Yes. A team can review code without making a conventional pull request the merge gate. The main alternatives are pair programming or an in-person review during implementation, a Gerrit-style pending-change workflow, and trunk-based development with a deliberately designed post-commit review process. Each changes the timing, location, and record of review; none removes the need for clear ownership, useful feedback, automated checks, and an escalation path. Stacked pull or merge requests help split dependent work into smaller review units, but they are still request-based review rather than an alternative to requests. Choose by asking when review must happen, whether it must block integration, how history is retained, and how your team works asynchronously.

What are the practical alternatives to pull requests?

There are four distinct patterns, and they solve different problems:

  • Pair programming or in-person review: a qualified reviewer participates while the code is written, so feedback is integrated before the session ends.
  • Gerrit-style pending changes: a change is uploaded to a central review system, discussed, checked, and approved before submission. It replaces the usual pull-request interface, not code review itself.
  • Custom post-commit review: work lands in a shared trunk under team rules, then reviewers inspect the committed change and record or escalate findings.
  • Stacked pull or merge requests: dependent work is divided into several small requests. This improves review granularity but remains a pull/merge-request workflow.

Official guidance describes these as workflow options, not as proven universal improvements in speed, security, defect rates, or productivity. The right choice depends on review timing, integration risk, repository controls, and whether your team can collaborate synchronously.

For context, a pull request bundles a proposed change with its diff, commits, discussion, reviews, and automated checks. GitHub describes that collaboration model in its pull request documentation. The bundle is convenient, but the review activity can be moved to another time or system.

Can you do code review without pull requests?

Yes, provided “without pull requests” means removing the pull-request gate, not removing review. Pairing moves review into implementation; Gerrit moves it into a pending-change system; post-commit review moves it after integration. In every case, the team must intentionally preserve reviewer responsibility, traceability, required checks, and a way to stop or correct unsafe changes.

Pull-request gate versus code review

A pull-request gate usually blocks a branch from merging until designated reviewers and checks succeed. An alternative may allow code to reach the shared trunk earlier, or may use a different review object, but it still needs an answer to the same questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Who is accountable for examining the change?
  • What evidence shows that review occurred?
  • Which tests, security checks, and policy checks are mandatory?
  • How are unresolved findings, regressions, and ownership disputes escalated?
  • Can the team reconstruct what changed, who reviewed it, and what decisions were made?

If you cannot answer those questions, you have removed a control rather than selected an alternative workflow.

How does pair programming work as a review alternative?

Pair programming makes review part of the coding session: one person drives while another examines the design, implementation, tests, and risks in real time. Google’s engineering-practice guidance treats a qualified pair-programming partner as a reviewer; see its code review guidance.

What the pair should review

Agree on the scope before coding. The reviewing partner should challenge the interface, data flow, failure handling, authorization boundaries, observability, test coverage, and maintainability—not merely spot syntax errors. The driver explains decisions as they are made, and the reviewer asks for a change immediately when the reasoning or implementation is unclear.

How to run a productive session

  1. State the change and risk. Write a short objective, affected components, expected behavior, and known hazards before sharing the editor.
  2. Define roles. The driver edits; the reviewer watches the design and implementation. Swap roles at a planned interval or at a meaningful boundary such as a completed function or test.
  3. Use the normal checks. Run unit tests, linters, type checks, security scanners, and relevant integration tests during the session rather than treating verbal approval as sufficient.
  4. Record the outcome. Attach the reviewed commit or change identifier to a durable note naming both participants, the scope, unresolved follow-ups, and checks that ran.
  5. Escalate disagreements. If the pair cannot resolve a design or policy question, involve the code owner or architecture authority before the change is considered reviewed.

When pairing fits

Pairing is useful for unfamiliar code, risky migrations, incident fixes, onboarding, and changes where rapid feedback is more valuable than a long asynchronous queue. It also exposes assumptions that may be difficult to communicate in a comment thread.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What pairing does not solve

Pairing requires two people to be available at the same time and requires the partner to be qualified for the risk involved. A conversation can miss evidence that an independent reviewer would notice, and a verbal “looks good” is difficult to audit unless the team records the scope, participants, decisions, and test results. Do not claim that pairing is inherently faster, safer, or better; the official guidance establishes it as a valid review practice, not an outcome guarantee.

