Cloud backup and recovery are essential to cyber resilience because they give you a trustworthy way to restore data and services after ransomware, malicious deletion, corruption, account compromise, hardware failure, or a cloud-region outage. Synchronizing files to the cloud is not enough: a resilient design keeps independently protected copies, restricts who can delete them, encrypts data and keys, preserves recoverable versions, and proves through testing that restoration works.
The practical target is an attack-aware 3-2-1 design: three copies, on two storage types or failure domains, with one copy off-site, plus at least one offline or immutable copy. Recovery objectives, clean rebuild materials, separate administration and documented key access turn those copies into an operational recovery capability.

Backup is the deliberate creation and retention of copies of data, configurations and system state. Recovery is the process of using those copies to return a file, application, identity system or entire service to a usable condition. The Cybersecurity and Infrastructure Security Agency (CISA) defines backup and recovery as keeping copies of configuration and data so service can be restored quickly after malicious incidents, system failures or corruption.
A backup is useful only if it is available, intact, recent enough for your recovery point objective (RPO), and restorable within your recovery time objective (RTO). Availability also includes the surrounding access controls and encryption keys. A repository that exists but cannot be reached, decrypted or authorized during an incident is not a working backup.

Cloud storage can add geographic separation, automation, elastic capacity and rapid restoration. It can also create concentration risk if the same identity, administrator account, region or provider controls both production and every backup copy. Resilience therefore depends on independence, not simply on having a second copy somewhere on the internet.
Why is cloud sync not an independent backup?
Sync tools are designed to keep locations current, not to preserve a trustworthy historical state. If ransomware encrypts files on an endpoint, synchronization can copy the encrypted versions to the cloud and replace healthy files. CISA warns that automated cloud backups may propagate this corruption and overwrite unaffected data.

Deletion is another difference. A user or attacker who deletes a synchronized folder may cause the deletion to replicate. Provider recycle bins and version histories can help, but they may have short retention periods, shared administrative controls or limits on how much data can be recovered. The UK National Cyber Security Centre (NCSC) advises exporting critical cloud data, learning the provider’s restoration process and keeping an independent copy rather than relying solely on version history or deleted-file recovery.
Use sync for collaboration and availability; use a separately administered backup system for recovery. The backup should retain multiple historical versions, continue to protect an earlier clean version when newer versions are damaged, and alert on unusual deletion or encryption activity.
What does an attack-aware 3-2-1 backup rule look like?
The traditional 3-2-1 rule calls for three copies of important data, stored on two different storage types, with one copy off-site. ENISA’s guidance supports this pattern. For ransomware, add two design requirements: at least one copy must be offline or immutable, and ordinary production administrators or compromised endpoints must not be able to erase every copy.
| Layer | Example | Purpose |
|---|---|---|
| Primary data | Production database, endpoint files, SaaS tenant or virtual machine | Normal business operation |
| First backup | Versioned backup repository in a separate account or tenancy | Fast operational restores |
| Second backup | Offline encrypted drive, immutable object storage, or independent cloud copy | Protection from account compromise, ransomware and provider failure |
| Failure-domain separation | Alternate availability zone, region, provider or physical site | Survival when a site, region or tenancy is unavailable |
“Different storage types” can mean separate media, such as disk and object storage, or genuinely independent administrative and failure domains. Two buckets in the same account with the same administrator credentials may satisfy a superficial copy count while offering little protection against a stolen session or destructive administrator action.

How do you design a resilient cloud backup architecture?
1. Inventory services and set priorities
List endpoints, file shares, databases, virtual machines, SaaS tenants, identity systems, network and security configurations, infrastructure-as-code, certificates, encryption keys and operational technology (OT) dependencies. Record which applications depend on which databases, identity providers, DNS, secrets and third-party services.
Assign a recovery priority to each service before an incident. Define an RPO (how much recent data you can afford to lose) and an RTO (how long the service may remain unavailable). A payroll database, authentication service and public website may require different schedules and restoration sequences. NIST’s ransomware profile calls for an incident recovery plan with defined roles, decision-making strategies, secured and isolated backups, and tested restoration.
2. Create independent copies
Keep production data plus at least two backup copies. Place one copy in a separate account, project or tenancy with a different administrative path. Keep another copy offline, immutable or outside the primary cloud environment. CISA specifically advises backing up local data to an external hard drive or a properly vetted cloud service; a cloud-to-cloud export can provide similar independence for SaaS data.
Independence should be tested, not assumed. Verify that a production administrator cannot change retention or delete the second copy, and that a compromise of the primary provider does not remove your only restoration route.

