For most food manufacturers, the choice is not an ERP or traceability software in isolation. An ERP is the stronger foundation when lot-controlled production, inventory, purchasing, quality and finance need one operational record. A dedicated traceability platform is the better first move when data is scattered across several ERPs, spreadsheets, PDFs, email and trading-partner portals. Many mid-sized and large companies ultimately use both: the ERP records what happened inside the plant, while a traceability layer normalizes and exchanges events across the supply chain.
FDA’s Food Traceability Rule does not mandate either architecture or a particular application. It requires records for foods on the Food Traceability List, organized around Critical Tracking Events (CTEs), Key Data Elements (KDEs) and a traceability plan. Treat July 20, 2028 as the current enforcement horizon, while checking FDA for later changes.

The rule applies additional recordkeeping to foods on the Food Traceability List and to firms that manufacture, process, pack or hold those foods, subject to exemptions. Its purpose is to let FDA and companies identify affected lots and remove them faster during an outbreak or contamination event.
Records must connect the applicable Critical Tracking Events (CTEs) to their Key Data Elements (KDEs). In practice, that means preserving the identities, dates, locations, quantities and lot relationships needed to follow listed food through activities such as receipt, production or transformation, storage and shipment. Each covered company also needs a traceability plan describing how its records are created and maintained.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
FDA explicitly leaves the technology choice open. Its FAQ states: “No. In accordance with the Food Safety Modernization Act (FSMA) § 204(d)(1)(C), the final rule does not prescribe specific technologies for the maintenance of records.” FDA also says it does not require electronic records or interoperable data systems. Paper, spreadsheets and electronic applications can all be acceptable if they contain complete, retrievable records.
Timing requires care. FDA’s current final-rule page records January 20, 2026 as the original compliance date, a proposed 30-month extension to July 20, 2028, and a 2026 congressional direction that FDA not enforce before July 20, 2028. Use July 20, 2028 as the planning and enforcement horizon, but verify the latest FDA notice before setting internal deadlines.

What is the difference between an ERP and dedicated food traceability software?
An ERP (enterprise resource planning) system is the operational system of record. It coordinates purchasing, formulations, production orders, inventory, quality decisions, sales, shipping and financial postings. Food-specific ERPs can associate ingredients and finished goods with lots, shelf life, allergens, rework and yields.
Dedicated traceability software is an event and data-exchange layer focused on genealogy and partner connectivity. It can collect CTE and KDE data from suppliers, co-manufacturers, warehouses, distributors and customers, then normalize it for rapid searches, exports and recall workflows. It may sit above one ERP or connect several of them.
The distinction is about the primary problem being solved. If your plant cannot reliably record which ingredient lot went into which batch, an external layer cannot repair the missing operational data. If production records are sound but each trading partner uses a different system, expanding the ERP may be slower and less effective than adding a cross-company traceability layer.
When should a manufacturer choose an ERP-first path?
Choose ERP-first when traceability gaps begin inside purchasing, production, inventory or quality processes and the company wants one master record for lots and products.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Signals that ERP-first fits
- Lot numbers are created or changed in several plant systems, creating conflicting identities.
- Formulations, allergens, shelf life, quality status and warehouse balances are not synchronized.
- Finance and operations already plan an ERP replacement or major upgrade.
- Most suppliers and customers can exchange required events through a manageable number of integrations.
- Users need receiving, production, rework, holds, release and shipping transactions in one workflow rather than in separate screens.
What a food ERP can consolidate
A suitable ERP can capture ingredient receipt, lot assignment, consumption, batch production, rework, quality release, inventory movements and finished-goods shipment. It can then provide one-step-back and one-step-forward genealogy from a lot, subject to the product and process configuration. Integrations with product lifecycle management (PLM), electronic data interchange (EDI), transportation management (TMS) and warehouse management (WMS) can extend that record beyond the core application.

