In Fallen City Brawl, the “Super meter” is the RIOT gauge beneath your health bar. Build it by keeping a combo going long enough for enemies to drop gems, then collect those gems. When charged, RIOT attacks can clear enemies from the screen; a Steam-version tutorial also describes higher gem bands and a full-charge CHAOS encounter. The exact activation button is not universal in the available documentation, so use your platform’s in-game control and binding screen rather than copying a button combination from another version.
This guide separates confirmed publisher information from Steam-specific observations, explains when spending charge is sensible, and shows what to check when the gauge appears not to move.

How do I fill the Super meter in Fallen City Brawl?
Attack enemies, maintain a combo, wait for gem drops, and physically collect the gems. The combo itself is not the meter: the available hands-on account says the combo creates gem drops, while those pickups credit the RIOT gauge. Watch the gauge below your health bar as you move through each fight.
- Start a sustained attack sequence. Use normal attacks and movement that let you continue hitting the same wave instead of ending the exchange immediately. The documented mechanic is that combo play produces gems; it does not establish a fixed number of hits or a universal fill rate.
- Look for dropped gems. Gems are the objects that matter for RIOT charge. Do not assume every successful hit adds a point directly.
- Move through the drops. The gauge fills when the gems are collected. If you leave them behind, the combo may continue while the meter remains lower than expected.
- Check the correct gauge. The RIOT bar sits below the health bar. It is separate from the on-screen combo counter and from score or score multipliers.
- Choose a spend point. Use an available RIOT attack for immediate crowd control, or continue collecting gems if you are deliberately pursuing a higher reported tier.
Eastasiasoft describes the feature as, “Clear the screen with RIOT Super attacks!” That is the publisher’s general description of the attack, not a promise of a particular damage value, invulnerability period, or input on every platform. The game page also lists seven stages and four playable characters, but no official meter-fill rate is given for any character or stage.

Do combos or gems fill RIOT?
Gems fill RIOT; combos are the method that causes enemies to drop them. This distinction matters because a large combo number does not necessarily mean an equally large meter. You can keep hitting enemies and still see little or no progress if the resulting gems are off-screen, blocked by the crowd, or not collected.

What the combo does
The available PC account links combo activity with gem drops. It does not establish that every hit awards a hidden RIOT point, nor does it publish a universal conversion such as “one gem equals one percent.” Treat the combo as a setup for drops, not as the gauge itself.
What the gem pickup does
Walking over the dropped gems is the confirmed collection step. In a busy wave, sweep through the area after an attack string instead of retreating immediately. If you are trying to reach a reported threshold, missing even a few pickups can leave the run below that band.
What is not the RIOT meter
- The combo counter records ongoing hits; it is not the RIOT gauge.
- Score is a separate system. Reported score multipliers at higher gem counts should not be read as RIOT damage multipliers.
- Coins mentioned in the full or activated state are pickups or rewards, not substitute RIOT points.
Where can I see the RIOT gauge?
Look below the character’s health bar. That placement is reported by a PC reviewer and is the practical way to distinguish RIOT from the combo display. During a crowded encounter, pause briefly after a wave or move to a clear edge of the arena so you can verify whether the bar increased after collecting drops.

The gauge can be visually full while other on-screen numbers continue changing. A score multiplier, a coin pickup and the RIOT charge communicate different things; only the bar under health tells you whether a RIOT action is available.

A Steam review-version tutorial describes three charge bands. These numbers and effects are useful guidance for that PC build, but they are not an official specification for every release. No source here verifies that the same thresholds apply unchanged to the October 2026 console ports.
| Reported gem count | Name in the Steam tutorial | Reported effect | Important qualification |
|---|---|---|---|
| 1–9 | “ENCHANCED RIOT” (spelling printed in the tutorial) | Enhanced attacks and a 2× score multiplier | Observation from a Steam review version, not a universal developer-published threshold |
| 10–19 | “RIOT SUPER” | A super that damages enemies on screen and a 3× score multiplier | Steam-version account; console parity is unverified |
| 20 | “CHAOS” | A 5× score multiplier and the described shadow-enemy event | Steam-version account; treat the encounter and rewards as version-qualified |
The tier names, gem bands and multipliers come from Shin Reviews’ Steam review-version tutorial. The 2×, 3× and 5× figures are score multipliers, not confirmed damage multipliers. The tutorial also reports that gems give way to coins while RIOT is full. That visual or pickup change does not mean coins continue charging the meter.
What happens at 20 gems?
In the Steam-version account, 20 gems activates CHAOS: the account describes two hostile shadow enemies appearing, with rewards for defeating them. This is an encounter with a trade-off, not simply a stronger, risk-free version of RIOT Super.
Expect the event to change the immediate fight. If the current wave is already dangerous, spawning additional hostile targets may be less attractive than spending an accessible RIOT attack earlier. If the arena is manageable and you want the reported reward, allowing the charge to reach the described full state is a deliberate choice.

