Cloud is not automatically cheaper than on-premises infrastructure. The defensible answer comes from a workload-level, multi-year total-cost-of-ownership (TCO) model that prices equivalent performance, availability, security, compliance and recovery. Cloud usually trades large upfront purchases for usage-based bills and elasticity; on-premises trades committed capital and facilities overhead for more predictable costs when utilization is high. Include labor, migration, data transfer, resilience, software, facilities and exit costs in both models, then test low, expected and peak demand before choosing cloud, on-premises or hybrid.
What does total cost of ownership include?
Oracle defines TCO as “the sum of all costs that are involved in the purchase, operation, and maintenance of an asset during the asset’s lifetime.” FinOps practice expands that definition beyond an invoice: hardware and software acquisition, management and support, communications, end-user expenses, labor, downtime opportunity cost, training and productivity losses all belong in the calculation.

For infrastructure, the lifetime is normally a planning horizon such as five years. Use the same horizon for every option and show both cash timing and total economic cost. A server bought in year one, for example, should not be compared with only one year of cloud charges. Depreciation is an accounting treatment; it does not remove the purchase from a cash-flow model.
| Cost area | On-premises examples | Cloud examples |
|---|---|---|
| Compute | Servers, accelerators, hypervisor and spare capacity | Instances, bare metal, accelerators, containers and managed runtimes |
| Storage | Primary arrays, backup, archive, replication, snapshots and refresh | Block, file and object tiers, backup, archive, snapshots, replication, requests and retrieval |
| Network | Switches, load balancers, circuits, firewalls and internet capacity | Virtual networks, load balancers, inter-region traffic, private connectivity and internet egress |
| Facilities | Space, racks, power, cooling, physical security and colocation | Usually embedded in provider pricing, but add connectivity rooms, cross-connects and local equipment |
| Software | Operating systems, databases, virtualization, middleware, support and license mobility | License-included or bring-your-own-license charges, databases, middleware and SaaS or managed-service fees |
| People | Platform engineers, administrators, security, procurement and training | Cloud engineering, security, FinOps, architecture, support and training |
| Resilience | High-availability pairs, backup site, replication and idle capacity | Multiple zones or regions, replicas, backups, recovery testing and standby resources |
| Migration and exit | Initial build, data import, refresh and possible repatriation | Discovery, refactoring, data movement, parallel running, contract termination and extraction |
| Risk and opportunity | Downtime, delayed capacity, compliance controls and tied-up capital | Vendor concentration, price changes, egress exposure and faster deployment |
Oracle’s practical categories are compute, storage, networking, facilities, security, software, people, disaster recovery, migration and opportunity cost. AWS Well-Architected makes the same operational point: “Calculate the total cost of ownership by factoring in cost of operations and management.” A VM price that excludes the engineers who patch, monitor and scale it is not a cloud TCO.

Is cloud cheaper than on-premises infrastructure?
Sometimes, but no universal percentage is reliable. Cloud tends to improve economics for variable, bursty, short-lived or geographically distributed workloads, and where managed services replace undifferentiated administration. On-premises tends to improve economics when utilization is high and predictable, hardware is already owned, data is expensive to move, or latency and regulatory rules favor local control.
These are tendencies, not a verdict. Google Cloud notes that the cost models differ significantly: on-premises combines capital expenditure (CapEx) and operating expenditure (OpEx), with hardware and software acquired and depreciated over their useful lives; cloud generally charges as resources are consumed. That changes when and how you pay, not the amount of work the system must perform.
What current evidence actually shows
| Evidence | Result | How to interpret it |
|---|---|---|
| Uptime Institute survey, 2025, 850 respondents | 42% said provisioning workloads was cheaper in their own data center; 19% said public cloud was cheaper. | Owner/operator perceptions, not controlled measurements; workloads and accounting methods vary. |
| Uptime Institute survey, 2025 | 47% said colocation was cheaper than public cloud, 29% said public cloud was cheaper, and 22% said costs were roughly equivalent. | Useful as a signal that location and workload matter, not as a universal price ratio. |
| Amagi Media Labs filing, 2025 | Modeled five-year totals of US$19.1–34.8 million on-premises versus US$12.3–17.0 million for cloud, approximately 35–50% modeled savings. | A scenario for about 45 channels with 1+1 redundancy; assumptions make it unsuitable as a general benchmark. |
| Lenovo generative-AI analysis, 2025 | Pay-as-you-go flexibility can be offset by transfer, storage, retrieval, usage, long-term commitment and lock-in costs. | The simplified model excludes managed services, storage and transfer, so do not generalize its result. |
Use these figures to resist simplistic claims, not to substitute for your own model. A survey records what operators believe; a filing or vendor analysis describes a scoped scenario.
How do I calculate cloud TCO?
Build one five-year spreadsheet or model per workload. Every row should have a quantity, unit price, usage assumption, growth rate, owner and source. Keep one-time costs separate from recurring costs, and record whether a figure is an estimate, a contract price or a measured invoice.

