Buy for the model you need to run, then choose the least expensive card that leaves headroom for context, runtime overhead, and other GPU use. For a 16GB local-AI build, the GeForce RTX 5060 Ti 16GB is the value starting point, the RTX 5070 Ti 16GB is the higher-bandwidth comparison, and the Radeon RX 9070 XT 16GB is an AMD alternative when your operating system and ROCm-based software are confirmed compatible. If your model genuinely needs more memory, consider a Radeon RX 7900 XTX 24GB or GeForce RTX 5090 32GB rather than forcing a 16GB card.
No card can be declared a universal energy-efficiency winner from board-power ratings or memory bandwidth alone. Measure watts and tokens per second with your exact model, quantization, context length, runtime, and settings before treating one GPU as more efficient.

Start with VRAM capacity, not the advertised AI-performance number. Model weights are only one part of the allocation: the context/KV cache, inference runtime, temporary workspaces, and your desktop also consume memory. A card that barely holds the weights can become unstable or force a much shorter context.
Use this decision order:
- Set a memory target. Decide whether your normal workload fits in 16GB, needs about 24GB, or requires 32GB.
- Filter for software. Verify your operating system, current driver, framework, and inference application for the exact GPU.
- Compare matched performance data. Tokens per second must be measured on the same model, quantization, context, batch, and serving engine.
- Check the whole card. Confirm the exact board’s street price, power connectors, PSU guidance, dimensions, cooling, and return terms.
Within the options documented here, the RTX 5060 Ti 16GB is the sensible value candidate when its current price is competitive. The RTX 5070 Ti 16GB offers much higher listed memory bandwidth and deserves consideration when a workload benefits from it. The RX 9070 XT can be attractive for an AMD system, but only after confirming ROCm and application support. The RX 7900 XTX and RTX 5090 are capacity purchases, not automatic low-power choices.

How much VRAM do local LLMs really need?
VRAM is a practical ceiling. A nominal model size does not equal the amount of memory required at runtime, because quantization metadata, the KV cache, temporary buffers, and operating-system use add overhead.
What fits in a 16GB card?
Sixteen gigabytes is the most flexible mainstream tier for local experimentation. It can accommodate many smaller and medium-sized quantized models, but the usable context length depends on the model and runtime. Leave headroom instead of allocating every last megabyte to weights; otherwise a longer conversation, a larger batch, or another GPU process can trigger an out-of-memory error.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →When is 24GB the better target?
Choose 24GB when you routinely use larger parameter counts, higher-precision weights, longer contexts, or image-and-language workloads that share the GPU. The Radeon RX 7900 XTX provides 24GB, while a used GeForce RTX 3090 is often investigated as another 24GB option. Used-card pricing, condition, remaining warranty, and seller quality vary, so treat a 3090 as a lead to inspect rather than a proven bargain.
Who needs 32GB?
A 32GB card is for workloads whose memory requirement is established before purchase, such as very large models or unusually long contexts. The RTX 5090’s 32GB capacity can remove a memory constraint, but its price, power draw, physical requirements, and software support must be justified by that need.
How do the main 16GB GPUs compare?
The figures below are manufacturer specifications, not interchangeable inference benchmarks. Bandwidth can help explain why one card may generate tokens faster, but it cannot predict a result for every model or runtime.
Rank #2
| GPU | VRAM | Listed memory bandwidth | Rated board power | Software note | Price and fit |
|---|---|---|---|---|---|
| GeForce RTX 5060 Ti 16GB | 16GB | 448 GB/s | Not stated in the available specification summary | Verify the current NVIDIA driver and your inference stack | Value-oriented 16GB candidate; check the exact board’s live price |
| GeForce RTX 5070 Ti 16GB | 16GB | 896 GB/s | Not stated in the available specification summary | Verify the current NVIDIA driver and your inference stack | Higher-performance 16GB tier; compare the price premium with measured speed |
| Radeon RX 9070 XT | 16GB | Up to 640 GB/s | 304W typical board power | Listed by AMD ROCm; confirm exact OS, ROCm version, framework, and tool | AMD alternative when the software path is known to work |
NVIDIA lists 448 GB/s for the RTX 5060 Ti and 896 GB/s for the RTX 5070 Ti. AMD lists up to 640 GB/s and 304W typical board power for the RX 9070 XT. Those numbers describe the hardware interface and rated electrical envelope; they do not establish tokens per second or joules per token.
What are the best options when 16GB is not enough?
| GPU | VRAM | Listed memory bandwidth | Rated board power | When it makes sense |
|---|---|---|---|---|
| Radeon RX 7900 XTX | 24GB | Up to 960 GB/s | 355W typical board power | More capacity for models or contexts that exceed a 16GB budget; validate ROCm compatibility |
| GeForce RTX 5090 | 32GB | 1,792 GB/s | Not stated in the available specification summary | Only when the workload specifically requires 32GB and the system can support the card |
The RX 7900 XTX expands memory at a lower capacity than the RTX 5090 and carries a 355W typical board-power rating. The RTX 5090 is a capacity option, not a default budget or low-power recommendation. For either card, compare the cost of buying more memory with the cost of simplifying the model, reducing context, or using a smaller quantized variant.
Does memory bandwidth predict local-LLM speed?
It is a useful clue, not a verdict. Generation speed varies with parameter count, quantization format, context length, batch size, attention implementation, prompt-versus-generation phase, and the serving engine. A card with more bandwidth can still lose a particular test if its software path or kernel support is less mature.
How to make a fair comparison
- Select one named model, such as Llama 3.1 8B, and keep the quantization identical.
- Use the same context length, prompt size, batch, and number of generated tokens.
- Run the same inference application and backend on each card.
- Record prompt-processing and generation throughput separately; report tokens per second with the settings.
- Repeat the run after the GPU reaches a stable temperature, and note whether throttling or background workloads occurred.
A third-party comparison database reports Llama 3.1 8B Q4_K_M results for some GPUs, while marking other models as having no recorded result. Those figures belong to that publisher’s benchmark protocol and should not be presented as universal performance or energy data.
Is board power the same as energy efficiency?
No. Board power is a rated or typical electrical limit, while efficiency for local AI is energy per completed task. A card can draw more watts but finish a generation sooner, or draw fewer watts while taking longer; only a matched measurement tells you which uses less energy for your job.

