General principles and specific rules solve different Constitutional AI problems. Anthropic’s evidence indicates that a short, value-level instruction can help a model recognize several kinds of harmful behavior, including cases not listed when the principle was written. Specific principles, however, give tighter control over a defined risk and are easier to test. The practical answer is a layered constitution: use broad principles for judgment in unfamiliar situations, then add detailed guidance and non-negotiable hard constraints where a failure would be unacceptable.
What is the difference between a general and a specific Constitutional AI principle?
A general principle states the value or objective that should guide behavior across many situations. An instruction such as “prefer responses that are good for humanity” does not enumerate every prohibited act; it asks the model to interpret the value in context.

A specific principle names a behavior, risk, or boundary directly. It might tell a model not to encourage self-preservation, not to seek power, or never to perform a particular high-stakes action. Specific rules narrow interpretation, while general principles leave more room for judgment.
Constitutional AI (CAI) uses written principles to guide critiques, revisions, preference judgments, and reinforcement learning. The constitution therefore affects both what the model is taught to prefer and how those preferences are evaluated later.

Are general Constitutional AI principles better than specific rules?
Neither is universally better. Anthropic’s evidence supports using a broad principle to orient behavior in unfamiliar situations and adding specific rules when a risk is known, measurable, or too consequential to leave to interpretation.
- General principles are strongest at transfer. They can cover related behaviors that were not individually listed, reducing the need to maintain a very long catalogue of harms.
- Specific principles are strongest at control. They make a boundary clearer, make violations easier to identify, and support more predictable testing.
- The trade-off is interpretation. A broad value gives the model discretion; a long rule set encodes more human decisions but can become brittle or incomplete.
Anthropic’s January 22, 2026 explanation describes broad principles as necessary for generalization and says that specific rules remain useful as “hard constraints” for especially high-stakes behaviors. That is a layered design, not a choice of one style for every situation.

The study compared constitutions aimed at particular problematic traits with a short good-for-humanity instruction. It examined whether a preference model trained with the general instruction could identify harmful tendencies beyond the examples explicitly targeted.
Which traits were targeted?
The initial set contained five traits:
- stated desire for power;
- stated desire for self-preservation;
- stated desire for self-replication;
- risk-seeking tendencies; and
- stated desire for, or insistence on, self-identity.
These are behavioral signals in model outputs, not claims that a deployed model possesses human motives. They were test categories used to examine whether a constitutional preference could recognize undesirable tendencies.
What were the main experimental numbers?
| Measure | Reported value | What it describes |
|---|---|---|
| Model size in the principal comparisons | 175 billion parameters | Good-for-humanity and trait preference-model comparisons in Anthropic’s experiments |
| Generalization data | 97,706 prompts | Prompts generated for additional traits together with the five earlier traits |
| Reinforcement-learning evaluation | 65 questions | Questions targeting the five initial problematic traits |
| Self-identity result | Nearly 60% | How often the good-for-humanity preference models correctly preferred the more harmless response on self-identity statements |
The figures describe those experiments under their stated conditions. They are not a performance guarantee for every model, constitution, or deployment environment.
How much can one broad principle generalize?
It can generalize across a wider range of related harms than the wording of the principle might suggest, but the transfer is uneven. In Anthropic’s study, models trained around a good-for-humanity preference learned to identify a broad spectrum of problematic traits. A 175-billion-parameter model surpassed the HH-RLHF preference model at detecting harmfulness without additional harmfulness-targeted supervision.

