Steam also lists a bundle containing the base game and Woolhaven, plus a larger bundle that includes optional packs and the soundtrack. If you already own the base game, check what each bundle includes and the actual price shown for your region before purchasing; a displayed discount or bundle total may not be the same everywhere or remain available. No fixed price is necessary to answer which DLC is needed, and a price quoted elsewhere may not match your checkout.
Which add-ons can achievement hunters skip?
The optional paid packs add appearance or story content, but Steam does not list a separate achievement set for them. The table distinguishes those packs from Woolhaven and from free updates, which are easy to confuse because some names are similar.

The Pilgrim Pack is not just a cosmetics pack: it includes story and interactive-comic material. It is still optional for Steam achievement completion because Steam does not list a separate Pilgrim achievement set. Likewise, the free Sins of the Flesh content update is not the paid Sinful Pack; the similar names refer to different content.
Buying scenarios: what is the cheapest sensible route?
If you already own the Steam game: buy Woolhaven by itself when your goal is all currently listed achievements. The Cultist, Heretic and Sinful Packs may be worthwhile for visual customization, and Pilgrim may appeal if you want its story material, but none is needed to complete the 57-achievement list.
If you do not own the game: compare Steam’s base-game-and-Woolhaven bundle with buying the two products separately. Steam also presents a larger bundle with optional packs and the soundtrack. That larger package can be convenient for a fan who wants every extra, but it is not the minimum purchase for achievement completion. The relevant comparison is the current checkout total in your currency, not an old screenshot, a launch discount or a price quoted for another region.
If you already bought a cosmetic pack: you have not wasted access to any achievement requirement, but you still need Woolhaven for the DLC achievement set. Conversely, owning Woolhaven does not require you to purchase the cosmetic packs to make its achievements count.

Does “100%” mean all achievements or 100% in the save file?
For this question, “100% Steam achievements” means completing every achievement shown in Steam’s achievement list. It does not automatically mean the same thing as reaching 100% on a save file or completing every in-game task. The available figures establish the Steam achievement total, not every condition behind the game’s own completion percentage.
Steam separates the current list into 48 base-game achievements and nine DLC achievements. That distinction matters if you have finished the base-game achievements, including its Godhood milestone, but have not completed the DLC set. Player accounts support treating base-game achievement completion and the complete Steam list as different milestones; they do not establish an undocumented official rule for exactly when Godhood unlocks.
As a result, a player may reasonably say they have completed the base-game achievements without claiming to have all 57 listed achievements. If you are tracking a personal or in-game completion percentage, check that tracker separately rather than treating Steam’s achievement count as a universal definition of “100%.”
What are the nine Woolhaven achievements?
An independent Steam achievement tracker names the nine Woolhaven achievements as Maker of Legends, The Prodigal Child, Eat the Rich, The Complete Collection, Woolhaven Reborn, Swing of the Axe, Killer Instinct, Rot No More, and Respect Thy Mother. Steam confirms that there are nine DLC achievements, but the public Steam page did not expose all nine names in the information available for this article; treat this name list as the tracker’s attribution, not a list directly verified from Valve’s page.

The names are useful for recognizing the DLC set in an achievement tracker, but they do not describe every unlock condition. Woolhaven ownership is access to the expansion, not a substitute for completing the objectives attached to its achievements.
When can you start Woolhaven?
Do not expect the expansion to function as a separate opening campaign. Steam states that Woolhaven content is accessible near completion of the base game. Plan to progress through the main game first, then look for the expansion’s access point when your save reaches the appropriate stage. Buying it early can secure ownership, but it does not move that access point to the beginning of a new save.

This timing also explains why a player may own Woolhaven yet see no immediate progress toward its nine achievements. The DLC must be available in the game, and its individual objectives must then be completed. Steam’s nine-achievement count describes the size of the set, not an automatic grant when the store transaction finishes.
Can a physical copy or merchandise unlock Woolhaven on Steam?
No: an item sold as a physical product is not the same thing as a Steam DLC entitlement. A console edition or cartridge does not grant Woolhaven access to a Steam account, and a physical Cult of the Lamb book or other merchandise is not a substitute for the digital expansion.
The Pilgrim paperback book is an optional lore companion, distinct from the digital Pilgrim Pack. That pack itself is also optional for the achievement goal. Devolver also lists merchandise such as a Woolhaven blanket, Lamb and Goat plushies and a physical soundtrack vinyl. A console collector’s edition that includes Woolhaven likewise applies to its stated console platform, not automatically to Steam.

Devolver Digital reported more than seven million units sold since August 2022, but that publisher sales figure does not affect which DLC is needed for the achievement list. It is not a reason to buy any particular add-on.
