Behaviour-driven development (BDD) helps an API team agree on what an API should do by discussing concrete examples, recording the agreed behavior, and connecting those examples to the system. It is a collaborative way to discover and verify requirements—not simply a method for writing Gherkin tests, and not a requirement to adopt a particular tool. The practical starting point is one small API behavior, discussed by the people who understand its business purpose, its tests, and its implementation.

What is BDD, and why does it matter to API teams?

BDD is a development process built around examples of desired behavior. Cucumber describes it as an iterative cycle of discovery, formulation, and automation. The team first discusses what users or API consumers need and what the rules mean; it then records examples in a form people can review; finally, it connects examples to the system so they can guide development and be checked again later.

That distinction matters because a readable test file alone does not create shared understanding. If product, testing, and development interpret a rule differently, translating one interpretation into executable steps can make the disagreement harder to see, not resolve it. The conversation is the starting point; examples and automation are useful outputs of that broader collaboration.

For an API team, an example can describe a relevant request context and the externally observable response or message. The team can use that example to make an intended business rule precise, guide implementation, and keep a checked record of behavior. As Cucumber’s guide quotes Fred Brooks, author of The Mythical Man-Month: “The hardest single part of building a software system is deciding precisely what to build.”

BDD supplements an existing agile process rather than replacing it. A team can apply the loop during refinement, planning, implementation, and review without reorganizing around a particular framework. The value is the shared decision about behavior and the feedback that an executable example provides, not the presence of a specific file extension or test runner.

How does the BDD workflow work?

Use discovery, formulation, and automation as a repeating loop around one behavior—not as a one-time requirements phase followed by a handoff. Start with a small capability that can be delivered in a short iteration, then revisit its examples when the behavior or business rule changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Choose a small behavior change. Pick one user story or API capability. A narrow scope gives the team a manageable conversation and a clear example to formulate; trying to specify an entire service at once makes it harder to keep examples focused.
  2. Discover examples together. Bring the perspectives responsible for the business need, testing, and development into the discussion. Ask what a consumer is trying to accomplish, what inputs and context matter, what should happen on success, and which edge cases or failures are meaningful enough to agree on.
  3. Formulate the agreed behavior. Write examples in domain language, centered on the expected outcome rather than the mechanics of how the system reaches it. Identify terms that remain ambiguous and resolve them with the relevant people before treating the example as an agreed rule.
  4. Automate an example. Connect its steps to code that exercises the API or other relevant system boundary. A failing example can guide implementation; after it passes, it can serve as a regression check for that behavior.
  5. Review and revise. When a business rule or API behavior changes, revisit the examples with the people who understand the requirement and the system. Retain examples that remain understandable and valuable; do not let obscure procedural steps accumulate just because they are already automated.

Questions to ask during discovery

A short conversation is more productive when it explores the consumer’s goal rather than merely reading endpoint documentation aloud. Ask:

  • What is the consumer trying to accomplish, and why does this capability matter?
  • What account, order, permission, or other context must exist before the request?
  • Which inputs change the outcome, and which combinations are invalid?
  • What does success mean from the consumer’s perspective?
  • Which failure or boundary case would change a user decision or require a different client response?
  • Which response fields, messages, or status information are actually part of the agreement?

These questions also expose scope. If a proposed scenario requires a long list of unrelated setup steps or several independent business decisions, split it into smaller behaviors. A small set of meaningful examples is easier to discuss and less expensive to maintain than a broad suite whose purpose no one can explain.

Cucumber calls a cross-role discussion like this the “Three Amigos.” Treat the name as a useful prompt to include different perspectives, not as a fixed staffing formula: the right participants depend on a team’s structure, skills, culture, and process. Collaboration should continue as the feature evolves, rather than ending after a single requirements meeting.

How do I write a useful API behavior example?

Describe context, an event, and an observable outcome. In Gherkin, those parts are commonly expressed with Given, When, and Then. A scenario should communicate what the system is expected to do, not narrate every step an automation tool takes to make it happen.

Feature: Create an order

Scenario: A customer creates an order with available items
Given the customer has an active account
And the requested items are available
When the customer submits an order
    Then the order is accepted
And the response identifies the new order

This is an illustrative pattern, not a universal API standard or a claim about a real service. Its useful work begins in the discussion: what does “active” mean in this domain? What counts as “available”? What does “accepted” promise? Which response fields or status codes are part of the agreed contract? The team should settle those questions for its own behavior instead of assuming the wording supplies the answers.

Keep the outcome externally observable

A Then step should describe something a user or external system could observe. For an API, that may include a response or message, but the team should agree which details matter to the behavior and contract. Assertions about hidden implementation state are a poor substitute when the requirement concerns externally visible behavior.

Observable does not mean that every response property belongs in every scenario. Include the details that distinguish the agreed behavior: perhaps that an order is accepted and an identifier is returned, while leaving unrelated metadata to a separate contract or lower-level check. Over-specifying incidental fields makes an example brittle without clarifying the business rule.