3. Make deletion and tampering difficult
Use immutable retention, object lock, write-once policies or physically disconnected media. Set retention long enough to cover the time it may take to discover a slow-moving compromise. If an attacker encrypts files over several weeks, a seven-day history may preserve no clean version.
NCSC ransomware-resistant cloud principles call for resilience to destructive actions, restoration from an earlier version even when later versions are corrupted, robust key management and alerts for significant or privileged changes. Configure alerts for retention-policy edits, mass deletions, disabled jobs, unusual export volume and new privileged accounts. Send those alerts to a monitoring path that an attacker cannot silence through the backup console.

4. Separate identities, devices and keys
Create dedicated backup administrator accounts rather than reusing production or personal identities. Require phishing-resistant MFA where available, enforce least privilege and manage the service from hardened administrator devices. A backup operator who can run restores does not necessarily need permission to shorten retention or destroy repositories.
Encrypt data in transit and at rest. Decide who owns encryption keys, where key backups are held and how a break-glass recovery is authorized. Keep decryption keys separate from the backup data, but ensure an emergency team can retrieve them when the primary identity system is down. Document key custody, rotation, escrow and revocation procedures; test them during a restore exercise.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches5. Replicate across failure domains
For cloud workloads, use multiple availability zones or an alternate region when the service and regulatory requirements permit it. For critical systems, consider a separate cloud tenancy or provider and retain an off-cloud copy. CISA notes that copies outside an agency’s cloud environment can remain accessible when that cloud is unavailable or compromised.
Replication is not a substitute for historical retention. A corruption or deletion event can replicate quickly, so combine geographic replication with immutable versions and a delayed or offline tier. Check that network routes, DNS, identity services and keys are available in the alternate location; otherwise the copied data may still be unusable.
6. Include configurations and clean rebuild materials
Back up infrastructure-as-code, golden images, application packages, configuration baselines, firewall rules, certificates, service accounts and dependency documentation. Keep a clean management workstation or recovery environment from which administrators can rebuild without trusting a potentially compromised production endpoint. Record software versions and licensing details needed to start a restored service.
How should you test whether backups can actually be restored?
A successful backup job proves only that data was written. A restore test proves that the data, permissions, keys, dependencies and procedures work together. NIST SP 1339 emphasizes creating backups regularly, testing them and reviewing them during recovery exercises.

