As Companies Move Out of State, Is California’s $4.25 Trillion Economy Really in Trouble?

California is not facing an economy-wide collapse. Its nominal gross domestic product reached $4.25 trillion in 2025, about 13.8% of all U.S. output, and remains the largest state economy. But the warning signs are substantial: headquarters departures have increased, domestic migration is deeply negative, remote-work employment is growing faster elsewhere, and high housing, labor, tax and regulatory costs make some businesses easier to operate in other states.

The evidence points to structural pressure and slower relative growth—not imminent failure. California is still exceptionally productive and benefits from powerful technology, health-care, university, professional-services and venture-capital clusters. The key question is whether those advantages can offset the rising cost of locating people and operations there.

Is California’s economy actually shrinking?

No. California’s economy grew in nominal terms in 2025 and remains the biggest in the United States, although its recent growth rate has trailed several fast-growing states.

Governor Gavin Newsom summarized the official growth case by saying, “The numbers don’t lie: We’ve built the largest, most dynamic economy in the United States, period.” The U.S. Bureau of Economic Analysis figure cited by the governor puts 2025 nominal GDP at $4.25 trillion, up 5% from 2024 and equal to 13.8% of national output. The Public Policy Institute of California (PPIC) rounds the same year to $4.3 trillion and 14% of U.S. GDP.

Long-term performance is also strong: PPIC calculates that California’s economy expanded 90% over the 25 years through 2025, compared with 69% nationally. The more troubling comparison is recent growth. From 2020 to 2025, California averaged 3.0% annual growth, versus 5.4% in Florida and 5.0% in Texas, according to PPIC.

Indicator California result What it shows
Nominal GDP, 2025 $4.25 trillion; 5% annual increase; 13.8% of U.S. output (governor citing BEA, 2026) California remains the largest state economy
Alternative PPIC presentation $4.3 trillion; 14% of national GDP (PPIC, 2026) Rounding and source presentation differ slightly
Growth over 25 years 90% versus 69% nationally (PPIC) Strong long-run expansion
Average annual growth, 2020–2025 3.0%, versus 5.4% in Florida and 5.0% in Texas (PPIC) Slower recent growth than major Sun Belt competitors

These figures are nominal GDP measures, so they include price changes and should not be treated as a direct measure of residents’ purchasing power. They do, however, establish that the state is not currently in an economy-wide contraction.

Are companies really leaving California?

Some are moving headquarters, and the trend has worsened, but the scale is smaller than headlines often imply. PPIC’s establishment-level study counted 1,250 net headquarters departures from 2011 through 2021. That represented 2.3% of California’s roughly 74,000 headquartered companies and about 83,200 headquarters jobs.

Annual exits rose from about 240 in 2011 to more than 400 in 2021. At the same time, headquarters moving into California fell from almost 230 to just under 200. Texas provides a destination-side check: the Texas Comptroller recorded 314 headquarters relocations into Texas from 2015 through 2024, including 157 from California and 3,475 announced jobs.

The headquarters figures need context. California launched about 23,800 headquarters and closed about 16,500 during the 2011–2021 period, so openings and closures were much larger flows than relocations. PPIC also estimates that headquarters losses equaled 2.7% of the 3.1 million nonfarm jobs California added between January 2010 and December 2021.

Do headquarters moves mean California jobs disappear?

Not automatically. A headquarters address is not the same thing as a company’s entire California workforce.

PPIC found that most firms moving their headquarters retained branches and other operations in California. Their non-headquarters employment did not shrink relative to companies whose headquarters stayed in the state. A relocation can therefore remove executive, finance or administrative positions while leaving factories, laboratories, sales offices, stores or engineering teams behind.

The data still matter because headquarters concentrate high-paying leadership and administrative jobs, influence where suppliers and professional services cluster, and signal how executives evaluate the business environment. PPIC’s panel ends in 2021, however, so it cannot measure the full post-pandemic relocation pattern.

Why do firms choose Texas, Arizona, Nevada or Florida?

There is no single-cause explanation. Companies typically compare several costs and advantages at once.

Taxes and regulation

PPIC finds that headquarters movers tend to choose states with lower tax and regulatory burdens. A lower recurring cost can matter especially for companies whose headquarters work is portable and does not depend on a specific physical site.

