Trisquel GNU/Linux and PureOS are the clearest starting points for people who want a fully free operating system, but neither should be declared “the most private” without comparable, current evidence. The Free Software Foundation (FSF) and GNU project list is the right eligibility filter: listed systems follow the Free System Distribution Guidelines and reject nonfree software. That list is alphabetical, not a ranking of privacy, speed, convenience, or hardware support. Your final choice depends on the exact computer, boot firmware, wireless chipset, maintenance status, applications, and privacy practices you can verify. Guix System, Parabola GNU/Linux-libre, Hyperbola, Dragora, and specialist systems also appear on the list, but the available evidence does not support treating them as interchangeable or ranking them.

Which Linux distributions are fully free?

A fully free distribution is one whose software can be used, studied, modified, and shared under free-software terms, with the distribution excluding nonfree components. The FSF/GNU list is the practical starting point because listed projects commit to the Free System Distribution Guidelines. It is a qualification list, not a league table.

Candidate What is established What you must verify
Trisquel GNU/Linux Trisquel describes itself as fully free, Ubuntu-derived, and intended for home and office use. Exact computer and Wi-Fi support, current release and maintenance, desktop requirements, and application availability.
PureOS Purism describes PureOS as Debian-based, excluding proprietary software and firmware, and configured with privacy and security in mind. The FSF announced its endorsement in 2017. Current release and maintenance, exact hardware and boot chain, and whether its documented privacy approach fits your threat model. The project description is not a comparative privacy test.
Guix System Included in the FSF/GNU free-distribution list at the time of the cited page. Package and system-management workflow, intended use, current activity, hardware support, and the level of administration you are comfortable with.
Parabola GNU/Linux-libre Included in the same FSF/GNU list. Current project status, package workflow, hardware compatibility, maintenance expectations, and software needs.
Hyperbola Included in the FSF/GNU list. Current documentation, supported hardware, update process, and whether its design matches your use case.
Dragora Included in the FSF/GNU list. Project activity, installation and administration requirements, hardware support, and available applications.
Specialized free distributions The FSF/GNU list also includes systems aimed at particular technical or institutional needs. Read the individual project documentation before assuming a specialist system is suitable for a general desktop.

Because the list does not compare distributions beyond freedom, “best” has to be defined by your requirements. A system that is ideal for a technically experienced user may be a poor fit for a family computer, an office workstation, or a laptop whose wireless adapter needs proprietary firmware.

What does “fully free” mean?

“Free” in free software means liberty, not a zero price. The GNU project describes the relevant freedoms as the ability to run the program for any purpose, study how it works, change it, and redistribute the original or modified version. GNU summarizes the principle plainly: “Free software is a matter of liberty, not price.”

The four freedoms in practical terms

  • Run: You can use the software for personal, educational, commercial, or other purposes without a use-based restriction.
  • Study: The source code is available in a form that lets you understand how the program works.
  • Change: You can adapt the program to fix a problem, remove a behavior, or add a feature.
  • Share: You can give the original program or your modified version to other people under the applicable free-software terms.

A distribution can cost nothing and still contain software that denies these freedoms. Conversely, free software can be sold, bundled with paid support, or distributed on paid installation media. Price is therefore not a test of whether a distribution is fully free.

Why nonfree firmware matters

Freedom applies to more than the visible desktop. A wireless adapter, graphics device, storage controller, or boot component may depend on software that users cannot inspect or modify. A distribution can provide a free user-space system while a computer still relies on nonfree firmware or boot software. That is why a distribution’s freedom status and a computer’s freedom status must be checked separately.

How should I use the FSF/GNU free-distribution list?

Use the list as an eligibility baseline: it tells you which projects have been recognized as meeting the FSF’s free-distribution requirements. It does not tell you which entry is fastest, easiest, safest for a particular threat model, or most compatible with your laptop.

