A data centre is a physical facility containing servers, storage, networking and related equipment. Cloud computing is a way of consuming computing resources or applications remotely, usually through a provider’s data centres. They are not competing physical places: cloud services depend on data centres, while an organisation can run its own facility, rent space in a colocation site, or use a public cloud.

Working out where your data goes requires more than naming a country or selecting a cloud region. You need to distinguish storage at rest, processing, resilience copies, logs and metadata, management and support systems, and the locations from which people access the service. The exact answer depends on the provider, service, configuration and contract.

What is the difference between a data centre and cloud computing?

A data centre is infrastructure and a location; cloud computing is a service model. The first describes the buildings and hardware that perform computing and store information. The second describes how customers obtain those capabilities—typically on demand, over a network, with the provider operating the underlying facilities.

Amazon Web Services defines a data centre as “a physical location that stores computing machines and their related hardware equipment.” Its explanation is useful because it places servers, storage and networking in a real facility, rather than treating “the cloud” as a locationless space. Read the definition in AWS’s data-centre explainer.

Cloud services run on that physical foundation. When you upload a file to a hosted application, create a virtual machine or use a managed database, the bits are handled by equipment in one or more provider facilities. You interact with an interface or API instead of owning the servers and operating the building.

A data centre is a place and an equipment layer

An organisation may own and operate its own data centre. In that model it is responsible for deploying, monitoring, maintaining and securing the facility and the equipment. A company can instead put its own servers in a third-party colocation facility; the building and utilities come from the colocation operator, while the customer generally retains ownership and operational responsibility for its hardware.

Public-cloud providers operate data centres that host shared-use infrastructure delivered over a network. IBM describes the distinction between enterprise facilities, where the organisation handles deployment and management, and public-cloud data centres, where the provider supplies infrastructure for multiple customers. See IBM’s data-centre overview.

Cloud computing is a way to consume services

Cloud computing can expose raw virtual machines, a managed platform for deploying software, or a complete application. Those choices change how much of the technology stack you operate, but all still depend on physical hosts, networks and facilities.

That is why “on-premises versus cloud” is an imperfect either-or comparison. A workload can remain in an organisation-owned facility, use rented colocation space, run on infrastructure-as-a-service (IaaS), or combine several of these arrangements. Hybrid designs are common in principle because the categories describe different layers: ownership and location on one side, and the way resources are delivered on the other.

Are data centres and cloud computing opposites?

No. A cloud provider’s data centres are the physical places where cloud services run. The meaningful comparison is usually between deployment choices—your own facility, colocation, IaaS, platform-as-a-service (PaaS), or software-as-a-service (SaaS)—and the control and responsibilities each choice gives you.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, an organisation can keep a specialised system in its own facility while using a hosted collaboration application. It might also run its own software on virtual machines rented from a provider. Calling both arrangements “cloud” or “on-premises” without naming the service model hides who patches the operating system, who controls the network, and where copies of data are made.

Ownership and service delivery are separate decisions

Owning hardware gives an organisation direct control over physical placement and the operating environment, but it also creates continuing work: procurement, facilities, hardware replacement, monitoring, patching and recovery planning. A provider removes much of that physical work, but the customer must understand the provider’s terms, controls and access arrangements.

Colocation sits between those descriptions. The customer’s equipment is in someone else’s building, so physical access and utilities are supplied by the facility operator, while software, data and equipment management can remain with the customer. Whether a particular colocation offering is a “cloud” service depends on how resources are delivered and managed, not merely on the building’s ownership.

Where does your data go in the cloud?

“Where is my data?” is several questions, not one. A useful assessment separates the place where information is stored at rest, where a service processes it, where backup or resilience copies are kept, where logs and metadata are handled, and where administrators and users connect from.

Storage at rest

Storage at rest is the location of the primary persisted copy—for example, objects in a storage service, records in a database, or files belonging to a hosted application. Providers commonly let customers choose a geographic region or geography for eligible services. That selection is an important starting point, but it is not automatically a promise that every related component stays there.

Microsoft says that most Azure services allow customers to specify a region or geography for storage and processing, while also noting that service-specific exceptions exist. Its current Azure data-residency guidance should be read alongside the terms for the exact service and edition you intend to use.

Processing location

Processing is where software reads, transforms or otherwise handles the data. A service can store information in one geography while a particular operation, control plane or supporting function runs elsewhere. A region choice therefore needs to be checked against the provider’s processing commitments, not inferred from a console label alone.

Microsoft’s Microsoft 365 data-location explanation describes geographic replication and explains that storage location does not prevent users from accessing the service from other places. The principle applies broadly: the location of the stored copy and the location of the person using the application answer different questions.

