DeepSeek is usually far cheaper per token, while Claude offers a more documented enterprise path for retention controls and managed-cloud deployment. DeepSeek’s published rates for its V4.1-Flash and V4-Pro models are a fraction of Anthropic’s Claude rates, but peak-hour pricing, cache hits, output volume, batch jobs and tool calls change the effective bill. DeepSeek’s privacy policy says it collects submitted content and directly processes and stores personal data in China. Anthropic documents zero-data-retention (ZDR) arrangements for eligible Claude API features and lets organizations run Claude through its direct API, Amazon Bedrock or Google Cloud routes. The right choice therefore depends on workload economics and on whether data residency, retention and procurement controls matter more than headline token price.
Which is cheaper, DeepSeek or Claude API?
On published token rates, DeepSeek is substantially cheaper for both input and output. The comparison is not a single multiplier, however: you must model cache hits, DeepSeek’s peak windows, Anthropic’s prompt-cache multipliers, batch discounts, web-search fees, output length and the route you use to reach Claude.

Published DeepSeek rates
DeepSeek lists separate cache-miss input, cache-hit input and output prices for each model. Peak hours are 01:00–04:00 and 06:00–10:00 UTC, Monday through Friday, excluding Chinese public holidays; all other periods are off-peak.
| Model | Off-peak cache-miss input (per 1M tokens) | Off-peak cache-hit input | Off-peak output | Peak cache-miss input | Peak cache-hit input | Peak output |
|---|---|---|---|---|---|---|
| DeepSeek-V4.1-Flash | $0.15 | $0.003 | $0.60 | $0.30 | $0.006 | $1.20 |
| DeepSeek-V4-Pro | $0.66 | $0.022 | $1.98 | $1.32 | $0.044 | $3.96 |
These rates are per million tokens. A cache hit is not the same as a shorter prompt: it is input that DeepSeek recognizes as reusable cached context. Build your estimator with cache-miss and cache-hit volumes as separate line items.

Published Claude rates
| Claude model | Input (per 1M tokens) | Output (per 1M tokens) |
|---|---|---|
| Claude Opus 4.1 | $15 | $75 |
| Claude Sonnet 4 | $3 | $15 |
| Claude Haiku 3.5 | $0.80 | $4 |
Anthropic’s prompt caching uses a 1.25× multiplier for a five-minute cache write, a 2× multiplier for a one-hour cache write and a 0.1× multiplier for cache reads. Batch processing discounts input and output tokens by 50%. Web search is an additional $10 per 1,000 searches, on top of token charges.
What a simple workload costs before extras
For an illustrative request that consumes 1 million input tokens and produces 1 million output tokens, DeepSeek-V4.1-Flash costs $0.75 off-peak ($0.15 + $0.60) or $1.50 at peak. DeepSeek-V4-Pro costs $2.64 off-peak or $5.28 at peak. The same token mix costs $90 on Claude Opus 4.1, $18 on Claude Sonnet 4 and $4.80 on Claude Haiku 3.5.
Those arithmetic examples are not forecasts. Real requests usually have far more input than output, or vice versa, and may use caching, batch processing, tools or long contexts. A production estimate should multiply each usage bucket by its own rate rather than applying one blended price.
How to build an accurate monthly estimate
- Measure uncached input tokens, cached input tokens and output tokens separately.
- For DeepSeek, split traffic into peak and off-peak windows using UTC timestamps and the holiday rule.
- For Claude, apply the appropriate cache-write or cache-read multiplier to the base input rate.
- Apply the 50% batch discount only to requests actually sent through batch processing.
- Add tool charges such as web search independently from token totals.
- Model the longest outputs and largest contexts, because they can dominate spend even when request counts are stable.
DeepSeek’s listed models have a 1 million-token context length and a maximum output of 384,000 tokens. Those limits make very long prompts and generated artifacts possible, but they also make token accounting more important.
What does DeepSeek’s privacy policy say about prompts and data location?
DeepSeek’s policy, last updated February 10, 2026, says the service collects the content users submit and directly processes and stores personal data in the People’s Republic of China. That is a material data-geography difference for organizations whose contracts or regulations restrict processing in China.

