The right EPF payroll software for a small business in Malaysia is the one that calculates the correct statutory amounts for your employees, produces the files and payslips you actually need, and fits your wage patterns and staff count. KWSP’s e-Payroll in i-Akaun (Employer) is a useful basic option: it records employees, calculates EPF and several other contributions, supports monthly, weekly and daily wages, and generates payslips and selected statutory files. It is not a complete HR system, however. If you need leave, claims, attendance approvals or integrated employee workflows, compare a broader payroll product and verify how it handles payment, updates and exceptions.

What is the best payroll software for a small business in Malaysia?

There is no single best product for every employer. The practical choice depends on whether you need only compliant payroll calculations or a connected HR workflow around them.

Use these priorities in order:

  1. Statutory accuracy: The system should support the EPF, SOCSO and income-tax requirements that apply to your employees, with a clear process for rule and rate updates.
  2. A complete filing workflow: Confirm whether the product only calculates amounts, creates files for agency portals, links you to those portals, or can also submit and pay. Those are different capabilities.
  3. Payroll outputs: Check for payslips, annual income-tax forms, bank payment files and statutory exports, plus a review step before the run is finalised.
  4. Employee and wage flexibility: Monthly, weekly and daily-paid workers, different employee statuses and varied deductions should be supported without workarounds.
  5. HR scope and total cost: Leave, claims, attendance, overtime, approvals, employee access and integrations can justify a paid system when a basic payroll tool is no longer enough.

For a very small employer that already uses i-Akaun (Employer), KWSP e-Payroll can cover the core calculation and record-keeping job without installing software. For a growing team, compare it with Malaysian payroll services that combine statutory processing with HR modules, and treat every vendor feature and price as a claim to verify on the current plan page.

What is EPF e-Payroll and who can use it?

EPF e-Payroll is a basic payroll-management facility inside KWSP’s i-Akaun (Employer). It is designed for employers that want digital payroll records and help preparing EPF contributions rather than a full human-resources suite.

Eligibility and access

You need an existing employer i-Akaun user account and at least one employee. The service is accessed online through i-Akaun (Employer); KWSP says no separate software installation is required.

Core functions documented by KWSP

  • Import employee records using EPF Form A.
  • Check EPF membership information.
  • Enter compensation and deduction items.
  • Calculate EPF, SOCSO, IRBM and other contributions covered by the service.
  • Handle monthly, weekly and daily wage frequencies.
  • Generate employee payslips.
  • Prepare selected statutory and bank files.
  • Generate annual income-tax forms.

That list is substantial for a basic payroll service, especially for a microbusiness that does not want to maintain a separate installed application. It should not be read as a promise that every HR process is included. KWSP specifically distinguishes e-Payroll from broader HR-management software and gives claims and leave management as examples of functions outside its basic scope.

Does EPF e-Payroll calculate SOCSO and PCB too?

KWSP lists EPF, SOCSO, IRBM and other contribution calculations in e-Payroll. IRBM is Malaysia’s Inland Revenue Board, so income-tax handling is part of the documented feature set; when comparing products, confirm exactly how PCB calculations and forms are produced for your employees.

Do not assume that a product’s ability to calculate a statutory amount also means it files and pays that amount automatically. KWSP says e-Payroll generates electronic data files and links to the relevant agency websites; it does not directly make payments to every agency. A payroll run can therefore involve separate calculation, file generation, portal submission and payment steps.

What to verify for EIS and other deductions

When you make a shortlist, ask the provider to identify support for EIS, PCB, reimbursements, recurring deductions and one-off adjustments. The comparison should cover both the calculation and the output required by the relevant agency or bank. If a vendor uses the broad phrase “statutory compliant”, ask which agencies are included, how exceptions are handled and what the employer must still do manually.

How do EPF rates and payment deadlines affect payroll setup?

EPF rates are not one universal percentage. The applicable contribution depends on employee status, age, wage band and membership circumstances, so configure each employee against the current KWSP schedule rather than hard-coding a rate.

Current schedule example

KWSP’s employer contribution page labels its listed schedule as effective for October 2025 salary or wages, corresponding to the November 2025 contribution month. For the listed Malaysian, permanent-resident or qualifying-member group, the schedule shows a 13% employer contribution when monthly wages are RM5,000 or below and 12% when wages are above RM5,000. Those figures apply only to that category and schedule conditions; they are not a blanket rate for every worker.

When is the contribution due?

KWSP states: “Employer must make monthly payment on or before 15th of the month.” In practical terms, wages for January are paid by 15 February. Build a review and approval date before the deadline so that a rejected file, missing employee record or bank issue does not leave the contribution until the last day.

The Malaysia Government portal describes EPF as a mandatory retirement fund for private-sector and some public-sector employees and summarises employer and employee obligations. Use the current KWSP contribution table for detailed rates, categories and effective dates, and recheck it when rules change.

What features should I compare before choosing payroll software?

