Is it cheaper to use an AI API or run a model locally? Usually, an API is the lower-risk choice for small, irregular, or fast-changing workloads because you pay for usage instead of buying and operating dedicated capacity. Self-hosting can cost less when an open-weight model serves a large, steady volume for long enough to amortize GPUs, installation, power, hosting, and engineering. In the OECD’s 2026 modeled scenarios, private hosting showed no economic benefit below 100 million tokens per month; at 1 billion tokens per month it became cheaper than pay-as-you-go cloud services after about 30 months, while 10 billion and 50 billion token workloads reached modeled break-even in roughly two and one months. Those are scenarios, not guarantees. The right decision depends on equivalent model quality, latency, concurrency, utilization, staffing, and local prices.
What is the difference between a cloud AI API and a self-hosted model?
A cloud AI API runs inference in a provider’s infrastructure and exposes it through an endpoint. Your bill generally follows input and output token usage, although caching, batch processing, dedicated capacity, and service-level options can change the unit price. The provider supplies the GPUs, serving software, scaling, hardware replacement, and much of the operational monitoring.

A self-hosted model runs on infrastructure you own or directly control. That may mean an on-premises server, a colocated machine, or rented GPU instances running an open-weight model. You select the model and serving stack, size capacity for peak demand, and take responsibility for deployment, upgrades, security, observability, hardware failures, and licensing obligations.
There is also a practical middle ground: rent dedicated GPUs and operate the model yourself. It removes the purchase and installation of a physical server but retains most of the software, capacity-planning, and operations work. Treat that option separately from a fully managed API when comparing costs.

Is a cloud API or self-hosting cheaper at different workload sizes?
There is no universal price winner. The OECD’s 2026 analysis modeled private-hosting capital and operating costs against pay-as-you-go cloud services and found that the time horizon matters as much as monthly volume.
Recommended Free Tools
| Modeled workload or scale | OECD finding | How to interpret it |
|---|---|---|
| Below 100 million tokens per month | Economic benefits of self-hosting were not evident | Variable API spending can be preferable to funding idle capacity under the report’s assumptions |
| 1 billion tokens per month | Private hosting became cheaper after about 30 months | A long-lived, steady workload is needed to recover the initial investment |
| 10 billion tokens per month | Modeled break-even in about 2 months | High utilization can amortize infrastructure quickly |
| 50 billion tokens per month | Modeled break-even in about 1 month | Very large, sustained demand can overwhelm pay-as-you-go economics |
These break-even points are not a promise that your project will reach them. The report uses particular model, hardware, utilization, energy, staffing, and service assumptions. A model that needs more GPUs, a team with higher labor costs, or a workload with sharp peaks can move the crossover point substantially.
What fixed costs did the OECD include in its self-hosting scenarios?
The analysis did not compare a provider’s token price with only the purchase price of a GPU. It included GPU and infrastructure installation capital expenditure, electricity, colocation, connectivity, engineering support, insurance, and depreciation. The following fixed-cost figures are the report’s estimates, not current vendor quotations.
| OECD scenario size | Estimated GPU cost | Estimated installation cost | Combined fixed capital estimate |
|---|---|---|---|
| Small | $8,000 | $7,500 | $15,500 |
| Medium | $30,000 | $15,000 | $45,000 |
| Large | $75,000 | $37,500 | $112,500 |
| Very large | $240,000 | $120,000 | $360,000 |
Installation can include the server chassis, power delivery, cooling, networking, racks, and commissioning rather than just labor. Depreciation matters because a GPU bought today may be obsolete, unsupported, or uneconomic before the model’s useful life ends. Insurance, replacement parts, and spare capacity also belong in a serious total-cost calculation.
How should I calculate the cost of a cloud API?
Separate the workload into input and output tokens and apply the exact price for the model and service mode you will use. Do not substitute a headline price for a different model, context window, region, or tier.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Measure traffic. Record input tokens, output tokens, requests, peak concurrency, and the distribution by hour or day. Include system prompts, retrieved documents, tool traces, and retries.
- Identify the billing mode. Serverless inference may charge per million tokens, while dedicated inference may charge per GPU-hour. Caching and batch modes can alter the effective rate.
- Apply the provider’s rates. Use separate input and output rates where applicable, then add charges for cached or uncached tokens, batch processing, dedicated capacity, or other selected features.
- Add non-token charges. Include network transfer, storage, logging, observability, gateways, and any minimum commitments. A token-only estimate can understate the bill.
- Model peaks and failures. Estimate retries, rate-limit backoff, timeouts, and the additional capacity required for a seasonal or launch-day spike.
A useful expression is: monthly API cost = (input tokens ÷ 1,000,000 × input rate) + (output tokens ÷ 1,000,000 × output rate) + service, storage, network, and retry costs. Keep input and output volumes separate; generated output can be a small or large fraction of the total depending on the application.
How should I calculate the full cost of self-hosting?
Self-hosting cost is the cost of keeping a capable service available, not merely the cost of producing one token. Build the estimate in categories so that idle time and peak headroom are visible.

