You can use the Display & Video 360 API without an API usage fee, but access is gated by a Google Cloud project, an enabled API, OAuth 2.0 credentials, and a Google Account that has been provisioned in Display & Video 360. The default limits are 1,500 total requests and 700 write requests per minute per project, plus 300 total and 150 write requests per minute per advertiser per project (Google documentation, 2026). The resource API manages campaigns and related objects; it does not return performance reports. Use the Bid Manager API for offline reporting.
What do I need to access the Display & Video 360 API?
Four pieces are required: a Google Cloud project, the Display & Video 360 API enabled in that project, OAuth 2.0 credentials, and an identity that has been granted access to the relevant Display & Video 360 partner or advertiser. OAuth 2.0 is the only supported authentication method. Every request carries an authorization token that identifies both the application and the Google user context.

- Google Cloud project: Create a new project or select an existing one where you will own the credentials and monitor quota.
- Enabled API: Enable Display & Video 360 API for that project before making calls.
- OAuth client: Configure the consent screen and create an OAuth 2.0 client ID and secret.
- Provisioned identity: The authenticating Google Account must be a Display & Video 360 user with access to the partner or advertiser your request addresses. A service account is usable only after it is associated with an appropriately provisioned DV360 user or configured to impersonate one.
The service endpoint is https://displayvideo.googleapis.com. The FAQ documentation addresses API v4, while the current REST reference lists discovery documents for v5 and v4. Pin the version in a client library or in direct REST URLs, and check Google’s reference before upgrading so a version change is deliberate rather than accidental.
How do I set up OAuth access step by step?
Complete the setup in this order. The exact consent-screen fields can vary by Google Cloud account type, but the sequence is the same.

- Create or select a project: In Google Cloud Console, choose the project that will own the DV360 integration. Record the project ID because quota is measured against it.
- Enable the API: Open the API Library, find Display & Video 360 API, and select Enable.
- Configure the OAuth consent screen: Enter the application name, support contact, authorized domains where required, and the users who may grant consent. Keep the audience and test-user settings aligned with your deployment.
- Create an OAuth 2.0 client: Choose the client type that matches your application, then download the client ID and secret directly from Cloud Console. Treat the downloaded secret as sensitive credential material.
- Request the scopes: Use https://www.googleapis.com/auth/display-video for normal DV360 resources. Add https://www.googleapis.com/auth/display-video-user-management when your application calls the users service.
- Obtain consent and tokens: Send the user through Google’s OAuth flow, receive an authorization code, exchange it for tokens, and attach the resulting access token as a bearer token on every API request. Refresh tokens must be stored with the same care as client secrets.
- Verify DV360 permissions: Confirm that the consenting account can see the partner or advertiser needed by the workflow. A valid OAuth token alone does not grant DV360 access.
When enabling an API in an existing Cloud project, Cloud Console may ask an administrator to activate billing and accept terms. That prompt is a project-setup requirement; it is not a per-request Display & Video 360 API charge.
Which OAuth scope and DV360 user role do I need?
Most integrations need the general Display & Video 360 scope. Calls to the users service require the additional user-management scope, and the Google Account behind the token must have a DV360 role that permits the operation.

Permission is evaluated in the DV360 hierarchy. An account can authenticate successfully and still receive 403 PERMISSION_DENIED if it lacks access to the specific partner, advertiser, or operation.
Can I use a service account with Display & Video 360?
Yes, but a service account is not an automatic bypass for DV360 permissions. Its identity must be provisioned with the required DV360 access and OAuth scopes using one of two documented patterns.
Associate the service-account address with a DV360 user
Add the service-account email as a DV360 user and grant the appropriate partner or advertiser role. Requests then run as that identity, subject to the role’s read, create, update, or user-management permissions.

Use domain-wide delegation
In an administrator-controlled Google Workspace domain, authorize domain-wide delegation and have the service account impersonate a DV360 user. The impersonated user still needs the required DV360 role and access; delegation only supplies the user context for the OAuth token.

Anyone who obtains a key can attempt to access every Google service for which that service account is authorized, so store keys in a restricted secret store, rotate them, and avoid committing them to source control.
What are the Display & Video 360 API quotas?
Google’s 2026 quota documentation defines both project-wide and advertiser-specific ceilings. The advertiser limits are additional limits for methods whose URL includes an advertiser ID; they do not replace the project totals.

Some operations are deliberately weighted more heavily. customBiddingAlgorithms.scripts.create, customBiddingAlgorithms.uploadScript, firstPartyAndPartnerAudiences.create, firstPartyAndPartnerAudiences.editCustomerMatchMembers, and media.upload each count as five write queries for quota accounting. A job that appears to make 100 such calls therefore consumes 500 write-query units.
What happens when a quota limit is exceeded?
The API can return HTTP 429 with the reason RESOURCE_EXHAUSTED and a message such as “Resource has been exhausted (e.g., check quota).” Errors count against quota, so repeatedly retrying at the same speed can prolong the outage.