What list inclusion does establish

  • The project has been assessed against the Free System Distribution Guidelines used by the FSF.
  • The distribution is expected to reject nonfree software rather than quietly including it as a default convenience.
  • You have a defensible starting point when software freedom is a non-negotiable requirement.

What list inclusion does not establish

  • That every release remains equally maintained or receives updates on the schedule you need.
  • That your particular Wi-Fi, graphics, suspend, webcam, printer, or docking hardware will work.
  • That the project collects less data, makes safer network connections, or offers stronger privacy defaults than every other listed project.
  • That applications you rely on are packaged, current, or easy to install.
  • That the firmware and boot chain in your computer are free.

The list is alphabetical. Treating its order as a recommendation would turn a classification tool into a ranking it was never designed to provide.

Is Trisquel a good choice for a fully free desktop?

Trisquel is the most straightforward candidate when you want an Ubuntu-derived, fully free desktop described for home and office use. That description makes it a sensible first investigation for a general-purpose computer, not proof that it is the fastest, most private, or most compatible option.

Where Trisquel may fit

An Ubuntu-derived base can be familiar to people who have used Ubuntu-style desktop workflows, while Trisquel’s stated purpose keeps the system within a fully free software policy. Evaluate the actual desktop edition, included applications, release maintenance, and hardware before committing to a machine you depend on.

Checks to complete before installation

  • Confirm the exact laptop or desktop model, not merely the manufacturer family.
  • Identify the wireless chipset and test whether networking works without nonfree firmware.
  • Check graphics acceleration, external displays, suspend and resume, camera, audio, and storage controllers.
  • Review the project’s current release and security-update information.
  • List the applications you need for work or study and verify that free versions meet those needs.

Is PureOS a good choice for privacy and software freedom?

PureOS is Debian-based. Purism says it excludes proprietary software and firmware and is configured with privacy and security in mind; the FSF announced its endorsement in 2017. Those are useful signals for someone seeking both freedom and a privacy-oriented project, but they are not a measured comparison proving that PureOS is the most private distribution.

Separate the project’s approach from comparative evidence

A privacy claim should answer concrete questions: What network services run by default? What telemetry, if any, is enabled? Which repositories are contacted? How are updates authenticated? What permissions do default applications receive? The available material identifies PureOS’s stated approach but does not provide a common audit or reproducible, side-by-side measurements across candidates.

When PureOS deserves closer investigation

Consider it when Debian compatibility matters and you want a project that explicitly discusses privacy and security alongside software freedom. Verify the current maintenance situation, hardware behavior, boot chain, and the privacy documentation relevant to your own threat model rather than relying on the label alone.

What about Guix System, Parabola, Hyperbola, and Dragora?

These projects appear on the FSF/GNU free-distribution list, which establishes their relevance to software freedom. The available evidence does not establish a ranking among them or show that any one is the best general-purpose privacy choice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose by workflow, not by name recognition

Before installing one of these systems, read its current documentation and ask how you will perform ordinary tasks: install and update packages, configure printers and networks, recover from a failed update, add a user, and obtain security fixes. A distribution can satisfy a strict freedom criterion yet demand more system knowledge than you want to spend on daily administration.

Questions for a specialist distribution

  • Is the project actively maintaining the release you intend to install?
  • Does its package and configuration model match your experience?
  • Can your required applications be built or installed from free sources?
  • Does the project document your exact hardware and boot arrangement?
  • What is the recovery path if a kernel, graphics stack, or network update fails?

Answer those questions from each project’s current documentation. The list entry alone cannot answer them.

Are privacy and software freedom the same thing?

No. Software freedom gives you the legal and technical ability to inspect and change software; it does not, by itself, prove what a distribution does on the network or how well it protects you from a particular adversary.