Content DeepSeek says it collects
The policy lists text input, voice input, prompts, uploaded files, photos, feedback, chat history and other content supplied to the service. Treat anything sent through the API as potentially covered by that collection language, including documents placed in a prompt or returned through a tool workflow.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesTraining and service-improvement language
DeepSeek says it uses personal data “to improve and develop the Services and to train and improve our technology.” The same policy says users may opt out of using personal data for training models or optimizing technologies, subject to applicable conditions. An opt-out should be verified for the exact API account, feature and jurisdiction; do not assume it creates zero retention.
Retention and account lifecycle
DeepSeek says retention varies by data type, purpose, legal requirements and business needs. Input and payment data may be kept while an account exists. A compliance review should therefore ask what is retained, for how long, which deletion process applies and whether logs, abuse-monitoring records or support copies follow different schedules.
Does Claude offer zero data retention?
Anthropic documents zero-data-retention arrangements for eligible Claude API features. Under such an arrangement, Anthropic says it does not store customer prompts or responses at rest after returning the API response, and it states that retained data is never used for model training without your express permission.
ZDR has feature boundaries
ZDR is not a blanket switch for every Claude capability. Anthropic identifies stateful managed agents, files, code execution and consumer interfaces as examples that are not covered by every ZDR arrangement. A design that depends on ZDR must inventory each endpoint and tool, then confirm eligibility in the current contractual and technical documentation.

Default retention is also feature-specific
Anthropic says conversation content is not retained by default where storage is unnecessary, while covered stateful features require retention. “Claude does not store data” is therefore too broad: the accurate question is which route and feature handled the request, what retention terms apply, and whether the organization has a ZDR arrangement.
Where is Claude data processed when I use the API, Bedrock or Google Cloud?
Claude can be reached through Anthropic’s direct API or through managed cloud services. The route changes who acts as the data processor, which residency controls are available and which contract governs retention.
| Route | Operational model | Residency and retention considerations |
|---|---|---|
| Anthropic direct API | Contract and API relationship directly with Anthropic | Evaluate Anthropic’s documented retention controls and ZDR eligibility for each feature. |
| Amazon Bedrock | Claude is invoked through an AWS account after model access is configured | AWS is the data processor for the managed deployment; review AWS retention and compliance terms. Applicable newer models can use global or regional inference profiles. |
| Google Cloud / Vertex AI | Claude is procured and configured through Google Cloud enterprise services | Google is the data processor for the managed deployment; review Google Cloud’s retention, residency and compliance terms. |
For applicable newer models, Bedrock regional inference profiles are intended for data-residency requirements and carry a documented 10% pricing premium. Global profiles can route requests across regions, so they should not be treated as equivalent to a regional residency commitment.
What to configure on Bedrock
- Create or select the AWS account and region that will own the workload.
- Request model access for the required Claude model in the Bedrock console.
- Choose a global or regional inference profile according to your residency requirement.
- Use Anthropic’s SDK support for Bedrock, then record the selected region, profile and logging configuration in your data-flow documentation.
- Confirm how application logs, CloudTrail records, prompts and outputs are handled by your AWS controls and contracts.
Google Cloud enterprise configuration
Anthropic’s Claude Code setup documentation identifies Google Vertex AI as an enterprise configuration route alongside the Anthropic Console, Claude Pro or Max and Amazon Bedrock. Organizations standardizing on Google Cloud should confirm the supported model, region, quota, billing account and data-processing terms before moving production traffic.

