If your organization runs Atlassian Data Center, the practical choice is no longer simply whether to upgrade: you must decide where each project, service workflow, identity record and knowledge-base page will live before the affected subscriptions become read-only. The strongest approach is to map business outcomes first, then pilot a destination against representative data. OpenProject is a documented self-managed candidate for project management, but it is deliberately not a one-to-one Jira replacement and its Jira Migrator does not move Confluence content. Some teams will instead choose Atlassian Cloud, while others may retain excluded Data Center products or evaluate a separately sourced shortlist of self-hosted platforms.
This guide explains the end-of-life dates, the products in scope, what an alternative must prove, how OpenProject fits, how to structure a migration, and what to do if your schedule slips.

What is changing for Atlassian Data Center customers?
Atlassian has announced a staged retirement of affected Data Center subscriptions and associated Marketplace apps. The milestones below are the dates published in Atlassian’s end-of-life FAQ; licensing policies and migration incentives should be reconfirmed directly with Atlassian before you commit to a plan.

Atlassian says some customers may qualify for extended maintenance after the cutoff by exception. That is not a general entitlement: ask Atlassian whether your organization qualifies and obtain the terms in writing. Atlassian also describes cloud trials, credits for qualified customers, dual licensing for larger customers and possible Enterprise discounts. Each is eligibility- and time-window-dependent, so treat it as a potential planning input, not guaranteed funding.

Which Atlassian products are covered, and which are not?
The announcement covers the following products and related apps:
- Jira Software Data Center
- Jira Service Management Data Center
- Confluence Data Center
- Crowd Data Center
- Mobile applications associated with affected Data Center products
- Affected Atlassian and third-party Marketplace apps
Bitbucket Data Center and Bamboo Data Center are excluded from this end-of-life announcement. Atlassian describes a hybrid-license path for existing Bitbucket and Bamboo customers. Jira Align Data Center is also excluded. Do not assume that an exclusion for one product preserves an entire stack: identity, documentation, issue tracking and Marketplace dependencies still need their own lifecycle decisions.

What should an alternative to Data Center actually replace?
“Alternative” can mean two different destinations. A managed cloud service removes infrastructure operations but changes network, residency and administrative assumptions. A self-managed platform preserves control over hosting and upgrades but leaves your team responsible for capacity, backups, patching, high availability and recovery. Decide which of those outcomes you need before comparing product names.
Start with the reason you chose self-managed software
- Data control or residency: identify the required country, tenant boundary, encryption ownership, retention period and deletion process.
- Compliance and auditability: document evidence requirements, privileged-access review, logging, legal holds and segregation of duties.
- Network isolation: record which systems must remain in restricted networks and which integrations can cross a controlled boundary.
- Customization: inventory scripts, custom fields, workflow conditions, automations, reports and Marketplace extensions that users consider essential.
- Operational preference: estimate the people and time available for upgrades, database work, monitoring, incident response and disaster recovery.
A destination that matches screen layouts but fails the original control requirement is not a successful replacement. Conversely, a platform with different objects can be a good fit if it delivers the same business outcome with less operational risk.
How should teams compare candidates?
Use a fit-gap scorecard based on real workflows and data, not feature-count marketing. Score every candidate against the same evidence and mark unknowns as risks requiring a pilot.
Deployment and data control
Verify whether the product can run in your required environment: private infrastructure, a restricted network, a vendor-operated cloud or a specific geographic region. Establish who operates the database, backups, upgrades, vulnerability response, scaling and disaster recovery. Ask how administrators obtain emergency access and how that access is logged.

Model representative issue types, custom fields, states, approval paths, service queues, permissions, boards, reports and notifications. Test the complete business outcome, including an exception path and a historical record, rather than checking whether a similarly named configuration screen exists.

Integrations and extensions
Create an inventory of identity providers, repositories, build systems, chat and email integrations, APIs, webhooks, scripts, scheduled jobs and Marketplace apps. For each item, record the owner, data exchanged, authentication method, failure behavior and replacement or retirement decision. Have the destination vendor confirm supported interfaces; an undocumented workaround is a migration risk.
Migration fidelity
Define what must survive: issue keys, history, comments, attachments, links, timestamps, authors, permissions, project structure, service-level data and reporting dimensions. Treat Jira data and Confluence data as separate streams. A technically complete import that loses links, authorship or access boundaries can still fail an audit or disrupt operations.
Operating cost and skills
Calculate more than subscription or support fees. Include compute and storage, databases, observability, backup copies, security tooling, administrators, upgrade windows, custom development, vendor support and the cost of operating a second system during migration. A self-managed edition may lower licensing spend while increasing the specialist time required to keep it reliable.

