If by “unrestricted AI” you mean AI you can run on your own computer rather than send to a hosted chat service, options include Ollama, llama.cpp, LM Studio, and Jan for running models, plus Open WebUI for connecting to local or cloud providers and AnythingLLM for document Q&A. They solve different setup and workflow problems; none of these tools, by itself, establishes that a model is less restrictive, safer, or more capable. The important privacy question is where each part of your chosen workflow processes your data.
What does “unrestricted AI” mean in this context?
The phrase can mean at least three different things: a model with different refusal behavior, a model hosted on your own hardware, or an alternative to a hosted AI service. The documentation covered here supports comparing local AI software and privacy boundaries—not ranking models by how often they refuse requests.

Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThis distinction matters because a local model runner changes where inference can happen, not necessarily how a model behaves. If you specifically want to compare model safeguards or refusal behavior, you need current documentation for the particular models and versions you are considering. The tools below are alternatives for local or privately managed AI workflows, not proof that a model is “uncensored.”
In practical terms, “local” describes a processing path. A downloaded model may be evaluated on your computer, while a separately selected cloud model may send the same prompt to a provider’s servers. A single interface can expose both choices. Therefore, privacy and model-behavior decisions must be made separately.

Which local AI tool should you choose?
Choose based on the work you need the software to do: run a model, provide a desktop interface, connect multiple providers, or answer questions about documents. The distinctions below describe workflows and deployment choices, not comparative results for quality, speed, safety, or hardware needs.
| Tool | Best fit | How it fits a local workflow | What to check |
|---|---|---|---|
| Ollama | A local model runner, usable through desktop and command-line options | Runs downloaded models on your hardware and offers an OpenAI-compatible API and model library. | Its privacy statement distinguishes local processing from cloud-hosted models. Check which model and endpoint your connected interface is actually using. |
| llama.cpp | A more technical local inference route | An inference engine associated with efficient GGUF inference and a compatible API. | It is a runtime rather than the same kind of turnkey desktop experience as LM Studio. Confirm the setup requirements for your chosen model. |
| LM Studio | A desktop app for discovering, downloading, and running local models | Open WebUI lists it as a polished desktop option and a compatible local server. | The alternatives guide describes its license as proprietary/free. Check current project terms and model-specific requirements. |
| Jan | A standalone desktop option for local AI | Open WebUI lists it among the local AI alternatives. | The alternatives table lists its license as Apache 2.0. Confirm the current version’s terms and which model endpoint it uses. |
| AnythingLLM | Document Q&A | Open WebUI recommends it for asking questions about documents. | A document workflow can involve more than the chat model. Check where document extraction, embeddings, and any connected processing run. |
| Open WebUI | A common interface for local and cloud providers | Connects to different providers; the selected endpoint determines where inference happens. | Configured cloud tools, extraction, or embedding services can process data remotely even when the interface itself is local. For deployments of 50 or more users in aggregate, check the v0.6.6-and-later license clause. |
For a straightforward desktop setup
Start with LM Studio or Jan if you want a standalone desktop application rather than assembling a workflow around a more technical runtime. Open WebUI’s alternatives guide identifies both as desktop choices, but it does not provide a performance comparison or establish that one produces better answers. Confirm the supported model format, current application requirements, and terms for the version you plan to use.
A desktop app generally combines model discovery, download, and a chat window. That can reduce setup friction, but it does not remove the need to read the model’s own license or verify where optional services operate. If you later enable a remote provider or an extension, the privacy boundary can change without changing the desktop application itself.
For a local runtime or a configurable interface
Ollama and llama.cpp are options when your priority is running a model locally. Ollama offers desktop and CLI options; llama.cpp is the more technical inference-engine route described by the alternatives guide. Open WebUI can sit in front of local or cloud providers, so it can be useful when you want a common interface—but the endpoint selection and any connected services determine how local the overall workflow really is.
Ollama’s model library and OpenAI-compatible API can make it a practical backend for other applications. Compatibility means an application can communicate through a familiar API shape; it does not mean the model is hosted remotely or that every feature is implemented identically. Confirm the base URL, selected model, and any proxy or tool settings in the application using the API.
llama.cpp is associated with GGUF inference and is often chosen when an operator wants direct control over the runtime. That control can be useful for a technical deployment, but it also means more responsibility for installation, model files, configuration, updates, and monitoring. The cited documentation does not establish a universal speed, memory, or quality advantage over the other options.
For questions about your own documents
AnythingLLM is the option in this comparison specifically recommended for document Q&A. Treat that as a workflow fit, not a guarantee that every document-related operation happens on your device. Before adding sensitive files, identify where extraction, embedding, and inference occur, as well as whether any tools send content to a cloud provider.
Document Q&A usually has several stages: accepting a file, extracting text, splitting it into passages, creating embeddings, retrieving relevant passages, and sending a prompt plus retrieved context to a model. Any one of those stages can be local or remote. A local chat model does not make a cloud embedding service local, and a local embedding step does not make a cloud chat endpoint private.
How do I tell whether prompts and documents stay local?
Follow the data through the entire workflow rather than judging by the name or location of the interface. For Open WebUI, the selected provider endpoint determines where inference happens: a cloud model means the prompt and included context go to that provider. Separately configured cloud tools, document extraction, or embedding services may also process information remotely.