What compatibility does and does not guarantee
- Changing the base URL and model identifier can reduce client-code changes when your SDK already supports the documented format.
- Prompt serialization, tool schemas, streaming events, error codes, token counting and safety behavior can still differ.
- Reasoning or “thinking” modes may alter output length and therefore cost; test with representative prompts.
- Run contract tests for JSON validity, tool-call arguments, retries, timeouts and refusal handling before routing production traffic.
The cited DeepSeek material does not establish a first-party managed self-hosting product. If private infrastructure is a requirement, verify the model license, weights, serving stack, support terms and security controls separately rather than assuming API compatibility implies self-hosting rights.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which provider is safer for enterprise data?
There is no universal winner. DeepSeek’s published policy makes China-based processing and broad collection explicit, while Claude offers documented ZDR arrangements and managed-cloud routes where AWS or Google becomes the data processor. For regulated or highly confidential workloads, residency and retention controls can outweigh a large token-price difference.
When DeepSeek may fit
- Cost-sensitive workloads where the data is permitted to be processed and stored in China.
- Applications that benefit from OpenAI-format or Anthropic-format compatibility and can complete a rigorous data assessment.
- Batch or high-volume jobs where low token rates materially improve unit economics.
When Claude may fit
- Workloads requiring a documented ZDR arrangement for eligible features.
- Organizations that need AWS or Google Cloud procurement, identity, networking and compliance processes.
- Applications where regional inference and contractual data-processing terms are more important than minimum token cost.
Questions a security review should answer
- Which exact endpoint, model and feature handles prompts and outputs?
- Are prompts, responses, files, tool results and support logs retained, and for how long?
- Is training use opt-in, opt-out or governed by a separate enterprise agreement?
- Which country or cloud region processes and stores each data class?
- Can the provider satisfy deletion, access, incident-notification and subprocessor requirements?
- Do regional routing, ZDR or managed-agent features impose a price premium or remove capabilities?
How should I choose between DeepSeek and Claude for a real application?
Use a staged decision rather than a headline-price comparison.
- Classify the data. Separate public, internal, personal, confidential and regulated inputs. Exclude data categories that the selected route cannot legally or contractually process.
- Select a deployment boundary. Decide whether a direct API, AWS-managed route or Google-managed route best matches your identity, networking and residency requirements.
- Build a token-cost model. Include input, cache hits, output, peak windows, batch discounts, web search and any regional premium.
- Test quality and operations. Use representative prompts to measure structured-output validity, tool-call reliability, latency, context use, refusal behavior and maximum output needs.
- Verify retention. Obtain written confirmation for the exact model, endpoint and feature set, especially if you require ZDR.
- Plan portability. Keep provider-specific settings behind an adapter, record model versions and create a rollback route before switching traffic.
A practical routing pattern
Some teams use a lower-cost model for classification, extraction or high-volume batch work and reserve a more capable model for difficult generation. If you do this, route by data class as well as task: a cheap endpoint is not an acceptable destination for sensitive data merely because its token rate is lower.
What can change after you deploy?
Prices, model names, retirement dates, regional availability, retention eligibility and cloud routing can change. Recheck the provider’s current pricing and data-processing documentation before a renewal, model migration or compliance attestation. Record the date and route used in your internal cost and risk reports so a later price or policy change does not invalidate your assumptions.
Best Value
Bottom line: which one should you use?
Choose DeepSeek when its very low token rates, compatibility formats and China-based processing fit your data policy and operating model. Choose Claude when feature-specific ZDR, AWS or Google Cloud deployment, regional routing or enterprise procurement controls justify the higher token rates. For any sensitive workload, make the decision only after comparing the exact endpoint’s retention and residency terms with the value of the data being sent.
Frequently Asked Questions
Can I switch an existing OpenAI-style client to DeepSeek without rewriting everything?
Often you can change the base URL and model name because DeepSeek documents an OpenAI-format endpoint. Still run tests for streaming, tool schemas, JSON validation, errors and token accounting; wire-format compatibility does not guarantee identical behavior.
Do DeepSeek cache hits always make it cheaper than Claude?
No. Cache-hit rates depend on how much reusable context your application sends and whether the provider recognizes it. Calculate cache misses, cache hits, output and any peak-period usage separately before comparing providers.
Does using Claude through Bedrock automatically guarantee regional data residency?
No. Bedrock offers global and regional inference profiles for applicable models. A global profile may route across regions; select and document a regional profile when residency is a requirement, and account for the documented 10% premium where it applies.
What should a zero-data-retention review include?
Map every endpoint and feature, including files, code execution, managed agents and tool calls, because ZDR eligibility is not universal. Confirm the arrangement contractually and verify what your own application, cloud account and observability tools retain.
Is DeepSeek self-hosting included with its API compatibility?
The cited API material documents hosted endpoints and compatibility formats, not a first-party managed self-hosting product. Treat private deployment as a separate license, infrastructure and support assessment.
