To make an AI research agent label facts versus inferences, give it a repeatable provenance pipeline: preserve the source passages it used, assign each passage a stable ID, record each material claim with its evidence and an explicit local label, then validate the claim-to-evidence relationship before rendering the answer. This makes the path from answer to source inspectable and lets software enforce required fields and citation syntax. It does not make a claim true: a source can be wrong, incomplete, or misread, and a model’s judgment about what a passage supports can remain uncertain.
What does it mean to label a claim as a fact or an inference?
In this pipeline, a “fact” label means that a claim is directly supported by recorded source material under rules your system defines. An “inference” label means the claim goes beyond what a source states directly and depends on interpretation, combination, or reasoning. These are implementation labels, not a universal taxonomy prescribed by the sources described here.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe distinction matters because an answer can mix direct statements and conclusions without signaling the difference. A reader may then mistake a plausible interpretation for something a source explicitly said. A label helps preserve that distinction, while a citation or evidence ID lets a reviewer inspect the material behind the claim.
Define labels locally, including what qualifies for each one. For example, your policy might require a direct statement in a retained passage before using source_supported, and require an explanation of the reasoning for inference. The exact names are up to you; consistency and documented criteria matter more than the label vocabulary.

What should a deterministic provenance pipeline guarantee?
It should make the parts software can check explicit and repeatable: evidence units, stable identifiers, required claim fields, permitted labels, and validation rules. It should not imply that a predictable schema can settle every question of meaning.
A practical system separates two jobs. First, enforce structural rules mechanically: a cited evidence ID exists, a required field is present, a label is allowed, and citation syntax parses. Second, evaluate whether the evidence actually supports the claim. That evaluation involves semantic judgment; use a documented rubric, retain a rationale, and send uncertain or high-impact cases to a person rather than treating a passing schema check as proof.
- Deterministic controls: IDs, field requirements, label sets, citation parsing, and rules for rejecting incomplete records.
- Judgment-based checks: whether the source supports the wording, whether the wording preserves the source’s meaning, and whether the evidence is adequate for the strength of the claim.
- Human review: a route for ambiguous judgments and claims whose consequences make an unresolved interpretation unacceptable.
How should the pipeline capture and identify evidence?
Retain the actual source material used, not just a citation string or a link. Give each evidence unit an ID that remains stable within your system, and store its source details separately from its position in that source. This lets a reviewer inspect what the agent relied on even if a locator changes or the page is difficult to revisit.
Capture the source and the passage
For each source, record the URL, retrieval time, publisher or owner when available, and the passage or block used as evidence. Preserve the text in a readable form so reviewers can compare the claim against the evidence without first reconstructing what the agent saw. Metadata helps establish where and when the material was retrieved; it does not certify the material’s accuracy.
Choose evidence granularity deliberately. OpenAI’s citation guidance describes document-, block-, and line-range-level citations and identifies block-level citations as a good default for many systems. A document citation is simple but can leave a reviewer searching a large source. A line range can be precise but may depend on a locator that is less useful if the source’s layout changes. A block is often a practical middle ground: specific enough to inspect, without requiring every claim to point to an individual line.

| Evidence unit | What it identifies | Practical trade-off |
|---|---|---|
| Document | A whole source | Simple to record, but broad when the reviewer must find the relevant passage. |
| Block or passage | A usable portion of a source | Balances specificity with manageable implementation; described by OpenAI as a good default for many systems. |
| Line range | A narrow location within a source | More precise, but relies on a locator that can be harder to inspect consistently across source formats. |
Keep the evidence ID separate from a locator such as a line range. The ID answers “which retained evidence record is this?” The locator answers “where in the source was it found?” Combining them makes it harder to preserve identity when a location changes.