For a purchased system, an annualized estimate can be expressed as annualized hardware and installation cost + annual operating cost. Divide by the number of useful output tokens only after accounting for utilization, downtime, maintenance windows, and reserved peak capacity. A lightly loaded server can have a high cost per token even if its theoretical tokens-per-second figure is impressive.
What do current hosted-GPU prices show?
One provider example illustrates why billing units must match. DigitalOcean’s pricing page, last verified on October 1, 2026, listed dedicated GPU-hour examples of $4.41 per hour for an NVIDIA H100 and $2.59 per hour for an AMD MI300X. Those are provider-specific rates, subject to change, and not equivalent to a fully managed token API.

Compare the service you will actually consume: a GPU-hour rate must be multiplied by provisioned hours and utilization, while a token rate follows traffic more directly.
Which performance measures matter beyond “tokens per second”?
Performance is multidimensional. NVIDIA’s benchmarking methodology identifies time to first token, inter-token latency, tokens per second, requests per second, and concurrency, and connects those measurements to latency-throughput trade-offs and total-cost calculations.
- Time to first token (TTFT): the wait before the first generated token appears. It strongly affects whether an interactive application feels responsive.
- Inter-token latency: the spacing between subsequent tokens. Smooth streaming can feel better even when total completion time is unchanged.
- Tokens per second: generation rate. State whether the number is per user or aggregate across all active requests.
- Requests per second: completed request capacity at a defined prompt and output size.
- Concurrency: how many simultaneous requests the service can handle before latency or errors exceed your target.
- Cost at a service target: the cost per task while meeting a specified latency, quality, availability, and concurrency requirement.
A benchmark without the model, precision, serving stack, batch size, prompt length, output length, hardware configuration, and concurrency cannot establish a universal winner. A system optimized for one long batch job may be poor at short interactive requests.
How do I run a fair cloud-versus-self-hosted benchmark?
Benchmark equivalent work under the conditions your users will experience. The following procedure avoids the most common apples-to-oranges comparisons.
- Lock model capability. Use the same model family or a documented quality-equivalent alternative. Record parameter count, quantization or precision, context length, and version.
- Freeze request shapes. Create representative short, medium, and long prompts and expected output lengths. Include retrieval context and tool calls if production uses them.
- Test realistic concurrency. Run a low-load baseline, then step through the expected average and peak concurrent requests. Record p50, p95, and p99 latency where your service-level objective requires them.
- Measure all performance axes. Capture TTFT, inter-token latency, per-user and aggregate tokens per second, requests per second, error rate, queue time, and completion time.
- Check quality. Use a fixed evaluation set and acceptance criteria. A faster model that fails required tasks is not an economic substitute.
- Repeat across operating conditions. Test cold starts, warm operation, batching, context-cache hits and misses, and failover. Cloud limits and self-hosted queue behavior can differ at the edges.
- Convert results to cost. Calculate cost per successful task at the latency and availability target, not cost per theoretical token.
What performance advantages and limits do cloud APIs have?
Cloud APIs remove much of the capacity-planning work. Providers can place traffic across many GPUs, absorb bursts, and expose a maintained endpoint without your team installing drivers or replacing failed cards. That is valuable when demand is uncertain or a product is still changing.

The trade-offs are network and service variability. A request must traverse your network and the provider’s front end, so TTFT includes transport and queueing. Rate limits, regional capacity, maintenance, model updates, and shared infrastructure can affect tail latency. You may also have fewer choices over quantization, kernel tuning, batching policy, or exact hardware.
Dedicated cloud inference can reduce some variability by reserving GPUs, but it changes the economics from token-based elasticity to hourly capacity. It still requires you to size and pay for capacity during quiet periods.
What performance advantages and limits do self-hosted models have?
Self-hosting can place inference close to users or internal data, giving you control over network paths, batching, quantization, scheduling, and model version. Once a server is operating near its efficient utilization point, predictable traffic can produce stable latency and a low marginal cost per additional token.
Control comes with engineering work. You must tune memory use, choose a serving engine, set queue limits, monitor GPU utilization and thermals, handle model downloads, patch vulnerabilities, and plan upgrades without taking the service offline. A single machine can have excellent average latency yet fail the availability target when a GPU or power component fails.
Large models may require multiple GPUs and high-speed interconnects. Communication overhead, memory pressure, and synchronization can reduce the useful throughput suggested by a single-device test. Quantization can improve fit and speed but may change output quality, so it belongs in the quality benchmark rather than being treated as a free optimization.
Which option fits common workload patterns?
Small or unpredictable usage
Usage below 100 million tokens per month, or traffic that arrives in occasional bursts, generally favors an API or an on-demand hosted service under the OECD scenario. You avoid paying for idle GPUs and can scale down when the product is not busy.
Steady medium usage
At around 1 billion tokens per month, the modeled private-hosting break-even was about 30 months. Self-hosting is therefore a multi-year investment decision: confirm that the model, hardware, and workload will remain useful long enough to recover capital and operating costs.