Keep setup mechanics out of the business example

Authentication setup, transport details, test fixtures, and other automation mechanics may be necessary to run an API scenario. Put those details in step definitions or support code where appropriate, instead of making the example read like a script for assembling test infrastructure. This keeps the scenario useful to people discussing the behavior, even if the implementation mechanics change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Behave’s practical guidance also notes that exercising a model or business-logic layer through a REST API may be preferable to driving a UI when the behavior being specified is an API concern. Choose the boundary that exposes the behavior under discussion; do not add a browser merely because a tool can drive one.

Prefer intent over a procedural script

“When the customer submits an order” describes an event in the domain. A sequence that lists page visits, keystrokes, and button presses describes current mechanics and can require maintenance when those mechanics change. Use procedural detail only when it is itself part of the behavior being specified; otherwise, declarative wording keeps attention on the customer outcome.

How do Gherkin and step definitions fit together?

Gherkin gives examples a structured, human-readable form. Step definitions connect those readable steps to code, so an example can be executed against the system. The separation lets the scenario express intent while its implementation handles the mechanics needed to exercise the API.

Gherkin is a format, not the whole BDD process. Writing a scenario in that format does not by itself establish that the example reflects a shared decision, that the outcome is meaningful, or that the automation checks the intended system boundary. Those questions depend on the discussion and on how the team connects the steps to code.

Keep step definitions reusable without turning them into an opaque vocabulary. A step such as “the customer has an active account” can hide data creation and authentication setup, but its meaning should remain clear to a reviewer. If a step requires a specialist to explain what it really does, simplify the wording or improve the supporting documentation.

Cucumber is one tool that supports this style of work, but BDD does not require Cucumber. Behave is another framework in this space. The choice of tool is secondary to whether the team can discuss behavior clearly, keep examples useful to the people who need them, and run the resulting checks in its delivery workflow.

Where do BDD examples, OpenAPI, and Pact fit?

They answer related but different questions. BDD examples help a team agree on intended behavior; OpenAPI describes an API surface; Pact focuses on concrete interactions between a consumer and provider. A team may use more than one because none of these artifacts automatically answers all three questions.

Approach What it helps answer What it contributes
BDD examples Has the team agreed on the business behavior this API is meant to deliver? Concrete examples discussed across roles and, where automated, connected to the system as executable checks.
OpenAPI (OAS) What API surface and possible resource states are described? A static specification artifact describing the broader API surface.
Pact consumer-driven contracts Does a particular consumer’s interaction work with the provider? Concrete request/response examples generated from automated consumer tests and used to verify integration messages between consumer and provider.

Pact’s documentation distinguishes its example-based consumer-provider approach from a static specification such as OpenAPI. That does not make one a replacement for the other: a provider’s conformance to an API description, a particular consumer-provider interaction, and the business behavior the team intends to deliver are separate concerns. Decide which question a check is meant to answer before choosing or interpreting it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In practice, the artifacts can point to one another. A BDD example may clarify why an operation exists; an OpenAPI description can document its broader request and response surface; a Pact interaction can protect the fields a particular consumer actually relies on. Keeping those roles distinct prevents a static document from being mistaken for proof that an integration works, or a consumer contract from being mistaken for a complete statement of business intent.

How should an API team choose what to automate?

Start with the risk or decision the check needs to address, then choose a boundary and example that can answer it. The key distinction is whether the team needs to check business behavior, conformance to a provider specification, or a concrete interaction used by a consumer.

Team question Useful focus Review for
Has the intended business behavior been agreed? A collaborative BDD example with an observable outcome. Whether the wording captures the domain rule and is understandable beyond the automation author.
Does provider behavior match the documented API specification? A check focused on provider conformance to the API description. Whether the check covers the specified behavior the team needs to verify.
Does a particular consumer interaction work with the provider? A consumer-provider interaction check, such as a Pact contract. Whether it represents an actual consumer request/response example and the integration message that matters.

These approaches can run within the same delivery workflow, but they have different scopes. When comparing automation choices, consider the question answered, the system boundary exercised, readability for non-specialists, coupling to implementation details, maintenance cost, and whether the checks can run where the team needs them. A readable scenario that cannot be executed reliably is not enough; an extremely fast check that no domain stakeholder can understand may also fail to serve the BDD purpose.

There is no universal cost or tool winner established by this guidance. The practical costs are the time to discover and review examples, the work to build and maintain step definitions, and the ongoing effort to update checks when behavior changes. Those costs are justified when the example protects an important decision or interaction; they are harder to justify when a scenario merely duplicates implementation details.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What makes BDD examples hard to maintain?

Examples become less useful when they stop communicating behavior and instead encode the current implementation. A large set of procedural steps can be difficult to review, tie scenarios to details likely to change, and obscure what the team actually agreed.

