Financial firms should treat AI-agent assurance as a lifecycle control, not a one-time model test. Aveni’s position after the Mills Review is to test customer-facing agents before launch, monitor their live conversations, and retain evidence that lets managers investigate and intervene. Its Agent Approve product is described as pre-deployment simulation; Agent Assure as live conduct and risk monitoring; and Detect as post-interaction quality assurance.
The regulatory picture needs careful attribution. Aveni says the Mills Review called for no new AI-specific rules for now, while Deloitte’s 22 October 2026 analysis says existing frameworks continue to apply and that the FCA is taking forward six of seven recommendations. The official review text was not directly available for this account, so those points should be read as reported summaries rather than an independent interpretation of the review.

The reported direction is continuity of existing obligations, combined with higher expectations for evidence, oversight and control. Aveni’s LinkedIn summary places Consumer Duty at the centre and says firms should not expect a separate set of AI rules to replace their current responsibilities. Deloitte’s 22 October 2026 analysis similarly says regulators have reiterated that existing frameworks apply and reports follow-up on six of the review’s seven recommendations.
That is a regulatory interpretation, not a direct quotation from the review. The official Mills Review was not available in the material used for this article, so compliance teams should verify the FCA’s own publications before treating any recommendation, implementation date or supervisory expectation as definitive.

Kent Mackenzie, Aveni’s chief commercial officer, described the practical implication in a ChannelLife interview published on 11 October 2026: senior managers remain accountable when “agentic routines and machines” interface with customers. In other words, moving a conversation from a human adviser to an automated agent does not move responsibility away from the firm.
UK Finance’s March 2026 response presents agentic AI as an opportunity for productivity and customer experience while highlighting uncertainty around autonomy, multi-agent chains and non-deterministic generative systems. It points to monitoring, explainability, auditability and existing sector governance as necessary safeguards. That is a trade-association position, not a regulator’s conclusion, but it identifies the operational questions firms must answer.
Why do customer-facing agents create a different assurance problem?
A conventional model review can focus on accuracy against a fixed test set. A customer-facing agent produces a sequence of decisions and language choices in a changing conversation, often while calling tools, handing work to another model or deciding whether to escalate. Assurance therefore has to cover the customer outcome and the control system around the model, not just a benchmark score.
Every turn can affect a customer
An agent may explain a fee, collect sensitive information, suggest a product, identify a vulnerable customer or refuse a request. A mistake can be financial, procedural or emotional. The relevant question is not simply whether the model answered correctly in isolation, but whether the complete interaction stayed within the firm’s conduct, suitability, advice and communication policies.
Autonomy changes the failure modes
Tool use and multi-agent orchestration can create paths that were absent from a scripted chatbot. A planner may select a tool, a specialist model may generate wording and a policy layer may make a final decision. Each hand-off introduces an opportunity for lost context, contradictory instructions or an escalation that never reaches a human owner.
Evidence must survive the interaction
When a customer, auditor or supervisor asks why an agent acted, the firm needs more than the final transcript. It may need the prompt and policy version, tools called, model or agent identity, risk signal, human decision and any redaction or block. A control that cannot reconstruct the event is difficult to test and difficult to defend.

What does Aveni mean by a “machine line of defence”?
Aveni describes two complementary assurance stages, with a third product for review after the conversation. The descriptions below are vendor or interview claims, not independent validation of performance.
| Product | Lifecycle stage | Function Aveni describes | Source characterization |
|---|---|---|---|
| Agent Approve | Before deployment | Simulates thousands of customer conversations and tests them against a risk taxonomy built by Aveni. | ChannelLife interview, 11 October 2026; RegTech Analyst, 19 October 2026. |
| Agent Assure | Live operation | Monitors conversational turns and flags emerging financial and non-financial risks. Aveni’s product page claims coverage of live agent conversations and options to block, redact or escalate risky behaviour. | ChannelLife interview and Aveni product description. |
| Detect | After interaction | Post-interaction quality assurance and review. | RegTech Analyst, 19 October 2026. |
In the interview, Mackenzie described Approve as a way to expose unsafe or non-compliant scenarios before customers encounter them. Assure is intended to watch the live stream for conduct signals, while Detect addresses the residual need to sample or assess completed conversations. A firm should confirm how these products integrate with its own case-management, recording and incident processes rather than assuming that product labels define an end-to-end control.
How should a firm compare AI-agent assurance options?
Compare controls against the firm’s actual risks and operating model. A polished demonstration is not enough; ask what is covered, what happens when a risk is detected and what evidence is retained.
1. Lifecycle coverage
Establish whether an option supports pre-deployment scenario testing, live monitoring, post-interaction review or an integrated workflow. A pre-launch simulator cannot show how controls behave under production load, while a live detector cannot substitute for testing new prompts, tools and escalation paths before release.
2. Interaction coverage
“Full coverage” can mean that every message is technically processed, not that every message receives the same depth of analysis. Ask whether the system inspects every turn, tool call and hand-off; how it treats voice or asynchronous channels; and whether high-risk conversations receive deeper analysis than routine traffic. Compare that with sample-based quality assurance and document the residual risk of anything excluded.
3. Risk taxonomy
Map the detector’s categories to the firm’s policies. Relevant dimensions include conduct, vulnerability, suitability, advice boundaries, harmful language and customer understanding. Request examples of the rules behind each category, how they are versioned and how a compliance team adds a new risk without waiting for a vendor release.

