A Linux Apache 403 with AH01630: client denied by server configuration or AH01797: client denied by server configuration is an authorization decision, not proof that mod_authz_host is defective. The safe fix is to identify the request, the module named in the error log, the client address Apache actually saw, and every matching authorization section before changing a rule. AH01630 may be an intentional block on a sensitive file such as .env. AH01797 is documented in an Apache 2.2-to-2.4 migration example where an old Deny directive defeats an apparently permissive Require local. This guide shows how to trace those outcomes and make the narrowest correction on Apache HTTP Server 2.4.

What does “client denied by server configuration” mean?

Apache has evaluated the request against one or more authorization policies and decided that the client is not allowed to access that resource. In Apache 2.4, mod_authz_host provides host and address providers such as Require ip, Require host, Require forward-dns and Require local. mod_authz_core supplies the logic that combines those requirements. The module name in brackets in the error log therefore matters: an authz_core denial and a rewrite, filesystem, or other access-control failure need different investigations.

Apache’s own AH01630 example is an [authz_core:error] entry denying a request for a deliberately protected .env file. Removing that rule would expose credentials rather than repair a broken server. Treat the code as evidence of a policy decision, then decide whether that policy matches your intention.

A 403 alone is not enough to identify the cause. Read the corresponding access-log line and error-log line together, using the same timestamp and URL. Record the status, requested path, virtual host, client address, bracketed module label and AH code before editing configuration.

How do I diagnose an AH01630 or AH01797 response?

Work from the request that failed, not from a generic 403 tutorial. The following sequence narrows the problem without weakening unrelated protections.

  1. Correlate the logs. Find the request in the virtual host’s access log and then the matching error-log entry. Note the client address Apache logged, the exact path, the selected virtual host and the module label such as authz_core or authz_host. Log filenames and locations differ by distribution and installation, so use the paths configured on this server.
  2. Check the parsed configuration. Use the Apache installation’s equivalent of apachectl -t (or httpd -t) for syntax, apachectl -M (or httpd -M) to list loaded modules, and apachectl -S (or httpd -S) to show parsed virtual hosts. Apache documents apachectl as a front end for httpd. A successful syntax check only proves that the configuration parses; it does not authorize a real request.
  3. Locate every applicable rule. Inspect the matching <Directory>, <Files> and <Location> sections, included files and any .htaccess file in the path. Confirm that the directory’s AllowOverride setting permits the authorization directives in that file. A rule in the intended virtual host may be shadowed by a more specific section or by a different virtual host selected from the request’s address and port.
  4. Determine the client identity Apache used. Compare the logged address and address family with the value in your rule. A request can arrive over IPv6 even when you expected IPv4, or arrive from a proxy rather than the visitor. Do not infer identity from the browser’s HTTP Host header.
  5. Increase authorization logging briefly if needed. Raise the relevant authorization-module LogLevel to a locally appropriate debug setting, reproduce one request, and then restore the previous level. Extra debug logging can be noisy and may expose request details, so leave it enabled only for diagnosis.
  6. Exercise the real URL. Test the exact path and virtual host that failed, from a genuinely local client and from the intended remote network when both policies matter. Configuration inspection and -t cannot reveal how a particular request traverses overlapping sections.

Apache’s documented AH01797 migration example returns 403 for /server-status. That example is valuable because it demonstrates an old access-compatibility rule defeating a newer requirement; it is not a general instruction to grant access to server-status.

Which mod_authz_host requirement should I use?

Choose a provider according to the identity you actually want to trust. The providers are not interchangeable aliases, and the right choice depends on Apache’s version, DNS behavior and any proxy layer.

Directive What Apache checks Use when Important limitation
Require ip The client address or an IPv4/IPv6 address range Approval is tied to a stable address, subnet or documented network The address must be the one Apache sees after any trusted proxy processing
Require host Reverse DNS for the client, followed by forward confirmation, with hostname-component matching A controlled client domain is the policy identity DNS must work in both directions; HostnameLookups Off does not bypass this provider’s checks
Require forward-dns Resolution of a complete hostname to the client’s address, without a reverse lookup A dynamic hostname is authoritative and reverse DNS is unavailable Available only from Apache 2.4.19 onward; the hostname must be complete and resolvable
Require local Loopback addresses (127.0.0.0/8 and ::1) or an equal client/server connection address An endpoint should be reachable only from the same machine or connection address It is not an alias for every private or corporate-network address

Use the installed Apache version, not a copied example, to confirm provider availability. The Apache documentation states: “The forward-dns provider was added in 2.4.19.”

Why is Require host not working?

Require host does not compare the hostname in the URL or the visitor’s HTTP Host header. Apache first performs a reverse lookup of the client address, then performs a forward lookup to confirm that the resulting name resolves back to that address. A mismatch, missing record, resolver failure or hostname that does not match complete name components causes authorization to fail.

For example, a configured suffix such as example.org is intended to match a host within that DNS domain, not an unrelated name that merely ends with the same characters. Verify the PTR record, the forward A/AAAA record and the exact client address shown in the log. Changing HostnameLookups does not disable the reverse-and-forward validation required by this provider.

When reverse DNS is not a reliable identity signal but a complete dynamic hostname is, consider Require forward-dns on Apache 2.4.19 or later. It still depends on DNS resolution and should be treated as a policy choice, not a universal workaround.

Why is Require ip not working behind a proxy?

A reverse proxy or load balancer can make Apache see the intermediary’s address instead of the visitor’s. A rule such as Require ip 198.51.100.25 then compares the request with the proxy address and denies or allows based on the wrong identity.

mod_remoteip can replace the connection address with a forwarded client address for authorization and logging, but only when the intermediary is trusted. Configure a trust list containing known proxy or load-balancer addresses; accepting arbitrary forwarded headers lets a client impersonate an approved address. Confirm the result by comparing the proxy’s connection address, the forwarded header and the address recorded after remote-IP processing. If you cannot establish a trusted intermediary boundary, authorize the address Apache actually receives rather than trusting an unverified header.

