Cloud migration risks are easiest to control before a workload moves: assess its architecture, dependencies, security and compliance obligations, resilience needs, costs, and operating model, then turn findings into owned decisions and staged migration waves. A careful assessment cannot guarantee a trouble-free cutover, but it can expose blockers early and keep confidentiality, integrity, availability, and privacy risks within the organization’s accepted threshold.

The work does not end at cutover. Teams still need to monitor reliability and cost, maintain security and continuity procedures, audit controls, and review what the migration revealed.

What are the biggest risks of migrating to the cloud?

The largest risks are not limited to a failed server move. A migration can break when teams overlook dependencies, assume an application is compatible, misunderstand who secures what, miss a compliance obligation, or design recovery after—not before—the workload moves. Cost surprises, hybrid-environment complexity, and dependence on provider-specific services can also undermine a migration that appears technically successful.

Use the following map to connect each risk to the evidence and decision needed before approving a move.

Risk area What to examine Decision or control
Unknown inventory or dependencies Servers, applications, databases, APIs, batch jobs, DNS, identity, network flows, and informal integrations Validate discovery results with workload owners; record dependencies and use them to group migration waves.
Compatibility failure Operating systems, middleware, runtimes, database engines, frameworks, and licensing Identify unsupported components, blockers, and viable upgrade or remediation paths.
Security ownership gaps Identity, access, keys, logging, network segmentation, endpoints, and incident response Assign provider and customer controls, then test preventive and detective measures.
Compliance or data-residency failure Applicable laws and industry rules, regions, retention, encryption, and audit evidence Involve legal, compliance, and security stakeholders in service and region choices.
Downtime or data loss Service-level commitments, recovery point and time objectives, backups, replication, failover, cutover, and rollback Set measurable recovery targets, rehearse recovery, and retain a contingency plan.
Cost or operating-model surprise Usage assumptions, data egress, licensing, support, observability, staffing, and runbook readiness Model ongoing operating costs and assign operational ownership before launch.
Split-environment complexity Components that cannot move, cross-environment flows, latency, and temporary controls Document what must remain elsewhere and manage the duration of hybrid operation.
Vendor lock-in Proprietary APIs and formats, managed-service dependencies, exit effort, and contract constraints Record portability and exit requirements in architecture and procurement decisions.

How do I assess whether an application is ready to move?

Readiness is a documented decision, not a single compatibility score. An application is ready for a particular migration approach only when its business owner, technical dependencies, risks, remediation work, and operating requirements are understood well enough to approve that approach.

1. Set scope, outcomes, and risk appetite

Define why the workload is being considered for migration and what outcome matters: for example, a change in operating model, infrastructure, or service delivery. Identify its business criticality, applicable jurisdictions, accepted risk threshold, and the people authorized to make decisions. A low-criticality internal tool and a customer-facing system subject to strict obligations should not inherit the same assumptions simply because both can technically run in a cloud environment.

2. Build and validate the inventory

Collect the architecture, code and configuration details, databases, runtime and middleware versions, performance characteristics, ownership, and network-flow information. Automated discovery can reveal connections that are absent from diagrams, but tool output needs workload-owner validation: an owner may recognize a scheduled job, external integration, or business process that inventory data alone does not explain. Keep the result in a dependency repository that can be updated as the design changes.

3. Trace direct, indirect, and business dependencies

Map what the workload calls and what calls it, including databases, APIs, authentication and identity systems, DNS, network services, external providers, batch processes, and informal integrations. Distinguish a technical connection from a business dependency: a process may rely on a daily file exchange even if that connection is poorly documented. Flag any component that must stay on-premises or in another cloud, and record the data flows and operational constraints created by that split.

4. Separate blockers from later improvements

Check whether operating systems, middleware, language runtimes, database engines, and frameworks are supported by the intended target. Identify licensing constraints and vendor upgrade paths as well as technical incompatibilities. Mark issues that prevent a safe move as pre-migration blockers; keep useful but non-blocking modernization work separate so it does not obscure the decision. If a component is unsupported, document the proposed remediation and who must approve the residual risk rather than assuming it will work unchanged.

5. Assess security and compliance obligations

Map responsibilities for the actual service model. The allocation differs across infrastructure as a service (IaaS), platform as a service (PaaS), and software as a service (SaaS); moving to a managed service does not transfer every customer decision to the provider. Customers still make important choices about identities, access, endpoints, connectivity, configurations, and data.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a recognized control framework—such as ISO 27001, CIS, NIST, or an applicable national framework—to make responsibilities reviewable. Assess least privilege, key handling, logging, segmentation, and incident response, then test both preventive controls and the monitoring intended to detect failures. For compliance, establish the relevant laws and industry rules, data locations, retention needs, encryption expectations, and evidence requirements with legal, compliance, and security stakeholders. Select regions and services that fit those obligations, and retain the provider assurance evidence used to support the decision. Microsoft Service Assurance describes the goal of a cloud risk assessment as ensuring systems and data considered for migration do not introduce new or unidentified risks into the organization.

How can I avoid downtime or data loss during cloud migration?

Define recovery needs before choosing a cutover design. The service-level agreement (SLA), recovery point objective (RPO), and recovery time objective (RTO) are inputs to backup, replication, failover, and testing plans—not metrics to invent after migration.

Make the targets operational

Document the required service level and the acceptable loss of data and time to restore service, with the business owner responsible for approving those needs. Translate them into a design for backups, replication, failover, and continuity procedures. The assessment should establish how the team will know the design meets the targets, including what must be tested and who will evaluate the result.