Housing and labor costs

High housing costs raise the wages employers must offer and make it harder to recruit and retain lower-paid workers. A company may be able to pay less for equivalent work—or attract workers more easily—in a lower-cost metro area.

Real estate, logistics and incentives

Reported relocation examples describe Texas offering cheaper or more suitable space and better access to target customers. Texas’ official business overview emphasizes real estate, labor, incentives and logistics. These advantages are industry-specific: a distribution operation may value highways and warehouse costs, while a software company may value talent density more.

Remote work

Remote work has weakened the connection between an employer’s address and an employee’s residence. The California Legislative Analyst’s Office (LAO) estimates that California added 160,000 heavily remote jobs from 2019 to 2024, compared with 2.6 million elsewhere. If California had matched the national growth rate for those jobs, it would have about 200,000 more; worker migration explains slightly more than half of that estimated gap.

Industry clusters and talent

California still offers unusually dense networks of technology companies, universities, venture capital, health-care institutions and professional-services firms. Those agglomeration benefits help explain why many companies retain substantial California operations even after moving a legal headquarters.

What does population data say about the state’s future workforce?

California’s population increased slightly in 2025, but that does not mean domestic outmigration stopped. The California Department of Finance recorded a domestic-migration loss of 216,000 in 2024–25. International migration and natural increase offset part of that decline, leaving total net migration down by more than 89,000.

The distinction is important. A population can edge upward when births and international arrivals exceed the number of residents moving to other states. Employers, however, compete for workers in particular occupations and locations, so losing working-age residents can still create recruitment pressure even when the statewide population is stable.

PPIC reports a 62.8% labor-force participation rate, below California’s early-2000s peak of about 67%. Employment growth since 2019 has also lagged the national pace. California remains a high-wage, highly productive state, but its labor pool is not expanding as quickly as its economic scale might suggest.

How serious is the remote-work job gap?

The gap is meaningful but should be treated as an estimate, not a count of jobs that physically moved out of California. LAO analysis finds that heavily remote jobs grew 7% in California from 2019 to 2024, versus 16% elsewhere, implying an estimated shortfall of about 200,000 jobs compared with national growth.

Migration accounts for slightly more than half of that difference. The rest reflects industry mix, employer decisions, and other factors. The estimate also covers a different period and definition from PPIC’s headquarters study, so the figures should be read as complementary indicators rather than added together.

What does this mean for California’s $4.25 trillion economy?

It means the state faces a competitiveness problem, not a collapse. Headquarters departures are rising, domestic migration is negative, and remote work lets firms hire outside California more easily. Those pressures can reduce the state’s share of future growth even while total GDP keeps increasing.

California’s advantages remain powerful enough to support continued expansion. The central policy challenge is to lower the cost of housing, labor and compliance without weakening the research, talent and innovation networks that make the state valuable. A company-level calculation can be simple—Digital Brands Group CEO Hil Davis called relocation “the easiest math you’ll ever do”—but that arithmetic does not apply uniformly across industries. Savings on rent or taxes may be outweighed by losing specialized workers, suppliers or investors.

The most reliable conclusion is therefore conditional: California is still the United States’ largest state economy, but its slower recent growth and worsening migration and headquarters indicators show that maintaining that lead is not automatic.

Frequently Asked Questions

Could California’s GDP rise even if living standards worsen?

Yes. Nominal GDP can increase because of higher prices, population changes or greater output while housing and other costs rise faster for households. Real GDP, per-person output and household income provide different perspectives than the headline dollar total.

Why would a company keep California offices after moving its headquarters?

Branches may serve local customers, operate research facilities, manage production or draw on specialized labor that is difficult to replace. Moving only executive and administrative functions can reduce costs without disrupting those activities.

Is negative domestic migration caused only by taxes?

No. Housing affordability, job opportunities, public services, family moves and remote-work flexibility all influence whether residents leave. Tax and regulatory costs are among the factors businesses cite, but the available evidence does not assign the population loss to one cause.

When will we know whether post-pandemic headquarters departures accelerated?

The strongest PPIC headquarters panel currently runs through 2021, so it does not capture the entire later period. Newer business-registration and establishment data will be needed to separate temporary remote-work changes from lasting relocations.