4. Intervention and ownership
A warning is useful only if someone can act on it. Define whether a signal allows the conversation to continue, alerts a human, redacts content, blocks the response or escalates the case. Assign an owner for each decision, specify response times and test what happens when the human queue is unavailable.
5. Evidence trail
Require a reconstruction package: the conversation, relevant prompts, model and policy versions, tool calls, risk reason, intervention taken, reviewer identity and final disposition. Check retention, export and search functions against the firm’s record-keeping obligations. Evidence should show not only that a flag occurred, but why it occurred and what the firm did next.
6. Latency and cost
Real-time controls must fit the customer experience. Ask whether analysis runs synchronously before a response is sent, asynchronously after the turn or through a tiered approach. A practical design may reserve expensive analysis for high-risk signals, but the firm should measure missed detections, added latency and operating cost together rather than optimising one metric.
What performance figures has Aveni reported?
Several numbers appear in Aveni announcements or in reporting based on Aveni-supplied tests. They are use-case-specific claims, not independent market benchmarks.
| Claim | Qualification |
|---|---|
| 90 minutes reduced to 15 minutes | A quality-assurance assessment time for one use case, reported by RegTech Analyst on 19 October 2026 from Aveni figures. |
| 61% faster time to first token | Aveni figure for its benchmarked use cases; the article excerpt does not provide a complete independent methodology. |
| 3% improvement in F1 accuracy | Aveni figure for benchmarked use cases; not established as a general improvement across models or sectors. |
| 92% lower running costs than Gemini Flash 2.5 Lite | Aveni comparison for particular benchmarked use cases, reported by RegTech Analyst; not a sector-wide cost result. |
| 99% of firms plan to deploy AI agents | Aveni announcement dated 20 March 2026 attributes this to “industry research” but does not identify the publisher or methodology in the available statement. |
These figures can help frame questions for a proof of concept, but they should not be copied into a business case as expected savings or accuracy. Reproduce the relevant scenario with the firm’s own policies, traffic, languages, escalation rules and infrastructure, then record the test design and confidence limits.
Are domain-specific small models safer than frontier models?
Mackenzie argues that small language models, properly orchestrated and focused on a financial domain, can be more effective for non-financial-risk oversight than large frontier models. He says domain specificity, sovereignty and cost are easier to control. That is Aveni’s strategic view, not a settled comparative finding.