Replication, backups and resilience copies

Providers may create additional copies so a service can survive equipment or facility failures. Replication can occur within a selected geography, but the rules vary by product. Some services offer customer-selectable redundancy options; others have provider-managed copies or service-specific exceptions.

Do not treat a region name as an inventory of every replica. Ask which copies are made, whether they remain within the chosen geography, how long they persist, and which backup or disaster-recovery systems are included. A resilience design may deliberately place copies in separate facilities or zones, so physical separation and legal geography should both be documented.

Logs, metadata and derivative information

Applications often generate information about the data rather than the user’s original files: access logs, audit records, identifiers, diagnostic information and other metadata. The UK National Cyber Security Centre advises checking whether such derivative material is covered by the same location and protection commitments as the primary data.

Those records can be important for privacy, incident response and legal discovery. A contract that specifies the location of customer content but says nothing about service telemetry may leave a material part of the data trail unaddressed. The NCSC’s asset-protection and resilience guidance recommends examining where data and related assets are stored, processed and managed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Management, authentication and support

Administrative consoles, identity systems, support tools and authentication services may operate outside the geography selected for customer content. The NCSC specifically cautions that authentication or support components can be located elsewhere. That does not necessarily mean the customer’s primary files are moved, but it does affect the jurisdictions and personnel that may handle account information or operational records.

When assessing location, list the control plane, identity provider, support process and any subcontracted service that can access or manage the workload. Ask the provider to identify applicable access rights and the locations involved, rather than assuming that a data-region setting answers all of them.

How do regions and availability zones affect data location?

Cloud providers group facilities into geographic constructs, but the names and designs are not universal. AWS describes a Region as a geographic location containing multiple Availability Zones, with each Availability Zone consisting of one or more physical data centres. Its terminology is documented in the AWS data-centre explainer.

An availability zone or equivalent construct is intended to provide physical separation for resilience. Selecting a single region can still involve several facilities inside that region, depending on the service and its redundancy settings. Other providers use different boundaries, names or architectures, so do not transfer AWS’s definitions directly to another provider.

What a region setting tells you

  • It identifies the provider’s stated geographic area for an eligible service’s primary storage or processing.
  • It gives you a starting point for evaluating legal jurisdiction and resilience design.
  • It does not, by itself, list every replica, backup, log, metadata store, identity component or support location.
  • It does not prevent authorised users from accessing the service from another country or region.

Read the service-specific residency and redundancy documentation before committing regulated or location-sensitive information. A provider-wide map is useful context, but the product terms determine what happens to the workload you actually deploy.

Who is responsible for protecting cloud data?

Cloud security is shared, and the boundary changes with the service model. Customers remain responsible for their data, identities and access decisions. Providers operate the physical cloud infrastructure, but the customer’s share of software and configuration work is larger in IaaS than in PaaS or SaaS.

Service model Customer responsibilities Provider responsibilities
On-premises Physical facility, hardware, network, operating systems, applications, data, identities and configuration The organisation operates the environment; external suppliers may provide equipment or support under contract
IaaS Virtual machines, guest operating systems, applications, data, identities and security configuration Physical hosts, facilities, underlying network and cloud infrastructure
PaaS Applications, data, identities and service configuration exposed by the platform Physical infrastructure and more of the operating system and platform stack
SaaS Data, identities, permissions and settings available to the customer Physical infrastructure, application platform and most of the application stack

The table is a model, not a substitute for a service agreement. Microsoft’s shared-responsibility guidance says the exact boundary depends on the deployment and configuration. AWS makes the same point in its shared-responsibility model: AWS secures the underlying cloud, while an EC2 customer, for example, still manages the guest operating system, applications and security-group configuration.

What customers still control

Moving to a provider does not transfer ownership of data governance. You still choose what to upload, which identities can access it, how permissions are configured, and which retention or deletion rules apply. A provider may supply security features, but a permissive account policy or incorrectly configured service can expose data without any failure in the physical facility.

Why the same provider can have different boundaries

A virtual machine service exposes more operating-system controls than a fully managed application. Consequently, two workloads hosted by the same provider can have different patching duties, log locations, backup behaviour and configuration risks. Evaluate the exact service, region, redundancy option and account setup, not just the provider’s brand or a broad label such as “cloud.”

How should you compare an on-premises facility, colocation and public cloud?

There is no universal winner. Compare the workload and the commitments that matter to your organisation, using the same questions for every option.