Rehearse cutover and recovery

Write a cutover sequence that accounts for dependent systems and data flows, and define rollback conditions before the change begins. Rehearse recovery rather than treating the existence of a backup as proof that recovery will work. A phased move can reduce the scope of a single change and provide checkpoints, but the selected sequence still needs to respect dependency order and the workload’s agreed recovery targets.

Plan for failure modes as well as the intended path: a dependency may be unavailable, validation may fail, or data may not be consistent with the source. The contingency plan should identify who can stop or reverse a change, how affected teams are informed, and what evidence is required before proceeding again. Do not claim that a migration will have zero downtime unless the architecture and rehearsals substantiate that outcome for the specific workload.

What should a cloud migration risk assessment include?

It should leave decision-makers with a traceable record of risks, controls, and unresolved exposure—not just an inventory spreadsheet. The central artifact is a living risk register that turns findings into assigned work and explicit go/no-go decisions.

Use a register that supports decisions

For each entry, capture a clear risk statement, likelihood, impact, proposed mitigation, accountable owner, due date, status, and residual risk after the mitigation. Include the evidence or dependency that led to the finding, and specify any acceptance criteria or escalation path. Record the go/no-go condition for material risks: a blocker might need to be remediated before a pilot, while another risk might be accepted by an authorized owner with a defined control.

Keep the register current as architecture, scope, and wave sequencing change. A risk that looked manageable in isolation can become material when a dependency is discovered or a component must remain in a separate environment. A closed task is not automatically a closed risk; confirm that the control is implemented and that the residual exposure is acceptable to the right decision owner.

Check operating readiness, not only technical readiness

Assess whether the team can operate the target environment: staffing, ownership, monitoring, support, runbooks, and escalation paths all matter. Include usage assumptions, egress, licensing, support, observability, and staffing in the operating-cost model. Decide whether ownership will be centralized, decentralized, or hybrid, and make that choice explicit rather than leaving teams to infer it after the migration.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

For workloads that remain split across environments, document the cross-environment data flows, latency considerations, temporary controls, and the reason each component cannot move yet. Give the hybrid state an owner and a plan for review; otherwise a temporary arrangement can become an unexamined operating dependency.

How should migration waves and a pilot be planned?

Build waves from validated dependencies, not from a convenient server list. Tightly coupled workloads should be considered together so that a wave does not strand an application from its database, identity service, API, or required business process.

  1. Group coupled components. Use the dependency map to identify workloads that need a coordinated move and mark services that must remain outside the target environment.
  2. Choose a useful pilot. Start with a lower-risk or representative workload whose move can test the target design, monitoring, security controls, and recovery procedures without making an unvalidated assumption about more critical systems.
  3. Set success and stop criteria. Before the pilot, define what evidence will demonstrate acceptable operation and what conditions require a pause or rollback. Tie those criteria to the workload’s risk register and resilience requirements.
  4. Review findings before expanding. Resolve newly discovered dependencies and control gaps, update the register and runbooks, and adjust later wave groupings based on what the pilot establishes.
  5. Proceed in controlled waves. Keep each wave aligned with dependency order, owner approval, and the documented cutover and recovery plan.

Migration style should follow the workload’s constraints rather than a blanket preference for speed. Compare candidate approaches by dependency coupling, downtime tolerance, RPO and RTO, compliance and residency rules, remediation effort, portability, operating maturity, cost visibility, rollback complexity, and the evidence available for security authorization.

How can an organization reduce cloud vendor lock-in?

Assess exit difficulty before selecting services that make migration, data access, or operation dependent on provider-specific capabilities. Portability is a set of practical choices, not a promise that every workload can move cheaply or without redesign.

For each proposed managed service, record proprietary APIs, data formats, integrations, and operational features the workload would rely on. Define the data formats and interfaces needed for access or export, identify contractual or service constraints relevant to exit, and estimate the work required to switch or operate elsewhere. Then decide whether the service’s benefits justify that dependence and record the trade-off in architecture and procurement decisions. An exit requirement that is never reviewed or tested is weaker than one tied to an owner and an operational plan.

What happens after the workload is live?

Cutover changes the environment; it does not retire the risks. Keep security and compliance runbooks active, monitor cost and reliability, audit controls, and review the migration after operations have stabilized.

Confirm that monitoring covers the signals the team relies on to detect service and control failures, and that response owners know how to act on them. Revisit usage and operating-cost assumptions against actual operation, and check that support and escalation paths work in practice. A post-migration review should capture lessons learned, update dependency and risk records, and assign follow-up work with owners and due dates. This review is especially useful when later waves depend on decisions or assumptions tested by the first workload.

No published quantitative success rate, outage percentage, standard migration duration, or guaranteed savings figure is established here; those outcomes depend on workload-specific facts. A sound assessment is valuable because it makes those facts visible before the organization commits to a migration path.

Frequently Asked Questions

Who should approve a cloud migration risk register?

Approval should come from the owners authorized to accept the relevant business, security, and compliance risks, not solely from the migration team. The organization should name those decision-makers while setting scope so unresolved risks have a clear escalation path.

Can some systems stay on-premises after a cloud migration?

Yes. A workload may have dependencies or constraints that require components to remain on-premises or in another cloud. The important question is whether that split has documented data flows, an accountable owner, and a deliberate operating plan.

Should compliance teams be involved before choosing a cloud region?

Yes. Data location, retention, encryption, audit evidence, and applicable laws or industry rules can affect which regions and services are suitable. Involve legal, compliance, and security stakeholders while those choices are still open.

Does a cloud migration assessment guarantee there will be no outage?

No assessment can guarantee that outcome. It can surface dependencies and recovery requirements early, while rehearsal, monitoring, and rollback planning help teams respond if a cutover does not go as intended.
