Change one thing and repeat. Keep the same scene and other settings. If you change several options at once, you may improve performance but lose the ability to identify which change mattered.

NVIDIA’s FrameView user guide documents measurements including FPS, 1% lows, latency, clocks, utilization, and temperature. AMD documents Radeon performance metrics and logging in its metrics guidance. Which metrics are available depends on your hardware and software version. Do not apply a universal utilization percentage as proof of a bottleneck: interpret several measurements together and compare them with the same scene before and after a change.

Will lowering render scale or graphics settings help 4K FPS?

It can, if the game’s rendering workload is limiting performance in the scene you measured. Change a demanding option or render scale, repeat the same run, and compare FPS, 1% lows, and image quality before deciding whether to keep the change.

Start with settings that can substantially affect rendering workload. Intel suggests checking shadows, reflections, and lighting. Ray tracing and antialiasing are also worth testing when the game exposes them. Lower one option, note the result, and restore it if the performance difference is not meaningful for your goal. The right balance is game-specific: a reduction that helps one title may have little effect in another.

Render scale changes the internal resolution at which the game draws its image. Setting it below 100% can raise FPS, but the image is reconstructed or enlarged to fit the display and can look less clear than native 4K. Test a small change and inspect fine detail, text, and motion in the same scene. If the clarity cost is not acceptable, restore the scale and try a different option.

A useful comparison is not simply “more FPS is better.” Consider average FPS, 1% lows, responsiveness where you can measure it, and the image-quality tradeoff. Keep a short settings log so you can return to your original configuration if an experiment makes the game look worse or feel less consistent.

What free software fixes should I try?

Before buying hardware, check for game, driver, and background-process issues. These steps are especially important if the slowdown is new, affects only one title, or started after a software change.

  1. Update the game. Check the game’s official update mechanism for available patches. If the issue began after an update, record that timing; it may help distinguish a game-specific change from a system-wide problem.
  2. Check the graphics driver. Obtain a suitable driver through your GPU manufacturer’s official software or support channel. If the slowdown began immediately after a driver change, note the version and timing before considering a rollback. Avoid changing drivers and several graphics settings all at once.
  3. Look for competing work. Open Task Manager while the slowdown occurs and look for processes using substantial CPU or memory resources. Close only applications you recognize and do not need during the game; background activity can affect performance, but the presence of a process alone does not establish it as the cause.
  4. Check one game’s installation if only that game is affected. Use that game’s launcher to verify or repair its files, if the option is available, and compare its requirements with your system. This is a targeted step for unusually severe behavior in one title, not a universal FPS fix.

Intel’s low-frame-rate guidance covers settings and software checks before upgrades. Its support article is framed around Windows 10, so do not assume that every menu label or navigation path in it is identical in Windows 11.

Could Windows be using the wrong display or GPU setting?

Yes. Confirm that Windows is using the display and refresh rate you intend, and, on a multi-GPU PC, check the per-game GPU preference. These settings can explain a mismatch between what you expect to see and what the game or system is configured to use; changing refresh rate alone does not make the game render more frames.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the display’s resolution and refresh rate

In Windows 11, open Settings > System > Display > Advanced display. Check the selected display, its resolution, refresh rate, and whether Windows reports variable refresh rate (VRR) support. Microsoft’s refresh-rate instructions explain where to view or change the setting.

If you are stuck at 60 FPS, separate two questions: does the game itself report or cap performance at 60, and is Windows set to the refresh rate you expect? A display set to 60 Hz can limit how many distinct refreshes it shows each second, but raising that setting will not increase the game’s rendered FPS. Likewise, an in-game cap can hold the measured FPS down even when the display supports a higher refresh rate. Check the game’s cap and display configuration independently.

Microsoft notes that Dynamic Refresh Rate can limit maximum refresh in some games not designed for VRR. If the refresh rate shown in Windows seems wrong, test disabling Dynamic Refresh Rate and compare the result; do not assume it is the cause if the setting is already correct.

Check which GPU a game is set to use

On Windows 11, open Settings > System > Display > Graphics, select or add the game, choose Options, and review its graphics preference. On a PC with more than one GPU, you can set a per-game High performance preference. The exact options shown depend on the hardware and Windows version.

Windows 11 also has windowed-game optimizations for compatible DirectX 10 and 11 games running windowed or borderless. This does not apply to every game, and should not be treated as a guaranteed performance boost. Change relevant display options one at a time, then compare the same scene.

How do I tell whether heat is reducing performance?

Look for temperatures and clock behavior during the slowdown, not temperature alone. If a CPU or GPU is hot while its clock behavior changes as performance falls, investigate cooling and airflow; a temperature reading without that context does not establish thermal throttling.

For a desktop, check that fans are operating, vents are unobstructed, dust is not blocking airflow, and the cooler is properly fitted. If the system uses a liquid cooler, check the relevant pump and fan connections according to its manufacturer instructions. For a DIY build, confirm that the cooler is seated and compatible with the processor socket and cooling requirement. Intel’s overheating guidance addresses cooler checks for DIY systems with boxed Intel processors; owners of prebuilt or OEM PCs should consult their system manufacturer rather than assume those physical instructions apply.

Do not buy a cooler, paste, or case fan based only on low FPS. First establish that the slowdown coincides with a thermal problem, then identify which part or airflow issue needs attention and verify compatibility. A cooling repair is relevant to a supported thermal diagnosis; it is not a general remedy for a graphics workload that is simply too demanding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I use upscaling or frame generation?

If the game and GPU support them, test upscaling and frame generation as separate features. Compare image clarity, measured FPS, 1% lows, and responsiveness in the same scene; support and results vary by game and hardware.

