DRM in PC games is technology that checks whether you are authorized to access a game, and it can affect whether the game launches without an internet connection. A game may need only an online first launch, may rely on a storefront client or another launcher, or may require an ongoing connection for its core features. Those technical checks are separate from what your purchase legally grants: for example, Valve’s Steam Subscriber Agreement says Steam content is licensed, not sold, while GOG says its releases must be DRM-free and their offline-playable portions must work without Galaxy or internet. The exact game, edition, and mode determine what you can do offline.
What does DRM mean in a PC game?
DRM stands for digital rights management. In PC games, it generally means a technical mechanism that controls access to a game or its content—for example, by checking that a user owns a license, has signed in to a particular account, or has completed an activation step. The term describes technology, not a single standardized system: two games sold by the same store can impose different checks.

Valve describes its Steam DRM wrapper as verifying ownership and launching Steam before the game. Developers can also combine that wrapper with other protection. This means that buying a game through Steam does not, by itself, tell you every technical requirement of that game; the publisher or developer may add a separate launcher, activation, or online service requirement. Valve’s Steamworks documentation explains the wrapper and its possible combination with other DRM.
It helps to separate three questions that are often collapsed into “Do I own the game?”:

- What rights does the purchase grant? This is a question of the applicable license and account terms.
- What checks does this particular edition impose? This is a technical question: for example, client sign-in, first-run activation, or a recurring connection requirement.
- Which parts work without a server? A single-player campaign may work offline even when multiplayer, cloud saves, or other connected features do not.
A downloaded game folder is not necessarily an independently launchable copy. If a game depends on a client or authentication service, having the files on your drive does not remove that dependency.
Do I actually own my Steam games?
A Steam purchase gives you a license to use the content under Steam’s terms; it does not give you ownership of the game’s copyright or an unrestricted right to transfer the content. Valve’s Subscriber Agreement, revised September 10, 2026, states: “The Content and Services are licensed, not sold.” The same agreement describes a personal-use license subject to its terms. Read the Steam Subscriber Agreement for its current wording.
That distinction does not mean that a buyer has no right to play a game. It means the right is defined by the license rather than by ownership of the underlying intellectual property. The agreement also says Steam content may require an account, client, and internet connection. The precise practical effect still depends on the game’s technical requirements and the platform’s available features.
Storefront language such as “buy” or “purchase” is not enough to settle whether a game will remain accessible in every circumstance. Consider the license terms and technical access separately. Valve’s agreement says a Steam subscription obtained through a retail store cannot simply be registered to another account if access ends; a retail key should not be treated as a transferable, independent copy of the game.
“DRM-free” is also not a claim that you own a game’s copyright. It means the game is provided without technical copy protection of the kind that requires a platform entitlement check to launch. The license and permitted uses remain relevant even when the game files can run without a storefront client.

What kinds of DRM checks can affect offline play?
Offline access depends on the check a game uses, not just the store where it appears. An initial activation is different from an ongoing server requirement, and both differ from online-only features that are not part of the offline campaign.

A client may confirm that the signed-in account has a license and then launch the game. Steam’s DRM wrapper works this way, but not every Steam game necessarily uses that wrapper or behaves identically. Steam Offline Mode can support eligible games after preparation, but it is not a way to remove a game’s other requirements.
First-launch activation
A game may require an internet connection the first time it starts, then permit offline play afterward. This does not establish that it will work offline indefinitely: the game may have other checks, or the platform may have its own conditions. An individual Ubisoft game’s EULA, for example, illustrates that first-launch activation and installation limits can apply to a particular title. Those terms should not be generalized to every Ubisoft game or every PC game. Valve’s documentation also distinguishes its wrapper from additional protection a developer may use.
Recurring or always-online requirements
Some games or game modes depend on a continuing connection. A storefront’s offline mode cannot make a server-dependent game mode function without its service. Check whether the requirement applies to the entire game or only to specific features; “single-player” in a store listing does not by itself prove that a particular mode has no online dependency.
Separate launchers and connected features
A game bought in one store can still require another publisher’s launcher. It can also offer offline campaign play while withholding multiplayer, cloud saves, achievements, or connected services. Those are separate questions: whether the game launches, whether a mode works, and whether online conveniences remain available.

