Cybersecurity’s diversity gap is not only a fairness problem; it is a risk-management weakness. Women and ethnic-minority professionals remain under-represented, especially in senior jobs, while artificial intelligence is changing both attacks and the systems used to defend against them. Teams that lack varied experiences can miss how an automated control fails for particular users, communities or working contexts. The evidence does not show that demographic diversity automatically prevents breaches. It does show that broader representation, disciplines and lived experience improve an organization’s ability to anticipate, question and govern complex risks.
Is cybersecurity still male-dominated?
Yes. UK workforce estimates show a pronounced gender and ethnicity gap, and the gap widens at senior level. That pattern matters because people who approve architecture, budgets, incident responses and AI deployments have the greatest influence over which risks are considered.

| Measure | Latest figure | Population, year and source |
|---|---|---|
| Women in the cyber workforce | 16% | UK estimate, 2026; Department for Science and Technology (DSIT) |
| Women in senior cyber roles | 12% | UK estimate, 2026; DSIT |
| Ethnic-minority representation in the cyber workforce | 19% | UK estimate, 2026; DSIT |
| Ethnic-minority representation in senior cyber roles | 9% | UK estimate, 2026; DSIT |
The DSIT figures use the UK Annual Population Survey classification for SOC 2135 roles. DSIT explicitly says the estimate is not an accredited Official Statistic because response rates and sample sizes have declined. Treat it as an important indicator of direction and scale, not as a precise census of every cybersecurity job.
The senior-level drop is the critical signal. A company can hire a more varied intake yet retain a homogeneous decision-making group if promotion, sponsorship and retention are uneven. Counting only total employees hides that bottleneck.

What do the education pipeline and workforce surveys reveal?
The pipeline is uneven before people reach their first security job, and survey evidence shows that workplace experience can push people out even after they enter.
Where students enter the field
| Education stage | Female participation | Period and source |
|---|---|---|
| Undergraduate cybersecurity courses | 14% | UK, 2023/24; DSIT |
| Postgraduate cybersecurity courses | 28% | UK, 2023/24; DSIT |
The higher postgraduate share suggests that women who reach advanced study are more represented than those entering undergraduate courses, but it does not prove equal access to courses, finance or later employment. Employers should therefore examine the whole path from applicant to promotion rather than assuming a university pipeline will correct itself.

ISC2’s 2024 survey found an average of 23% women’s representation on cybersecurity teams. In the same research, 29% of women respondents reported workplace discrimination and 78% said an inclusive environment was essential to team success. These are survey results, not a direct count of every security worker, and they use a different methodology from UK employer and population estimates.
How the global estimate differs
An OECD publication in 2024 cited an ISC2 estimate that women made up 24% of the global cybersecurity workforce in 2022. That global survey estimate cannot be combined with the UK 2026 percentages to create a single trend line: the years, samples, definitions and collection methods differ. It is useful as a broad international reference, not as a substitute for local workforce data.
Why does diversity matter for AI security?
AI adds two linked problems: defenders must handle AI-enabled attacks and AI-enabled defensive tools, while also controlling the possibility that automated systems produce or amplify unfair outcomes.

AI changes the threat and privacy surface
Systems that generate code, classify alerts, summarize incidents or make access recommendations can operate at a scale and speed that manual review cannot match. Attackers can use similar capabilities for phishing, vulnerability discovery, social engineering and rapid adaptation. NIST advises organizations to adapt their cybersecurity and privacy practices to these changing risks rather than treating an AI component as an ordinary software feature.

NIST’s AI Risk Management Framework identifies systemic, computational and statistical, and human-cognitive sources of bias. Data may under-represent a population; an objective function may reward the wrong outcome; a workflow may give operators misleading confidence; or an organization may interpret a model’s output differently for different groups. NIST warns that “AI systems can potentially increase the speed and scale of biases and perpetuate and amplify harms to individuals, groups, communities, organizations, and society.”
A security example is an identity or fraud model that performs well for a majority population but generates more false positives for a minority group. A security team that lacks people who know the affected context may accept the aggregate accuracy figure and miss the operational harm. Diverse experience does not guarantee that someone will spot every failure, but it increases the chance that a failure mode is raised, tested and documented.
What the evidence can—and cannot—claim
The defensible claim is about risk anticipation and review capacity. NIST’s AI RMF Playbook states: “A diverse team that includes AI actors with diversity of experience, disciplines, and backgrounds to enhance organizational capacity and capability for anticipating risks is better equipped to carry out risk management.” That is not evidence that demographic diversity alone prevents a breach, eliminates bias or guarantees a better model. It is a reason to treat representation as one control within a wider governance system.
How should a company measure its diversity gap?
Use a set of stage-by-stage measures, disaggregated enough to show where people are lost. A single head-count percentage cannot distinguish recruitment, promotion, retention or unequal access to influential work.