To calculate a useful number, measure wall or GPU power during a fixed run and divide the total energy by generated tokens. Keep the model, quantization, context, runtime, batch, and power-measurement method constant. Do not substitute gaming power charts, TDP/TBP, AI TOPS, or raw memory bandwidth for tokens-per-joule data.
What evidence exists for GPU power?
A 2026 preliminary paper, Energy Efficiency of Locally Deployed LLMs: A Preliminary Quantitative GPU Power Benchmark on Consumer Hardware, describes tests of 18 open-source models ranging from 0.5B to 7B parameters on one RTX 4060 Ti 16GB. That scope shows that task-focused power measurement is possible, but it does not provide a cross-GPU ranking here or enough protocol detail to quote energy-per-token values for the cards in this guide.
How important is software support on AMD and NVIDIA?
Software compatibility can outweigh a specification advantage. AMD’s ROCm documentation lists both the RX 9070 XT and RX 7900 XTX, but a listing does not guarantee that every operating system, framework, quantization library, or user interface works with every release.
Checklist before buying a Radeon card
- Confirm that your operating system is supported by the current ROCm release.
- Check that your chosen framework and inference tool recognize the exact GPU architecture.
- Verify support for the quantization format you intend to use.
- Read the application’s issue tracker or release notes for known memory, kernel, or installation problems.
NVIDIA users should perform the same checks for the current driver, CUDA-dependent framework, and application version. A card that is technically fast but requires an unsupported backend is not a practical local-AI purchase.

Costs and checks that are easy to miss
- Board variant: Two cards with the same GPU can differ in cooler size, connector layout, factory limits, and warranty.
- Power supply: Follow the board maker’s recommendation and account for the rest of the system. The exact PSU wattage was not included in the specification summary for the cards compared here.
- Physical fit: Check length, height, slot thickness, radiator clearance, and airflow before ordering. Dimensions vary by board partner.
- Return terms: Local-AI compatibility is software-dependent; a return window is valuable if your chosen stack fails to initialize.
- Used hardware: For a used RTX 3090, ask for operating temperatures, stability evidence, repair history, remaining warranty, and clear photos of connectors and fans.
Which GPU is the right choice for each budget?
Lowest-cost 16GB build
Target the RTX 5060 Ti 16GB when its current board price is meaningfully below the alternatives and your models fit comfortably in 16GB. Its 448 GB/s specification is adequate for a starting system, but buy based on measured workload speed rather than that number alone.
Higher-speed 16GB build
Consider the RTX 5070 Ti 16GB when your workload remains within 16GB and the price increase is supported by benchmark results under your exact settings. Its listed 896 GB/s bandwidth is double the RTX 5060 Ti’s, yet the real gain depends on the model and runtime.
AMD 16GB build
Choose the RX 9070 XT when its price, availability, and 304W power envelope suit your system and you have confirmed ROCm support for every tool you plan to use. Do not buy it solely on the bandwidth figure or assume that a CUDA-oriented application will behave identically.

Move to the RX 7900 XTX or RTX 5090 only when your workload needs 24GB or 32GB. Paying for unused VRAM increases cost and system requirements without automatically improving efficiency.
What should you record after installation?
Create a small repeatable test before changing settings. Record GPU model and driver, model name, quantization, context length, prompt and generation token counts, runtime version, average generation tokens per second, peak VRAM use, and power measured at the wall or reported by telemetry. Keep the log with the card’s exact board SKU so a future driver or model change does not invalidate the comparison.

If a run fails, reduce context first, then confirm that the model is actually using the intended quantization and backend. An out-of-memory error is a capacity problem; low throughput with free VRAM is more likely to involve kernels, drivers, thermals, or runtime settings.
Frequently Asked Questions
Can I run a local AI model from system RAM when VRAM is full?
Many runtimes can offload some layers to system memory, but transfer traffic usually lowers generation speed and increases latency. Treat offloading as a compatibility fallback, not as equivalent capacity; benchmark the complete application with your normal context length.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Is a used RTX 3090 safer than buying a new 16GB card?
Not automatically. Its 24GB capacity can be useful, but used cards have uncertain cooling, warranty, connector wear, and seller condition; compare a verified unit’s total cost and stability with a new card’s return policy.
Should I buy two smaller GPUs instead of one larger GPU?
Only if your inference software supports multi-GPU placement efficiently and your motherboard, power supply, and case can handle both cards. Memory does not automatically combine into a single pool, and inter-card communication can reduce the benefit.
How often should I recheck prices and drivers?
Recheck immediately before purchase and whenever you change the model stack. Street prices, stock, driver releases, ROCm versions, and application support are volatile, so an earlier recommendation can become uneconomic or incompatible.
