China has set 2030 as the deadline to largely complete a national blockchain network, but it has not announced a finished nationwide system or named a single operator. The goal appears in the 15th Five-Year Plan for National Informatization, published by the Central Cyberspace Affairs Commission on 23 October 2026 and summarized by the Chinese embassy in Latvia on 26 October.
The program is described as public digital infrastructure: a central blockchain backbone linked to regional hubs, shared digital-identity services and stronger technical standards. It is not an announcement of a consumer cryptocurrency, permission to trade tokens or a timetable for integrating the digital yuan.

What exactly did China announce?
The plan sets a policy objective to “largely complete” a national blockchain network by 2030. That wording describes a future infrastructure milestone alongside goals for intelligent internet systems, computing capacity and next-generation communications; it does not mean that one nationwide blockchain is already operating.
The Central Cyberspace Affairs Commission is China’s central coordinating body for cyberspace and digital-development policy. Xinhua’s official wording, reproduced in the embassy’s 26 October 2026 summary, says: “China aims to largely complete its national blockchain network by 2030.” No named official was quoted specifically on the target in the published material.

The same plan sets wider digital targets, including internet penetration of 85% by 2030, up from 80.1% in 2025, and 34 to 50 5G base stations per 10,000 people. The Ministry of Industry and Information Technology projects information-and-communications-industry revenue of 4.1 trillion yuan by 2030. Those figures provide context for the blockchain goal, but they are separate targets rather than measures of blockchain completion.
What would the national blockchain network contain?
Public descriptions point to a layered infrastructure program rather than a single chain or consumer application. The plan identifies the following elements:

The document does not publish a dedicated budget, annual construction schedule or procurement plan. It also does not say whether the network will use one permissioned ledger, several interoperable ledgers or a hybrid of public and private systems.
Which regions and industries are priorities?
The regional strategy is oriented toward logistics, trade, finance and production rather than a mass-market blockchain wallet.
Beijing–Tianjin–Hebei
Applications are tied to the region’s two major airport hubs and smart logistics. That emphasis could support data sharing among cargo, customs and transport participants, although the plan does not specify individual projects or launch dates.

This region is assigned faster rollout of new blockchain applications. The announcement does not explain how systems would interoperate across the area’s different legal and administrative environments.
Chengdu–Chongqing
Large-scale applications are planned for commerce, manufacturing and agriculture. The wording signals industrial deployment, not a general-purpose public chain available to anonymous users.
Across regions, the plan also promotes blockchain for data circulation and data trading. Standards work is intended to make systems more interoperable and easier to govern, but the published summary does not define the data markets, licensing rules or technical interfaces.
Will BSN become China’s national blockchain backbone?
BSN is the most visible existing Chinese blockchain infrastructure reference, but the 2030 plan does not designate it as the national backbone. The State Information Center describes BSN as a platform developed with China Mobile, China UnionPay and Red Date Technology to operate across clouds, portals, frameworks, public networks, regions and institutions.

As of August 2022, the State Information Center reported 141 public city nodes, nine provincial trunk networks and government-focused blockchain networks in more than 20 cities. A 2026 anniversary account dates BSN’s top-level design and research to September 2018 and its public release to 15 October 2019.
That account describes a stack spanning public and private networks, open alliance chains, distributed digital credentials and real-name distributed digital identity. Those capabilities make BSN a plausible implementation reference for parts of the national program, but they do not prove that BSN will operate the state network. The plan names no operator, and available policy analysis identifies no dedicated project budget or annual build schedule.
What has China not decided publicly?
Several details that enterprises would need before planning deployments are still open:
- Governance: no central operator, consortium structure or division of authority between national and regional systems is named.
- Permission model: the plan does not say who may validate transactions, read records or create applications.
- Technology: no protocol, consensus method, throughput target, API or interoperability specification is published.
- Funding and delivery: there is no itemized budget, construction timetable or milestone list through 2030.
- Access: the announcement does not establish whether private companies, overseas firms or individuals will receive direct network access.
Until those points are published, “national network” should be read as a policy and infrastructure direction, not as a single finished product that companies can sign up for today.

Does the project involve cryptocurrency or the digital yuan?
No. The announcement promotes blockchain as information infrastructure while leaving cryptocurrency trading and related mainland business activity restricted. It does not authorize a public token, investor access, mining, token issuance or cryptocurrency payments.

It also provides no direct timetable for linking the blockchain network to the digital yuan. A digital-currency system and a blockchain infrastructure layer can coexist, but the plan does not establish that they will share a ledger, identity system or transaction process.

A national infrastructure push could lower the technical and administrative friction of building permissioned blockchain applications in China, especially where several ministries, cities or companies must share records. Common identity and standards could also make credentials and data exchanges portable between regional platforms.
The trade-off is that a centrally coordinated system may bring stricter real-name controls, data-governance requirements and permissioned access than open public blockchains. Until China publishes the operator, rules and interfaces, businesses should treat the 2030 target as a signal to monitor standards and regional pilots—not as a currently available national service.
