Usually, no. If a job follows stable, explicit steps, deterministic automation is easier to test and operate. If one part requires interpreting language or making a bounded judgment, add an LLM step inside that fixed workflow. Use an AI agent only when the system must adapt to changing context, choose its next actions or tools, and handle a sequence that cannot be specified reliably in advance. That extra flexibility brings higher design, monitoring, latency, security and error-management demands, so the practical rule is to start with the least autonomous design that meets the requirement and expand only when a controlled trial shows a real need.
What are the three ways to build an AI-enabled process?
The useful distinction is who controls the sequence of work. In deterministic automation, your code selects every step. In an LLM-assisted workflow, your code still controls the route but lets a model interpret a bounded input. In an agent, the model helps manage execution and can select tools and subsequent steps dynamically.

|---|---|---|---|
| Deterministic automation | Predictable, repetitive work with explicit rules | Programmed logic | Reliable and testable, but inflexible when conditions change |
| LLM step in a workflow | A fixed process with an occasional interpretation or judgment task | Programmed workflow; the model handles a bounded decision | More tolerant of language variation without giving up overall control |
| Agent | Context-sensitive, multi-step work whose order or tools cannot be fully predicted | The model, within policies and available tools | Adaptability at the cost of more latency, expense, monitoring and failure modes |
These categories describe control flow, not marketing labels. An application that calls an LLM once is not automatically an agent. An agent uses an LLM to manage workflow execution and dynamically select tools that interact with external systems, as OpenAI explains in its practical guide to building agents.
How does deterministic automation work, and when is it the right choice?
Deterministic automation turns a known procedure into explicit conditions, validations and actions. The same input state should produce the same route, making the system straightforward to test, audit and troubleshoot. AWS Prescriptive Guidance puts the principle plainly: “Implement coded logic for deterministic execution. Use AI functionality where it provides value that deterministic code cannot.”

Good candidates
- Copying approved data from one system to another after a required field check.
- Sending a reminder seven days before a known renewal date.
- Calculating totals, applying a published pricing rule or generating a report from structured records.
- Running a fixed approval chain in which the next reviewer is determined by amount, department or status.
Use ordinary code when the rules are stable enough to state as conditions and the consequences of a wrong action are significant. A fixed path is not a deficiency: explicit logic makes execution visible and prevents a model from improvising where improvisation adds no value.
Where it starts to strain
Rule-based systems become harder to maintain when exceptions multiply, inputs arrive as free-form language or the correct route depends on context that is not captured in a clean field. Those symptoms do not automatically justify an agent; they may indicate that one narrowly defined interpretation step is missing.

When is an LLM step inside a workflow enough?
An LLM step is the middle option when the overall procedure is known but a small portion requires language understanding, classification or judgment. The surrounding code supplies the sequence, permissions and validation; the model returns a constrained result that the workflow can check before continuing.
Typical pattern
- Receive an email, document or support message.
- Ask the model to extract specified fields, classify the request or draft a response in a declared format.
- Validate the output against schemas, confidence rules or required fields.
- Route the result through the same approval, storage and notification steps every time.
For example, a claims process could use an LLM to identify the incident date and describe the reported damage from a claimant’s narrative. Code can then verify that a policy number exists, apply coverage rules and send the case to a human reviewer. The model interprets language; it does not decide which systems to call or invent a new process.
Why this boundary matters
Keeping the model inside a bounded step limits blast radius. You can test that extraction task with representative examples, reject malformed output and replace the model without redesigning the whole operation. OpenAI’s business guide describes this as a predefined process with an occasional need for interpretation or judgment.
When should you use an AI agent instead of automation?
Consider an agent when the work requires several context-dependent decisions and neither the number nor the order of steps can be specified reliably ahead of time. The model must be able to choose among tools, gather missing information, revise its plan and stop when the objective is met or a policy requires a person.

