Amazon Polly is the sensible AWS-native baseline, but it is not automatically the best text-to-speech API for every project. Choose Google Cloud Text-to-Speech when transparent per-character pricing and Google Cloud integration are priorities; Azure AI Speech when you need very broad locale coverage or custom voices; IBM Watson Text to Speech when private deployment and compliance controls dominate; and ElevenLabs when expressive creator voices, cloning and commercial licensing are central. Compare them with the same script, output requirements and traffic forecast. A headline price is misleading until you account for each provider’s billing unit, SSML markup rules, free allowance, model and region.

This guide explains what Polly supplies, where the alternatives differ, how to normalize costs, how to test naturalness and pronunciation, and which migration checks prevent an expensive rework.

What is the best Amazon Polly alternative?

There is no universal winner. The best alternative follows your deployment, language, voice-control and licensing requirements.

  • Stay with Amazon Polly for an AWS-centered application, IVR, accessibility feature or high-volume library of cached audio.
  • Use Google Cloud Text-to-Speech when character-based pricing and tight Google Cloud integration make forecasting simpler.
  • Use Azure AI Speech when you need standard neural voices in more than 100 languages and locales, Microsoft integration or a custom-voice program.
  • Use IBM Watson Text to Speech when private, isolated or compliance-sensitive deployment is more important than a large public voice catalogue.
  • Use ElevenLabs when creator-oriented expressiveness, voice cloning and an explicit commercial licence are worth a credit-based model.

“Best” should therefore be the result of a short, repeatable evaluation rather than a ranking based on a demo sentence. Test the same words, punctuation, SSML, long-form passage and delivery format on every service you are seriously considering.

What does Amazon Polly provide as a baseline?

Amazon Polly converts text to an audio stream. An application can submit plain text or SSML, select a voice engine and voice, and request an output format such as MP3, Ogg Vorbis or PCM. That combination covers common narration, IVR, accessibility and notification workloads without adding a separate synthesis layer.

Which Polly engines and languages matter?

Polly offers standard, neural, long-form and generative engines. AWS describes its neural voices as a neural-network-plus-vocoder system and lists neural availability in 36 languages and language variants. Engine choice can affect latency, expressiveness, supported voices and the way a script should be tested, so record the exact engine and voice identifier in your integration.

Generative voices are designed for emotionally engaged speech. AWS also warns that updates to training data and the model can produce slight changes in how a voice sounds over time. That matters for serialized lessons, character dialogue and any product where a previously generated clip must remain acoustically consistent.

When is Polly’s caching useful?

AWS says replaying cached generated speech has no additional charge. Caching repeated prompts, menu choices and stable accessibility messages can therefore reduce both latency and synthesis volume. Cache keys should include the exact text, SSML, engine, voice, language and output format; otherwise a voice or pronunciation change can return the wrong audio.

How do the main cloud voice services compare?

The following comparison uses capabilities and pricing signals documented by the providers. Prices, model names, voice counts, quotas and regional availability can change, so verify the applicable region and date before committing. The figures below reflect provider pages checked on October 25, 2026.

Service Best fit Documented capabilities and pricing signals Checks before migration
Amazon Polly AWS-native applications, IVR, accessibility and cached audio Plain text or SSML; standard, neural, long-form and generative engines; MP3, Ogg Vorbis and PCM; neural voices in 36 languages and variants; cached replay without an additional charge Required language, engine, voice stability and AWS quotas
Google Cloud Text-to-Speech Multilingual Google Cloud workloads and transparent character pricing Standard voices are listed at $4 per 1 million characters after the free allowance; Neural2 at $16 per 1 million characters; the pricing page lists 1 million free characters for Chirp 3 HD; most SSML tags count as characters Model availability, regional endpoint, SSML counting and streaming behavior
Azure AI Speech Enterprise locale breadth, custom voice and Microsoft integration Standard neural voices are available in more than 100 languages and locales; custom voice options are documented; billing counts characters and applicable markup Custom-voice access, region, governance, markup cost and output limits
IBM Watson Text to Speech Private, compliance-sensitive or deploy-anywhere environments Lite plan includes 10,000 characters per month; Standard is listed as low as $0.02 per thousand characters; REST and WebSocket interfaces, SSML and private-deployment options are documented Region, plan availability, customization, service-level agreement and isolated-environment pricing
ElevenLabs Creator workflows, expressive voices, cloning and commercial licensing Free plan includes 10,000 credits per month; published plan comparison lists 74 languages; Starter and higher plans advertise a commercial licence, with model-dependent credit consumption Credit consumption by model, licensing scope, concurrency, latency and voice consistency

Is Google Cloud Text-to-Speech cheaper than Polly?

