There is no clearly published pay-per-request congressional-trading tariff among the providers compared here. The market is subscription-led: Kapitol.ai and CongressInvests offer free quotas for testing, while Quiver, Kapitol.ai, and CongressInvests sell recurring monthly or annual access. Your decision therefore turns on freshness, House and Senate coverage, historical depth, rate limits, data fields, and commercial rights—not simply a request price. For a real-time commercial API, Kapitol.ai documents 90-second collection polling and a $29/month Starter plan. CongressInvests also starts paid API access at $29/month, with 50,000 requests per day on Pro. Quiver starts at $30/month, but its Hobbyist and Trader API plans exclude commercial-use rights.

Prices and quotas below are vendor-published figures checked on October 25, 2026; they are volatile and should be confirmed before you subscribe.

Is there a pay-per-use congressional trading API?

Not in the public pricing pages reviewed for this comparison. None of the documented providers lists a metered price such as a fixed cost per 1,000 API calls. Instead, they combine a free evaluation allowance with recurring plans that raise request limits, reduce delay, expand history, or add commercial and operational rights.

That changes the buying question. A hobby project making a few calls can remain on a free tier, while a production dashboard, alerting service, or redistribution product usually needs a paid subscription. The subscription is paying for a package of access, freshness, support, and licensing—not only for the number of HTTP requests.

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

What counts as the closest substitute for pay-per-use?

  • Kapitol.ai’s free tier allows 10 requests per minute, but data is delayed by 24 hours and limited to the last 30 days.
  • CongressInvests’ Free plan allows 100 requests per day and includes 365 days of history, with ticker and global-feed endpoints.
  • Some vendors let you stop after evaluation without a credit card or annual commitment, but the published pages do not describe an overage meter that converts excess calls into a bill.

If your traffic is unpredictable, ask the vendor how throttling works when you exceed a quota. A free allowance is not the same thing as a pay-as-you-go account: it may return errors, pause access, or require an upgrade.

How do the congressional trading API prices compare?

The table shows the public plans and the conditions attached to each figure. Annual totals are the amounts stated by the providers, not estimates.

CongressInvests Enterprise Custom pricing Unlimited requests, SLA and uptime guarantees, custom lookback windows, white-label and embedding rights, configurable cache priority White-label and embedding rights listed

Quiver’s lower-priced API plans are inexpensive for personal experimentation but cannot be assumed to cover a public or commercial application. Kapitol.ai and CongressInvests publish commercial options at the same $29 monthly entry price, though their limits and data-delivery models differ.

What does Quiver’s congressional trades API include?

Quiver describes its API as delivering new trades by U.S. Congress members as they are filed through financial disclosures. Its pricing is bundled with multiple alternative datasets, so compare the total bundle value if you also need those datasets; do not treat the subscription as a Congress-only meter.

Plans and licensing

  • Hobbyist: $30 per month when billed monthly, or $25 per month when billed annually, for a $300 annual total. No commercial-use rights are listed.
  • Trader: $75 per month monthly, or $62.50 per month annually, for a $750 annual total. No commercial-use rights are listed.
  • Startup: $125 per month promotional first-year pricing for eligible companies reporting less than $1 million in annual revenue. The annual promotional display is $104.17 per month. Commercial-use rights are included.
  • Enterprise: Contact pricing, with commercial-use rights included.

The published information does not establish a per-request charge, a specific polling interval, or a guaranteed delivery latency for Quiver’s Congress feed. Treat “new trades as filed” as a description of the feed’s purpose, not a promise that a disclosure appears immediately after a transaction.

Is Kapitol.ai the clearest real-time congressional API?

Among the documented options, Kapitol.ai provides the clearest real-time operational claim: it says it polls first-party House and Senate sources every 90 seconds and delivers new filings within minutes of collection. That is source-collection latency, not proof that a transaction has just occurred; congressional disclosures can be filed after the trade.

Endpoints and authentication

Kapitol.ai documents a REST API that returns JSON over HTTPS and uses bearer-token authentication. The named endpoints are:

  • /v1/trades for trade data.
  • /v1/trades/recent for cursor-based delta polling, useful when you want only records added since your last successful request.
  • /v1/politicians for member-level information.
  • Ticker trade endpoints for symbol-focused retrieval.

The cursor endpoint can reduce redundant downloads in a polling worker: persist the last cursor only after processing a successful response, then resume from it after a restart. You still need retry and back-off handling for rate-limit responses.

Coverage counters and plans

Kapitol.ai’s vendor-published counters for 2026 list 105,249 trades, 357 members, and an earliest trade year of 2012. These counters can change as the archive is corrected or expanded.

  • Free: evaluation-only, 30-day lookback, 24-hour delay, and 10 requests per minute.
  • Starter: $29/month or $290/year.
  • Pro: $99/month or $990/year.
  • Scale: $299/month or $2,990/year, with a latency service-level agreement and credits.