Signals that an agent may be justified
- Unstructured inputs: the task begins with varied documents, conversations or web-like information rather than a predictable schema.
- Context-sensitive decisions: the right action depends on facts discovered during the task, not only on predefined fields.
- Dynamic tool use: the system may need to search, query several services, perform calculations or update records in an order that changes by case.
- Open-ended objectives: success is a result such as resolving an incident or investigating a discrepancy, rather than completing a fixed checklist.
- Rules that are costly to maintain: encoding every exception would be less practical than allowing controlled reasoning over the current context.
These are candidacy signals, not proof. If you can describe every branch, tool call and stopping condition clearly, a workflow is normally safer. If an agent is chosen, define its tools, permissions, data boundaries, escalation conditions and maximum work before it handles real requests.
What is the difference between an AI agent and an LLM workflow?
A workflow follows predefined code paths; an agent lets the model direct its own process and tool usage within limits. Anthropic summarizes the distinction this way: “Workflows are systems where LLMs and tools are orchestrated through predefined code paths. Agents, on the other hand, are systems where LLMs dynamically direct their own processes and tool usage, maintaining control over how they accomplish tasks.”
| Question | LLM workflow | Agent |
|---|---|---|
| Can you draw the route before execution? | Usually yes, including the model step | Only broad goals and allowed actions can be fixed |
| How are tools selected? | Code calls known tools at known points | The model chooses from permitted tools as context changes |
| How are errors contained? | Validation and explicit branches | Guardrails, tool permissions, budgets and human escalation must contain compounding decisions |
| What is easiest to test? | Each branch and output contract | Policies, trajectories and representative scenarios, including unexpected loops |
A workflow can include multiple LLM calls and still not be agentic if code determines their order. Conversely, an agent can be narrow: autonomy should be limited to the portion of the job that genuinely needs it.
How can you decide which approach fits your task?
Answer the following questions in order. The pattern of answers is more useful than any universal score; the sources provide qualitative guidance, not a break-even formula or guaranteed performance threshold.
1. Are the steps stable and predefinable?
Write the procedure as a numbered list, including branches and stopping conditions. If colleagues can agree on the list and it changes infrequently, start with deterministic code. If the list changes for nearly every case, document why before choosing autonomy.
2. Where exactly is the ambiguity?
Separate language interpretation from process control. If ambiguity is limited to extracting intent, summarizing a note or selecting one of a known set of categories, an LLM step may solve it. If ambiguity determines which investigation, tool or sequence comes next, an agent becomes more plausible.

3. How unstructured are the inputs?
Free-form text increases the value of language understanding but does not require dynamic planning. Normalize what you can first: schemas, document types, required fields and retrieval boundaries often convert an apparent agent problem into a bounded workflow.
4. How difficult are the rules to maintain?
Count the real maintenance burden, not just the number of rules. Frequent policy changes, overlapping exceptions and rules that depend on nuanced context may favor model judgment, while stable regulatory or financial calculations should remain explicit and testable.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors5. Must the system choose tools dynamically?
If the same APIs are called in the same order, code should orchestrate them. An agent is warranted only when it must select among tools or decide whether another information-gathering step is needed. Every tool should have a narrow schema, clear authorization and an observable result.
6. What are the latency and cost limits?
Agent runs can involve multiple model turns and tool calls, so latency and usage costs are less predictable than for a single model step or a coded path. Anthropic describes this as a cost-and-latency trade-off. Establish an operational budget and a maximum number of turns before deployment; do not assume an agent will be cheaper because it replaces hand-written rules.
7. What happens when it is wrong?
For low-impact drafting, a person can review the result. For payments, account changes, security actions or safety-sensitive decisions, require deterministic checks and human approval at the point of consequence. Anthropic warns that autonomous systems can compound errors, while AWS emphasizes appropriate system design and security practices.