How do in-person design or code reviews differ from pair programming?

An in-person review examines a change face to face, usually after the author has prepared it but before integration. It is less continuous than pairing, yet still avoids a pull-request merge gate and can resolve complex design questions quickly.

Use a review packet

Give reviewers a concise packet: the change identifier, problem statement, diagrams or screenshots where useful, tests run, deployment and rollback notes, and explicit questions. Walk through the diff in a shared environment, then capture decisions and action items in the repository or team knowledge system.

Keep approval independent when risk demands it

For security-sensitive, regulated, or high-impact changes, require a reviewer who did not author the code. The meeting can replace the request interface, but it should not eliminate separation of duties. Store attendance, scope, decisions, and evidence of checks so a later investigator does not have to rely on memory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Remote teams

A remote review can use a shared editor or screen session, with the same preparation and recording rules. Schedule across time zones, send the review packet in advance, and leave asynchronous notes for anyone who cannot attend. If the process depends on a live meeting and the meeting is canceled, define a fallback rather than silently merging unreviewed work.

What is a Gerrit-style pending-change workflow?

Gerrit’s documented model sends a commit to a central review system as a pending change. Reviewers comment on that change, automated checks report against it, and the change is submitted only after the configured approvals and conditions are met. The review object, comments, and change history remain connected in Gerrit’s interface; see How Gerrit Works.

Typical flow

  1. Create a local commit that represents a coherent change.
  2. Upload the commit to the review system as a pending change rather than opening a pull request on the repository host.
  3. Assign reviewers or let ownership rules select them.
  4. Run automated tests and policy checks against the pending change.
  5. Respond to comments by uploading a revised patch or commit revision while preserving the discussion history.
  6. Submit the approved change to the target branch, or abandon it with the review record retained.

What changes compared with a pull request

The central object is a change or patch set rather than a branch-to-branch request. Review history is organized around revisions of that change, and submission permissions can be enforced centrally. This can suit teams that want a focused review queue and strict ownership rules while keeping the repository’s integration path separate from the review conversation.

Costs and prerequisites

Gerrit is still formal review tooling. The team must operate or consume the service, configure project permissions, teach contributors its terminology, and integrate build and test systems. Migration also requires deciding how existing branch protections, status checks, identities, and audit exports map to the new workflow. Do not describe it as “no tooling”; it is a different review platform.

How can a team use post-commit review with trunk-based development?

In a post-commit model, short-lived work is integrated into a shared trunk, then a defined process reviews the resulting commit or change. AWS describes trunk-based development with short-lived branches and notes that review can occur through pair programming or a custom post-commit process in its DevOps guidance. That is documented guidance, not proof that every team should merge before review.

Design the process before changing the gate

  1. Define eligible changes. Specify whether post-commit review is allowed for all work or only low-risk, reversible changes. Keep a pre-integration review requirement for high-risk changes if that is your policy.
  2. Make commits small and attributable. Require a clear author, purpose, issue or incident reference, and machine-readable change identifier.
  3. Trigger review automatically. Notify the owning team when a commit lands, place it in a review queue, and set a due time appropriate to the risk. AWS does not prescribe one universal implementation, so these mechanics are your team’s responsibility.
  4. Run checks on the integrated state. Test the trunk after the commit and report failures against the exact revision. A green result before integration is not evidence that the combined trunk is healthy.
  5. Record findings and outcomes. Link comments to file and line where possible, mark findings as accepted, fixed, deferred, or escalated, and retain the reviewer identity and timestamp.
  6. Provide a fast correction path. Define who can revert, disable a feature, quarantine a change, or stop a deployment when review finds a serious issue.

Benefits and trade-offs

Post-commit review can reduce the number of long-lived branches and lets teams inspect code in the context of the shared trunk. The trade-off is that an issue may reach an integrated branch before a reviewer sees it. Strong automated checks, small reversible changes, rapid notification, and a practiced revert path become more important. No supplied source establishes a universal speed or quality advantage.

Are stacked pull or merge requests an alternative to pull requests?