Review the destination’s support lifecycle, security-advisory process, product roadmap, export formats and recovery procedures. Confirm how you would move again if the product, vendor or hosting model no longer met your requirements. Require a usable export from the pilot, not merely a statement that an export exists.
Is OpenProject a realistic self-managed alternative?
OpenProject is one documented option for organizations that want on-premises project management. Its documentation describes a Community edition hosted by the customer, an Enterprise edition hosted on-premises and an Enterprise cloud edition hosted in an EU data center. Confirm current edition features, support terms and hosting conditions during procurement because those details can change.

OpenProject describes work packages, agile boards, backlogs and sprints, Gantt charts, portfolios, time and cost tracking, team planning, meetings, documents and a project wiki. Those modules cover many planning and delivery scenarios, but the product’s own migration FAQ says it is not intended to be a one-to-one copy of Jira. Expect to redesign workflows where the destination’s concepts differ.
Can OpenProject replace Jira and Confluence together?
Not through the Jira Migrator alone. OpenProject states that Confluence content migration is not supported by that migrator and is not planned. If you are replacing both products, create a separate knowledge-base workstream; OpenProject suggests considering OpenProject with XWiki for a combined project-management and documentation approach.

That separate workstream must account for Confluence spaces, pages, permissions, macros, attachments, diagrams and references to issues. Export a representative sample, classify content as migrate, rewrite, archive or delete, and test how links resolve after issue keys or project identifiers change. Do not declare the project complete when only Jira records have loaded.
What other alternatives should be on the shortlist?
Platforms such as Plane, GitLab Self-Managed, YouTrack and Azure DevOps Server may be reasonable candidates for a separately sourced evaluation, but the available evidence here does not establish comparable feature coverage, deployment choices, compliance controls, licensing or migration tooling for them. Put them in a discovery queue rather than presenting them as evaluated recommendations.
For every additional candidate, request primary documentation and a technical demonstration using your own workflows. A product name on a shortlist is not evidence that it can reproduce service management, identity, knowledge-base permissions, Marketplace integrations or historical reporting.
How do you plan a migration without losing operational history?
A staged program gives you time to learn the destination and still leaves room for remediation before the cutoff.
- Establish governance and the deadline path. Name an executive owner, product owners for each Atlassian system, security and records-management representatives, and a technical migration lead. Set internal dates earlier than Atlassian’s cutoff and define who can approve scope changes.
- Inventory the current estate. Export a catalogue of Jira projects, service projects, Confluence spaces, users, groups, permissions, Marketplace apps, scripts, integrations, storage volumes, retention rules and custom reports. Record data owners and business criticality.
- Classify what must happen to each item. Use four dispositions: migrate, redesign, archive or retire. A low-use project with legal-retention obligations may need a verifiable archive rather than a live import; a heavily automated service queue may require redesign before any data move.
- Define acceptance tests. For each critical workflow, write a test that names the actor, input, approval, notification, record created and report expected. Include permission-denied cases, attachment downloads, audit-history checks and an integration outage scenario.
- Select one or more pilots. Choose a representative project, a service process and a documentation space. Include large attachments, long histories, cross-project links, uncommon field types and users with different roles. A clean demonstration project will hide the problems that consume migration time.
- Map data and identities. Create a deterministic mapping for users, groups, projects, issue types, statuses, priorities, fields and permissions. Decide how disabled accounts, renamed users, external collaborators and service accounts are represented. Preserve a cross-reference between old and new identifiers.
- Run rehearsal migrations. Perform at least one dry run, measure extraction and validation time, reconcile counts and inspect samples manually. Repeat after correcting mappings. Keep the source available for comparison until acceptance is signed off.
- Plan the cutover. Choose a change-freeze window, notify users, capture a final delta, run reconciliation, switch integrations and publish support instructions. Define rollback triggers such as missing permissions, failed critical automations or unreconciled record counts.
- Operate in parallel deliberately. Keep dual systems only for a defined period, with one system designated as the write authority. Route new work consistently, monitor duplicate records and retire the old write path once the destination passes acceptance.
- Archive and prove closure. Store exports, mapping files, validation reports, access decisions and approval records in a controlled location. Document how former users can retrieve retained information and who owns future export requests.
How should a fit-gap pilot be tested?
Use a small but difficult sample and ask the people who perform the work to execute it. The following checklist catches gaps that a feature tour will miss:
- Create and update an issue through every state, including rejected and reopened paths.
- Apply field-level and project-level permissions with administrator, agent, contributor, guest and read-only roles.
- Reproduce a board, backlog, sprint, dependency, milestone and management report used in a real project.
- Submit a service request, route it, approve it, notify the requester and verify the resulting history.
- Upload, download and permission-check large and uncommon attachment types.
- Follow links between issues, documents, diagrams, repositories and external systems.
- Run a user or group change and verify deprovisioning, audit records and ownership of historical work.
- Restore a backup or exported dataset in a clean environment and record the time and skills required.
Capture evidence for each test: screenshots or exported records, timestamps, actor identity, expected result, actual result, defect owner and retest date. Mark a capability “not stated” until the vendor or pilot proves it; do not convert an assumption into a procurement commitment.
What will the migration cost operationally?
Without a vendor quote and a measured inventory, an honest article cannot give a universal price. Build a five-year model with separate lines for:

- Destination subscriptions, support or enterprise licensing.
- Servers, storage, database services, backup copies, monitoring and disaster-recovery capacity.
- Administrators, security reviews, patching, upgrade rehearsals and on-call coverage.
- Migration engineering, data cleanup, integration rewrites, documentation conversion and user training.
- Temporary dual operation, archive storage and any consulting or partner assistance.
Atlassian describes nonprofit programs that may fund 10–25 Solution Partner consulting days for eligible organizations. That figure is a program detail for qualifying nonprofits, not a standard migration allowance. Ask about eligibility, eligible work and expiration dates before including it in a budget.

What if the team cannot finish before the cutoff?
Escalate early rather than assuming the old system will remain writable. Ask Atlassian whether an extended-maintenance exception applies, document the answer and obtain a risk decision from your executive owner. If no exception is available, prioritize a safe operating state: freeze new customization, complete a usable export, move the highest-risk workflows first and define how users will access retained records after the source becomes read-only.
Bitbucket and Bamboo customers should still validate their own licensing path even though those products are excluded from the announced retirement. Exclusion does not remove the need to coordinate repository links, build pipelines, identity and project references with the destination chosen for Jira or Confluence.
What migration mistakes cause the most trouble?
Choosing by interface similarity
Matching menus can conceal missing approval logic, permissions or reporting. Require an outcome-based acceptance test for every critical process.
Assuming a Jira import includes Confluence
Issue migration and knowledge-base migration are distinct projects. Budget for page conversion, macros, attachments, diagrams, permissions and link repair separately.

An app may own fields, workflows, automation or data that the core product cannot recreate. Inventory app-created objects at the start and obtain a destination-specific replacement or retirement decision.
Ignoring identity and historical authors
Usernames, email domains, groups and disabled accounts affect permissions and audit interpretation. Freeze an identity mapping and test deprovisioning before production cutover.
Running two writable systems
Parallel operation without a single write authority creates divergent records and unreliable reports. Set a clear source of truth and a short, governed coexistence period.
Treating an export as a recovery plan
Test restoration, searchability, attachment access and permission enforcement in a clean environment. A file that cannot be opened or interpreted when needed is not a useful archive.

What should a team do next?
Within the next planning cycle, appoint owners, freeze the estate inventory and classify every project and space. Select a pilot that includes difficult permissions, long history, attachments and integrations; run it against at least one destination that satisfies your deployment constraint. Make the final decision from measured acceptance results and an operating-cost model, then schedule migration waves with enough time to remediate failures before the affected subscription becomes read-only.
Frequently Asked Questions
Can Jira Data Center remain writable after the end-of-life date?
Atlassian’s announced policy says affected subscriptions become read-only when they expire. A customer that needs more time should request an exception directly and obtain a written eligibility decision; do not build a plan on an assumed extension.
How can we preserve links when issue keys or project identifiers change?
Create a cross-reference table containing the original key, destination identifier, URL and migration batch. Use it to repair document links, validate API integrations and give support staff a deterministic way to find an old record during the transition.
Is a big-bang cutover safer than moving in waves?
For most estates, dependency-aware waves reduce the blast radius and let teams correct mappings after a pilot. A single cutover can make sense only when integrations and data boundaries are simple enough to test as one unit and a tested rollback exists.
What should procurement require from a shortlisted vendor?
Request documented deployment architecture, support and security processes, export formats, upgrade responsibilities, identity integration details and a migration runbook. Make the vendor demonstrate those points with a sample from your own environment rather than accepting a generic feature presentation.