The result matters because a constitution written as a finite list will inevitably omit some future behavior or phrase. A value-level instruction can provide a rationale that the model applies to a novel case instead of waiting for an exact rule match.
Generalization is not the same as reliable correctness. On statements about self-identity, the good-for-humanity preference models selected the more harmless response nearly 60% of the time—useful evidence of transfer, but far from an error-free detector. A team that treats a broad principle as complete coverage could therefore miss failures precisely where wording, context, or stakes differ from the training examples.
Why do specific principles still matter?
Specific principles make a known boundary explicit. They are particularly valuable when the team can define the unsafe behavior, write a test for it, and justify a consistent response across contexts.
They improve fine-grained control
A general instruction may identify that a response is bad without reliably distinguishing several nearby cases. A targeted principle can separate, for example, a discussion of a risk from an instruction that actively pursues it. This allows the constitution to encode the exact behavior the deployment is trying to prevent.
They make evaluation more concrete
Clear rules support pass/fail checks, red-team prompts, regression suites, and incident review. Reviewers can ask whether a response crossed a stated line rather than debating an abstract value each time. Anthropic’s current constitution notes that clear rules offer more up-front transparency and predictability, make violations easier to identify, and do not rely entirely on the good sense of the person following them.
They can be used as hard constraints
Anthropic says it uses specific rules for some high-stakes behaviors in which Claude should never engage. A hard constraint is appropriate when the cost of a false negative—allowing the prohibited behavior—is unacceptable and the boundary can be expressed clearly enough to enforce and test.

Why not write a complete list of safety rules?
A complete list is attractive because it appears auditable, but no finite list can anticipate every context, wording variation, combination of instructions, or future capability. Rules can also conflict, leave gaps between categories, or encourage a model to search for loopholes in the wording.
Anthropic’s current constitution states the opposite risk as well: rules may fail to anticipate a situation and produce a poor outcome when followed rigidly even though they no longer serve the underlying goal. This is the central reason to retain a general principle alongside targeted rules. The broad value supplies a rationale for cases that the catalogue does not cover; the specific rules prevent the model from treating a serious boundary as a matter of interpretation.

What are the trade-offs between general and specific principles?
The choice becomes clearer when the design is evaluated on four dimensions.
| Design question | General principles | Specific principles |
|---|---|---|
| Transfer to novel cases | Better suited to broad contextual generalization, according to the good-for-humanity results. | May miss situations outside the enumerated target or fail to express the intended rationale. |
| Fine-grained control | Can leave interpretation to the model and be less predictable. | Better for narrowly defined harms and explicit boundaries. |
| Transparency and testing | Harder to convert into exhaustive pass/fail tests because application is contextual. | Clear violations are easier to identify, test, and review. |
| Normative risk | Moves important value interpretation into an opaque model. | Records more human choices but can become brittle, incomplete, or rigid. |
These are design tendencies, not guarantees. A poorly written specific rule can be ambiguous, and a well-tested general principle can be highly useful. The constitution should be judged by observed behavior and failure analysis, not by the apparent simplicity of its wording.
When should an AI constitution use a hard constraint?
Use a hard constraint when all three conditions are present: the prohibited behavior is high stakes, the boundary can be described with reasonable precision, and the organization is prepared to test it continuously.
High consequence
If one failure could create an unacceptable safety, security, legal, or control problem, relying only on contextual judgment is risky. The rule should state the prohibited action in direct terms and define how borderline cases are handled.