No. Stacking improves a request-based workflow by splitting dependent work into a sequence of smaller pull or merge requests. The lower layer is reviewed and merged first, then the next layer is updated or merged; the requests remain the review and integration interface.

How stacking works

Suppose a feature needs a database schema, a service change, and a user interface. Create one branch and request for the schema, a second branch based on it for the service, and a third based on the service for the interface. Reviewers can focus on each logical layer instead of one large diff, while the author continues work on later layers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

GitHub’s documentation says stacked items merge bottom-up and that the branches must be in the same repository; details are in About stacked pull requests. GitLab documents stacked merge requests as introduced in version 19.1 and a same-author requirement introduced in version 19.2; those are product-history statements and should be rechecked against the current edition in GitLab’s stacked merge request documentation.

When to choose stacks

Use stacks when dependent work is too large or too coupled for one review, but the team still wants asynchronous request discussions, required checks, and branch protection. Plan for branch maintenance: rebasing or retargeting a lower layer can change every dependent diff, and merge order must be visible to reviewers.

Which workflow should your team choose?

Compare the options against the constraints that matter to your team rather than assuming one is universally superior.

Approach Where review happens Does review block integration? History and comments Dependencies and parallel work Main trade-off
Pair programming or in-person review During coding or a face-to-face session Usually yes in practice, because approval occurs before the change is considered complete; the exact gate is team-defined Must be recorded separately unless your tooling captures the session Works well for shared context; synchronous scheduling limits parallel availability Needs a suitably qualified partner at the same time
Gerrit pending changes Central pending-change system Yes, through configured approvals and submission rules Change revisions, comments, and decisions remain attached to the review object Supports patch revisions; repository and permission integration require configuration Still formal tooling, with a learning and administration cost
Custom post-commit review After a commit reaches the shared trunk No, unless a separate policy blocks deployment or later changes Team must build or configure the queue, records, and escalation path Trunk-based integration reduces branch dependency, but findings arrive after integration Requires rapid detection, accountability, and rollback discipline
Stacked pull or merge requests Several dependent request units Yes, through the host’s request and branch rules Request discussions and checks remain available Designed for dependent layers; merge order and branch maintenance matter Still request-based and host capabilities vary

Ask these decision questions

  • How early must feedback arrive? Choose pairing or a pre-submission pending-change review when mistakes must be caught before integration.
  • Can the trunk accept a temporary defect? If not, a post-commit process without a deployment gate is risky; retain a pre-integration control for those changes.
  • How much asynchronous work is required? Distributed teams may prefer a durable pending-change record or request discussion, while pairing requires scheduling.
  • How complex are dependencies? Stacks help expose layers; trunk-based work reduces branch divergence; neither removes the need to order dependent changes.
  • What must auditors reconstruct? If approval identity, timestamps, checks, and immutable history are mandatory, select or build a system that exports those records.

What controls must be preserved when removing a pull-request gate?

Write the controls down before changing the workflow. A pull request often supplies them implicitly through branch protection and review settings; an alternative must supply them explicitly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Ownership: maintain a current map from component to responsible reviewers, with a substitute for absences.
  • Approval rules: define the number and type of reviewers, independence requirements, and cases that need security, privacy, or operations approval.
  • Automated checks: run tests, static analysis, dependency checks, policy checks, and build verification at the point that matters—before submission, on the integrated trunk, or both.
  • Audit history: retain the exact revision, author, reviewers, comments, decisions, check results, and timestamps.
  • Escalation: specify who resolves deadlocks, policy violations, and findings that remain open beyond the review window.
  • Rollback: make reverting, disabling, or isolating a change a documented operation, and test it before relying on post-commit review.
  • Access control: limit who can submit, override checks, alter ownership, or mark a finding resolved.
  • Scope limits: classify changes that may use a lighter path and changes that always require a formal pre-integration review.

How should you pilot an alternative safely?

Start with a bounded service or team and a reversible policy. The pilot should test whether people can follow the workflow and whether records are complete; it should not be framed as proof of a universal performance gain.