- Define the workload and boundary. Record applications, users, transactions, data volume, growth, geography, latency targets, compliance obligations, service-level objectives (SLOs), recovery-point objective (RPO), recovery-time objective (RTO) and the five-year horizon.
- Normalize performance and resilience. Specify CPU, memory, accelerator, I/O, throughput and latency requirements. Match the same availability zones or local redundancy, backup retention, recovery site and security controls. Comparing one cloud VM with an under-redundant server is not a fair comparison.
- Gather the baseline. Export invoices and utilization; measure staffing time, licenses, facilities, power, cooling, network traffic, backup consumption, incidents, outages and refresh plans. Allocate shared costs with a documented rule rather than assigning them to whichever team is easiest to bill.
- Price cloud realistically. Model actual run hours, autoscaling limits, idle resources, storage tiers, snapshots, backup and retrieval, inter-zone and inter-region traffic, internet egress, private connectivity, support, managed databases, observability, security services, taxes where applicable, discounts and commitments. Include the engineering time to operate the chosen service.
- Price on-premises completely. Include purchase and depreciation, maintenance contracts, spare parts, refresh cycles, hypervisor and software licenses, backup and disaster-recovery sites, racks, space, power, cooling, connectivity, security and the staff required to administer and patch the platform. Add capacity that must sit idle for peaks or failures.
- Add transition and exit. Estimate discovery, architecture, application changes, refactoring, testing, data transfer, training, temporary dual-running, contract termination, data extraction and possible repatriation. A migration that lasts 12 months can create a full year of parallel costs.
- Calculate comparable outputs. Show annual cash flow, five-year undiscounted TCO and, when finance requires it, discounted TCO using the organization’s approved discount rate. Add unit economics such as cost per transaction, video hour, model inference or workload-hour. Do not use a percentage saving without stating the denominator and assumptions.
- Run sensitivities. Create low, expected and peak demand cases. Vary growth, utilization, egress, storage retention, staffing, price increases, commitment levels, delayed refresh and outage assumptions. Identify the break-even utilization or data-transfer point rather than presenting one “average” answer.
A simple model structure
For each year, calculate:
Total cost = recurring consumption or operations + allocated labor + facilities and connectivity + software and support + resilience + one-time costs in that year + risk and opportunity adjustments
For cloud, recurring consumption includes compute-hours, storage-months, requests, managed services and transfer. For owned infrastructure, it includes maintenance, power, cooling, staffing and software support after the purchase. Keep capital purchases visible in cash flow even if depreciation is shown separately for accounting.

The largest surprises usually come from services around compute rather than the advertised instance rate.
- Data movement: Internet egress, inter-region replication, cross-zone traffic, private links and repeated exports can dominate a data-intensive workload.
- Storage behavior: Replicas, snapshots, backups, minimum-duration rules, archive retrieval and API request charges grow with retention and access patterns.
- Idle and duplicated resources: Development environments, unattached volumes, standby databases, oversized instances and resources left after a migration continue billing.
- Managed-service scope: Database, security, observability, integration and support services may reduce administration while adding per-request, per-node or per-event fees.
- Commitment risk: Discounts can lower unit cost but create a payment obligation if demand, architecture or provider changes.
- People and governance: FinOps allocation, tagging, forecasting, anomaly response, architecture reviews and compliance evidence require time.
- Exit and lock-in: Proprietary APIs, data formats, refactoring and extraction testing have economic value even if no invoice appears today.
Google warns that VM overhead for maintenance, patching and scaling can raise TCO; a managed service may provide more business value even when its line item is higher. Price the avoided work and the new dependency together.

When does buying servers pay off?
Owned infrastructure is more likely to win when a workload runs near a steady, high utilization level for most of the hardware’s life, capacity is already installed, data stays local, and the organization can spread facilities and staff across many applications. Predictable demand also makes refresh and depreciation easier to plan.
Signals that favor on-premises
- Measured utilization is consistently high rather than concentrated in short peaks.
- Large datasets would incur recurring transfer or retrieval charges.
- Latency, sovereignty or control requirements make local processing valuable.
- Existing servers, facilities, licenses and trained staff have useful remaining life.
- The workload’s performance profile is stable enough to size a five-year purchase.
Signals that favor cloud
- Demand is seasonal, bursty, experimental or difficult to forecast.
- Multiple regions, rapid launches or temporary environments are required.
- Managed databases, queues, analytics or security services replace substantial operations work.
- Capital is constrained and avoiding a large purchase has measurable business value.
- Capacity may be retired before a hardware refresh would be recovered.
Neither list is a rule. Put the measured utilization curve and avoided labor into the model; do not infer a decision from infrastructure ideology.

