There is no single “best” free PDF editor because “edit text” describes two different jobs. Some tools place a new text box on top of a page; others can select and replace characters already stored in the PDF. Choose the second type when you must correct the original wording, and choose an annotation tool when you only need a label, comment, date, or signature. For combining files, organizing pages, filling forms, and signing, browser tools can be convenient, but their limits, account requirements, and privacy models differ.

What does “edit text in a PDF” actually mean?
It can mean either adding content to a page or changing the text objects already embedded in the document. Those operations look similar on screen but require different software capabilities.
Adding a text box or markup
An overlay leaves the original PDF text untouched. You click a location, type into a new box, and set its font, size, color, or alignment. This is ideal for a date, label, callout, correction note, or a short answer on a form. Comments, highlights, drawings, stamps, and signatures are also annotations rather than changes to the underlying paragraph.

Changing existing body text
True text editing lets you select words that were already in the PDF, then insert, delete, replace, or reformat them. It is needed for correcting a name, price, clause, or typo without rebuilding the page. Scanned pages are different: they contain an image, so a tool must perform optical character recognition (OCR) before the words can be selected. The products documented here do not all promise the same OCR or layout fidelity, so test a copy before changing a critical document.
Why the distinction affects your choice
A service can advertise “edit PDF” while offering only text boxes and markups in its free tier. Adobe’s own wording is unambiguous: “The free version of Adobe Acrobat’s online editor does not let you edit existing body text within a PDF” (Adobe Acrobat online editor FAQ). How do I edit existing PDF text for free?
Use a desktop editor that explicitly supports selecting the original text; a browser annotation tool will only place a new layer over it.
- Make a working copy. Preserve the original file so you can compare the page if fonts, spacing, or line breaks move.
- Open the copy in PDFgear desktop. The vendor’s text-editing documentation says you can select text, replace or insert words, delete content, and format the result (PDFgear text-editing guide).
- Select the actual characters. If you can highlight individual words, you are editing the text layer. If the whole page selects as one image, it is scanned and needs OCR; do not assume an overlay has changed the original wording.
- Check reflow and fonts. Replacing a short word with a long phrase can move lines or overflow a text box. Zoom to 100 percent and inspect every changed paragraph.
- Save a new PDF and reopen it. Verify that the replacement survives closing and reopening, then search for the old term to ensure it is gone where intended.
For a scanned contract or form, consider whether preserving the original image and adding a clearly labeled correction is safer than OCR conversion. OCR can misread punctuation, table columns, or signatures, and the cited product pages do not establish identical OCR accuracy.
How can I add text, comments, or a signature without changing the original?
Choose an annotation workflow when the recipient needs to see an added answer or mark but the source wording must remain intact.
- Open the PDF in a browser editor. PDFgear online lists text boxes, images, comments, notes, shapes, stamps, signatures, and freehand marks. Adobe’s free online editor lists comments, markups, text boxes, and drawings.

Adobe requires a free account sign-in to download or share the edited online file. PDFgear says its online editor processes files locally in the browser, so the two workflows have materially different handling claims.

Can I combine PDFs for free?
Yes, but combining is a separate capability from editing text. Use a tool that exposes merge or page-organization controls, then verify the order, rotation, and bookmarks before sending the result.
Browser options
Zoho’s getting-started documentation describes combining, splitting, extracting, reordering, and replacing pages. PDFgear online lists importing PDF pages and rearranging, rotating, duplicating, or deleting them. Xodo lists separate merge and split tools. Adobe’s free Acrobat Reader does not combine PDFs; installing Reader alone will not provide that function.
A reliable merge procedure
- Rename the source files with a sortable prefix such as
01-cover.pdf,02-schedule.pdf, and03-signature.pdf. - Open the merge or page-organizing tool and import every file.
- Drag pages into the required order. Rotate portrait pages that arrived sideways and remove accidental blank pages.
- Save the merged PDF under a new name, then scroll from the first page to the last. Check page numbers, hyperlinks, form fields, and signatures.
- Confirm the final file opens without a password prompt and that its size is acceptable to the recipient’s upload system.
If a source PDF contains interactive forms, merging can affect field names or duplicate values. Fill and sign after merging when possible, and perform a final visual check.
Which tools are best for signing and completing forms?
For a simple signature or typed form answer, Adobe’s free online editor, PDFgear online, Zoho PDF Editor, and Xodo all document relevant annotation or field functions. The best choice depends on whether you also need direct text changes, page merging, or local processing.
When Adobe is enough
Use Adobe’s free online workflow for comments, markups, drawings, text boxes, and form completion when uploading the document to Adobe’s service is acceptable. A free account is required to download or share the result, and the free tier does not change existing body text.
When a broader page tool is useful
Zoho documents fillable and signature fields alongside text and image edits and page operations. That combination can reduce the need to move a document through several sites, although its help page does not state caps, file limits, or where processing occurs.
When a daily cap is acceptable
Xodo’s browser editor covers text, images, annotations, cropping, redaction, forms, and signatures, but its vendor page limits free editing to one PDF per day. Occasional users may find that sufficient; a busy workflow should plan for the stated free-trial route or another tool.

What are PDFgear’s desktop and online differences?
PDFgear is the clearest example of why platform matters: its online editor emphasizes overlays and page management, while the desktop product is the documented choice for replacing existing text.

Can I edit a scanned PDF for free?
A scan is usually an image, so ordinary text selection will not work. You need OCR to create a text layer, then must proofread names, numbers, punctuation, and table columns against the scan before relying on the result.
Will a PDF signature remain legally valid after I edit the file?

You need the owner password or explicit permission for restricted operations. Removing or bypassing protection without authorization can violate the document owner’s policy or applicable law; ask the issuer for an editable copy instead.