- Choose a representative scope. Schedule file-level, database, identity, virtual-machine and full-service restores. Include a large dataset and a business-critical application, not just a small sample file.
- Use clean infrastructure. Restore into an isolated network or clean tenant so that malware, damaged configurations and compromised credentials cannot contaminate the test.
- Verify the recovery point. Confirm that the selected version meets the service’s RPO and that earlier versions remain available when later versions are corrupted.
- Exercise access and keys. Retrieve encryption keys through the documented break-glass process, use separate administrator accounts and verify that restored identities, roles and secrets work as intended.
- Rebuild dependencies in order. Restore identity, networking, DNS, databases and application services according to the dependency map. A restored virtual machine is not a recovered service if it cannot authenticate or reach its database.
- Measure elapsed time. Record the time from authorization to usable service, data validation and user acceptance. Compare the result with the stated RTO and document the amount of data lost against the RPO.
- Remediate and retest. Fix missing permissions, slow transfers, unavailable keys, incomplete exports or undocumented steps. Track each issue to closure and repeat the scenario after major architecture or application changes.
Run tests on a schedule appropriate to business impact and after material changes to applications, identity, retention or providers. Include a scenario in which the primary cloud account is unavailable, not only a single-file recovery from a healthy console.
Which cloud backup capabilities should you compare?
Evaluate the recovery outcome rather than storage capacity alone. The following questions expose differences that matter during an incident.
| Capability | Questions to ask | Why it matters |
|---|---|---|
| Independent copies | Can data be exported to another account, provider or offline medium without production credentials? | Limits blast radius when an account or tenancy is compromised. |
| Immutability and retention | Are object lock, write-once retention or legal holds available? Who can shorten them? | Prevents an attacker from erasing the clean history. |
| Version depth | How many daily, weekly and monthly versions are retained, and can you restore an earlier version after later corruption? | Supports recovery from delayed discovery. |
| Replication | Are alternate zones, regions or providers supported, and are network and key dependencies covered? | Addresses regional and provider outages. |
| Identity and administration | Are MFA, least privilege, separate administrators, approval workflows and privileged-action alerts available? | Reduces destructive use of stolen credentials. |
| Encryption and keys | Can you control keys, rotate them and recover them through a documented break-glass process? | Prevents data from becoming unreadable during recovery. |
| Workload coverage | Does it protect endpoints, Microsoft 365, Google Workspace, SaaS applications, databases, IaaS and OT systems you actually use? | Unprotected workloads create recovery gaps. |
| Portability | Can you export data and metadata in a usable format if the provider or contract changes? | Reduces lock-in and preserves options during an outage. |
| Recovery granularity and speed | Can you restore one item, a database, an identity tenant or a complete service, and what throughput is realistic? | Matches restoration method to the incident and RTO. |
| Audit and alerting | Are job failures, mass changes, retention edits and privileged actions logged and sent outside the backup console? | Improves detection and accountability. |
| Residency and total cost | Where are copies stored, which retention rules apply, and what are storage, retrieval, egress and test costs at your scale? | Controls regulatory exposure and the cost of actually recovering. |
Should you use an encrypted external hard drive as well as cloud storage?
Yes, an offline encrypted external drive can be a valuable tier in a 3-2-1 design. Disconnect it when a backup is not actively running, store it where unauthorized people cannot access it, label and rotate more than one drive when practical, and keep another independent copy in case the drive is lost or damaged.
Before relying on the drive, perform scheduled sample restores. Check that the drive can be read on a clean computer, that the encryption password or key can be retrieved through the emergency process, and that the files are complete. A network-attached storage (NAS) system with immutable snapshots can provide fast local restores for an organization, but it does not replace an off-site or offline copy because the NAS can be encrypted, stolen or destroyed with the production site.
What recovery metrics and procedures should an organization maintain?
Maintain a concise recovery runbook with service owners, escalation contacts, backup locations, retention settings, key-custody instructions, clean-room access and approval steps for emergency restoration. Include decision points for isolating infected endpoints, suspending synchronization, preserving evidence and selecting the last known-clean version.
Track backup-job success rate, age of the newest usable copy, immutable-retention coverage, restore-test success rate, measured RTO and measured RPO. A dashboard that reports only “jobs completed” can hide a missing SaaS export, an expired key or a restore that takes longer than the business can tolerate.

In a 2025 CISA notice, the FBI was aware of approximately 900 entities allegedly exploited by Play ransomware actors as of May 2025. That figure is an incident count, not a measure of all ransomware activity or backup effectiveness, but it illustrates why recovery planning must assume that attackers may target backups early. The FBI has warned that backups are routinely targeted during intrusions; isolation and tested recovery are defensive requirements, not optional enhancements.
What should you do first?
- Identify the services and data that would stop the business if unavailable.
- Set an RPO, RTO and retention period for each priority.
- Create a separate, MFA-protected backup administration path.
- Add an immutable or offline copy that production administrators cannot delete.
- Document encryption-key recovery and a clean rebuild sequence.
- Schedule a restore exercise, measure the result and fix every gap found.
Frequently Asked Questions
How often should a company run a full disaster-recovery restore?
The interval should reflect business impact and change frequency, not a universal calendar number. High-priority services need recurring end-to-end exercises and an additional test after major identity, application, retention or provider changes; lower-risk data can use less frequent scenarios while still receiving routine sample restores.
What happens if ransomware reaches the backup administrator account?
Immediately isolate affected systems and suspend destructive automation while preserving evidence. Recovery should use a separate break-glass identity, immutable retention or offline media, and keys held outside the compromised administrative path; rotate credentials only after confirming the clean recovery environment.
Can a cloud provider restore my data if its region fails?
Only if your service tier, replication settings and contractual recovery commitments cover that failure. Verify where replicas and encryption keys reside, how you obtain access during an identity outage, and whether an export to another tenancy or offline medium is available.
How long should backup data be retained to handle ransomware?
Retention must exceed the time attackers could remain undetected, which varies by environment and monitoring quality. Use a schedule that combines frequent short-term versions with older weekly or monthly immutable points, then validate that the oldest retained versions are still decryptable and restorable.