- Identify the inference endpoint. Check which provider and model are selected. A local interface connected to a cloud model does not make that inference local.
- Check the context being sent. Consider what your prompt includes—such as excerpts from a document—because the included context travels with the request to a cloud model.
- Map document processing. If the workflow extracts text from files or creates embeddings, find out whether those operations use local components or a remote service.
- Inspect connected tools and APIs. A tool or compatible API connection may route data to a provider outside your computer. Review the actual provider configuration rather than assuming all connections are local.
- Recheck after changing settings. Switching providers, enabling a tool, or adding a document feature can change where data is processed. Verify the complete configuration you will use, especially before sharing sensitive material.
These checks describe data routing, not a security audit. Local inference can keep a prompt on your device for that step, but it does not by itself establish how a machine is secured, what other software can access the files, or how every component handles data.

A practical data-flow inventory
Write down every component that touches content: the browser or desktop client, the interface server, the inference runtime, the model files, an extraction library, an embedding model or API, retrieval storage, external tools, and the final provider. Mark each component as local, cloud-hosted, or unknown. An “unknown” entry is a reason to inspect configuration and documentation before using confidential data, not a reason to assume local handling.
Also distinguish metadata from message content. A service may claim that locally processed prompts are not collected while still describing limited device or usage metadata. Read the applicable policy and determine whether your use includes cloud-hosted models, telemetry settings, crash reporting, or account features.
What does Ollama say about privacy?
Ollama’s privacy policy, last updated in March 2026, says prompts and responses processed locally are not collected or transmitted by Ollama. The policy’s wording is, “Your data stays on your machine.” That is the company’s statement about its local processing—not an independent audit—and the policy distinguishes local use from cloud-hosted models. It also notes collection of limited device and usage metadata.
So, treat “local” as a claim about a particular processing path, not as a blanket promise that no information leaves your computer. If you use a cloud-hosted model or another remote component, assess that provider and service separately. The policy does not turn a third-party integration into an Ollama-local operation, and it does not certify the security of the computer where the runtime is installed.
What hardware do I need to run a model locally?
The tools and documentation covered here do not establish validated RAM, GPU, storage, or performance recommendations. Local inference runs downloaded models on your hardware, but the computer requirements depend on the exact model and runtime. Check the requirements published for the model and the software version you plan to run; do not assume one generic hardware specification applies to every local setup.
Before purchasing a computer, identify the model file size, context length, quantization or format, operating system, and runtime support documented for that specific combination. Then verify available memory, storage, and any accelerator support against those requirements. A generic computer is a plausible enabling purchase for local inference, but no particular PC, RAM level, GPU, storage capacity, price, or performance result is established here.
Also distinguish the computer’s ability to run a model from the model’s behavior. Hardware affects what you can run and how it performs; it does not establish that a model has a particular refusal policy or safety profile. Buying a faster machine cannot, by itself, make a model more permissive or safer.
What are the setup and maintenance trade-offs?
A desktop application can shorten the path from download to first chat. A runtime such as Ollama or llama.cpp can be easier to integrate with scripts, servers, and other interfaces, but requires more deliberate configuration. Open WebUI adds a shared interface and provider management layer, which can simplify switching endpoints while making the overall data path more complex. AnythingLLM adds a document-oriented workflow with additional extraction and retrieval components.