What can employers do to attract and retain women and minorities?
Practical interventions span entry routes, day-to-day culture and advancement. Hiring a diverse cohort without changing work conditions will not close the senior gap.
Open more routes into security
UK employers report using non-degree hiring and outreach to schools and colleges. Build those routes into normal workforce planning rather than treating them as a one-off campaign. Define skills in job descriptions, accept equivalent experience, and offer paid placements or apprenticeships that do not require an applicant to have already held a security title.
Make selection and work design inclusive
Use structured interview questions and consistent scoring so that informal “culture fit” does not dominate decisions. Include women and under-represented staff on hiring panels when they are willing and supported, and rotate that responsibility so it does not become unpaid diversity labor. Check shift patterns, on-call expectations, parental leave, accessibility and flexible work against the realities of the role.
Support progression, not only recruitment
Mentorship can provide advice and visibility; sponsorship goes further by connecting a person to assignments and promotion opportunities. Publish criteria for advancement, audit pay and promotion outcomes, and set measurable retention and progression goals. ISC2’s findings on discrimination and the importance of inclusion make these workplace conditions a security concern as well as a human-resources concern.

Use outside perspectives when needed
If an internal team lacks experience of an affected community or domain, consult external subject-matter experts, community organizations or an independent reviewer. Document what advice changed, what was rejected and why. Consultation should complement—not replace—building internal capability.
How should an AI-risk team be structured?
AI governance works best when responsibility is shared across security, privacy, legal, product, data, user research and affected business functions, with meaningful demographic and experiential diversity.
- Map the system and its users. Record the model, data sources, vendors, decisions it influences and groups that may be affected.
- Assign accountable owners. Name who approves deployment, monitors performance, handles incidents and can pause the system.
- Assemble a review group. Include varied demographics, disciplines, experience levels and backgrounds, as NIST recommends; add external reviewers where an internal perspective is missing.
- Test disaggregated outcomes. Examine error rates, false positives, false negatives, privacy exposure and security abuse cases by relevant user groups, not only in aggregate.
- Challenge assumptions. Ask which harms are invisible to the current team, what data are absent, and how an attacker could exploit both model behavior and human trust in it.
- Monitor after launch. Recheck drift, complaints, incidents, access changes and newly introduced data. Record remediation deadlines and escalation paths.
Rotate membership and give reviewers authority, time and access to evidence. A committee that can only offer comments after a launch decision is not an effective control.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWill AI make the cybersecurity skills gap better or worse?
It can do either. Automation may handle repetitive alert triage, summarize evidence and help less-experienced analysts learn, expanding capacity when experienced staff supervise the results. It can also reduce opportunities to build foundational judgment, create demand for new skills faster than training systems respond, and concentrate high-value decisions among a small group of specialists.
Organizations should treat AI as a job redesign issue, not simply a head-count reduction tool. Define which tasks are automated, which judgments remain human, how junior staff gain supervised practice and what training is available to people entering through non-traditional routes. Measure who receives AI-related projects and promotion opportunities; otherwise automation can widen the existing seniority and representation gap.

What should leaders do over the next year?
A sequence of accountable actions is more effective than a broad pledge.
- Set a baseline: publish internal representation, hiring, promotion, pay, inclusion and attrition measures for security roles, with privacy safeguards.
- Find the break points: identify whether under-representation begins in education requirements, sourcing, selection, early attrition or promotion.
- Fund access routes: partner with schools and colleges, create paid apprenticeships and accept demonstrable skills alongside degrees.
- Change manager incentives: include fair hiring, development, retention and pay-equity outcomes in leadership reviews.
- Formalize AI review: require a diverse, cross-disciplinary risk assessment before and after deployment, with authority to delay or stop a system.
- Report progress and limits: state the time period, definitions, sample sizes and methodology whenever results are shared; explain what the data cannot establish.
Progress should be judged by sustained movement in representation, advancement, inclusion and risk-review quality—not by a single annual hiring figure or a publicity campaign.

What does responsible progress look like?
A responsible program shows where people enter, who stays, who advances and who has influence over security and AI decisions. It can demonstrate that non-degree routes are producing supported careers, that discrimination concerns are investigated, that pay and promotion are reviewed, and that AI controls include perspectives relevant to affected users.
It also keeps evidence in proportion. UK estimates, global surveys and student statistics answer different questions. Reporting them with their year, population and method preserves credibility and prevents an apparently improving aggregate figure from concealing a persistent senior-level gap.
Frequently Asked Questions
Are the UK diversity figures directly comparable with the global 24% estimate?
No. The UK 2026 estimates, the ISC2 survey figures and the global estimate cited by the OECD use different years, populations, definitions and methods. Compare each series within its own methodology, and avoid presenting them as one worldwide trend.
Can a small cybersecurity team apply these recommendations without a diversity department?
Yes. Start with structured hiring, transparent progression criteria, confidential inclusion feedback and a documented AI review involving people from different functions. A small firm can also use an independent reviewer or community adviser when it lacks relevant lived or technical experience.
Recommended Free Tools
How can employees report discrimination without weakening security operations?
Provide confidential reporting outside the direct management chain, define investigation and anti-retaliation procedures, and publish aggregate outcomes. Keep incident-response duties and employment investigations coordinated but separately governed so neither is ignored.
What training helps analysts work safely with AI tools?
Combine technical instruction on model limits, data handling, prompt and supply-chain attacks, and evaluation with exercises on disparate impact and privacy. Require supervised use of AI outputs and a clear route for escalating an unexplained or harmful recommendation.