Upscaling renders the game internally at a lower resolution and reconstructs the image for display. That can reduce rendering workload, with a potential image-quality tradeoff. Frame generation inserts generated frames between rendered ones. The displayed frame count can rise, but it is not the same measurement as native rendering and should not be presented as a cure for thermal throttling or another underlying fault.

AMD’s FidelityFX Super Resolution information distinguishes upscaling from generated frames and describes game and hardware dependencies. AMD advertises an average 3.5× FPS claim for the Radeon RX 9070 XT using FSR Redstone versus native 4K, with a footnote specifying AMD testing as of November 2025, FSR upscaling in Performance mode, and frame generation enabled. That is a vendor figure under stated conditions—not a universal gain, independent result, or prediction for your PC. Use your own repeatable baseline to judge whether a supported feature is useful in your game.

When should I upgrade a GPU, CPU, or cooling part?

Consider an upgrade only after measurement and free checks show that your current system cannot meet your target in the game and quality settings you care about. Match the purchase to the diagnosed limit: a GPU upgrade may help a graphics-bound workload, a CPU upgrade may help when other game work is the constraint, and cooling parts fit an established thermal fault.

Intel gives 144 FPS at native 4K as an example of a difficult target for many PCs; it is not a benchmark result or a guarantee about what a particular GPU can deliver. Before choosing a target, consider the game, quality preset, ray tracing, render scale, desired average and 1% lows, and whether you value image quality or frame rate more. A GPU’s suitability cannot be determined from “4K” alone.

Compare a prospective GPU against your measured baseline, then check its fit with the rest of the system and your budget before buying. A CPU upgrade calls for platform compatibility checks; a cooler requires a compatible socket and adequate cooling capacity. A part that does not address the limiting condition can add cost without fixing the symptom. No component upgrade is a guaranteed universal solution.

A high-refresh 4K monitor is a separate display upgrade, not an FPS repair. It can display more refreshes when the PC supplies frames and the monitor is configured appropriately, but it cannot make a slowly rendering game produce frames faster. Decide whether the display itself is the limitation only after distinguishing rendered FPS from refresh rate.

Which troubleshooting path fits the result?

Use the before-and-after measurements to choose the next action rather than repeating every possible fix. The table compares the main paths; it does not predict a specific FPS gain.

Path When it makes sense Trade-off or check
Graphics settings or render scale A controlled change to a demanding option improves the same-scene result. Lowering visual effects or internal resolution can reduce image quality.
Game, driver, or background-process checks The issue is recent, isolated to one game, or coincides with software or competing system work. Change one condition at a time and record versions or timing so you can identify a regression.
Windows display or GPU preference The selected refresh rate, display, or per-game GPU choice does not match the intended setup. Refresh-rate changes affect display behavior, not the game’s rendering speed.
Thermal repair Temperature and clock behavior during the slowdown support a cooling concern. Check the actual fan, cooler, dust, or airflow issue and component compatibility before buying parts.
Hardware upgrade Measurements and software checks still show that the system cannot meet the target in the chosen game and settings. Match the component to the limiting workload; weigh cost, compatibility, image quality, and the target FPS.
Supported upscaling or frame generation The game and hardware support the feature and the measured trade-off is acceptable. Check clarity and responsiveness; generated frames are not equivalent to native rendered FPS.

What if the first change does not help?

Restore any setting that reduced image quality without improving the measured result, then move to a different category of cause. If the same scene has low average FPS across multiple runs, test a rendering option and review GPU/CPU behavior. If the average is reasonable but the 1% lows are poor, inspect system activity and the metrics around the dips rather than assuming that a faster GPU is the answer.

If one game is affected, prioritize its update history, installation, requirements, and settings. If several games changed at once, check shared system conditions such as the driver, background processes, display configuration, and temperatures. If the issue began directly after a known change, document that change before undoing or rolling it back.

When the evidence remains inconclusive, share the game, hardware, resolution, refresh rate, settings, driver version, and a short set of baseline readings with the system or game support channel. Include what changed and what did not. That is more useful than reporting only “low FPS,” and it reduces the chance of replacing a part that was never shown to be the cause.

How we chose the troubleshooting order

The order prioritizes repeatable measurement and reversible, no-cost checks before physical repairs or purchases. It follows the documented distinction between graphics workload, software and settings checks, display configuration, thermal investigation, supported rendering features, and upgrades. The sequence does not rank causes by prevalence: the available evidence does not establish how often each one explains low FPS on 4K gaming PCs.

Frequently Asked Questions

What information should I include when asking for help with low FPS?

Include the exact game, desktop or laptop model, CPU, GPU, RAM, Windows version, driver version, resolution, refresh rate, graphics settings, and whether one or several games are affected. Add average FPS and 1% lows from a repeatable scene, plus temperatures and clocks if available; identify any update or change that preceded the problem.

Why did my 4K gaming PC suddenly lose FPS?

A sudden change makes timing especially useful: check whether it followed a game patch, graphics-driver change, settings change, or new background task. If several games are affected, prioritize shared system conditions; if only one is affected, focus on that game’s update, installation, and requirements.

Does a 4K monitor automatically mean a game is running at native 4K?

No. The Windows display resolution and the game’s output resolution or render scale are separate settings. Check both in Windows and in the game before comparing performance or image quality.

Can an FPS counter show a high number while gameplay still feels uneven?

Yes. An average can conceal short frame-rate drops, which is why 1% lows and, when available, frame-time or latency measurements add context. Compare these readings during the same scene rather than relying on one peak counter value.
