Cloud-native segmentation is the architecture goal; security groups, network ACLs, network security groups, and cloud firewall policies are enforcement mechanisms. Segmentation limits communication between workloads according to trust, application role, identity, protocol, and network boundary. A security group or equivalent filter implements part of that design, but its scope and rule behavior depend on the cloud provider.

The practical difference is most visible in return traffic and rule evaluation. AWS security groups are stateful, instance-level, allow-only controls, while AWS network ACLs are stateless, subnet-level controls with ordered allow and deny rules. Azure NSGs and Google Cloud VPC firewall rules provide related capabilities without being interchangeable with AWS terminology. Designing safely means mapping required flows first, then selecting the narrowest control that can enforce each boundary.

What is cloud-native segmentation?

Cloud-native segmentation is the deliberate division of cloud workloads into trust zones or application roles, with only the communications required for each role permitted. A zone might contain a public web tier, an internal API, a database, a management plane, or a regulated workload. The objective is least-privilege connectivity and a smaller blast radius if an identity, host, or service is compromised.

Segmentation is therefore broader than a single firewall rule. It can include separate subnets or virtual networks, workload identity, tags, application groups, routing boundaries, centralized policy, and local workload filters. Security groups and network ACLs are tools used inside that design. Treating one tool as the whole segmentation strategy often leaves an unintended path between workloads.

Segmentation is a design decision, not a provider label

Cloud platforms use different names for controls that overlap only partially. AWS security groups attach to instances or their network interfaces, while AWS network ACLs attach at subnet boundaries. Azure network security groups (NSGs) can be associated with subnets or network interfaces. Google Cloud firewall rules are defined for a VPC network but enforced per instance, including traffic between instances in a VPC. See the provider descriptions for AWS, Azure, and Google Cloud.

What is the difference between a security group and a network ACL?

In the direct AWS comparison, a security group is a stateful, instance-level allow filter, while a network ACL is a stateless, subnet-level filter that supports both allow and deny rules. The security group is normally the precise workload control; the NACL is a broader subnet guardrail or an additional way to deny traffic.

Control Attachment or enforcement scope Return-traffic handling Rule actions and evaluation Targeting model
AWS security group Instance or network interface Stateful: responses to allowed traffic are automatically allowed Allow rules only; traffic must match an allow rule Workload network interfaces and their associated groups
AWS network ACL Subnet boundary Stateless: request and response directions need matching permitted rules Allow and deny rules; numbered rules are evaluated in ascending order until a match Subnet traffic
Azure NSG Subnet or network interface Stateful packet filtering Filters by source and destination IP, source and destination port, and protocol; use the provider’s NSG rule model Subnets, network interfaces, or application security groups
Google Cloud VPC firewall rule Defined at network level and enforced per instance Use the behavior documented for the specific VPC firewall policy Allow or deny actions with explicit priority Instances selected through supported targeting such as network tags or service-account-based mechanisms

The table compares categories, not equivalent products. An Azure NSG is not an AWS security group with a different name, and a Google Cloud rule’s network-level definition does not make it a subnet ACL.

Are security groups stateful?

AWS security groups are stateful: when an inbound or outbound flow is allowed, the response traffic is automatically allowed without a separate reverse rule. Azure describes NSGs as stateful packet filters as well. For any Google Cloud policy, confirm the behavior of the exact firewall feature and rule type in use rather than importing assumptions from AWS.

Why statefulness changes a deployment

Suppose a client connects to an application on TCP port 443. With a stateful security group, an allow rule for the request lets the established response return automatically. With a stateless AWS NACL, the inbound request and the outbound response are separate decisions. The response’s ephemeral destination port and the relevant source and destination addresses must be permitted by an outbound rule, or the connection can fail even though the request appears allowed. AWS documents this distinction in its network ACL guidance.

This is why adding a NACL to an otherwise working design can produce asymmetric failures: the request reaches the service, but the reply is discarded. Keep a flow matrix that records both directions, including return ports, before applying stateless controls.

How do rule actions and evaluation order differ?

Rule semantics are provider-specific, so copy neither syntax nor evaluation assumptions between clouds.

AWS security groups

AWS security groups use allow rules. If no rule allows a flow, it is not permitted by that security group. The stateful model means you generally do not write a separate response rule for an already allowed connection. AWS calls security groups the primary VPC network-access mechanism and positions NACLs as an additional, coarse-grained layer in its infrastructure security guidance.

