There is no universal winner among Oracle OCI Generative AI, Amazon Bedrock, Microsoft Foundry, and Google Cloud’s Gemini Enterprise Agent Platform. Each offers building blocks for enterprise generative AI applications and agents, but their service boundaries, development options, governance features, and cloud integrations differ. The best fit depends on your workload, existing cloud and data estate, required models, controls, and operating approach—not on a feature list alone.
This comparison reflects official vendor documentation reviewed on October 25, 2026. It describes documented capabilities, not independent performance tests. Confirm the model, region, configuration, and generally available or preview status you need before choosing.

All four platforms provide access to foundation models and capabilities for creating generative AI applications or agents. Their overlap can make a feature checklist look deceptively simple: a platform may offer models, tools for agents, and security controls, yet differ substantially in how those functions are developed, connected to company data, governed, and operated.
The names also refer to distinct service boundaries, not interchangeable versions of one product. Oracle’s OCI Generative AI is a managed OCI service; Amazon Bedrock is AWS’s managed foundation-model application service; Microsoft Foundry groups models, agents, and tools under a management plane; and Google Cloud describes Gemini Enterprise Agent Platform as an evolution of Vertex AI. Adjacent cloud services may be part of the architecture, especially for data grounding, search, identity, and application operations.

Vendor documentation establishes what a provider says its platform supports. It does not establish equal answer quality, lower integration effort, or better production outcomes for a particular company. Those are workload-specific questions to test.
What are the documented capabilities of each platform?
The comparison below is a starting map of documented product boundaries, not a scorecard. Model catalogs and feature availability change, so treat the listed capabilities as prompts for verification rather than guarantees for every deployment.

For AWS, distinguish Bedrock’s application-building role from other AWS machine-learning services. AWS’s decision guidance compares Bedrock with SageMaker; it is a useful reminder not to treat every AWS AI service as one undifferentiated platform. Read AWS’s Bedrock and SageMaker decision guide.
Which platform should your company shortlist?
Start with the cloud and application environment your organization already operates, then test whether the platform’s documented model, agent, data, and governance capabilities fit the actual workload. Existing cloud alignment is a sensible shortlist signal, but vendor documentation alone cannot prove lower integration cost or superior results.
If Oracle is central to your environment
Evaluate OCI Generative AI against the Oracle data, application, and identity services involved in the intended design. Confirm that the required models and agent features are available in your target region and configuration. Oracle describes its broader AI Services portfolio as including prebuilt AI/ML services as well as generative AI and agents, but the breadth of that portfolio does not establish that a particular integration will be simpler or less expensive for your team.
Oracle’s documented feature set includes OpenAI-compatible APIs and agent capabilities such as memory, retrieval, and hosted agentic applications. Ask engineers to validate the specific API behavior, tools, identity flow, and deployment boundaries your application will depend on. Oracle AI Services provides the broader portfolio context.
If AWS is central to your environment
Assess Bedrock’s model selection, customization, managed application components, and AWS integrations against the workload. If you need agents, evaluate the Bedrock agent path and, where relevant, AgentCore’s deployment and operations model. Make the architectural boundary explicit: Bedrock and SageMaker address different service roles, so choose based on what you are building rather than the broad label “AWS AI.”

Check current model and feature support in the intended region. A model or capability described in general documentation may not be available for every region, account configuration, or deployment path.
If Microsoft’s cloud and data services are central
Assess Foundry as an AI development and management platform alongside the Azure services that may support the application. Microsoft’s architecture guidance names Azure AI Search, Fabric, Cosmos DB, and Content Safety as examples in a retrieval-augmented generation pattern; those are supporting components, not proof that Foundry itself replaces data, search, or application services.
Check the availability label for each required feature. Some documented Foundry capabilities are preview, and availability can depend on region and resource configuration. The distinction matters for production planning, support expectations, and governance approvals.
If Google Cloud is central
Evaluate Gemini Enterprise Agent Platform against the company’s required model access, agent tooling, governance, and deployment constraints. The current Google Cloud documentation uses this platform name and describes it as an evolution of Vertex AI; teams familiar with the earlier identity should verify the current product boundary and service details rather than assume nothing has changed.
Compare the low-code Agent Studio path with code-based notebooks and Agent Development Kit using the skills and controls your team needs. Confirm availability of the specific models and governance features—such as Agent Identity, Agent Gateway, and Model Armor—in the planned region and deployment.
How should you compare model access, agents, and company data?
Compare the platform against the whole application path, not the headline feature name. For each shortlisted option, write down what the service manages, what your team must build, and which adjacent services are needed.
Model access and choice
- List the models the use case actually requires, including any need for customization, embeddings, reranking, or a compatible API.
- Verify each model’s current availability in the target region and service configuration. Model catalogs change, and a catalog count is not a quality benchmark.
- Test routing or switching only if the architecture needs it; do not infer portability from a broad claim of model choice or API compatibility.
OCI documents pretrained and custom models, chat, embeddings, reranking, and OpenAI-compatible APIs. Bedrock documents model selection and customization. Foundry groups models with agents and tools. Google Cloud describes foundation-model access. These descriptions identify possible evaluation paths, but they do not show that the same models, versions, or configuration options are available across all four services.