Should we use a hybrid model?
Hybrid is sensible when workload boundaries are real: keep latency-sensitive, regulated or data-heavy systems local while using cloud for bursts, disaster recovery, analytics or customer-facing expansion. It is not automatically cheaper; operating two environments can duplicate tooling, skills, security controls and connectivity.
Test hybrid economics explicitly
- Define which data and processing stay in each location, including replicas and backups.
- Price links, transfer in both directions, encryption, monitoring and incident response.
- Assign ownership for each platform and for failures at the boundary.
- Include the cost of portable architectures, duplicate licenses and cross-environment testing.
- Model a failure or evacuation scenario so recovery capacity is not counted twice or omitted.
A hybrid design earns its complexity when it provides a quantified resilience, compliance, latency or elasticity benefit that a single location cannot provide.

How should performance, resilience and risk be compared?
Compare outcomes, not component labels. A cloud service’s multi-zone design should be matched with redundant local hardware and a tested recovery process; otherwise its lower apparent price simply reflects lower protection.
| Decision axis | Questions to answer |
|---|---|
| Performance and latency | Are CPU, memory, I/O, network throughput and tail latency equivalent in the target geography? |
| Availability and recovery | What redundancy, RPO, RTO, backup retention and recovery testing are included? |
| Data gravity | How often does data cross boundaries, and what happens if the provider or site changes? |
| Security and compliance | Who supplies controls, evidence, keys, patching and physical security, and what remains your responsibility? |
| Staffing | Which tasks disappear, which new skills are needed, and how will on-call coverage change? |
| Business value | What is faster deployment, delayed capital, improved productivity or avoided downtime worth? |
| Concentration and exit | Can you move data and applications within the required time and budget? |
How do I control costs after choosing?
Cost governance is part of TCO, not an afterthought. Microsoft FinOps guidance covers allocation, reporting, anomaly management, forecasting, budgeting, benchmarking, unit economics, optimization, governance, invoicing and supporting tools.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Australia’s government guidance calls for named cost owners, separate migration, running and exit budgets, a cost model covering compute, storage, transfer, databases, APIs, managed services and licensing, plus tagging and regular reporting. Apply those controls to on-premises shared services too: an unallocated rack or platform is the local equivalent of an untagged cloud account.
- Tag or otherwise attribute every workload, environment and owner.
- Set budgets and anomaly alerts before production launch.
- Review utilization, unit cost and forecast variance monthly.
- Delete idle resources and right-size only after checking performance and resilience.
- Review commitments at renewal, not merely when a discount is offered.
- Recalculate the model after major architecture, demand or pricing changes.
What should the final decision document contain?
Present a five-year comparison with annual cash flow, discounted TCO if used, unit economics, assumptions, sensitivities and a recommendation tied to business outcomes. Show the break-even conditions: utilization, growth, transfer volume, staffing rate or refresh date at which the preferred option changes.
Best Value
Document what is excluded and why, who owns each estimate, and which figures are measured versus modeled. A transparent range is more useful than false precision. Revisit the choice when the workload, compliance boundary, geographic footprint or recovery requirement changes.
Frequently Asked Questions
How long should a cloud-versus-on-premises TCO horizon be?
Five years is a common planning period because it captures a hardware refresh and several years of operating costs, but it is not mandatory. Use the period over which the workload, contract or asset is expected to remain in service, and apply it consistently to both options.
Should depreciation be included in a cloud TCO spreadsheet?
Show depreciation separately from cash flow. Depreciation helps reconcile accounting reports, while the decision model must still show the purchase payment, financing and residual value assumptions that affect economic cost.
How can a small team estimate labor costs without precise time tracking?
Start with interviews and ticket data, then assign the percentage of each role spent provisioning, patching, monitoring, securing and recovering the workload. Mark the estimate as a range and replace it with measured effort during a pilot or the first reporting cycle.
What is a useful cloud TCO unit metric?
Choose the business output that remains stable when architecture changes, such as cost per completed transaction, customer-hour, video-hour or inference. Report the unit metric alongside total spend so a cheaper platform is not rewarded for producing less service.
When should I revisit a cloud or on-premises decision?
Reopen the model after a major demand shift, data-location change, provider price or contract change, hardware refresh decision, regulatory requirement or recovery redesign. A quarterly review of assumptions can detect drift before the original break-even point is lost.