1. Statutory coverage and update process

List every statutory item your business actually needs: EPF, SOCSO, EIS and income tax or PCB where applicable. Then ask:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which calculations are built in, and for which employee categories?
  • How are new rates and rule changes delivered?
  • Can an administrator see the effective date of a rule?
  • How are irregular wages, unpaid leave, bonuses and corrections handled?
  • Can the system preserve an audit trail or report showing the inputs used?

A product that advertises several statutory calculations may still require manual checking of employee status and wage bands. The implementation process matters as much as the feature checklist.

2. Submission, file creation and payment

Separate the workflow into four questions:

  1. Does the software calculate the contribution?
  2. Does it create the agency’s electronic file or form?
  3. Does it open or link to the agency portal for submission?
  4. Does it send the payment, or must the employer pay separately?

KWSP’s e-Payroll documentation supports the first three elements for selected outputs but says it does not directly pay every agency. If your accountant or payroll administrator handles payments, make the hand-off explicit and record who owns each deadline.

3. Payslips, tax forms and bank files

Compare the actual outputs, not just the word “payroll”. Employees may need readable payslips showing earnings and deductions. Management may need annual income-tax forms, statutory exports and a bank payment file. A reviewer should be able to inspect totals and employee exceptions before the run is finalised.

Ask for a sample export or demonstration using your own pay components. Check field names, date formats, decimal handling and whether the receiving bank or agency accepts the generated file. A file that still needs extensive spreadsheet editing can remove much of the value of automation.

  • Check balances and generate reports to monitor your business finances
  • Email and fax reports to your accountant

4. Wage frequencies and employee setup

Monthly payroll is not the only pattern in a small business. KWSP says e-Payroll supports monthly, weekly and daily wages. Confirm that a product can keep those frequencies distinct, calculate the correct period totals and include all workers in the required monthly statutory process.

Also test employee setup for membership status, age bands, wage thresholds, recurring allowances, deductions and changes during the month. A clean employee record at the start prevents a rate exception from appearing only after the file is generated.

5. HR workflows around payroll

Payroll software and HR software overlap, but they are not interchangeable. If staff submit leave, overtime or claims, ask whether those requests, approvals and balances are built in and whether approved amounts flow into payroll without re-keying.

KWSP explicitly identifies claims and leave management as outside its basic e-Payroll function. Attendance, overtime, employee self-service and approval chains should therefore be treated as separate comparison items, not assumed to come with statutory calculations.

6. Integrations and access

Identify the systems that must exchange data: accounting software, attendance records, banks and agency portals. For each integration, establish whether it is automatic, a downloadable file, or a manual upload. AltomateHR, for example, advertises Xero integration; if that connection matters to you, confirm the current plan, included data fields and any limits before signing up.

Web access can remove installation and version-management work, as with e-Payroll, but it does not remove the need for controlled user access and a documented review process. Ask how administrators, accountants and approvers will divide responsibilities.

7. Scale, support and total cost

Compare the price at your current headcount and at the next likely threshold. A free tier may be adequate for three employees but unsuitable after one hiring round. Include implementation time, support, payroll migration, additional users, extra entities and any charge for statutory submissions when calculating total cost.

What do Malaysian payroll providers advertise?

The following examples summarise provider-published descriptions, not independent accuracy tests or endorsements. Prices and plan limits can change, so verify them directly before purchase.

Provider Advertised payroll and statutory functions Advertised HR or integration functions Published pricing information
Staffly EPF, SOCSO, EIS and PCB calculations; payslips; review-ready statutory and bank CSV files Attendance, leave, overtime, claims and approvals Free up to 3 staff; Starter RM79/month up to 15 staff; Growth RM199/month up to 50 staff; Business RM399/month up to 150 staff
AltomateHR Payroll calculations; EPF, SOCSO, EIS and PCB files and forms Leave, attendance, claims, employee access and Xero integration Free tier with a 3-staff limit; paid DIY plan from RM30/month
I’m In EPF, SOCSO, EIS and PCB calculations; payslips and statutory files; attendance and overtime feeding into payroll Attendance and overtime workflow Not stated on the reviewed provider page

These descriptions show why two products with similar statutory labels can serve different businesses. Staffly and AltomateHR advertise broader leave, claims or approval features, while the reviewed description for I’m In emphasises attendance and overtime flowing into payroll. None of those statements establishes independent accuracy, uptime or support quality.

How to read the price tiers

Staffly’s published tiers illustrate a headcount-based model: the RM79 Starter plan covers up to 15 staff, while the RM199 Growth plan covers up to 50 and the RM399 Business plan up to 150. AltomateHR advertises a lower starting monthly price but with a three-staff free limit and plan exclusions that must be checked. A provider page that does not publish a comparable price should be priced through a current quotation rather than estimated from another vendor.

How do I choose between basic EPF payroll and an integrated HR system?

Choose a basic payroll route when

  • You already have an employer i-Akaun and at least one employee.
  • Your main needs are employee records, statutory calculations, payslips and selected files.
  • Leave, claims, attendance and approvals are handled elsewhere or are not needed.
  • You are comfortable visiting agency portals and making payments after files are generated.
  • Your wage patterns fit monthly, weekly or daily processing without complex exceptions.