It can be for a particular workload, but the answer depends on how much text you send, which engine you choose, what Polly pricing tier and free allowance apply, and how markup is counted. Google publishes easy-to-quote character prices, while Polly and the other services require a workload-specific calculation.

How Google’s published figures work

Google’s current pricing page lists Standard voices at $4 per 1 million characters after the applicable free allowance and Neural2 voices at $16 per 1 million characters. The same page lists 1 million free characters for Chirp 3 HD. These are unit signals, not a guaranteed monthly bill: your model, region, account eligibility and total character count still matter.

Google counts characters rather than words. Most SSML tags count toward the billable total, so a heavily annotated script can cost more than its visible words suggest. Keep a plain-text character count and an SSML character count when forecasting.

How to make an apples-to-apples estimate

  1. Export the exact text sent to synthesis, including punctuation and SSML markup.
  2. Count billable characters using each provider’s documented rules rather than the character count in your authoring tool.
  3. Separate free allowances from paid volume and note whether an allowance is monthly, model-specific or promotional.
  4. Multiply the remaining volume by the selected engine rate. For a credit-based service, convert your script into credits using the exact model’s rate instead of treating one credit as one character.
  5. Add storage, transfer, concurrency, private-endpoint and monitoring costs that your architecture requires.
  6. Repeat the calculation for normal traffic, a launch spike and a worst-case retry pattern.

IBM’s product page gives a different reference point: a Lite plan with 10,000 characters per month and Standard pricing listed as low as $0.02 per thousand characters. “As low as” is not a universal quote; verify the region, plan and deployment mode that apply to your account.

Which service has the most natural voices?

No provider can be declared the most natural for every language, speaker style or sentence type from the published specifications alone. Naturalness is listener- and script-dependent: a voice that handles conversational English well may misread a product code, a date or a name in another locale.

What to listen for in a controlled test

  • Prosody: Does emphasis follow the meaning, or does every sentence use the same contour?
  • Pronunciation: Test names, acronyms, URLs, units, currencies, dates, decimal numbers and mixed-case product terms.
  • Pauses: Check commas, colons, paragraph breaks and explicit SSML breaks.
  • Long-form stamina: Listen for pitch drift, rushed endings, repeated phrasing and audible joins across a multi-paragraph passage.
  • Emotional range: Use the same calm, urgent and empathetic lines on each service; do not judge a voice from an isolated adjective.
  • Consistency: Regenerate the same text several times and compare pronunciation and timing.

Polly’s generative engine targets emotionally engaged delivery, but AWS documents the possibility of slight sound changes after model or training-data updates. Treat a generative voice as a versioned dependency: archive approved audio and run a regression sample after significant provider changes.

Which service supports SSML, streaming and many languages?

All five options expose a path for controlling speech, but the exact tags, transport and limits differ. Build against the intersection you actually need, then add provider-specific features behind an adapter.

SSML support and markup billing

Polly accepts plain text and SSML. Google and Azure both bill characters and applicable markup under their documented rules; Google specifically notes that most SSML tags count. IBM documents SSML support. ElevenLabs uses a model and credit system, so confirm how any markup or text processing affects credits before estimating volume.

Streaming and response limits

Polly returns an audio stream. IBM documents both REST and WebSocket interfaces, which can support interactive delivery when your client handles incremental audio. Azure’s REST reference documents a ten-minute response limit; longer material should be segmented or handled through an appropriate long-form workflow. Google and ElevenLabs require an endpoint- and model-specific check for the streaming behavior your application needs.