How the goals overlap

Inspectable source and the ability to modify software can make independent review, rebuilding, and removal of unwanted behavior possible. A community that values user control may also choose conservative defaults. Those benefits are compatible with privacy, but compatibility is not evidence of a specific privacy outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How the goals differ

Privacy depends on defaults, data flows, update infrastructure, account requirements, application behavior, permissions, and your operating environment. A fully free system can still be configured poorly, run an application that contacts a remote service, or expose information through an insecure network. A privacy-focused description, such as the one PureOS publishes, should therefore be treated as a documented design goal until independent, comparable evidence is available.

Build a threat-model checklist

  • Adversary: Are you concerned about advertising trackers, a hostile network, an employer, a local attacker, or a capable government?
  • Assets: Which files, credentials, communications, or identities need protection?
  • Exposure: Which services, browsers, cloud accounts, and removable devices will touch the machine?
  • Verification: Which claims can you confirm from documentation, configuration, source review, or reproducible tests?
  • Usability: Will stricter defaults lead you to disable protections or install unreviewed workarounds?

Without a common audit or measured comparison for every candidate, do not convert a project’s privacy language into a universal ranking.

How do I verify whether my hardware will work?

Hardware is an independent decision axis. The FSF warns that not all hardware works with free systems, and GNU Boot documentation explains why distribution support alone does not prove that a computer is fully free: a machine may run a supported distribution while still relying on nonfree boot software or firmware.

Check the machine before replacing its operating system

  1. Record exact identifiers. Write down the complete computer model, processor, graphics device, wireless chipset, Ethernet controller, storage controller, webcam, and docking hardware.
  2. Test networking from installation media. Confirm that Wi-Fi and wired networking work without adding a nonfree firmware package. If Wi-Fi is unavailable, determine whether a free-compatible adapter or temporary wired connection is practical.
  3. Test graphics and displays. Check the internal panel, external monitor outputs, resolution changes, video playback, and suspend/resume behavior.
  4. Test input and power features. Check touchpad gestures, keyboard special keys, audio, microphone, camera, battery reporting, sleep, wake, and thermal behavior.
  5. Trace the boot chain. Identify the firmware that starts the computer, the bootloader, and any management components. A successful boot into a free distribution does not by itself make every layer free.
  6. Read primary compatibility notes. Prefer the distribution’s current hardware documentation and the FSF’s hardware guidance. The FSF points readers to its Respects Your Freedom program for current hardware-purchase information, but each model still requires compatibility verification.

Why a live test is not enough

A live session can show that a desktop starts and basic devices respond. It may not reveal intermittent suspend failures, missing firmware after installation, graphics problems under load, or a boot component that remains nonfree. Treat live testing as one checkpoint in a broader hardware and firmware review.

How should I compare fully free distributions?

Use the same questions for every candidate so that a strong freedom credential is not accidentally mistaken for a privacy, performance, or convenience score.

Comparison axis Evidence to collect Decision question
Freedom status Presence on the current FSF/GNU list and the project’s own explanation of included components. Does it meet your nonfree-software requirement?
Hardware and firmware Exact model reports, chipset support, boot documentation, and live tests. Will essential devices work without compromising your policy?
Maintenance Current release information, security notices, update instructions, and project activity. Can you receive and apply fixes for the life of the machine?
Usability Desktop workflow, installer behavior, administration model, accessibility, and recovery documentation. Can the intended user operate it reliably?
Software availability Package repositories and free alternatives for your required applications. Can you complete your real work without prohibited components?
Privacy practices Documented defaults, network behavior, permissions, update endpoints, and independent verification where available. Does it address your threat model, and can you verify the claims?

Write down the evidence and the date you checked it. Release status, hardware support, and project documentation can change, so a decision made for one computer should not automatically be reused for another.

What is a safe way to move to a fully free distribution?

Plan the migration as a compatibility project rather than treating installation as the only task.