A smaller model can be attractive where a firm needs predictable hosting, a narrow vocabulary, lower compute cost or a clear boundary around permitted tasks. It can also be weaker on unusual language, multilingual conversations or long chains of reasoning. A frontier model may handle broader context but introduce higher cost, less predictable behaviour or data-residency concerns. The right comparison is an evaluated control path, not a model-size label.
Test both the detector and the orchestration around it. Include adversarial phrasing, code-switching, incomplete customer information, tool failures and attempts to bypass policy. Measure false positives, missed risks, escalation quality, latency, data location and the effort required to update rules. Do not infer general superiority from one vendor benchmark.
How can a firm implement targeted assurance before launch?
A repeatable release process turns broad governance principles into controls that product, engineering, risk and operations can own.
- Inventory every customer-facing agent. Record its channels, intended users, tools, data classes, decision rights, human hand-offs and affected products. Include pilots and internal agents that may later reach customers.
- Define the permitted task boundary. State what the agent may explain, recommend, calculate, change or refuse. Separate information from regulated advice and specify when a human must take over.
- Build a scenario library. Cover normal journeys, vulnerable-customer indicators, complaints, disputed transactions, fraud signals, harmful language, prompt injection, unavailable tools and ambiguous requests. Include expected safe behaviour and escalation outcomes.
- Run pre-deployment simulations. Generate varied conversations rather than repeating a single script. Score each turn and the complete journey against the firm’s taxonomy, and retain failed cases as regression tests for later releases.
- Connect live detection to intervention. Decide which signals pause a response, trigger redaction, route to a human or create an incident. Test queue overload, duplicate alerts, model outages and a customer who refuses a hand-off.
- Monitor outcomes, not only alerts. Track missed-risk reviews, false-positive rates, escalation completion, customer complaints, repeat contacts and policy exceptions. Segment results by channel, product, language and vulnerability marker.
- Review and approve changes. Treat prompt edits, tool additions, model swaps, taxonomy changes and threshold adjustments as controlled releases. Re-run the scenario library and document who approved production deployment.
What evidence should procurement demand from an assurance vendor?
Ask for artefacts that can be examined by compliance, internal audit and engineering, not only a sales demonstration.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- A written coverage definition explaining whether “all conversations” includes every turn, tool call, channel and hand-off.
- The risk taxonomy, policy mapping, threshold controls and process for adding or retiring categories.
- Sample reports showing the original interaction, the reason for a flag, the rule or policy invoked, the intervention and the reviewer’s disposition.
- Retention, export, access-control and data-residency details, including treatment of sensitive customer information.
- Independent or reproducible test evidence, with datasets, baselines, error definitions and limitations. Company-supplied figures should be labelled as such.
- Operational details for latency, throughput, outage handling, queue ownership and rollback.
- Change-management documentation for model, prompt, policy and orchestration updates.
- A clear responsibility matrix identifying what the vendor controls and what remains the firm’s senior-management responsibility.
What is still uncertain about the Mills Review and Aveni’s approach?
The first uncertainty is regulatory source material. The official review text was not directly available for this account, so the “no new AI-specific rules” description comes from Aveni and the broader framework summary from Deloitte. Firms should obtain the FCA’s primary documents before setting formal compliance deadlines or claiming that a specific recommendation has been completed.
The second is product validation. Aveni’s Assure page describes real-time detection and the ability to block, redact or escalate. Edinburgh Innovations says Aveni completed a pilot in the FCA’s inaugural Supercharged Sandbox in February 2026 and describes end-to-end assurance. That university case study demonstrates a pilot account, not an independent assessment of detection accuracy or production resilience.

The third is comparability of performance claims. The time, F1, latency and cost figures reported by RegTech Analyst relate to particular Aveni use cases, and the available excerpt does not provide a complete independent methodology. Treat them as hypotheses to test with representative data, not promises.
What should financial-services leaders do now?
Start with the interactions that can cause the greatest customer harm and the least recoverable evidence. Map the agent’s decisions, tools and hand-offs; define a risk taxonomy tied to existing policies; and require both pre-deployment simulation and live oversight before expanding customer reach.
Recommended Free Tools
Use Aveni’s Approve, Assure and Detect descriptions as a useful way to separate assurance stages, whether or not those products are selected. The decision should rest on demonstrated coverage, intervention quality, evidence retention, latency and cost in the firm’s own environment. Senior managers remain accountable for those controls even when an automated agent conducts the conversation.
Frequently Asked Questions
Does the Mills Review create a new set of AI-specific rules for banks?
Aveni says the review recommended no new AI-specific rules for now, and Deloitte’s 22 October 2026 analysis says existing frameworks continue to apply. Because the official review text was not directly available here, firms should confirm the position in primary FCA publications before relying on it for a compliance interpretation.
What is the difference between Agent Approve and Agent Assure?
Approve is described as a pre-deployment environment for simulating customer conversations against a risk taxonomy. Assure is described as monitoring live conversational turns and flagging emerging financial or non-financial risks, with vendor-described options to block, redact or escalate.
Can a small language model replace a large model for financial-services compliance?
There is no general result establishing that smaller models are superior. Aveni’s chief commercial officer argues that domain-specific, orchestrated small models can improve control of sovereignty, domain fit and cost; firms should test that claim against their own languages, policies, edge cases and operating constraints.