Language and locale breadth

Polly’s neural voice documentation lists 36 languages and language variants. Azure describes standard neural voices in more than 100 languages and locales. ElevenLabs’ published plan comparison lists 74 languages. A language count does not guarantee identical quality, regional pronunciation or availability on every engine, so test the exact locale code and voice offered in your target region.

Can Azure or IBM run a private or custom voice?

Azure is the clearest fit when a custom voice is a core requirement: Microsoft documents custom voice options alongside its broad standard neural catalogue. Access, training requirements, region and governance controls must be approved for your account; a public list of capabilities does not mean instant access.

IBM positions Watson Text to Speech for private deployment and isolated environments, making it a candidate where data residency or network separation outweighs the convenience of a public endpoint. Confirm the supported region, service-level agreement, customization path and price for the private topology you plan to operate.

Polly and Google can still be appropriate when you need managed cloud synthesis without a custom speaker identity. ElevenLabs is oriented toward cloning and creator workflows; its commercial licence is advertised on Starter and higher plans, but the licence scope and permitted use should be checked for every project and voice.

How do you compare alternatives before migrating?

A small bake-off catches more problems than a feature checklist. Use this procedure for each candidate and retain the artifacts so a later price or model change can be measured against the same baseline.

  1. Define the workload. Record monthly characters or credits, peak requests per second, average and maximum utterance length, target locales, output formats, latency target, retention period and whether audio is cached.
  2. Prepare a test script. Include ordinary prose, names, acronyms, numbers, dates, currency, punctuation, SSML prosody, pronunciation controls and a long-form passage. Keep a plain-text version and a provider-adapted SSML version.
  3. Pin the configuration. Write down provider, region, API version, engine or model, voice ID, speaking rate, pitch, sample rate, output codec and every non-default setting.
  4. Generate matched files. Send equivalent text to every service. Do not compare a neural voice from one provider with a standard voice from another unless that difference is the decision you are testing.
  5. Measure operations. Capture time to first audio, total generation time, response size, error rate, retry behavior, concurrency ceiling and the effect of streaming or chunking.
  6. Run a listening review. Have at least two listeners score intelligibility, pronunciation, prosody, emotional fit, artefacts and consistency. Keep separate scores for each locale and use case.
  7. Model cost. Apply each vendor’s unit, markup rule, free allowance, model rate and retry volume to the same traffic scenarios. For ElevenLabs, calculate credits with the selected model; for IBM, convert the quoted per-thousand rate and Lite allowance to your volume.
  8. Test failure and fallback. Simulate an unavailable region, quota exhaustion, malformed SSML, a long request and a provider timeout. Verify that your application can fall back to cached audio or a secondary voice without exposing raw error text.
  9. Review rights and governance. Confirm commercial use, voice-cloning consent, data handling, retention, regional processing and who may access generated files.
  10. Set a re-test trigger. Re-run the sample when a provider changes a model, voice, endpoint, price or licence. Keep approved reference files and a diffable score sheet.

What migration pitfalls cause the most trouble?

Assuming voice names are portable

A voice label such as “en-US female” is not a standard. Timbre, pronunciation, emotional range, supported SSML and locale behavior differ. Create a voice mapping table in your adapter and treat missing mappings as an explicit product decision, not a silent fallback.

Counting words instead of billable text

Providers generally meter characters, markup or credits, not the number of words in a manuscript. Generated SSML, whitespace normalization, retries and hidden metadata can alter the metered amount. Log the final request payload and the provider’s usage response for reconciliation.

Sending oversized requests

Long passages can hit response or timeout limits even when a service supports long-form voices. Chunk at sentence or paragraph boundaries, preserve SSML state where required, insert a deterministic pause between chunks and join audio only after validating sample rate and codec.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring model drift

A voice can change after a model update. This is especially important for generative voices, for which AWS explicitly warns of slight variations over time. Keep a small reference set, compare transcripts and acoustic output, and decide in advance whether changed clips are acceptable or must be regenerated and re-approved.

