Yes. Buying a game on sale does not make it ineligible for a Steam refund. For a game bought through the Steam store, Valve’s standard rule is to request a refund within 14 days of purchase and have played it for less than two hours. Submit the request through Steam Support. If approved, the refund is for the amount you paid, not the game’s undiscounted list price.
What are Steam’s refund rules for a game bought on sale?
The sale price does not create a separate refund rule. Valve’s standard offer for Steam-store games is a request made within 14 days of purchase and with less than two hours of playtime. - Playtime: The game must have been played for less than two hours under the standard rule. Two hours or more falls outside that threshold.
- Purchase source: The standard process applies to games purchased through Steam, not third-party keys or cards.
Check the transaction’s purchase date and the game’s playtime before you submit a request. A discounted purchase is assessed under the same ordinary game rule as a full-price purchase.
In practical terms, check both conditions, not just one. A game bought yesterday may be outside the standard rule if it has reached two hours of playtime; a game with very little playtime may be outside it if more than 14 days have passed since purchase. The standard offer applies when the request is within the purchase window and playtime remains below the threshold. If either limit has been passed, Steam may still let you submit a request for review, but that is not the same as meeting the ordinary eligibility conditions.

The sale itself is not a special exception or extra restriction. If you bought the game during a promotion, use the date and playtime for that purchase when checking the standard rule. If you bought it at full price shortly before the promotion began, see the separate refund-and-repurchase option below.
How do I request a refund on Steam?
Use Steam Support to find the purchase and send a refund request. The exact screens or button wording can vary; Valve identifies Steam Support as the official channel but does not promise that every self-owned-game interface uses identical labels.
- Sign in to Steam Support. Use the account that made the purchase. The request concerns the Steam-store transaction, so start from the account associated with that purchase.
- Locate the game transaction. Choose the purchase you want reviewed rather than a different transaction for the same title. Check that it is the sale purchase in question, especially if you own more than one copy or have bought the game more than once.
- Choose the refund request option and submit it. Follow the choices shown for that purchase. Valve’s separate gift instructions describe a purchase-based workflow—select Purchases, select the transaction, choose the refund option, and submit—but those instructions do not establish that every self-owned-game screen has precisely the same labels.
- Wait for a decision. A request outside the standard thresholds can still be submitted for review, but approval is not promised. Do not assume that submitting the form means the refund has already been approved.
Before you send the request, it can help to confirm the purchase date and current playtime so you know whether you appear to meet both standard conditions. If you are asking because the game is faulty, describe the problem accurately rather than assuming that a sale purchase follows a different process. Valve’s policy says some jurisdictions provide additional consumer rights for faulty games, but it does not set out one universal remedy for every country.
Steam’s policy directs customers to Steam Support; you do not request a Steam-store game refund from a retailer or by asking your card issuer to process it as a Steam refund. If the purchase was not made through Steam, see the transaction-source distinction below.
Can I refund a game bought before a sale and rebuy it cheaper?
Valve says requesting a refund for a game bought just before a sale and immediately buying it again at the sale price is not abuse. This is a refund-and-repurchase option, not an automatic price adjustment or a promise that Steam will refund the difference while leaving the original purchase in place.
The ordinary eligibility rules still matter: make the request within 14 days and keep playtime below two hours for the standard offer. If the sale ends before you make the new purchase, Valve does not promise that the discounted price will remain available.

Valve also says its refund system is not intended as a way to get free games and warns that abusive refund behavior may lead it to stop offering refunds. A straightforward request to refund and repurchase at a sale price is specifically distinguished from abuse in the policy.

- You purchased while the sale was active: The sale does not prevent a refund. Check the standard 14-day and under-two-hour limits and request the amount paid for that sale transaction.
- You purchased shortly before the sale: Valve says you may request a refund and immediately rebuy at the discounted price. It is still a refund request that must be reviewed, not an automatic credit for the price difference.
If you are considering the second route, do not rely on the sale lasting until a refund is processed. Valve does not promise to hold the promotion price, and the policy statement does not turn the refund into a price-match guarantee.
How much money will Steam refund, and when?
If Steam approves the request, Valve says it issues a full refund of the purchase amount within a week of approval. That timing starts after approval, not when you first send the request. The one-week period describes issuance after the decision; it is not a promise that Steam will decide every request within a week.

The refund goes to the original payment method when that method can receive it, or to Steam Wallet. If the original method cannot accept the refund, Valve says the full amount goes to the Wallet instead. The available destination therefore depends on the payment method and region; a Wallet refund is not necessarily a choice available for every payment.
For a discounted game, the relevant amount is what you paid for that transaction. The standard policy does not promise a refund of the full-price list value for a sale purchase. If you bought the game at a discount, the refund is not the difference between the sale price and the regular price. If you bought it before a sale and later repurchase it, those are separate transactions: Valve’s stated option is a refund followed by a new purchase at the sale price, not a price adjustment to the original transaction.
Keep the two stages distinct: first Steam reviews the request; after approval, Valve says it issues the refund within a week. The destination is the original payment method when it can receive the money, otherwise the full amount goes to Steam Wallet. The policy does not establish that every payment method or region supports the same refund destination.
What if I am outside the 14-day or two-hour limits?
You may still submit a request, but Valve says requests outside the standard rules are considered for review rather than automatically approved. Do not treat the possibility of review as an exception you are entitled to. A request outside the normal thresholds is a request for Valve to consider, not a guaranteed refund or an extension of the standard offer.
For example, if playtime has reached two hours but the purchase is still recent, the request is outside the playtime condition. If playtime is low but the purchase is more than 14 days old, it is outside the time condition. In either case, you can submit the request through Steam Support, but the standard rule no longer guarantees the same outcome as a request that meets both limits.
Valve’s policy notes that faulty games may be covered by additional consumer rights in some jurisdictions. It does not establish one universal country-specific remedy, so the result can depend on where you live and the circumstances of the purchase. Explain the issue accurately in the support request and consult the consumer-protection rules that apply in your location if needed.