Decision axis Questions to ask Why it matters
Control and operating work Who provisions, patches, monitors, repairs and replaces each layer? More direct control also brings more continuing operational work.
Service model Is the workload on owned hardware, IaaS, PaaS or SaaS? Which software layers remain yours? The model determines the shared-responsibility boundary.
Data geography Where are primary data, processing, replicas, backups, logs and metadata held? A single storage-region label may not describe every data flow.
Jurisdiction and access Which laws and contractual terms apply? Who can access content or administer the service, and from where? Support, authentication and provider access can involve locations outside the storage geography.
Resilience and availability How are facilities or zones separated, and which failures does the design address? Replication can improve recovery while also creating additional locations that must be governed.

For an owned facility, ask whether the organisation can sustain the staffing, maintenance and recovery work. For colocation, examine the split between building operations and customer equipment. For public cloud, inspect the service’s region, replication, access and responsibility terms before treating it as a compliance solution.

How can you find the actual locations used by a cloud service?

Use a service-specific inventory rather than relying on a marketing map or a generic statement that data is “in the cloud.” The following sequence turns the broad question into evidence you can retain for security, procurement and compliance reviews.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Name the exact service and edition. Record the provider, product, account or tenant, deployment model and any optional redundancy or backup feature. Different services from one provider can have different location commitments.
  2. Record the selected region or geography. Capture the console setting and the provider’s current service documentation. Note whether the setting applies to storage, processing or both.
  3. Map every data class. List customer content, databases, files, backups, replicas, logs, audit records, identifiers and other metadata. Treat each as an asset that may have its own storage or retention path.
  4. Check replication and recovery behaviour. Determine whether copies stay within the selected geography, whether zones or facilities are involved, and what happens during a regional outage or restore.
  5. Trace management and access paths. Identify identity, authentication, administration, monitoring and support components. Ask where provider personnel or subcontractors may access or manage the service.
  6. Read the contract and service terms. Confirm applicable jurisdictions, provider access rights, notification duties, deletion commitments and any exceptions to the general residency statement.
  7. Review configuration continuously. A later change to a region, backup option, identity integration or managed feature can alter the data flows. Keep the inventory with your architecture and risk records.

This process follows the NCSC recommendation to examine where data and related assets are stored, processed and managed, which jurisdictions apply, what provider access rights exist, and whether derivative material is covered. It also respects the provider warnings that residency rules are service-specific.

What common assumptions about “the cloud” are wrong?

“The cloud means the data is nowhere physical.”

Cloud data is handled by physical servers, storage systems and networks in provider facilities. The abstraction changes how you consume the resources, not the existence of the infrastructure.

“Choosing a local region keeps everything local.”

A region can identify the intended geography for eligible storage or processing, but replicas, logs, metadata, authentication and support may follow separate rules. Verify the exact service terms.

“The provider is responsible for all security.”

Providers secure the underlying infrastructure, while customers continue to govern data, identities, permissions and—especially in IaaS—the guest operating system and applications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A data centre and a cloud are interchangeable terms.”

A data centre describes a physical facility and equipment. Cloud computing describes remote, provider-operated consumption of resources or applications. One is infrastructure; the other is a delivery model.

What should the final decision be?

Choose the arrangement that matches the workload’s control, operating, geographic, legal and resilience requirements. An owned facility may provide direct physical control but demands substantial ongoing operation. A public cloud can abstract much of that work, yet it requires careful review of service-specific location commitments and shared responsibilities. Colocation changes the facilities equation without automatically changing who manages the equipment.

The practical answer to “where does your data go?” is therefore a documented map, not a single country name: primary storage, processing, replicas, backups, logs, metadata, identity, support and user access. Keep that map tied to the exact service and configuration, and update it when either changes.

Frequently Asked Questions

Does putting data in a nearby cloud region make it subject to only that country’s law?

Not necessarily. The selected geography is one factor; contractual terms, provider access, support and authentication systems, and the jurisdictions in which those activities occur can also matter. Have legal and compliance teams review the service-specific commitments for the data classes you use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is colocation the same thing as using a public cloud?

No. Colocation normally means placing customer-owned equipment in a third-party facility. A public cloud is a service model in which the provider supplies shared infrastructure or managed applications; a colocated workload may remain operated by the customer.

Can two applications from the same provider have different data-location answers?

Yes. Region availability, replication, logs, processing and support arrangements are service-specific. Check the documentation and contract for each application rather than applying one provider-wide assumption.

What evidence should an organisation retain for a data-residency review?

Keep the exact service and edition, selected region, replication and backup settings, data-flow inventory, provider location documentation, access terms and relevant contract clauses. Recheck the record after configuration or service changes.