AWS network ACLs

NACLs support both allow and deny rules. Each rule has a number, and AWS evaluates rules from the lowest number upward until one matches. A broad early allow can therefore prevent a later, narrower deny from being reached. Because NACLs are stateless, configure and review inbound and outbound directions separately.

Google Cloud firewall rules

Google Cloud VPC firewall rules have explicit priority and an allow or deny action. The rules are associated with a network, but enforcement occurs per instance, including traffic between instances in the same VPC. Read the current VPC firewall documentation when combining rules, because priority, target selection, and policy type determine the effective result.

Azure NSGs and complementary controls

Azure NSGs filter source and destination IP addresses, ports, and protocols and can be applied at a subnet or network-interface scope. Application security groups (ASGs) let you group network interfaces by application role and reference those groups in NSG rules, reducing dependence on individual addresses. Microsoft describes this model in its NSG and ASG guide.

Should I use a security group or a network ACL?

For AWS, use security groups for precise workload access and consider a NACL when you need a stateless, subnet-wide guardrail or a broad deny layer. They are complementary rather than mutually exclusive; the narrow control should express application intent, while the broader control should block traffic that should never cross the subnet boundary.

Choose a security group when

  • The rule belongs to one service, instance role, or network interface.
  • You want stateful handling so permitted responses do not require separate reverse rules.
  • You can express access as specific source workloads, ports, and protocols.
  • The application may scale or move and should not depend on a fixed subnet-wide rule.

Add a NACL when

  • You need a coarse control covering every resource in a subnet.
  • You need explicit deny rules for a subnet-level guardrail.
  • You can document and test both directions of every permitted flow.
  • You want an additional layer that can deny a subset of traffic even when workload rules are broader.

A NACL is not a substitute for modeling application relationships. A subnet containing unrelated roles can make a subnet-wide rule either too permissive or disruptive. If the boundary is really between application roles, use a workload-level control where the platform supports it.

How does Azure segment workloads with NSGs and application security groups?

Azure segmentation commonly combines NSGs at a subnet or network-interface boundary with ASGs that represent application roles. An ASG can let an NSG rule describe a flow such as “web role to API role on the required port” instead of maintaining lists of individual addresses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft’s segmentation guidance emphasizes intentional boundaries and least-privilege flows. Define the roles first, then associate each network interface with the appropriate ASG and write NSG rules for the required source, destination, protocol, and port. Keep NSGs distinct from controls intended for central enforcement or deeper inspection.

When are Azure security-admin rules or Azure Firewall relevant?

Azure Virtual Network Manager security-admin rules provide centrally applied network baselines, while Azure Firewall serves functions beyond basic NSG filtering. They are complementary controls with their own configuration and precedence behavior, not interchangeable names for an NSG. Review the current secure Azure virtual-network guidance before combining them.

How does Google Cloud implement cloud-native segmentation?

Google Cloud VPC firewall rules are network-defined policies enforced per instance. They can control traffic between instances as well as traffic crossing network boundaries. Use least-privilege targets and explicit priorities so a general rule does not unintentionally override a more restrictive intent.

Network tags, service identities, and secure tags

Google Cloud supports targeting mechanisms such as network tags and service-account-oriented selectors in supported firewall features. Secure tags are IAM-governed identity tags that can be used in supported Cloud NGFW policies; they are different from ordinary network tags. Secure tags can express identity-based policy, but availability and supported targets depend on the particular firewall product. The distinction is explained in Google’s secure-tags documentation.

Hierarchical firewall policies

Hierarchical firewall policies can be associated with an organization or folder so a baseline applies consistently across the resource hierarchy. This is useful for rules that should hold across many projects, such as blocking traffic that must never be permitted. Their precedence and supported targets require provider-specific review; see the hierarchical-policy documentation.

How do I segment workloads in the cloud?

Use the following sequence regardless of provider, then map each step to that provider’s controls and terminology.