Reduce demand before retrying
- Inspect request usage in Google API Console to identify whether the project or an advertiser bucket is exhausted.
- Lower concurrency and add backoff so workers do not refill the bucket immediately.
- Use filters and the largest practical page size on list methods; fewer, fuller pages reduce request volume.
- Distribute independent work across different advertisers when that matches the business workflow. This can relieve an advertiser-specific ceiling, but the project-wide 1,500-request and 700-write limits still apply.
- Do not design around a quota increase: Google says increases cannot be requested for Display & Video 360 API limits.
Classify requests before implementing retries. A transient exhaustion response can be retried with exponential backoff and jitter. An invalid request, missing authentication, or missing permission needs correction rather than another immediate attempt.
How much does the Display & Video 360 API cost?
Google for Developers states: All use of Display & Video 360 API is free of charge.
There is no per-request, per-user, or per-report API fee described for this interface.
Your surrounding Google Cloud environment can still have its own billing, storage, logging, or compute charges, and Cloud Console may require billing activation when you enable an API in an existing project. Those are project-level cloud-account matters, not a charge for DV360 API calls. Keep the distinction in internal cost documentation so an enablement prompt is not mistaken for metered API pricing.
Can the API pull impressions, clicks, spend, or conversions?
No. The Display & Video 360 resource API cannot retrieve performance data. It is intended for resource management, such as reading or changing entities exposed by the DV360 API.
For Display & Video 360 offline reports, use the Bid Manager API to create, retrieve, and run reports. Build reporting jobs around that separate API rather than expecting impression, click, spend, or conversion metrics from ordinary DV360 resource endpoints.

Should I use REST calls or a Google client library?
Both approaches reach the same service endpoint. Choose based on deployment controls, language support, and how much protocol handling you want your application to own.

In either case, separate management traffic from reporting traffic: DV360 resource calls consume the quotas described above, while offline performance reporting belongs in the Bid Manager API.

Because failed calls count toward quota, log the method, advertiser ID when present, response code, and retry decision. That makes it possible to distinguish a project-wide rate problem from a single advertiser’s limit.
Which integration pattern fits a particular deployment?
Decide along five axes: who grants consent, which DV360 role is appropriate, where quota is consumed, how the application sends requests, and whether the workload is management or reporting.
- Interactive application: Use an OAuth client and a user consent flow when a person must choose or authorize the DV360 account at runtime.
- Server-to-server automation: Use a service account only after associating it with a DV360 user or enabling domain-wide delegation and impersonation.
- Least-privilege governance: Start with Read only for retrieval jobs, Standard for create/update workflows, and Admin only where user access must be granted.
- High-volume multi-advertiser work: Track both project and advertiser buckets; distributing work can help with advertiser limits but cannot exceed project totals.
- Analytics pipeline: Use the Bid Manager API for offline performance reports and reserve the DV360 API for resource operations.
What should I verify before moving to production?
- The project ID, API enablement, OAuth consent configuration, client credentials, and token storage are documented.
- The requested scopes match the methods used, including the user-management scope when applicable.
- The human or service-account identity is provisioned in DV360 with the smallest role that can complete the job.
- The client pins a documented API version and has a plan to review Google’s v4/v5 discovery changes before upgrades.
- Workers monitor project and advertiser quotas, use pagination efficiently, and implement bounded exponential backoff for transient failures.
- Reporting requirements are routed to Bid Manager API rather than resource endpoints.
Frequently Asked Questions
Can a Read only DV360 user retrieve user resources?
No. Read only users can retrieve ordinary resources but are excluded from user resources; user-resource access requires the appropriate user-management authority. If the application needs to grant or administer users, use an Admin-capable identity and the additional user-management scope.
Do script uploads consume more quota than an ordinary write?
Yes. Google counts custom-bidding script creation and script-upload methods as five write queries each, rather than one. The same five-query weighting applies to specified audience-creation, customer-match editing, and media-upload methods.
Can I spread requests across several Cloud projects to avoid DV360 limits?
The documented limits are assigned per project and, for advertiser-addressed methods, per advertiser per project. Creating projects does not remove the need to respect each project’s authorization, governance, and advertiser permissions, and Google does not offer quota increases for these limits.
What is the safest way to move from API v4 to v5?
Keep the version explicit in client configuration or REST paths, test discovery and response-shape changes in a non-production workflow, and review Google’s current REST reference before switching. Do not assume that a newly listed discovery document is a drop-in replacement for every v4 method.
Why did my API call fail after authentication succeeded?
OAuth proves the token’s identity, not that the identity can access every DV360 object. Check the partner or advertiser relationship and the user’s DV360 role, then distinguish a permission error from a missing resource or malformed request by its HTTP status.