Deterministic version
A web form collects product ID, purchase date and defect code. Code verifies the fields, checks a warranty table, creates a ticket and sends the correct template. Because every required value is structured, no model is needed.
LLM-assisted version
Customers may write an email instead of using the form. An LLM extracts the product ID and defect category into a schema, flags missing information and drafts a reply. Code validates the ID, checks the warranty table and routes exceptions to a person. The process remains fixed.
Agent version
A request may mention several products, an unclear purchase history and prior repairs across different systems. The agent could search authorized records, ask a clarifying question, compare policy versions, gather evidence and select the appropriate specialist queue. Its tools, data access, maximum turns and escalation rules must be constrained because the path differs by case.
The example illustrates a progression in autonomy, not a ranking. The third design is justified only if the variable investigation cannot be made reliable with a form, retrieval step or bounded model call.

Validate the smallest autonomous slice in a sandbox before granting production access. Anthropic recommends sandbox testing and guardrails for autonomous systems; that advice is especially important when actions affect external systems.
- Define the objective and stop conditions. State what counts as success, when the agent must ask a person and when it must stop without acting.
- Limit the tool surface. Begin with read-only or reversible tools. Use least-privilege credentials, explicit input schemas and allow-lists for destinations and operations.
- Create a representative test set. Include ordinary cases, ambiguous requests, missing data, conflicting records, malicious instructions and tool failures.
- Log the trajectory. Record prompts, retrieved context, tool calls, outputs, latency, token usage and reasons for escalation so reviewers can identify loops and unsafe assumptions.
- Use approval gates. Require confirmation before irreversible actions such as sending money, changing access, deleting data or communicating a legal commitment.
- Set budgets and fallbacks. Cap turns, time and spend. Return to a deterministic queue or human operator when the budget is reached, a tool fails or confidence is inadequate.
- Expand gradually. Start with a narrow user group and read-only scope. Increase autonomy only after observed cases show that the controls work.
A pilot should measure operational facts relevant to your task—completion quality, escalation rate, time, cost and harmful actions—rather than rely on a universal claim that agents outperform automation. The available guidance does not establish such a universal statistic.

Do you need multiple agents?
Usually not at the beginning. OpenAI’s practical guide recommends first maximizing a single agent’s capabilities and splitting work only when complexity or overlapping tools make a single design difficult to manage.
Separate agents can make sense when roles have genuinely different instructions, data permissions or tool sets—for example, a research role that cannot write to production and an execution role that can perform a narrowly approved update. They also introduce coordination overhead, additional model calls and more places for context or responsibility to be lost. Treat multi-agent architecture as a response to a demonstrated boundary, not as the default next step.
What is the practical rule for choosing?
Use deterministic automation for stable, explicit procedures. Add an LLM where a bounded interpretation task improves the fixed procedure. Choose an agent only when adaptation, context-sensitive planning and dynamic tool selection are central to the outcome and the organization can afford the associated controls, latency and uncertainty.
The whole workflow does not have to become autonomous. A robust design often combines coded validation and permissions, one or two carefully constrained model steps and a human decision at the highest-risk point. That layered approach preserves the predictability of automation while applying AI only where it contributes value that deterministic logic cannot provide.
Frequently Asked Questions
Can an AI agent work without access to external tools?
It can generate plans or content without tools, but tool access is what allows an agent to affect or inspect external systems. Without tools, a bounded LLM workflow is often simpler because there is no dynamic execution to supervise.
How should I estimate an agent’s operating cost before launch?
Model each possible turn, retrieved context and tool call, then multiply by expected case volume and include monitoring, storage and human-review time. Because trajectories vary, use a budget cap and test the distribution of runs rather than relying on one average example.
What security control matters most for an autonomous system?
Start with least-privilege, task-specific credentials and make consequential operations require explicit approval. Pair those controls with complete tool-call logs and a fast way to revoke access or stop a run.
When is a chatbot actually an agent?
A chatbot becomes agentic when it can decide which tools or steps to use to achieve a goal, rather than only returning a response from a fixed prompt-and-reply flow. The user interface does not determine the architecture; the control of execution does.