Ideal for gaming, video editing, and multitasking, it provides expansive and crisp multi-display support.
Every additional layer creates another setting to review and another release to track. Keep an inventory of model names and versions, runtime versions, API endpoints, embedding choices, and enabled tools. Recheck that inventory after upgrades. A provider default, newly enabled connector, or changed model selection can alter routing even when users continue opening the same interface.
For a personal setup, the main maintenance tasks are downloading models, preserving configuration, updating software, and deciding whether optional cloud features are acceptable. For a team, add access control, storage location, backup, logging, update testing, and a documented process for handling sensitive files. None of the cited tools’ descriptions supplies a universal deployment recipe, so those controls must be evaluated for the exact installation.
What should teams know about Open WebUI licensing?
Open WebUI’s license documentation describes a branding clause introduced with v0.6.6 in April 2025 and says its threshold applies to deployments of 50 or more users in aggregate. The documentation also describes exceptions for smaller internal deployments. This is a licensing condition, not a usage limit or a measure of performance.
If you are deploying Open WebUI for a team or organization, check the license for the exact version and deployment arrangement before rollout. Do not infer the terms for one version from an older installation or from the application’s local-versus-cloud settings. Record the release you install, the number and type of users covered by the deployment, and any exception on which your interpretation depends. If the deployment approaches the 50-user threshold, obtain a current reading of the project’s license text rather than relying on an old summary.

How should you choose among these alternatives?
Match the software to the problem, then verify both the data path and the terms that apply to your deployment. A practical decision sequence is:
- Choose the task. For desktop model discovery and local chat, consider LM Studio or Jan; for a local runtime, consider Ollama or llama.cpp; for document Q&A, consider AnythingLLM; for one interface connecting providers, consider Open WebUI.
- Choose the endpoint deliberately. Decide whether each task should use a local model or a cloud provider. Do not treat the interface as evidence of where inference occurs.
- Trace supporting services. Identify any cloud tools, extraction, embedding, or API connections that will handle prompts or document content.
- Check requirements and terms. Verify the exact model and runtime requirements, the software license for your version, and any deployment conditions relevant to your use.
- Evaluate the model separately. If refusal behavior or safeguards are central to your decision, review the specific model’s current documentation and license. The software distinctions here do not answer that question.
- Test with non-sensitive material first. Confirm endpoint selection, document retrieval, logging, and tool behavior using sample files before introducing confidential content.
- Document the final configuration. Save the provider, model, runtime, embedding service, extraction path, and license version so another administrator can reproduce or audit the setup.
The right alternative is therefore the one that fits your setup and gives you a data path you can understand—not necessarily the one described with the broadest privacy or “unrestricted” label.
Common pitfalls when moving to local AI
- Assuming a local interface means local inference. Open WebUI and similar interfaces can connect to cloud providers. Always inspect the selected endpoint.
- Forgetting retrieved context. A document excerpt added to a prompt is part of the request sent to a cloud model.
- Ignoring embeddings and extraction. These supporting steps may use separate services and can process more of a document than the final prompt shows.
- Equating local hosting with unrestricted behavior. The runtime does not determine a model’s refusal policy.
- Using generic hardware rules. Requirements vary by model, format, context, and runtime; consult current documentation for the exact combination.
- Relying on an old license summary. Open WebUI’s branding clause is version-specific, with v0.6.6 and later documentation identifying a 50-user aggregate threshold and exceptions.
- Treating a vendor privacy statement as an audit. Ollama’s March 2026 policy is a company statement and distinguishes local processing from cloud-hosted use.
What this comparison does not establish
The cited documentation does not rank these tools by answer quality, latency, safety, refusal frequency, or hardware efficiency. It also does not provide a universal cost comparison, a validated computer specification, or verified affiliate and partner availability. Any such decision requires current, model-specific testing and a review of the exact software and service terms.
That limitation is useful rather than frustrating: it keeps the decision criteria clear. Select the workflow, trace every endpoint, verify requirements and licenses, and then evaluate the particular model for the behavior you care about.