Because the source is a Steam review copy, do not present “20” as a guaranteed threshold for Switch, PlayStation or Xbox without checking the current build in-game. The same caution applies to the number of shadow enemies, their rewards and the timing of the event.
Should I spend RIOT immediately or save it?
Use the decision that matches the next few seconds of the fight. Immediate RIOT spending trades future charge for crowd control; saving preserves the possibility of a higher reported tier and CHAOS. There is no published optimum, damage chart or confirmed invulnerability rule to justify one choice in every encounter.
Spend an available RIOT attack when
- A dense wave is surrounding the character and clearing the screen is worth more than preserving charge.
- You are close to losing control of the arena and ordinary attacks would leave enemies active too long.
- The next section is uncertain and you value reliable immediate damage over a conditional higher tier.
- You are playing a version where the current control display confirms the RIOT action is ready, but you do not know whether its threshold behavior matches the Steam tutorial.
Save charge when
- The current enemies are nearly defeated and can be finished without spending the gauge.
- You are intentionally pursuing the reported 10–19 or 20-gem effects on the Steam build.
- You have enough room to collect further gems safely and can handle the possible CHAOS enemies.
- You want to enter a difficult wave with a full or near-full resource rather than use it on a small group.
These are practical inferences from the documented effects, not a tested optimum. The sources do not establish RIOT’s exact damage, health cost, invincibility frames or boss-specific advantages. Ordinary character special attacks are separately described as costing some health; do not assume that health cost belongs to RIOT.
Which button triggers RIOT on PC, Switch, PlayStation or Xbox?
No single button combination is established across the available PC and console material. A PC review reports customizable controls, but the consulted sources do not give verified default RIOT inputs for PC, Switch, PS4, PS5, Xbox One or Xbox Series X|S.

How do I tell RIOT apart from ordinary character specials?
RIOT is the gauge-based system tied to collected gems. Character specials are separate moves. The PC material notes that ordinary special attacks can cost some health, while the available RIOT descriptions do not establish a health cost for the meter attack.
Use the resource shown on screen as the test: if the move is governed by the bar under health and becomes available after gem collection, it is the RIOT system. If it consumes health or is available through a character’s normal special-move command, do not label it a RIOT Super without an in-game label confirming that.
Why the distinction matters
- Spending health on an ordinary special does not prove that RIOT charge was used.
- Collecting gems does not restore health unless the game’s current build explicitly says so.
- A score multiplier shown during a RIOT state is not evidence that every special attack deals multiplied damage.
What should I do if the meter is not filling?
Most apparent failures come from watching the wrong counter or leaving the drops behind. Work through these checks before assuming the feature is broken.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Verify the location. Look below the health bar, not at the combo count or score.
- Confirm that gems actually appeared. A combo can end without an obvious pickup in view; move through the area and inspect the floor.
- Collect the drops directly. Do not stop after the final hit. Walk over the gems and watch for the bar to change.
- Check whether the bar is full. The Steam tutorial reports coins appearing when RIOT is full or activated, so additional visual objects may not be charge points.
- Read the current controls. A full gauge does not help if the assumed button is wrong or has been rebound.
- Identify the platform and build. Numerical tiers reported for a Steam review version may not describe a console release.
No independently verified universal fill rate, meter bug, damage figure or platform-wide command is established by the cited material. If the current game build behaves differently from the Steam tutorial, follow the in-game display and the platform-specific version notes.

The publisher’s announcement is available at Eastasiasoft’s October 28, 2026 console-release notice. A 2025 review that described consoles as “coming” is outdated for digital availability, but it should not be used to infer that all console thresholds match the Steam account.
Physical Switch and PS5 editions were announced separately, with Standard and Limited Special Editions. Physical shipping was expected in November 2026, while retailer and distributor dates differed. A physical package does not improve RIOT gain; the relevant mechanics remain those implemented by the game build.
What is the safest practical routine for a full stage?
Use a repeatable loop rather than trying to memorize a button sequence or a score target.
- Enter a wave and establish a controllable combo.
- Keep enough space to move through the drop area after enemies fall.
- Collect every visible gem before leaving the immediate fight.
- Check the RIOT bar under health and note whether the game shows a ready state.
- Spend on a dense wave if immediate screen clearing prevents damage or lost control.
- If the Steam build’s tier behavior is your goal, continue collecting toward the desired band and accept that full CHAOS may add hostile shadows.
- After activation, watch the bar, score display and pickup behavior separately so coins or multipliers are not mistaken for fresh RIOT charge.
This routine works with the evidence available without assuming a hidden conversion rate, a universal activation input or a guaranteed console threshold.
What should I remember about RIOT in one minute?
- Combo play produces gem drops; collected gems fill RIOT.
- The gauge is below the health bar and is separate from combo and score displays.
- The publisher says RIOT Super attacks can clear the screen.
- A Steam review-version tutorial reports 1–9, 10–19 and 20-gem bands, with 2×, 3× and 5× score multipliers.
- The same account describes full-charge CHAOS with two hostile shadow enemies and rewards.
- Those numerical tiers are not verified as universal for the October 2026 console ports.
- Use the in-game binding menu for the actual RIOT button on your platform.
Frequently Asked Questions
Can I build RIOT without keeping a combo alive?
The available account specifically connects combo play to gem drops, so simply waiting or collecting unrelated pickups is not established as a way to charge the gauge. Once gems have appeared, however, the pickup—not the combo number itself—is what credits RIOT.
Are the 2×, 3× and 5× values damage multipliers?
No. The Steam tutorial describes them as score multipliers for its three reported gem bands. The sources do not provide corresponding RIOT damage multipliers.
Does CHAOS make the player invincible?
No invulnerability effect is established. The reported full-charge state adds hostile shadow enemies and rewards, so it should be treated as an encounter with risk rather than automatic protection.
Do the console versions use the same 20-gem threshold?
That has not been verified in the available material. The 20-gem CHAOS threshold comes from a Steam review-version tutorial, so check the current console build’s in-game behavior before relying on it.