How do multiple Require rules combine?

Authorization failures often come from valid directives that combine differently than the writer expected. In one section, multiple bare Require directives normally form an implicit <RequireAny>, so satisfying either requirement can grant access. Use an explicit container when the policy must be obvious.

Alternative conditions: RequireAny

Use <RequireAny> when any listed identity is sufficient:

<Directory "/srv/app/public">
    <RequireAny>
        Require ip 203.0.113.0/24
        Require local
    </RequireAny>
</Directory>

This permits the approved network or a local request. It does not require both conditions.

Simultaneous conditions: RequireAll

Use <RequireAll> when every positive condition must succeed:

<Directory "/srv/app/private">
    <RequireAll>
        Require ip 203.0.113.0/24
        Require host admin.example.org
    </RequireAll>
</Directory>

A negated requirement such as Require not ip 203.0.113.44 is not independently sufficient to grant access. Combine it with a positive requirement inside an appropriate container.

Overlapping sections and AuthMerging

Directory, files and location sections can overlap, and a .htaccess rule can add another layer. Check whether AuthMerging is Off, And or Or where sections combine. Do not assume that a permissive rule in one section cancels a deny in another. The effective policy is the one produced by the parsed configuration for the requested URL.

How do I fix a 403 after migrating from Apache 2.2?

Search included configuration files and .htaccess files for legacy Order, Allow, Deny and Satisfy directives. Apache’s migration guidance says: “Mixing old directives like Order, Allow or Deny with new ones like Require is technically possible but discouraged.” The compatibility module can preserve old behavior in ways that are surprising when a new Require local appears to allow the request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The documented AH01797 example illustrates this interaction: a legacy deny policy remains effective while a newer requirement looks permissive, producing a 403 for /server-status. Migrate deliberately by expressing the intended policy in 2.4 authorization containers, removing obsolete directives only after checking all included files, and testing the protected and permitted URLs. Do not solve the migration symptom by adding Require all granted globally; that can expose private applications, status endpoints or configuration files.

What is a safe correction workflow?

Make one narrow policy change, verify it against the real request, and retain protections that were intentional.

  1. Copy the relevant virtual-host and directory configuration so you can revert the change.
  2. Write the intended rule in plain language: a fixed subnet, a confirmed DNS domain, a dynamic hostname, the local machine, or a combination.
  3. Choose the matching provider and explicit <RequireAny> or <RequireAll> container.
  4. Remove or migrate conflicting 2.2 compatibility directives in the same scope instead of layering a broad grant.
  5. Run the installation-specific syntax check, inspect loaded modules and virtual-host mapping, then reload Apache using your distribution’s documented service procedure.
  6. Request the exact URL from each relevant network location and correlate access and error logs. Confirm both the allowed case and a deliberately disallowed case.
  7. Restore normal LogLevel settings and document trusted proxy addresses, DNS assumptions, address families and the files that implement the policy.

What should remain protected?

Files containing environment variables, credentials, private keys and deployment metadata should normally remain denied even while you troubleshoot another URL. An AH01630 entry for .env can therefore be the expected result of a security rule. Likewise, /server-status should be exposed only under a deliberate monitoring policy. Separate the resource that needs access from sensitive paths, and test both after every authorization change.

FAQ

Can the browser’s Host header satisfy Require host?

No. Require host evaluates the connecting client address through DNS; it does not authorize based on the hostname typed into the URL or sent in the HTTP Host header. A request can use the correct site hostname and still fail because the client’s reverse and forward DNS records do not match.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a private address count as Require local?

No. Require local covers loopback ranges, IPv6 loopback and an equal client/server connection address. A device elsewhere on a private LAN is still remote for this provider and needs an address, host or other requirement that explicitly allows it.

Can I use authorization directives in .htaccess?

Only when the parent directory’s AllowOverride policy permits them. If Apache ignores a seemingly correct rule, inspect the effective directory configuration and override class before changing the directive; placing the rule in the main virtual-host configuration may require administrator access.

Why does a syntax check pass while the request still returns 403?

The syntax check parses configuration but does not perform authorization for a URL, client address, DNS identity or proxy chain. A request can therefore fail because a different virtual host, overlapping section, address family or trusted-proxy setting applies at runtime.

Is switching everything to Require all granted a valid emergency fix?

It is not a safe general remedy. That directive can bypass intentional restrictions on private content, status handlers and sensitive files; identify the matching denial and change only the requirement that should govern the affected resource.

Frequently Asked Questions

How can I check whether Apache is using IPv4 or IPv6 for the request?

Use the client address recorded in the access log and compare it with the address family in the rule. A separate request made explicitly over IPv4 or IPv6 can reveal that the policy covers one family but not the other.

What happens if reverse DNS is temporarily unavailable?

A host-based requirement can fail while the resolver cannot complete reverse and forward checks. For a policy that must survive missing PTR records, use a documented address range or, where appropriate and supported, the forward-dns provider instead of assuming DNS will always answer.

How do I prove a proxy header is trustworthy?

Document the fixed addresses of the intermediaries that are allowed to assert client identity, configure remote-IP processing to trust only those addresses, and reject or ignore forwarded values from every other source. Then verify the resulting address in both authorization decisions and logs.

What should I give an administrator when I cannot edit Apache configuration?

Provide the exact URL, timestamp, response status, client network, logged address and the complete AH-coded error entry. Ask the administrator to check the selected virtual host, matching authorization sections, override permissions and proxy trust rather than adding a blanket grant.