Can you play PC games without internet?
Often, but not automatically. The answer depends on the game’s edition, whether it has been prepared while online, its launcher requirements, and the features you want to use. The store comparison below describes documented platform behavior; it is not a guarantee for every title listed in a store.
| Storefront | What its offline guidance says | Important limitation |
|---|---|---|
| Steam | Sign in with “Remember me” enabled, finish updates, launch the intended games online once, then choose “Go Offline.” | Games needing an active connection or an external launcher will not work in Steam Offline Mode. Steam Offline Mode guidance. |
| GOG | GOG releases must be DRM-free; offline-playable portions must function without Galaxy or internet. Offline backup installers are available. | Multiplayer and other connected features remain separate, and an offline installer for an updated build may appear later than the build. GOG’s quality-assurance requirements. |
| Epic Games Store | Offline Mode applies automatically when the launcher starts or runs without connectivity, for eligible installed single-player games. | “Not all games support Offline Mode.” Multiplayer, cloud saves, achievements, and other online services may be unavailable. Epic’s Offline Mode help. |
| EA app | Eligible games must have launched online at least once before using Offline Mode. | EA states that an eligible game works offline for 30 days after its last online launch. This is EA’s stated policy window, not a general rule for other storefronts. Some EA games bought through Steam still require the EA app. EA app download and play guidance. |
GOG’s policy is a material difference for someone who wants a single-player game that can run without its storefront client. GOG’s 2022 commitment says, “The single-player mode has to be accessible offline.” That does not mean every feature in every GOG game is offline, nor that an update’s independent installer is necessarily available the moment the update is released. GOG’s DRM-free commitment sets out the policy.
Likewise, an offline option in a launcher is not the same thing as a DRM-free release. Steam, Epic, or EA offline modes are conditional on the client’s and game’s requirements. A DRM-free build is designed to run without a storefront entitlement check; that is a different technical arrangement, though its license terms still apply.
How do you prepare a Steam game for offline play?
Prepare each intended game while connected, and verify the mode you need before relying on it during travel or an outage. Steam’s guidance does not promise that every game will work offline: titles requiring an active connection or an external launcher are excluded.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Sign in while online. In the Steam client, sign in to the account that owns the game and enable “Remember me” so the client can retain the credentials needed for offline use.
- Finish updates. Let the Steam client and the game complete pending updates while connected. An update that is waiting to download can prevent the installed version from being ready.
- Launch the game once online. Open every game you expect to play offline. This can complete first-run setup or activation that the title requires.
- Switch Steam to Offline Mode. In the Steam client, use the “Go Offline” command. Follow the client’s prompt to restart in offline mode if it appears.
- Check the actual offline mode. Disconnect from the internet and start the game in the mode you intend to use. Verify that any needed save files are accessible and that you are not relying on multiplayer or another online feature.
For EA app games, EA requires at least one online launch and states a 30-day offline window after the last online launch for eligible titles. For Epic, the launcher’s Offline Mode is automatic when it starts or runs without connectivity, but the game must be installed and support the feature. Do not assume Steam’s preparation steps or EA’s 30-day window apply to another store.

What should you check before buying or traveling?
Check the exact edition rather than relying on a storefront’s general offline feature. A useful decision framework has five parts:
- License and account terms: identify the account that receives the license and whether the terms describe personal use, account access, or other restrictions relevant to you.
- Authentication timing: look for a first-launch activation, a recurring check, an offline window, or a requirement for a continuously active connection.
- Launcher dependencies: check whether the game needs the store client alone or a separate publisher launcher as well.
- Independent installer availability: determine whether you can save an offline installer or backup copy that can be installed without returning to the storefront.
- Mode-specific connectivity: distinguish the campaign from multiplayer, cloud saves, achievements, and other connected features.
Before depending on offline access, use this checklist:
- Read the exact edition’s store listing and any third-party DRM notice.
- Check the applicable EULA and publisher help page for activation, launcher, and offline conditions.
- Install and fully update the game, complete account linking, and launch it while online.
- Retain any credentials the client requires for offline use.
- Disconnect and confirm that the specific single-player mode you need starts and saves as expected.
This is especially useful before a flight, a trip with unreliable connectivity, or an extended period away from your normal network. A failed offline launch can result from several different causes: incomplete first-run activation, unfinished client setup, a second launcher’s check, or a mode that inherently depends on an online service. Identify which dependency failed before concluding that the whole game is online-only.

Will a DRM-free download still work if the launcher is unavailable?
A DRM-free game build is intended to run without relying on the storefront launcher for its offline-playable portions. GOG also provides offline backup installers, which can let you preserve eligible installation files separately from the Galaxy client. That is a useful option if you want to retain an installer rather than depend on downloading the game again.
An installer is not the same as a guarantee that every part of a game will work forever. Online multiplayer and connected services still require the relevant service, and a particular update’s offline installer may not appear at the same time as the update. Keep the installer and any files needed for it together, and check that the edition is one of the DRM-free releases described by GOG.

A portable external drive can store backup installers, but storage does not unlock a protected game or change its license. For any game that depends on a storefront or publisher authentication check, copying its folder to another drive does not remove that check.
How can you diagnose an offline launch failure?
Work through the dependency chain rather than assuming the internet connection is the only issue. The failure point often indicates whether the game needs one-time setup, a ready client, or a server-backed feature.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- The launcher will not open offline: confirm that you signed in while online, retained credentials where required, and switched the client into its supported offline mode.
- The game asks for activation: reconnect and complete the first launch or account linking, then try the offline path again. A previous installation does not prove that activation was completed.
- A second launcher appears: check the game’s listing and publisher guidance for a separate client requirement. Steam’s offline mode does not satisfy a different launcher’s authentication requirement.
- The campaign opens but a feature fails: identify whether the feature uses multiplayer, cloud saves, achievements, or another connected service. Offline campaign access does not make those services available.
- The title reports that a connection is required: consult the exact edition’s EULA or publisher support documentation. The requirement may apply to a specific game or mode, not to every game from that publisher.
There is no sourced, comparable percentage showing how many PC games use DRM, no established average offline duration across storefronts, and no reliable general count of games that would become unplayable if a service ended. The defensible answer is title-specific: confirm the edition and its documented requirements, then verify the desired mode before you need it offline.
Frequently Asked Questions
Can I move a Steam game to another account if I stop using mine?
A retail Steam subscription cannot simply be registered to another account when access ends, according to Valve’s Subscriber Agreement. Do not treat a copied game folder or retail key as a transfer of the account’s license.
Does DRM-free mean I can share or redistribute the game files?
No. DRM-free describes the absence of technical copy protection; it does not transfer the game’s copyright or erase its license terms. Check the applicable license before sharing or redistributing files.
Can I keep offline installers on an external drive?
Yes, a drive can store backup installers that are available for the edition, including GOG offline installers. The drive preserves files; it cannot supply an account entitlement or bypass a game’s authentication requirement.
Does Steam Offline Mode make multiplayer work without a connection?
No. A launcher’s offline option cannot replace a server or other online service that a multiplayer feature depends on. Some titles may still offer an offline single-player mode, but that is specific to the game.