ERP risks to test before committing
- Food-specific genealogy may be an add-on rather than a native capability.
- Partner onboarding and cross-company event exchange can require substantial integration work.
- A broad ERP rollout may take longer and cost more than a focused traceability project.
- Configuration may capture transactions but still miss a KDE unless every plant procedure and interface is mapped.
Ask the vendor to demonstrate a complete lot path using your own ingredient, batch, rework and shipment examples. Marketing claims about automated CTE/KDE capture, bidirectional tracking or recall readiness should be verified in a proof of concept with real data and users.
When is dedicated traceability software the better first step?
Start with a dedicated platform when the ERP handles internal operations adequately but external traceability is fragmented, slow or impossible to query.
Situations that favor a dedicated layer
- Records are split among spreadsheets, PDFs, email, paper forms, multiple ERPs and partner portals.
- The network contains many suppliers, co-manufacturers, distributors or customers with different systems.
- Management needs a narrowly scoped program and faster recall searches without replacing the ERP.
- Mergers, contract manufacturing or multiple sites make a single ERP unrealistic in the near term.
- Partners need a common intake method for CTE/KDE data even though their internal systems will remain different.
What the platform should do
The platform should accept events through APIs, EDI, files or controlled manual entry; preserve the originating lot and location identifiers; normalize partner data; and expose a searchable graph of inputs, transformations and outputs. It should produce an export that can be retained with the traceability plan and supplied to FDA when required.
Dedicated-platform risks to test
- Duplicate product, supplier and lot master data can diverge from the ERP.
- Integration ownership may be unclear, leaving gaps when an interface fails or data arrives late.
- Vendor dependence can affect exports, retention, audit access and migration to another system.
- A polished dashboard may hide missing CTEs or KDEs for a particular Food Traceability List product.
Require the provider to show how a corrected lot, split shipment, rework event and partner data error are reconciled with the ERP. A platform that cannot explain its system-of-record boundaries will create more ambiguity, not less.
Is an ERP-plus-traceability architecture practical?
For many mid-sized and large manufacturers, combining the systems is the practical target. The ERP remains authoritative for production, inventory, purchasing and quality transactions. The traceability layer handles partner exchange, event normalization, cross-site dashboards and rapid genealogy queries.
Define ownership explicitly. The ERP should own item, lot, formulation, quantity and status fields created by plant transactions. The traceability layer should own partner mappings, inbound and outbound event acknowledgements, and the normalized view used for cross-company searches. A data dictionary should specify which system wins when values conflict and how corrections are propagated.
Common identifiers make this model easier to operate. GS1 identifiers such as GTINs for products and GLNs for locations, together with consistent lot and shipment keys, reduce ambiguity. EPCIS-style event exchange can help partners describe what happened, where and when, but FDA does not require GS1, EPCIS or any other interoperability standard.

How do ERP and dedicated traceability software compare?
The right comparison is capability by capability, not a brand-versus-brand score. “Not stated” means the capability must be verified in the proposal and demonstration.
| Decision area | ERP-first approach | Dedicated traceability approach | Combined approach |
|---|---|---|---|
| Primary role | Operational system of record for plant and commercial transactions | Cross-company event and genealogy layer | ERP records internal events; layer connects the network |
| FTL, CTE and KDE coverage | Can be strong when food modules and procedures are configured; verify every required field | Can map partner events; verify that internal plant events are also complete | Maps ownership and reconciles both internal and external records |
| Lot genealogy | Strong for transactions executed in the ERP; test one-step-back and one-step-forward links | Strong across connected companies if feeds are complete and timely | Broadest view when interfaces preserve lot and transformation links |
| Recall-query performance | Fast for data held in the ERP; cross-company searches may require reports or interfaces | Fast across connected partners; depends on ingestion latency and data quality | Single search can span internal and external events if synchronization is monitored |
| Partner interoperability | Usually requires EDI, API or portal projects for each partner type | Core purpose; still requires onboarding and mapping work | Layer standardizes exchange while ERP remains unchanged |
| Operational workflows | Receiving, production, rework, holds, release, inventory and shipping in one application | Often supplements rather than replaces plant execution | Users transact in ERP; partner and compliance teams use the layer |
| Data governance | Central master data, roles and audit trail if configured correctly | Requires ownership rules and reconciliation with each ERP | Clear system-of-record policy is essential |
| Deployment effort | Potentially a broad, longer transformation | Focused scope, but integrations and partner onboarding can be extensive | Phased rollout with two systems to govern |
| Total cost | Licenses, implementation, configuration, training, integrations and change management | Subscription or licenses, connectors, onboarding, support and switching costs | All ERP and layer costs, plus interface monitoring and duplicate administration |
Which capabilities should be in your buying checklist?
Regulatory mapping
Require a product-by-product map of Food Traceability List scope, exemptions, applicable CTEs, KDEs, record owners and traceability-plan procedures. The vendor should show how a field is validated, corrected, retained and exported rather than simply displaying a compliance badge.
Bidirectional genealogy
Test an ingredient lot forward into every affected batch and customer shipment. Then select a finished lot and trace backward to every ingredient, supplier and transformation. Include splits, merges, rework, relabeling, partial shipments and inventory transfers.
Recall workflow
Measure how many user actions are needed to identify affected lots, quantities, locations, suppliers and customers. The result should be reproducible, timestamped and exportable, with permissions that prevent unauthorized changes to the underlying records.
Interoperability
Check API, EDI, file-import and portal options; support for GTIN, GLN and other identifiers; EPCIS compatibility if your partners use it; error queues; acknowledgements; retries; and onboarding tools. Ask who monitors failures and how a late or corrected event is marked.
Plant adoption
Observe receiving, production, quality release, warehouse picking and shipping with the people who perform those tasks. A theoretically complete system fails if operators bypass scans, share logins or record transactions at the end of a shift from memory.
Validation, security and retention
Confirm role-based access, immutable audit history, approval workflows, backup and recovery objectives, retention periods, export formats and site-level segregation. Decide who validates configuration changes and how evidence is preserved when a partner or vendor relationship ends.