Use stable IDs and useful metadata
Assign an ID to each evidence unit, not merely to the source document, when different passages may support different claims. Retain metadata such as URL and retrieval timestamp alongside the readable passage. Stable IDs and inspectable text make citations easier to resolve consistently; they do not show that the source is trustworthy or that the passage is being interpreted correctly.
How do I represent claims, evidence, and labels?
Represent each material statement as a claim record rather than leaving the relationship between prose and citations implicit. Each record should identify the claim, its label, and one or more evidence IDs; add a rationale when the label or support requires interpretation.
A minimal conceptual record might contain:
- Claim text: the specific statement the answer will make.
- Label: one allowed value, such as
source_supportedorinference, with a documented local definition. - Evidence IDs: references to retained evidence units, when the claim requires source support.
- Rationale: a concise account of how the evidence relates to the claim, especially for an inference or an uncertain support judgment.
This is an architecture pattern, not a mandated data schema. The important property is that the claim-to-evidence relationship is explicit enough for validation and review. If a claim combines several propositions, consider splitting it into smaller claims: a single citation can support one clause while failing to support another.
Do not let the label substitute for the evidence. A claim marked as directly supported still needs a resolvable evidence record and a support check. Likewise, labeling a statement an inference should not imply that it is baseless; it signals that the conclusion requires reasoning beyond a source’s direct wording.

How can an agent check whether a source supports a claim?
Evaluate the relationship at the claim level, not just whether a citation is present. NIST’s Building Evaluation Probes into Agentic AI describes probes that test claims against trusted source material using a strict rubric and return a structured verdict with a rationale. Its official project page says: “Each probe evaluates against trusted source material using a strict rubric, and returns a structured verdict. This verdict includes a rationale detailing exactly how the source supports or fails to support the claim based on the rubric’s criteria.”
The rubric should make three distinct questions visible:
- Faithfulness: Does the claim accurately reflect what the cited source says?
- Completeness: Does the claim preserve the source’s full message, including qualifications material to its meaning?
- Sufficiency: Is the cited evidence enough to support the claim as written?
These checks expose different failure modes. A passage may be quoted accurately but not support the broader conclusion attached to it. A paraphrase may capture one sentence while omitting a qualification that changes the takeaway. Several sources may be relevant but still fail to establish a sweeping claim. A structured verdict and short rationale make these distinctions reviewable instead of reducing evaluation to a binary “citation present” check.
Make the support decision inspectable
For each evaluated claim, keep the verdict, the evidence IDs considered, and a short rationale. The rationale should state how the source supports the claim or where the relationship fails; it should not merely repeat the claim or say that the source is relevant. When the system cannot confidently decide, record that uncertainty and route the item for review instead of silently upgrading it to a source-backed statement.

The cited NIST description supports a rubric-and-verdict evaluation pattern. It does not establish that a particular model, score, or automated threshold will correctly judge every claim. The implementation must document its criteria and treat ambiguous semantic judgments as such.

What should happen before the answer is rendered?
Run a validation pass between claim drafting and final prose. Reject or flag records that violate the agreed structure, and prevent the renderer from making unsupported claims look like sourced facts simply because it can format a citation.
- Check required fields. Confirm that each material claim has the fields required by its label and policy.
- Resolve evidence IDs. Reject unknown IDs and references to evidence records that were not retained.
- Apply support rules. Require the appropriate support verdict for claims labeled as directly supported; handle failed or uncertain verdicts according to policy.
- Parse citation syntax. Validate citations using the parser agreed for the system, rather than assuming that any marker in generated text is valid.
- Render from validated records. Preserve the distinction between supported statements and inferences in the final answer, and do not silently discard a failing verdict or rationale.
OpenAI presents citable units, source representation, explicit citation syntax and instructions, and downstream citation parsing or validation as separate parts of a reliable citation system. Treating each as a distinct control makes failures easier to locate: a passage may be absent, an ID may be malformed, a citation may fail to parse, or the cited evidence may simply not support the claim.
What failure modes should the design catch?
A provenance pipeline is most useful when it identifies how a claim can go wrong, rather than merely attaching metadata after generation. Build validation and review around recognizable failure cases.
- Evidence not retained: The answer has a citation marker, but no inspectable passage is available. Require a resolvable evidence record.
- Wrong or unknown ID: A claim points to a source unit that does not exist in the retained evidence set. Reject the reference before rendering.
- Relevant but non-supporting passage: The passage concerns the topic but does not establish the specific claim. Fail the sufficiency or faithfulness check and revise, qualify, or remove the claim.
- Overstated paraphrase: The claim turns a limited source statement into a broader conclusion. Compare the wording against the passage and preserve material qualifications.
- Inference presented as direct support: The conclusion depends on interpretation or combining evidence, but is labeled as if a source stated it directly. Apply the local label rule and expose the reasoning.
- Malformed citation syntax: The marker cannot be parsed or resolved. Reject it rather than allowing a broken reference to pass into the answer.
- False certainty from metadata: A URL, timestamp, publisher field, or stable ID is treated as proof that the source is accurate. Keep origin metadata separate from truth evaluation.
What does provenance establish—and what does it not?
Provenance describes origin or modification signals: where content came from, when it was retrieved, or what evidence record was used. It can make a claim’s path to source material more transparent, but it does not establish that the claim is accurate, that the source is authoritative, or that the evidence is in the correct context.
Do not use provenance metadata as a shortcut for judgments about authorship or ownership. A missing supported signal does not prove that content was not AI-generated. These limits matter even in a technically flawless pipeline: stable IDs and valid citations are properties of recordkeeping, while truth and interpretation require separate evaluation.