Treating a free tier as a production price

Free allowances may be limited by plan, model, month or region. A free allocation can disappear from the economics when traffic grows or when a different engine is selected. Forecast paid volume separately and include a burst scenario.

Leaving licensing until launch

Commercial rights may differ by plan and by whether a voice is cloned, shared or used in advertising. ElevenLabs advertises a commercial licence on Starter and above, but that does not answer every downstream-rights question. Obtain the applicable terms for each provider and retain the version in force when audio is published.

Which alternative fits common projects?

AWS application with repeated prompts

Start with Polly. Its direct audio-stream interface, multiple engines and documented no-additional-charge cached replay align well with IVR menus, accessibility labels and notification phrases. Move only if a required locale, voice behavior or governance condition is missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Multilingual product already on Google Cloud

Evaluate Google Cloud Text-to-Speech first. Its published per-million-character prices make an initial estimate straightforward, but include SSML character counting and verify the exact model and regional endpoint before signing off.

Enterprise product needing many locales or a branded voice

Evaluate Azure AI Speech. More than 100 documented languages and locales reduce the need for multiple vendors, while custom voice options address branding. Confirm program eligibility, region and governance before promising a launch date.

Regulated or isolated deployment

Evaluate IBM Watson Text to Speech. Its private-deployment positioning and REST/WebSocket interfaces can fit separated environments, but the private topology, support terms and price must be validated for your jurisdiction.

Creator, game or media workflow

Evaluate ElevenLabs when expressive delivery, cloning and commercial licensing are central. Budget in credits, check concurrency and latency, and test whether the chosen voice remains consistent across episodes or releases.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should you decide before signing a contract?

Write a one-page decision record containing the target locales and voice IDs, selected engine or model, expected monthly and peak volume, markup assumptions, output formats, streaming or maximum-duration requirement, deployment region, retention policy, fallback behavior, commercial rights and re-test trigger. Ask each provider to confirm the items that are account-, region- or plan-dependent in writing.

Then choose the smallest service set that meets those requirements. Running two providers can improve resilience, but it also doubles voice mapping, SSML differences, cost reconciliation and regression testing. A secondary provider is worthwhile when downtime, a missing locale or a governance boundary would otherwise stop a critical user experience.

What is the bottom line on Amazon Polly alternatives?

Keep Polly as the AWS-native reference point, not as an automatic winner. Google Cloud Text-to-Speech is the clearest pricing comparison when character metering and Google integration matter; Azure AI Speech is strongest to investigate for locale breadth and custom voices; IBM Watson Text to Speech deserves priority for private or isolated deployments; and ElevenLabs is the specialist option for expressive creator voices, cloning and explicit commercial licensing. The final choice should come from a matched script, a documented cost model and a governance review—not from a single demo or headline rate.

Frequently Asked Questions

Can one SSML file be sent unchanged to every text-to-speech provider?

Usually not. SSML namespaces, supported tags, pronunciation alphabets and attribute names vary, so keep a provider-neutral source plus small adapter templates for each API. Preserve a plain-text control sample to distinguish markup problems from voice-quality differences.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What records should a regulated team keep for generated speech?

Archive the exact input text or SSML, consent and licence records, provider, region, model or engine, voice ID, API version, generation timestamp and the resulting audio hash. Those records make it possible to reproduce an approval decision or investigate a changed clip later.

How should long articles be split for synthesis?

Split at sentence or paragraph boundaries, use deterministic chunk identifiers and retain the same voice settings for every chunk. Validate codec, sample rate, pauses and loudness before joining files, and keep the chunks so a single corrected paragraph does not require regenerating the entire article.

What happens if a provider retires a voice?

Treat retirement like a dependency migration: freeze approved reference audio, map the replacement voice, rerun pronunciation and listener tests, and decide whether old clips remain available. Do not silently substitute a new voice in a product where users rely on speaker identity.

Does caching eliminate every text-to-speech cost?

No. Polly documents no additional charge for replaying cached generated speech, but you still incur the storage, delivery and application costs of serving those files. Other providers may apply different rules, so confirm their treatment of cached or pre-generated audio.