Paid tiers carry commercial licensing and higher rate limits. If your application promises a delivery-time objective to customers, Scale’s stated SLA and credits are the only explicitly documented latency remedy among these plans.

What does CongressInvests provide for House and Senate data?

CongressInvests explicitly lists both Senate and House data and offers the lowest clearly documented paid API entry price tied to a large daily allowance. Its data is sourced from Senate EFD and the House Clerk’s Office, and its plans remain subject to those sources’ fair-use terms.

Free and Pro access

  • Free: $0, 100 requests per day, ticker and global-feed endpoints, and 365 days of history.
  • Pro: $29/month, 50,000 requests per day, a dedicated API key, six-hour cache refresh, webhook alerts, and a dedicated instance.
  • Enterprise: custom pricing, unlimited requests, uptime and SLA guarantees, custom lookback windows, white-label and embedding rights, and configurable cache priority.

The six-hour cache-refresh statement on Pro is materially different from Kapitol.ai’s 90-second polling claim. CongressInvests may still suit a high-volume analytics workload, but it is not the documented choice for sub-hour alerting unless the vendor confirms a faster delivery path for your account.

Which API covers both House and Senate disclosures?

Kapitol.ai and CongressInvests explicitly document both chambers. Kapitol.ai says it polls first-party House and Senate sources; CongressInvests names Senate EFD and the House Clerk’s Office. Quiver describes trades by U.S. Congress members but the pricing material provided here does not spell out a chamber-by-chamber completeness guarantee.

Ask each provider how it treats amended filings, duplicate disclosures, paper forms, spouses and dependents, and members who file late. “Both chambers” establishes source scope, not that every filing arrives at the same time or contains identical fields.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How fresh is congressional trading data in practice?

API delivery can be fast while the underlying disclosure is old. A filing may appear days or weeks after the reported transaction. Congressional Trader, a monitoring service built around public disclosures, warns that a filing does not reveal the trader’s intent, exact execution price, current holdings, or whether an investment is meritorious.

Three clocks to track

  1. Transaction time: when the purchase or sale happened.
  2. Disclosure time: when the member reported it through the required filing process.
  3. API time: when a provider collected, normalized, cached, and exposed that filing.

Kapitol.ai’s 90-second polling statement concerns the third clock at source collection. CongressInvests’ six-hour cache refresh concerns its publication layer. Neither changes the first two clocks, so label timestamps in your interface instead of calling a newly ingested filing a real-time trade.

How should you compare schemas and historical coverage?

Start with the fields your application must display or calculate, then test them against real records. A ticker and transaction date may be enough for a watchlist, but a compliance or research workflow may need amount ranges, asset descriptions, comments, transaction subtypes, filer identity, and stable record identifiers.

  • Coverage: both chambers, earliest available year, current filings, and treatment of amended or late reports.
  • Identity: stable politician identifiers and consistent names across filings.
  • Transaction detail: ticker, security description, buy/sell subtype, date, filing date, and disclosed amount range.
  • Incremental retrieval: a cursor or updated-since mechanism so you do not repeatedly ingest the same archive.
  • History: 30 days on Kapitol.ai Free, 365 days on CongressInvests Free, and the broader historical archive claimed by Kapitol.ai’s paid service.

Do not infer a field simply because a provider advertises “trades.” Request a sample response or schema document and verify null handling before you design a database around it.

When does a subscription make more sense than a free quota?

Upgrade when the cost of delay, throttling, or restricted rights exceeds the monthly fee. A free tier is suitable for a prototype that tolerates stale data and small history windows. A paid tier becomes the practical choice for recurring production workloads.

Choose a paid plan when you need:

  • Current or near-current ingestion rather than a 24-hour delayed evaluation feed.
  • More than 30 days of history or more than 100 requests per day.
  • Webhooks, dedicated instances, or a cursor-based operational workflow.
  • Commercial display, redistribution, white-label embedding, or customer access.
  • Documented service levels, uptime remedies, or vendor support.

Read licensing separately from technical limits. Quiver Hobbyist and Trader explicitly exclude commercial use, while Kapitol.ai’s paid tiers include commercial licensing and CongressInvests Enterprise lists white-label and embedding rights. “Commercial” can include a public dashboard, paid newsletter, client report, or API reselling; obtain written confirmation for your exact use.

Is Congressional Trader an API alternative?

No; it is a monitoring product rather than a raw data API. It is relevant when you want alerts, briefs, and filtered exports without building an ingestion pipeline.

  • Free: delayed public-disclosure browsing and one emailed watch.
  • Pro: a founding-member price of $15/month (standard price $19/month) or $120/year, with unlimited watches, briefs, historical context, and filtered CSV export up to 1,000 rows.

Its own explanation of disclosure limits is important for any API buyer: public filings can lag the transaction by days or weeks and do not disclose intent, exact execution price, current holdings, or investment merit. Use the service for human monitoring, not as evidence that a member’s trade was timely, profitable, or still held.