  1. Baseline the current process. Document where review occurs, which checks are mandatory, how approvals are recorded, and how incidents trigger rollback.
  2. Select a narrow change class. Pick low-blast-radius, well-tested work for post-commit review, or choose a team willing to pair on a defined category of changes.
  3. Publish a written runbook. Include roles, review deadlines, required evidence, notification rules, escalation contacts, and recovery commands or procedures.
  4. Instrument the records. Confirm that every pilot change has an identifier, reviewer, checks, decision, and disposition for findings.
  5. Run a failure drill. Simulate a missed review, a failing trunk check, an unauthorized change, and a rollback. Fix the process before expanding it.
  6. Review qualitative evidence. Ask reviewers and authors where context was lost, which checks were hard to find, and whether ownership was clear. Do not convert anecdotal impressions into unsupported claims about speed or defect reduction.
  7. Set a rollback criterion. Return to the previous gate if audit records are incomplete, reviews routinely miss their deadline, or the team cannot restore a faulty change promptly.

What common mistakes make pull-request alternatives fail?

Confusing fewer requests with less review

Deleting a request form does not delete the need for a reviewer, evidence, or accountability. If a team cannot identify who examined a change and what they checked, the process is incomplete.

Making post-commit review a silent approval

A notification that nobody owns is not a review queue. Assign responsibility, define a due time, and make unresolved findings visible to the person who can stop deployment or revert the change.

Relying on pairing for every risk level

Pairing can be excellent for complex work, but a single synchronous partner may not provide the independence required for security, compliance, or separation-of-duty controls. Add a second reviewer or formal approval where policy requires it.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the integrated state

Tests on an isolated branch or pending patch do not prove that the shared trunk remains healthy after integration. Run checks at the integration point and alert the owning team when the result changes.

Leaving history in chat or memory

Chat messages and meeting recollections are difficult to search, export, and relate to a precise revision. Link decisions and findings to the commit, change identifier, or review record.

Assuming host features are identical

Stack support, branch constraints, approval settings, and version behavior differ by repository host and edition. Verify the current documentation and plan availability before making a workflow depend on a specific capability.

Which approach fits common team situations?

A small team working on unfamiliar code

Pair programming or an in-person review can transfer context while the change is made. Record the reviewed revision and checks, and bring in a specialist when the change crosses a security or data boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A large organization with strict ownership rules

A Gerrit-style pending-change workflow can centralize approvals, revisions, and submission permissions. Confirm that identity, ownership, build results, and audit exports meet your organization’s requirements before migration.

A team with many dependent feature layers

Stacked requests can make each layer understandable and let later work proceed while an earlier layer is reviewed. Keep the bottom-up merge order explicit and budget time to maintain dependent branches.

A mature trunk-based team

A custom post-commit process can work when changes are small, automated checks are fast and reliable, and rollback is routine. Keep a pre-integration path for changes whose risk cannot be contained after landing.

What is the bottom line on pull-request alternatives?

Pull requests are one collaboration mechanism, not the definition of code review. Pairing and in-person review move feedback into implementation, Gerrit provides a different formal review interface, and post-commit review changes the point at which review occurs. Stacked requests improve the granularity of pull-based review but do not replace it. Select the workflow that preserves ownership, evidence, checks, and recovery for your team’s risk profile, then pilot it with explicit boundaries rather than assuming any method is automatically faster or safer.

Frequently Asked Questions

Can code be merged without any reviewer at all?

A team can technically permit it, but that is a policy decision to remove review rather than an alternative review workflow. For production code, define at least an owner, automated checks, a change record, and a way to investigate or reverse the result; high-risk changes should retain an independent human review.

How do remote teams make pairing practical across time zones?

Use scheduled overlap for the highest-risk portions, rotate driver and reviewer roles, and record the session’s decisions against a specific revision. When overlap is impossible, split the work into small changes and use an asynchronous pending-change or request record for the parts that cannot be reviewed live.

What should a post-commit review record contain?

Capture the exact commit or revision, author, assigned reviewer, review start and completion times, checks and their results, findings with dispositions, and any escalation or rollback action. Store that record where it can be searched and exported with the repository’s audit data.

How should emergency hotfixes be reviewed?

Define an emergency path in advance: who can authorize the change, which minimum checks must run, how the deployment is monitored, and when an independent follow-up review is due. A later review should examine both the code and the emergency decision, not merely mark the incident closed.