How can you decide which path fits your company?
Use the following decision sequence before issuing a request for proposal.
- Start with scope. List every product on the Food Traceability List, applicable exemptions, sites, co-manufacturers and distribution points. Do not assume that a product family shares the same CTE/KDE pattern.
- Locate the records. Inventory ERP, WMS, spreadsheets, paper forms, EDI messages, PDFs, email attachments and partner portals. Record the owner, identifier, timestamp, retention rule and error-handling method for each data element.
- Run a real mock recall. Select a lot from an actual production period and ask users to identify ingredient sources, related batches, current inventory and outbound customers. Capture elapsed time, missing fields, manual work and contradictory quantities.
- Classify the gap. If the mock recall fails because plant transactions are incomplete, prioritize ERP or ERP food-module work. If internal data is sound but partner records cannot be joined, prioritize a traceability layer. If both fail, plan a combined architecture.
- Pilot one representative product family. Include at least one supplier, a site that performs transformation or rework, a warehouse and a customer or distributor with a different data format.
- Set acceptance gates. Require complete CTE/KDE records, bidirectional genealogy, defined query response time, successful exports, retention evidence, error recovery and documented user procedures before scaling.
What should a pilot and mock recall prove?
A pilot should use production-like identifiers and exceptions, not a clean demonstration dataset. Begin with an ingredient receipt, consume it in a batch, create a rework or hold event, release finished goods, split a shipment and send records to a partner. Reverse the search from the finished lot and from the original ingredient.
Record whether every event has the required date, location, quantity, lot and trading-partner information; whether duplicate or late messages are detected; and whether a user can export a stable record without vendor assistance. Test a correction after the original event has been approved so the audit trail shows who changed what and why.
Include a failure drill. Disconnect an interface, enter an invalid lot, receive a duplicate event and process a partner file with a missing KDE. The system should route each exception to an owner, preserve the original message and make the eventual correction visible in the genealogy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Are barcode scanners required for FSMA 204?
No. FDA says scanning is optional and does not prescribe a specific technology. A USB or mobile barcode scanner can reduce keystrokes and improve receiving, picking and shipping accuracy, but it does not by itself create compliant genealogy.
Free tools Windows power users keep installed
One-click scans. No signup required.
Use scanners where labels and workflows are stable: ingredient receiving, pallet moves, production consumption and shipment confirmation are common candidates. Define a fallback for damaged labels, unreadable codes, manual lot entry and offline work. The fallback transaction must capture the same data and receive the same review as a scan.
What does implementation cost include?
No reliable market-wide price or return-on-investment figure is established for this choice. Budget by work package instead of relying on a license quote.

An ERP replacement can have the largest initial scope but may eliminate duplicate systems. A traceability layer can launch faster but introduces connector, reconciliation and subscription costs. Compare the full three-year operating model, including staff time and the cost of correcting bad data.
What are the most common failure modes?
- Buying a compliance label. A product can advertise FSMA support while omitting a KDE needed for your specific product or process. Test the complete mapping.
- Leaving suppliers out of the design. Internal records cannot provide the upstream lot, location or shipment data that a partner never sends. Set data requirements and escalation procedures in supplier and co-manufacturer agreements.
- Creating a second master. If the layer and ERP assign different product or lot identities, users will not trust either genealogy. Establish ownership and automated reconciliation before go-live.
- Ignoring rework, holds and corrections. Clean forward production examples do not reveal the links that break during exceptions. Include them in acceptance testing.
- Assuming interoperability is automatic. APIs and standards reduce ambiguity but still require field mapping, acknowledgements, monitoring and a human owner for failures.
- Relying on end-of-shift entry. Delayed or memory-based capture creates quantity and timestamp errors. Put recording at the point of receiving, consumption, movement and shipment.
- Failing to plan an exit. Require complete exports, readable documentation and continued access to audit history if the provider changes terms or the company changes systems.
What is the practical recommendation for most food manufacturers?
Make the decision from the location of the data problem. Use an ERP-first program when internal lot, inventory, production and quality records are the weak link. Use dedicated traceability software when those records are adequate but cross-company events are fragmented or slow to query. For a multi-site manufacturer with several trading partners, retain the ERP as the operational source of truth and add a traceability layer with explicit data ownership.

Frequently Asked Questions
Can a small manufacturer use spreadsheets for Food Traceability Rule records?
Yes. FDA permits paper and spreadsheet records, but the company still needs a controlled traceability plan, consistent lot identifiers, backups, access controls, retention and a reliable way to produce the requested records. A spreadsheet that is overwritten, emailed between users or missing change history is difficult to defend during a recall.
What should we do when a supplier sends incomplete KDEs?
Route the record to a defined exception owner instead of silently accepting it. Hold or restrict use of the affected lot when your food-safety procedure requires it, request the missing data with a deadline, and retain both the original submission and the corrected record so the audit trail explains the decision.
Does FSMA 204 require a cloud application?
No. The rule does not prescribe cloud, on-premises or any other deployment model. Choose the model that can preserve records for the required period, recover from outages, control access and produce an intelligible export without depending on a single employee or vendor.
How should we measure a barcode-scanner pilot?
Measure misread and manual-entry rates, time from physical receipt to posted inventory, duplicate-lot incidents, offline recovery and user adoption by shift. Compare those results with the same workflow before scanning; the scanner is valuable only if it improves data quality without creating an unmanageable exception queue.