Choose a broader payroll-and-HR product when

  • Leave, attendance, overtime or claims create repeated spreadsheet work.
  • Managers need approvals and employees need self-service access.
  • You want approved attendance or overtime to flow directly into payroll.
  • You need accounting integration, such as a documented connection to Xero.
  • Your team has outgrown a manual hand-off between payroll calculation and statutory filing.

Run a sample pay period before deciding. Include a new starter, a leaver, a weekly or daily-paid worker if relevant, a recurring deduction, overtime and a one-off adjustment. Compare the generated payslip, bank file and statutory output with the records your accountant expects, then document every manual step that remains.

How should a small business run payroll with EPF software?

The exact screen names differ by product, but the control sequence below follows the functions KWSP documents for e-Payroll and keeps calculation separate from filing and payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm access and employee eligibility. Ensure the employer i-Akaun (Employer) account is active and that every worker has a complete employee record and EPF membership information.
  2. Load or import employee data. Use the available EPF Form A import or the provider’s employee-import process, then check names, membership details, wage frequency and status.
  3. Enter pay components. Add salary or wage amounts, allowances, compensation items and deductions. Mark one-off changes clearly so they can be reviewed.
  4. Select the pay period. Use the correct monthly, weekly or daily cycle for each employee and confirm the period dates.
  5. Run statutory calculations. Review EPF, SOCSO, IRBM or PCB and any other applicable contributions. Check the employee category and current KWSP schedule rather than accepting a default rate blindly.
  6. Review exceptions and totals. Compare headcount, gross pay, deductions, employer costs and net pay with the prior period. Investigate unusual changes before approving.
  7. Generate outputs. Produce payslips, annual tax forms when due, bank files and statutory files offered by the system.
  8. Submit and pay. Follow the relevant agency or bank process. With e-Payroll, generated files and links do not mean every agency payment has been made automatically.
  9. Record completion. Keep the approved payroll report, payment confirmation and any rejected or corrected file together so the next reviewer can trace what happened.

What mistakes commonly cause problems?

Using one EPF rate for everyone

Rates vary by employee status, age, wage band and membership circumstances. A 13% employer figure for a listed group earning RM5,000 or below cannot be applied to every worker. Recheck the current KWSP schedule and its effective date when creating or changing an employee record.

Confusing a generated file with a completed payment

A statutory CSV or electronic file is an output, not proof that the agency accepted it or that money left the bank. Assign an owner for portal submission, payment and confirmation, and keep the receipt with the payroll record.

Discovering HR gaps after purchase

A payroll calculator may be accurate yet still lack leave, claims, attendance or approvals. Map your workflow before buying and identify where data will be entered twice.

Relying on an old price or feature page

Free limits, staff bands, integrations and monthly prices are commercial terms that can change. Recheck the provider’s current plan page and ask for written confirmation of exclusions, onboarding fees and support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Skipping a reviewer check

Automation reduces arithmetic but does not eliminate bad source data. Require a second-person or manager review of headcount, unusual pay items, statutory totals and bank output before the deadline.

What should I ask a vendor before signing up?

  • Which current KWSP, SOCSO, EIS and PCB rules are included, and when were they last updated?
  • How are rate changes communicated and applied to existing employees?
  • Which agencies can receive a direct submission, and which require a downloaded file?
  • Are payments included, or does the employer pay separately after submission?
  • Can I test a sample payroll with monthly, weekly and daily-paid workers?
  • Are leave, attendance, overtime, claims, approvals and employee access included in the quoted tier?
  • What are the staff limits, extra-user charges, migration fees and support hours?
  • Can the system export bank files, annual tax forms and reports for an accountant?
  • What happens when a file is rejected or an employee’s status changes mid-period?

Write the answers into your implementation checklist. The cheapest subscription is not the lowest-cost option if it leaves your team manually rebuilding files or chasing missing approvals every month.

Frequently Asked Questions

Can a business use EPF e-Payroll for contractors or freelancers?

The documented eligibility and functions are framed around employers and employees, including EPF membership records. They do not establish contractor-payment support, so confirm the worker classification and reporting treatment with the provider and your payroll adviser before including contractors in a run.

Can one payroll run include employees paid on different schedules?

KWSP states that e-Payroll supports monthly, weekly and daily wages, but the documentation does not specify whether mixed frequencies can be combined in one approval and filing cycle. Ask for a demonstration using the exact mix your business employs and check how the system consolidates the monthly statutory totals.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do when a statutory file is rejected?

Keep the rejected file and its error message, correct the underlying employee or wage data, then regenerate the file rather than editing totals manually. Confirm the agency’s acceptance and payment status afterward, because generating a replacement file does not by itself reverse an earlier submission.

How can I tell whether a quoted plan will remain affordable after hiring?

Calculate the monthly cost at your present headcount and at the next two staff thresholds, including extra users, implementation and support charges. Compare that total with the time saved by integrated leave, attendance, claims or accounting workflows instead of judging only the headline starting price.