Agent development and hosting
Separate the way an agent is authored from where it runs and how it receives permissions. Oracle documents agent tools, memory, retrieval, and hosted agentic applications. Bedrock documents agents, while AgentCore is described as a modular platform for deployment and operation. Foundry supports hosted declarative prompt agents as well as code-based hosted agents. Google documents a low-code Agent Studio path and code-based notebooks and Agent Development Kit.
For a real workflow, test tool access, identity delegation, memory behavior, execution boundaries, failure handling, and observability. A low-code authoring option does not by itself answer who can approve actions or how the service records them. Likewise, framework flexibility does not eliminate the need to design permissions and runtime controls.
Grounding answers in enterprise data
Retrieval-augmented generation (RAG) connects model responses to retrieved information from a company’s data sources. OCI documents retrieval; Bedrock documents Knowledge Bases for RAG. Microsoft’s architecture guidance describes RAG patterns using supporting services such as Azure AI Search, Fabric, Cosmos DB, and Content Safety. The Google overview describes its broader agent and model platform, but the cited overview does not establish a directly comparable connector or indexing inventory.
For each candidate, map the full data path: source systems, ingestion and indexing, retrieval, permission checks, freshness, and how users can trace an answer to source material. A platform overview cannot establish answer quality on your corpus or prove that permissions remain correctly enforced in your specific design. Test with representative data and realistic access rules.
How do the platforms handle security and governance?
Each provider documents governance or security capabilities, but the labels are not a substitute for mapping controls to your organization’s requirements. Compare the actual identity, network, policy, safety, and audit mechanisms that apply to the proposed architecture.
- Oracle: documented controls include IAM policies, private endpoints, API keys, OAuth for agentic tasks, Zero Trust Packet Routing, and runtime guardrails.
- AWS: Bedrock documents Guardrails; AgentCore is described with controls and observability as part of its agent operations scope.
- Microsoft: Foundry’s management plane includes role-based access control, networking, policies, and observability features. Content Safety appears as an example supporting component in Microsoft’s RAG architecture guidance.
- Google Cloud: the platform overview identifies Agent Identity, Agent Gateway, and Model Armor among integrated governance and security features.
Translate these into deployment questions: which identities can invoke models or tools, what network routes are permitted, where policies apply, how sensitive data is handled, what activity is observable, and how guardrails are configured. Ask security and compliance teams to assess the specific service configuration and contractual terms; a vendor capability description does not establish compliance with your obligations.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should a fair proof of concept measure?
A useful proof of concept (PoC) compares each finalist on the same representative workload, data, permissions, and success criteria. Avoid a demo in which each vendor uses a different task or an idealized dataset: that tests presentations, not fit for your application.

- Define the use case and constraints. Specify the user, task, source data, expected actions, latency or availability needs, region, and any model or policy requirements.
- Prepare representative data and permissions. Use realistic content and access rules so retrieval quality and authorization behavior can be assessed together.
- Set shared evaluation criteria. Agree in advance on answer quality, source grounding, safety, task completion, failure handling, and operational visibility. Apply the same criteria to every candidate.
- Record the exact configuration. For each run, capture model and version, region, service status, settings, tool permissions, and evaluation date. This makes results interpretable when a model or service changes.
- Measure operating cost consistently. Use the same workload assumptions and agreed cost method, then validate current pricing and contractual terms with the provider. A feature comparison cannot supply a buyer-specific total cost.
- Review the architecture, not only the output. Document which services, integrations, identity paths, and operational skills are required. Production solutions may combine platforms or adjacent services.
Report results with the method and conditions attached. There are no comparable benchmark results or named comparative statistics established in the vendor material cited here, so a PoC should not be presented as a universal ranking.

Availability, price, and contract fit are deployment-specific and can change. The official product descriptions above do not establish comparable pricing, regional coverage, contractual terms, or neutral performance results.
- Confirm the exact region, model, agent feature, and service status required; distinguish generally available functions from preview features.
- Check service limits, scaling behavior, support conditions, and required adjacent services for the architecture under review.
- Validate data handling, identity, network boundaries, auditability, and policy controls against internal and regulatory requirements.
- Request current pricing and contractual terms for the intended workload and geography rather than comparing incomplete list prices or assumptions.
- Revisit the decision when model catalogs, product names, preview status, or regional availability change.
The practical choice is the platform that passes the company’s own workload and control requirements with an architecture its teams can operate. Oracle-centered, AWS-centered, Microsoft-centered, and Google Cloud-centered organizations each have a logical platform to test first, but none of those starting points is evidence of a universal winner.
Frequently Asked Questions
Is Vertex AI the same product as Gemini Enterprise Agent Platform?
Google Cloud describes Gemini Enterprise Agent Platform as an evolution of Vertex AI. That wording signals a relationship, but teams should check current documentation for the exact service boundary and product identity relevant to existing deployments.
Can an enterprise use more than one of these platforms?
Yes. A production architecture can combine platforms and adjacent cloud services when different workloads or organizational constraints call for them. The important question is whether the resulting identity, data, monitoring, and operational boundaries remain manageable.
Does a platform’s list of models tell me which one will perform best?
No. Catalog breadth does not measure quality on your tasks, data, or safety requirements. Compare model versions under a shared evaluation method using your representative workload.
Are preview features safe to use for production planning?
A preview label means availability status needs particular scrutiny; it should not be treated as equivalent to a generally available feature. Confirm the provider’s current status and applicable support terms before making a production dependency.