  1. Map required flows. List every producer and consumer, direction, protocol, port, and reason for access. Record return traffic separately when a stateless control may be used.
  2. Define trust zones and roles. Separate public entry points, application tiers, data stores, administration paths, and regulated workloads. In Azure, these roles may become ASGs; in Google Cloud, they may use supported tags or identity targets; in AWS, they usually inform security-group associations and subnet boundaries.
  3. Choose the narrowest enforcement scope. Put workload-specific intent at the instance or interface level where possible. Use subnet controls for boundaries that genuinely apply to every resource in that subnet.
  4. Allow only required protocols, ports, and peers. Avoid broad source ranges when a workload identity, role group, or specific network segment can express the relationship more precisely.
  5. Add central guardrails deliberately. Use organization-, folder-, or network-level policies for rules that must hold across many workloads. Check precedence before assuming a local rule can override a central one.
  6. Validate allowed and denied paths. Test each documented flow in both directions, then test a representative forbidden flow. Use the provider’s current flow-logging and diagnostic facilities to identify which policy evaluated the packet.
  7. Review drift. Revisit rules when services move subnets, interfaces change roles, ports are added, or a central policy is inherited by a new project or folder.

What should a flow matrix contain?

A small, explicit matrix prevents most segmentation errors. Include these fields for each connection:

  • Source workload, role, subnet, and identity or tag.
  • Destination workload, role, subnet, and identity or tag.
  • Protocol and destination port, plus the return-port behavior.
  • Direction and whether the control is stateful or stateless.
  • Provider control and attachment scope.
  • Business or operational reason for the access.
  • Expected result for the allowed test and the denied test.

For an AWS NACL, the matrix must drive separate inbound and outbound entries. For a stateful security group or NSG, it still documents intent, but an already permitted response does not require an independent reverse rule.

What commonly breaks after segmentation changes?

The request works but the response times out

First check whether a stateless NACL or equivalent policy is involved. Confirm that the return direction, ephemeral ports, addresses, and rule numbers are permitted. If only a stateful workload control is present, inspect the more specific deny, route, or upstream policy instead.

A deny rule appears to have no effect

On AWS NACLs, inspect lower-numbered rules first; the first matching rule wins. On Google Cloud, inspect rule priority and whether the rule actually targets the instance. Across providers, verify that the rule is attached to the intended subnet, interface, network, tag, service identity, or hierarchy.

A new workload cannot reach an existing service

Check whether the workload inherited a central policy, received the correct role grouping or tag, and is attached to the expected subnet or interface control. Confirm that the source is expressed in the same identity or address model used by the destination rule.

Rules work in one cloud but not another

Rebuild the comparison from scope, statefulness, actions, priority, and targeting rather than translating names. A security group, NSG, and VPC firewall rule may all filter packets while making different decisions about where rules are defined and how they are evaluated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What are the most important design guardrails?

  • Do not treat “allow” as a complete policy. Define the flows that must remain impossible, then enforce those boundaries at the appropriate scope.
  • Do not mix address and identity assumptions. A network tag, secure tag, service identity, ASG, and IP range are different selectors with different lifecycle and governance implications.
  • Do not add stateless controls without a return-flow plan. Every permitted request needs a documented response path.
  • Do not rely on a central policy without checking precedence. Organization or folder inheritance can change the effective result for a project or workload.
  • Do not use a broad subnet as a substitute for application boundaries. If unrelated roles share a subnet, subnet-wide rules may be unable to express least privilege cleanly.
  • Do not assume provider equivalence. Read the current documentation for the exact feature, because scope and evaluation semantics vary by provider and policy type.

Frequently Asked Questions

Can a security group explicitly deny traffic?

AWS security groups use allow rules; traffic not allowed by the group’s rules is not permitted, but the group itself does not provide an explicit deny entry. AWS network ACLs support both allow and deny rules, while Azure NSGs and Google Cloud firewall policies have their own rule models and should be checked separately.

Do network ACLs protect traffic between two instances in the same subnet?

A network ACL is attached at the subnet boundary, so its design purpose is subnet-level filtering rather than expressing the identity of an individual application role. For instance-to-instance least privilege, combine the subnet boundary with workload-level controls and verify the provider’s documented traffic path.

What is the difference between a Google Cloud secure tag and a network tag?

A secure tag is IAM-governed and is intended for identity-aware use in supported Cloud NGFW policies. An ordinary network tag is a separate targeting feature; do not assume a rule written for one automatically applies to the other.

Can central cloud firewall policies override local workload rules?

They can affect the effective result, but precedence and supported targets are provider- and policy-specific. Before relying on inheritance, document where the policy is attached, which resources it reaches, and how its priority interacts with local rules.