How should teams decide when a person must review a claim?
Set review triggers for cases where the support judgment is ambiguous or the impact of an error is high. The pipeline should expose those cases rather than forcing every claim into a confident binary result.
- Send claims with unresolved faithfulness, completeness, or sufficiency judgments to review.
- Escalate consequential claims according to the team’s own risk policy, even when the system returns a favorable verdict.
- Keep the evidence passage and evaluation rationale available to the reviewer so the task is to judge the relationship, not reconstruct the agent’s work.
- Record whether review changed the label or claim, so the system’s policy can be refined without pretending the original automated decision was certain.
The exact review threshold is a design decision; the cited guidance establishes evaluation dimensions and a structured verdict pattern, not a universal risk threshold. A clear escalation rule is more honest than presenting semantic uncertainty as deterministically solved.

The architecture does not depend on a particular programming language, database, retrieval library, or deployment platform. Start by defining the records and the checks, then implement them wherever your agent’s evidence and answer generation already live.
- Write the label policy. Define what direct source support means in your use case and what makes a statement an inference. Specify what evidence is required for each.
- Define citable units. Choose document, block, or line-range granularity based on how reviewers need to inspect evidence; block-level citations are a reasonable default for many systems.
- Specify evidence fields. Retain a stable ID, readable passage, source URL, retrieval time, publisher or owner when available, and a separate locator if useful.
- Specify claim fields. Require claim text, an allowed label, evidence IDs as applicable, and a rationale for judgments that need explanation.
- Write the rubric. Evaluate faithfulness, completeness, and sufficiency against the retained evidence and return a structured verdict with a rationale.
- Enforce rendering gates. Parse citations and resolve IDs before output; decide explicitly how failed and uncertain verdicts affect publication.
- Provide a review path. Route ambiguous or high-impact claims to people and preserve enough context for them to inspect the decision.
This sequence keeps deterministic controls distinct from semantic evaluation. The system can reliably enforce that an ID exists and that a required field is present; it cannot make an uncertain interpretation certain merely by storing it in a well-formed record.
Frequently Asked Questions
Can an AI agent prove that a cited claim is true?
No. A citation can show which source material was used and help assess whether it supports the wording, but the source itself may be inaccurate or incomplete. Truth requires evaluation beyond provenance metadata.
Should an inference ever have a citation?
Yes, if source material informs the reasoning, retain the relevant evidence and identify the statement as an inference under your local policy. The citation documents inputs to the interpretation; it does not mean the source explicitly states the conclusion.

No. Those fields record useful origin and retrieval context, but provenance metadata alone does not establish authorship, ownership, or intent.
What does it mean if content has no AI provenance signal?
It means only that the expected supported signal was not available or detected. Its absence is not proof that the content was not generated or modified with AI.