How do you select and deploy an API without overpaying?

Define the data contract before choosing a tier. The following sequence keeps a low-cost prototype from becoming an expensive rewrite.

  1. Set a freshness target. Decide whether daily updates, six-hour cache refresh, or minutes-level collection is sufficient. Make the target visible to users.
  2. Count your request pattern. Separate one-time backfills from recurring polls. Use incremental endpoints or webhooks where available instead of downloading the full archive every cycle.
  3. Verify chamber and filer scope. Confirm House and Senate coverage, historical start year, and whether spouse or dependent transactions are included in the fields you need.
  4. Inspect sample records. Test dates, amount ranges, amended filings, missing tickers, duplicate identifiers, and transaction subtypes before writing transformations.
  5. Run on the free tier first. Measure response times, error codes, pagination, and actual record freshness. Do not treat a successful toy request as proof that production quotas will fit.
  6. Review rights before launch. Match your planned use—internal analysis, public display, paid product, redistribution, or embedding—to the plan’s license.
  7. Add resilience. Store cursors safely, retry transient failures with back-off, log rate-limit headers, and reconcile late or amended filings.
  8. Recheck volatile terms. Prices, promotional eligibility, quotas, latency claims, and coverage counters can change; confirm them at purchase and before renewing.

What are the main pitfalls when using congressional trade data?

The largest risks are false precision and licensing mistakes, not just HTTP errors.

  • Transfer Files in Seconds: Move files to and from your laptop at speeds of up to 5 Gbps via the USB-C and USB-A data ports. Note: The USB C 5Gbps Data port does not support video output.
  • HD Display: Connect to the HDMI port to stream or mirror content to an external monitor in resolutions of up to 4K@30Hz. Note: The USB-C ports do not support video output.
  • What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.
  • Calling it real-time: API collection speed does not remove the disclosure lag after a transaction.
  • Using a personal tier commercially: Quiver’s Hobbyist and Trader plans do not grant commercial-use rights.
  • Comparing quotas without cache context: 50,000 requests per day with a six-hour cache is a different product from a 90-second polling feed.
  • Assuming a ticker is complete: some assets or filings may require descriptions, comments, or non-ticker identifiers.
  • Ignoring amendments: a later correction can change the record you previously stored; retain source and update timestamps.
  • Interpreting intent: a disclosure records a reportable transaction, not the member’s rationale, current position, or investment quality.

Build your UI and database to preserve filing dates, transaction dates, source identifiers, and amendment history. That makes your output auditable when a filing changes or arrives late.

  • Personal prototype or classroom project: start with Kapitol.ai Free if a 24-hour delay and 30-day history are acceptable, or CongressInvests Free if 100 daily requests and 365 days are enough.
  • Commercial dashboard needing minutes-level collection: evaluate Kapitol.ai Starter first, then confirm its rate limit and commercial license for your audience.
  • High-volume polling or webhook workflow: compare CongressInvests Pro’s 50,000 daily requests, six-hour cache, webhooks, and dedicated instance with Kapitol.ai’s higher-rate paid tiers.
  • Researcher wanting a broader alternative-data bundle: Quiver can make sense when its other datasets justify the subscription; select Startup or Enterprise if commercial rights are required.
  • Reader who wants alerts rather than code: Congressional Trader is the non-API route, with watches, briefs, and CSV export instead of endpoints.

Frequently Asked Questions

Can I call a congressional trading API without a credit card?

Yes. Kapitol.ai and CongressInvests both publish $0 evaluation plans. Their limits differ: Kapitol.ai Free is delayed 24 hours with a 30-day lookback and 10 requests per minute, while CongressInvests Free allows 100 requests per day and 365 days of history.

Do congressional trade APIs show the exact price a lawmaker paid?

Public disclosures generally report an amount range rather than an execution price. The monitoring product Congressional Trader also cautions that filings do not reveal exact execution price, intent, or current holdings.

Can I redistribute API data in a paid newsletter or app?

Do not assume so. Quiver’s Hobbyist and Trader plans exclude commercial-use rights; Kapitol.ai lists commercial licensing on paid tiers; CongressInvests lists white-label and embedding rights only on Enterprise. Get written confirmation for your specific redistribution model.

How often should my program poll for new congressional filings?

Follow the provider’s documented limits and use incremental retrieval. Kapitol.ai documents a cursor-based recent-trades endpoint and 90-second source polling, while CongressInvests documents a six-hour cache refresh on Pro; polling faster than the available freshness or quota adds load without producing newer disclosures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are congressional trading records complete enough to copy into an investment strategy?

They are disclosures, not a complete view of a person’s portfolio or intentions. Filings can arrive days or weeks after transactions and may omit exact prices and current holdings, so they should not be treated as timely trade signals or proof of investment merit.