  • Mechanics overwhelm meaning. Move setup details such as authentication or fixtures into support code where appropriate, and keep the scenario centered on the relevant request context and outcome.
  • Key terms remain undefined. Use discovery to clarify domain words such as “active,” “available,” and “accepted.” The example should not conceal unresolved business rules behind confident-sounding labels.
  • The assertion checks hidden state. Prefer an outcome visible to a user or external system when that is what the requirement concerns.
  • Collaboration stops after the first draft. Revisit the example with relevant roles when a business rule or API behavior changes; otherwise, the executable record can drift away from the intended behavior.
  • Automation is treated as the goal. A passing scenario is useful only to the extent that it represents a meaningful, agreed behavior and its check exercises the relevant system boundary.
  • One scenario carries too many decisions. Separate independent outcomes or rules so that a failure points to a clear disagreement or defect rather than a long chain of unrelated setup.

Review the suite as documentation, not only as a collection of pass/fail results. Remove or rewrite examples that no longer help a product owner, analyst, tester, or developer understand the API. This keeps maintenance focused on valuable behavior instead of preserving every historical implementation choice.

What is a practical first iteration?

Use one capability to practice the entire loop. Keep the first outcome small enough to discuss, formulate, connect to the system, and review without pretending that one scenario specifies a whole service.

  1. Select one user-facing API capability. State the behavior in terms of what a consumer is trying to accomplish.
  2. Hold a cross-role discovery discussion. Identify the relevant context, successful outcome, and any edge case or failure that materially changes the expected behavior.
  3. Write a compact example. Use a context-event-outcome structure and mark terms or response details that still need agreement.
  4. Resolve the open questions. Agree which behavior is intended and which externally visible details matter. Do not treat an illustrative example as a universal rule.
  5. Connect one example to the system. Use step definitions and support code for the mechanics, then run the check to guide implementation and preserve the agreed behavior.
  6. Review it after a change. Ask whether the example remains understandable and accurate, and revise it when the underlying rule or behavior changes.

Before expanding coverage, inspect the first example with each role. Can a non-specialist explain the intended outcome? Can the developer identify the boundary being exercised? Can the tester see which edge case would invalidate the rule? If the answers differ, return to discovery rather than adding more automation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This first iteration also helps the team decide what belongs in an example and what belongs in API documentation or a consumer-provider check. The goal is not to maximize scenario count; it is to make an important behavior precise and maintain a useful connection between the agreement and the system.

Common questions about BDD for APIs

When should an API team use contract testing? Use a contract check when the question is whether a particular consumer’s concrete request and response interaction works with the provider. Pact is designed for that consumer-provider message verification. It complements, rather than replaces, examples about business intent or a broader OpenAPI description.

Should every API requirement be written in Gherkin? No fixed rule follows from BDD. Use a structured example when it clarifies a behavior and can remain valuable to the people who need to review it. Do not force a scenario to carry static reference information or implementation mechanics that belong elsewhere.

What if an example needs authentication, fixtures, or transport configuration? Keep those mechanics in step definitions or support code where appropriate. The scenario can state the meaningful context, while the automation prepares the system boundary needed to exercise it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a team use BDD without Cucumber? Yes. Cucumber supports the discovery, formulation, and automation style, but BDD is the collaborative process, not the brand of tool. Behave is another framework, and teams can apply the principles with other tooling if their examples remain understandable and executable where needed.

Can I start BDD before an API endpoint is implemented? Yes. Discovery and formulation are useful before there is an implementation to exercise: the team can clarify an intended behavior and agree on examples first. Automation becomes relevant when there is a system boundary the example can exercise.

Does every Gherkin scenario need to become an automated test? The guidance here does not establish a rule that every written example must be automated. Choose automation where it helps guide implementation or preserve a meaningful behavior check, while keeping examples valuable as shared documentation.

What should a team do when it cannot agree on an example? Treat the disagreement as an unresolved requirement, not as a wording problem to bury in a step definition. Bring in the people who understand the relevant business rule and consumer need, and leave the example unfinalized until the intended behavior is clear.

Frequently Asked Questions

Can I start BDD before an API endpoint is implemented?

Yes. Discovery and formulation can clarify an intended behavior and agree on examples before implementation. Automation becomes relevant when there is a system boundary the example can exercise.

Does every Gherkin scenario need to become an automated test?

No fixed rule requires that. Automate examples when doing so guides implementation or preserves a meaningful behavior check, while keeping written examples useful as shared documentation.

What should a team do when it cannot agree on an example?

Treat the disagreement as an unresolved requirement. Bring in the people who understand the relevant business rule and consumer need, and leave the example unfinalized until the intended behavior is clear.

When would I use contract testing?

Use it when you need to verify a particular consumer’s concrete request and response interaction with a provider. Pact addresses that integration question and complements BDD examples and OpenAPI.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is Gherkin?

Gherkin is a structured, human-readable format commonly using Given, When, and Then to express examples. It supports automation through step definitions, but writing Gherkin alone is not the complete BDD process.

The Bottom Line

Start with one small API behavior, discuss it across roles, formulate an example in domain language, and automate the observable outcome at the relevant system boundary. Keep BDD examples, OpenAPI, and Pact contracts distinct: each answers a different question, and useful coverage comes from choosing the check that matches the decision you need to make.