Very high, stable usage
At 10 billion or 50 billion tokens per month, the modeled break-even arrived in roughly two or one months. Such volumes can justify dedicated capacity quickly, but only if utilization, quality, staffing, and availability assumptions resemble your deployment.
Strict latency or data-boundary requirements
Self-hosting or dedicated capacity may be preferable when a controlled network path, custom scheduling, or a specific data-residency boundary is essential. That is a requirements decision, not proof that self-hosting is cheaper.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does self-hosting automatically improve privacy or compliance?
No. Keeping weights and prompts on infrastructure you control can simplify some data-boundary designs, but you still must secure the host, restrict administrator access, encrypt data, manage logs and backups, patch the serving stack, and document retention. A poorly secured private endpoint can expose more data than a well-governed managed service.
Cloud APIs may offer contractual, regional, retention, and isolation controls that satisfy a requirement, while another workload may require physical or network isolation available only through a private deployment. Evaluate the actual jurisdiction, regulated data, audit evidence, incident process, and deletion behavior rather than treating “local” or “cloud” as a compliance label.
When is a hybrid architecture the most practical choice?
A hybrid design sends routine or burst traffic to an API while reserving self-hosted capacity for predictable, sensitive, or latency-critical tasks. It can also use a private model as the primary path and an API as overflow during peaks or maintenance.
Define routing rules before deployment: which models handle which data classes, what happens when the private queue exceeds a latency threshold, and how prompts are redacted before an external call. Measure the blended cost, including duplicate monitoring, two model-evaluation pipelines, egress, and operational complexity. Hybrid is not automatically cheaper; its value is flexibility and fault isolation.
What mistakes make the comparison misleading?
- Comparing unlike models: a smaller self-hosted model may be cheaper because it performs less capable work.
- Ignoring output tokens: long responses can dominate API charges and GPU time.
- Using average utilization: peak headroom and failover hardware can be a large part of the private bill.
- Counting only the GPU: installation, power, networking, operations, depreciation, insurance, and cooling remain costs.
- Benchmarking one request: concurrency, batching, queueing, and tail latency determine user experience.
- Assuming open-weight means free: model licenses, engineering labor, and infrastructure are still payable, and license terms can restrict commercial use or redistribution.
- Locking in a volatile price: provider rates, model catalogs, and hardware availability change; date every quote and recheck it before purchase.
- Ignoring migration risk: changing model families can alter prompts, tool behavior, evaluation scores, and downstream costs.
How can I make the decision with a spreadsheet?
Create one row for each deployment candidate and one column for each cost and service metric. At minimum, include model and version, input and output tokens per month, average and peak concurrency, TTFT and p95 completion targets, quality score, availability target, hardware or token rate, utilization, staffing, power, hosting, storage, network, depreciation, and contingency capacity.

Calculate three views:
- Monthly operating cost: what the service costs at current traffic.
- Three-year total cost: capital, operating expenses, upgrades, and residual or replacement value over a stated horizon.
- Cost at target service: cost per successful task after enforcing latency, quality, and availability requirements.
Then vary the assumptions. Test lower utilization, doubled peak traffic, a model upgrade, a higher electricity rate, additional engineering support, and a six-month delay before the system reaches production volume. If the preferred option changes under modest variations, keep the architecture flexible rather than presenting a false point estimate.
What is the practical verdict?
Choose a cloud API when usage is low or variable, time to launch matters, or you do not want to operate GPU infrastructure. Investigate self-hosting when demand is large and steady, the model can be fixed for a long period, and you can staff reliable operations. Use measured benchmarks and a full total-cost model before committing: the OECD scenarios show how quickly break-even can change with token volume, while NVIDIA’s methodology shows why no single speed number captures production performance.
Frequently Asked Questions
Can I start with an API and move to a private model later?
Yes. Keep prompts, tool schemas, evaluation sets, and telemetry independent of a provider-specific SDK where possible. Record token counts and latency from the beginning so a later private deployment can be compared against a known baseline rather than reconstructed from invoices.
How much spare GPU capacity should a self-hosted service keep?
There is no universal percentage: it depends on the availability target, failure-recovery time, traffic burstiness, and whether an overflow API is available. Model at least one failure and a rolling upgrade in your capacity exercise, then verify the plan with a load test.

They can. Open-weight availability does not guarantee unrestricted commercial use, redistribution, or fine-tuning, and license review may require legal time. Include that review and any required attribution, support, or indemnity work in the deployment plan.
What should I record when a provider changes its model?
Save the model identifier, release date, tokenizer behavior, system instructions, evaluation results, and price at the time of the change. Re-run quality, latency, and cost tests before allowing an automatic model switch in a production workflow.