  1. Inventory your work. Record documents, password-manager data, browser profiles, development environments, accessibility tools, peripherals, and any application that cannot be replaced.
  2. Back up twice. Keep one backup disconnected from the computer and verify that you can open representative files before changing the disk.
  3. Choose a test path. Use a spare drive, a second computer, or a temporary installation when possible. This lets you test hardware and workflows without risking the production system.
  4. Validate the installer and media. Obtain installation media from the project’s official documentation and follow its integrity-verification instructions.
  5. Run the hardware checklist. Test networking, graphics, audio, suspend, external displays, storage, and the boot path before erasing an existing installation.
  6. Recreate essential workflows. Open real documents, connect to required services, print, join meetings if needed, and test file exchange with the people you work with.
  7. Document recovery. Keep backups, installation media, hardware notes, and a way to reach project documentation if an update or driver change causes trouble.
  8. Install only what your policy permits. When an application or firmware package is unavailable in free form, decide explicitly whether to change the hardware, change the application, or relax the requirement.

What problems are most common after installation?

Wi-Fi does not appear

The usual decision is not to add a proprietary firmware package automatically. Identify the chipset, consult the distribution’s current compatibility notes, and use wired networking or a known free-compatible adapter while you decide whether replacing the hardware is acceptable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Graphics acceleration or suspend fails

Check the exact graphics device and kernel or desktop support documented by the project. Compare a supported configuration before changing several components at once; otherwise you will not know whether the problem is firmware, the graphics stack, power management, or a regression.

An essential application is missing

Separate “not packaged” from “not free.” Look for a free alternative, a documented source build, or a workflow change. If the only workable option is proprietary, record that as a requirement conflict instead of claiming that the distribution is defective.

The computer boots, but freedom remains uncertain

Review the firmware and boot chain independently. A distribution’s successful installation demonstrates operating-system compatibility, not that every program executing before or beside it grants the freedoms you require.

Updates are unclear

Read the project’s update and security documentation before relying on the system. If you cannot determine how updates are signed, delivered, and recovered, the distribution may be unsuitable for a machine that needs predictable maintenance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which distribution should I investigate first?

Start with the smallest set that matches your constraints, then verify rather than assume.

  • General home or office desktop: Investigate Trisquel first because it is described as Ubuntu-derived, fully free, and aimed at home and office use. Confirm hardware and maintenance before installation.
  • Debian-oriented workflow with an explicit privacy posture: Investigate PureOS and read its current privacy, security, release, and hardware documentation. Treat its privacy language as a design claim, not a comparative result.
  • Advanced users seeking a different system model: Examine Guix System, Parabola GNU/Linux-libre, Hyperbola, or Dragora individually. Choose only after confirming workflow, project activity, hardware, and application fit.
  • Strict hardware freedom: Begin with the computer and boot chain, not the desktop distribution. A listed distribution cannot compensate for a machine whose essential firmware is nonfree.

The defensible answer to “which is best?” is therefore conditional: choose a distribution that is on the current free-distribution list, works on your exact hardware without violating your firmware policy, remains maintained, supports your required tasks, and has privacy practices you can actually verify.

Frequently Asked Questions

Can a fully free Linux distribution run Windows applications?

Sometimes a free compatibility layer or a virtual machine can run a particular application, but results depend on the program, graphics needs, licensing, and integration requirements. Test the exact workflow before migrating; compatibility is not guaranteed merely because both systems use the same processor architecture.

Does installing a free distribution make my existing laptop fully free?

No. The operating system and the computer’s firmware are separate questions. Examine the boot firmware, device firmware, and management components even when the distribution itself meets a free-software standard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should I recheck a distribution’s status and hardware support?

Recheck before every major reinstall or hardware purchase, and whenever the project changes its release or support policy. Keep a dated record of the pages and compatibility results you relied on so an old decision is not mistaken for current evidence.

What does the Respects Your Freedom program tell me?

It is an FSF hardware resource for finding products designed around free-software principles. It does not replace testing your chosen distribution on the exact model or prove that every peripheral in your setup will work.