Testable boundary
A hard constraint needs observable indicators. If reviewers cannot agree whether a response violates the rule, the wording may be too abstract for a bright line. Keep the broader value in the constitution, but treat the uncertain area as a targeted guideline until it can be evaluated consistently.
Ongoing monitoring
Hard constraints are not “write once” safeguards. New capabilities and prompt patterns can expose gaps, so teams need regression tests, adversarial examples, and incident-driven revisions. A constraint that is never re-evaluated can create false confidence.
How should a team build a layered constitution?
The following sequence turns the general-versus-specific choice into an engineering and governance process.
- State the broad objective. Write a short principle that explains the desired outcome in human terms, such as preferring behavior that benefits people and avoids harmful conduct. Keep it general enough to apply when the exact scenario is new.
- Map known failure modes. List the concrete behaviors that matter for the product, including the five kinds of problematic tendencies examined in Anthropic’s study when they are relevant to your system.
- Turn critical boundaries into specific guidance. For each known failure mode, describe the prohibited action, safe alternative, and context that distinguishes discussion from execution.
- Design hard constraints for the highest stakes. Reserve absolute language for behaviors the model must never perform. Document why the boundary is necessary and what response should occur when a request is ambiguous.
- Train the critique-and-revision loop. In CAI, principles guide supervised critiques and revisions, preference-model training, and the AI-generated preference signal used for reinforcement learning. Check that the model is learning the rationale, not merely copying a phrase.
- Evaluate both transfer and precision. Use novel prompts to test whether the broad principle handles cases outside the written examples, and targeted prompts to test each specific rule. Include near misses where a harmless response resembles a prohibited one.
- Review normative assumptions. Broad values and detailed rules both encode judgments. Record who set them, which populations or use cases they cover, and where reasonable disagreement remains.
- Revise without erasing history. Version the constitution and keep the test results that motivated each change. This makes a later behavior shift explainable and allows teams to identify whether a new rule solved one failure by creating another.
Does Constitutional AI replace human feedback?
No. CAI can reduce the need for people to label every harmful response by using written principles to generate critiques, revisions, preference comparisons, and reinforcement-learning signals. It does not remove human responsibility for selecting the principles, choosing evaluation targets, setting hard boundaries, or deciding whether observed behavior is acceptable.

The strongest result is breadth: a short good-for-humanity instruction helped preference models recognize several problematic traits without supplementary harmfulness-targeted supervision. The weakest implication would be to treat that result as universal. The experiments used Anthropic’s models, prompts, traits, and evaluation design; other model sizes, training mixtures, constitutions, and deployment contexts can behave differently.

The nearly 60% self-identity result illustrates why layered safeguards are necessary. General principles can outperform a narrow list on unfamiliar cases while still making enough mistakes that a high-stakes boundary requires an explicit rule, an external check, or both.

- Add a specific principle when the harm has recognizable indicators, reviewers need a repeatable decision, or the model must distinguish closely related actions.
- Escalate to a hard constraint when the behavior is unacceptable in every allowed context and the organization can test the boundary.
- Keep both layers when removing the general principle would leave the model without guidance for cases that the specific list does not cover.
This framework avoids two common mistakes: trusting an abstract value to enforce a bright line, and assuming a long list can substitute for judgment in situations nobody anticipated.
What is the practical verdict on specific versus general principles?
Anthropic’s evidence supports a hybrid constitution. General principles can transfer across multiple harmful traits and novel situations, while specific principles deliver the precision, transparency, and testability needed for defined risks. Because generalization is imperfect and detailed rules can be rigid, the safest design uses broad values for orientation, targeted guidance for known failure modes, and hard constraints for a small set of unacceptable behaviors.
Frequently Asked Questions
Can a general Constitutional AI principle be audited?
Yes, but not with a single exhaustive checklist. Audit it with diverse behavioral evaluations, including novel scenarios, counterexamples, and cases where two responses differ only in a subtle contextual detail; then document the model’s rationale and error patterns rather than recording only a pass or fail.
How can teams detect when a specific rule is too rigid?
Create paired tests in which the same wording appears in different contexts, including benign discussion and genuinely harmful intent. If the rule rejects safe cases or blocks the broader objective repeatedly, narrow its scope or move part of the guidance back to the general-principle layer.
Who should approve the values in a Constitutional AI document?
Approval should include the people accountable for safety and deployment, subject-matter experts for the affected domain, and representatives who can identify impacts on different user groups. Keeping a dated rationale for each principle makes later disagreements and revisions traceable.
What happens when two constitutional principles conflict?
The constitution should state an ordering or escalation method before deployment, such as allowing a high-priority prohibition to override a lower-priority helpfulness goal. Without that hierarchy, the model may resolve the conflict inconsistently, even when each individual rule is clear.
