Yes. OpenAI Codex is available on ChatGPT Free, but its usage is metered and the allowance varies by plan and account; there is no single published number of free tasks, messages, or tool calls to rely on. Separately, sandbox and approval rules can limit what Codex may do in a workspace. Those are different constraints: one governs how much you can use it, while the other governs what actions it can take.
What limits apply to a free AI coding agent?
For Codex on ChatGPT Free, “limits” can mean either an allowance that runs out or a restriction on an action. Checking which one you have encountered matters: waiting for a usage reset will not grant permission to access a restricted resource, and changing a sandbox permission will not replenish an exhausted allowance.

OpenAI includes Codex across ChatGPT plans, including Free and Go, but usage is plan-specific. The official documentation does not publish one universal numeric Free quota. It also does not establish a fixed number of tool calls that applies to every Free account.
How many Codex messages, tasks, or tool calls do I get for free?
There is no reliable universal number to quote. Your account’s usage dashboard is the place to check the allowance that applies to you and when it resets.

Check your account’s current allowance
- Open Codex or ChatGPT and go to Settings or the usage dashboard.
- Review the account-specific allowance and any displayed credit balance.
- Check the displayed reset time if you are near or have reached a limit.
- If the dashboard presents options after an allowance is exhausted, use the option available for your account rather than assuming every account has the same choices.
The amount available can depend on the plan and account. A number reported by another user may not describe your allowance, and counting messages alone does not predict how much work remains: a short request and a long-running task can consume different amounts.
Why can a long coding task use more allowance?
Codex usage varies with several factors, including the model, where the task runs, task complexity, context, reasoning, speed, and tools. A task that asks the agent to work through substantial context or perform a longer sequence of work can use considerably more allowance than a short request.

- Model: The model used affects consumption; the documentation does not give one fixed cost per task across models.
- Task complexity: A narrowly scoped change and a complicated coding job are not equivalent units of usage.
- Context: The context involved in the task is one of the stated factors in consumption.
- Reasoning and speed: These also affect usage, so the allowance cannot be translated into a fixed task count.
- Execution location and tools: Where the work runs and which tools it uses are part of the usage calculation.
This is why “How many prompts do I have?” is less useful than checking the account’s displayed allowance and reset time. The available documentation describes variable consumption, not a simple one-message-equals-one-unit rule.

Does Free limit coding skill, or does it limit access?
The documented Free-plan constraints establish metered usage and execution controls; they do not establish that Free users receive a weaker coding model. A task that cannot proceed may have run into an allowance limit, a sandbox boundary, or a permission prompt rather than a general lack of coding ability.
Keep those explanations separate when diagnosing a problem. If Codex reports that usage is exhausted, check the usage dashboard. If it cannot perform an action in the workspace, look at the applicable sandbox or approval controls. The available official information supports those distinctions, not a claim that every Free task has a lower level of coding capability.
Can Free Codex edit my whole repository or use the internet?
Codex’s ability to act depends on the working environment and its permissions. In the Codex app, native sandboxing is configurable; by default, agents are limited to editing files in the folder or branch where they are working. Actions that require elevated permissions, such as network access, prompt for permission.

Understand the workspace boundary
“Can edit my whole repository” depends on which folder or branch the agent is working in and how its sandbox is configured. The default described behavior is limited to that working folder or branch; it is not an unrestricted ability to change every file on the computer. If an expected file is outside the workspace, check the working location and available sandbox settings before treating the issue as a usage-limit problem.
Understand network access
The app uses cached web search by default. A network action that requires elevated permission prompts for approval. That permission boundary is distinct from the usage allowance: having usage remaining does not, by itself, grant network access.
Choose an available client
Free users can launch Codex through the desktop app, command-line interface (CLI), IDE extension, and web. Codex Cloud is different: it is available to eligible Plus, Pro, Business, Enterprise, Healthcare, and Education accounts, and is not included with Free or Go. Availability of a Codex client should therefore not be mistaken for access to Codex Cloud.

What happens when Codex says I hit a limit?
Reaching an allowance does not necessarily stop the active turn immediately. For plans with included allowances or credits, Codex can continue an active turn subject to fair-use limits. After that, follow the choices shown for your account.

- Use an available reset: A full reset restores covered allowances for the current plan when the account meets the reset conditions. Banked or automatic resets do not permanently increase the plan’s limits.
- Consider credits if offered: Credits are a pay-as-you-go add-on for supported features after included usage is exhausted. A limited group of Free and Go users may see an option to buy them.
- Upgrade if eligible: An upgrade may be among the options shown to an account, but availability is account-dependent.
Do not assume a credit purchase changes the Free or Go included allowance: it does not. Credit availability, price, payment methods, spending limits, and feature access vary by account, region, and plan.

Use the message or behavior to identify which constraint is most likely involved, then check the matching control. This avoids changing workspace settings when the issue is an exhausted allowance, or waiting for a reset when the agent needs permission.
- If Codex reports a usage limit, open Settings or the usage dashboard and inspect the allowance, credit balance, and reset time.
- If a long-running task used more than expected, consider the model, complexity, context, reasoning, speed, execution location, and tools involved; consumption is variable.
- If Codex cannot reach a file, check whether the file is within the folder or branch where the agent is working and review the sandbox configuration.
- If Codex asks to perform a restricted action, review the permission request. Network access is an example of an action that can require elevated permission.
- If the allowance is exhausted, use the reset, credit, or upgrade choices actually displayed for your account, or wait for the displayed reset.
These checks address the two documented kinds of limits without assuming a particular quota, permission setting, or account option.
What should I compare before choosing a free or paid coding-agent plan?
Do not compare plans only by a headline task count. The useful comparison is the allowance and reset behavior alongside how work runs and what the agent is allowed to do.