Frequently Asked Questions
Does Ollama’s privacy policy mean my data has been independently verified as private?
No. The statement is Ollama’s own policy, not an independent audit. Ollama’s wording is: “Your data stays on your machine.” It applies to content processed locally, not automatically to cloud-hosted models or other services in a connected workflow. The policy, last updated in March 2026, also distinguishes limited device and usage metadata.

Can Open WebUI keep every prompt local?
Only when the selected inference endpoint and all supporting services are local. Open WebUI can connect to cloud models, and configured tools, extraction services, or embedding providers can process data remotely. Check the provider, model, context, tools, and document pipeline together.
If I use a local model, does that make it unrestricted?
No. Local hosting describes where inference runs. It does not establish a model’s refusal behavior, safeguards, or safety profile. Those questions require documentation and testing for the exact model version.
Is AnythingLLM completely on-device for document Q&A?
The cited description identifies AnythingLLM as a document Q&A option but does not guarantee that every stage is local. Check file extraction, chunking, embeddings, retrieval, inference, and any connected APIs before adding sensitive documents.

Both are local-model routes, but Ollama is presented as a runner with desktop and command-line options, a model library, and an OpenAI-compatible API. llama.cpp is the more technical inference-engine route associated with GGUF inference and a compatible API. The sources do not establish a universal quality or speed winner.
Should I choose LM Studio or Jan for a desktop setup?
Both are listed as standalone desktop choices. LM Studio is described as a polished app for discovering, downloading, and running local models; Jan is listed as an Apache 2.0 alternative. Compare current model support, operating-system requirements, and version terms for your needs rather than assuming one performs better.
How much RAM or GPU memory do I need for local AI?
There is no single validated figure established for these tools. Requirements depend on the model, file format, context, runtime, and operating system. Consult current requirements for the exact combination instead of relying on a generic hardware rule.
Does Open WebUI’s 50-user licensing threshold apply to every installation?
The license documentation describes the branding requirement for deployments of 50 or more users in aggregate and notes exceptions for smaller internal deployments. Because the clause is version-specific and was introduced with v0.6.6, check the terms for the release and deployment you intend to use.
Will buying a more powerful computer remove model safety restrictions?
No. Hardware can affect which model you can run and how it performs. It does not determine the model’s refusal policy or safeguards.
Do local AI tools have a standard price or cost advantage?
No universal price comparison is established here. Local inference uses your hardware, while cloud connections may have provider-specific charges or terms. Evaluate hardware, electricity, storage, software licensing, and any cloud service separately for the workflow you choose.
What should I test before loading confidential files?
Use non-sensitive sample prompts and documents to verify the selected endpoint, the context sent, extraction and embedding locations, tool connections, logging, and model behavior. Record the final configuration and recheck it after updates or provider changes.
The Bottom Line
Ollama, llama.cpp, LM Studio, Jan, AnythingLLM, and Open WebUI are alternatives for different local-AI workflows, not interchangeable proofs of “unrestricted” behavior. Choose by task, verify the exact endpoint and every supporting service, check model-specific hardware requirements, and review version-specific licenses. Local processing can improve control over where content is handled, but only a complete, documented data path tells you how private a workflow really is.