Do not confuse being outside the usual Steam thresholds with losing any rights that may apply under local law. Valve’s policy flags possible additional rights for faulty games but does not describe one remedy that applies everywhere. For a local-law question, the relevant rules depend on your jurisdiction.
Do DLC, bundles, gifts, and preorder games follow the same rule?
Not always. These purchases have distinct conditions, so do not assume the base game’s playtime or purchase date answers every refund question.

Steam-store downloadable content generally has its own 14-day request window. The underlying game must have been played for less than two hours since the DLC purchase; the relevant playtime period is not simply the game’s total time played since the base game was bought. DLC that has been consumed, modified, transferred, or marked nonrefundable may be excluded.
This timing matters when you already owned the game for a while before buying its add-on. For the DLC rule described by Valve, look at the playtime in the underlying title since the DLC purchase, alongside the DLC’s own purchase window. Do not simply apply the base-game purchase date or total lifetime playtime as if the DLC were the original game purchase. Even if those time conditions appear to fit, the DLC’s status—such as whether it was consumed or modified—can still affect eligibility.
Bundles
Valve describes a full-bundle refund where none of the items have been transferred and combined usage is below two hours. Some bundles contain items marked nonrefundable, which can affect eligibility.
For a bundle, the conditions concern the bundle rather than an isolated item considered on its own: no included items may have been transferred, and combined usage must remain below two hours for the stated full-bundle route. If a bundle includes an item marked nonrefundable, that can change the result, so do not assume that every bundle is treated like a single standard game purchase.
Gifts
An unredeemed gift can be refunded under the ordinary refund period. If the recipient has redeemed it, the recipient must initiate or approve the refund; the money returns to the original purchaser, not the recipient. Valve’s gift-help instructions provide a more specific recipient-approval workflow.
This means the recipient does not receive the money simply because they used the game. For a redeemed gift, their role is to initiate or approve the refund process, while the refund itself returns to the person who paid for the gift. The gift purchase also has its own purchase transaction and should not be confused with a game bought directly by the recipient.

Pre-release purchases
A preorder for a game that is not yet playable can be refunded before release. The standard 14-day and two-hour period begins at release, and playtime in Early Access or Advance Access counts toward the two-hour threshold.
So the relevant timing differs from an already released game: Valve allows a refund request before the not-yet-playable game launches, while the standard time and playtime period starts at release. If Early Access or Advance Access has already let you play, that playtime counts toward the two-hour limit; it should not be treated as though playtime only begins with the general release date.

Does it matter whether I bought the game outside Steam?
Yes. Valve says it cannot refund purchases made outside Steam, including third-party CD keys and physical Steam Wallet cards. A key bought elsewhere is a separate transaction from buying the game through the Steam store, even if the key activates on Steam. For a third-party key, contact the seller for help with that transaction.
This is the difference between where a game is played and where it was purchased. Activating a code on Steam does not make the original code purchase a Steam-store transaction. Valve’s Steam-store refund route is for purchases made through Steam; Valve says it cannot refund a key bought from another retailer. The same distinction applies to a physical Wallet card bought outside Steam.
Steam Wallet funds have a separate rule: funds must have been purchased on Steam, remain unused, and be requested for refund within 14 days. That Wallet-funds offer does not change the eligibility of a qualifying game purchase made directly through Steam. Nor does it make a third-party physical card refundable by Valve: the funds offer and the game-purchase refund are separate transaction types.
What happens if the game has a VAC ban?
Valve’s policy says a VAC ban on a game removes the right to refund that game. This is a separate policy exclusion from whether the game was on sale or whether the request is within the ordinary time and playtime limits. A sale discount does not override this exclusion.

Use the transaction itself to identify the right path. A game bought directly on Steam during a sale is assessed under the ordinary game rule. A game bought directly before a sale can be refunded and repurchased at the sale price if the refund request is approved, rather than receiving an automatic price adjustment. A third-party key or Wallet card is outside Valve’s refund route because it was purchased elsewhere.
DLC, bundles, gifts, Wallet funds, preorders, and VAC-banned games have conditions that differ from the ordinary game rule. In particular, a DLC request uses the playtime since DLC purchase; a bundle refund depends on transfers and combined usage; and a redeemed gift involves recipient initiation or approval while returning money to the purchaser. Identifying which transaction you have prevents applying the base-game rule to a different purchase type.

Can I refund a Steam game if I bought it as a gift?
For a redeemed gift, the recipient has to initiate or approve the refund, but the money goes back to the person who bought it. An unredeemed gift can be refunded under the ordinary refund period. Valve’s gift-help article sets out the recipient-approval workflow separately from the ordinary self-owned-game request.
Does DLC use the same two-hour playtime as the base game?
Steam’s DLC rule measures playtime in the underlying game since the DLC purchase, not simply total time since buying the base game. Whether particular DLC is refundable can also depend on whether it was consumed, modified, transferred, or marked nonrefundable.
Can I get a refund for Steam Wallet funds?

Can Steam refund a CD key I bought from another store?
No. Valve says it cannot refund a third-party CD key because the purchase was made outside Steam. Contact the seller for help with that transaction.
Will Steam refund the sale price or the full price?
