For most midmarket companies, the right answer is neither “buy everything” nor “build everything.” Buy a mature AI tool when the task is common, speed matters, and the product fits your systems, security and compliance requirements. Build custom capabilities when proprietary data, unique workflows or AI behavior create a defensible advantage and you can fund engineering and long-term operations. A blended architecture is often the practical choice: purchase commodity model or platform capabilities, then build the data, workflow, evaluation and user-experience layers that differentiate your business.
The decision is use-case-specific. A packaged application can still require substantial integration and governance, while a custom system remains dependent on external models, cloud services or specialist components. The sections below show how to decide, budget and preserve an exit path.

What are you actually choosing: buy, build or blend?
“Buy” means adopting a packaged AI application or managed service that already includes much of the model access, interface, workflow and administration. “Build” means your team owns the application and decision logic, data pipelines, evaluation and operating controls; it may still call an external foundation model. “Blend” combines those approaches, using a managed model or application for commodity functions while developing the proprietary layers around it.
| Path | What you own | What you outsource | Best fit |
|---|---|---|---|
| Buy | Configuration, data access decisions, user management and process adoption | Model access, much of the application and the vendor’s release schedule | Common tasks where fast deployment and predictable functionality matter |
| Build | Application, data pipelines, prompts or models, workflow logic, evaluations and controls | Often cloud infrastructure, model APIs or specialist components | Capabilities that materially differentiate the company or require unusual control |
| Blend | Proprietary data connectors, retrieval, orchestration, evaluation, permissions and user experience | Commodity model capability and selected managed infrastructure | Most midmarket programs with both standard and distinctive requirements |
The UK government’s guidance on assessing AI says the choice depends on whether the needs are unique to your organisation, how mature available products are and how well they integrate with existing infrastructure. That is a more useful starting point than asking whether buying or building is inherently superior.

When should a midmarket company buy a packaged AI tool?
Buy when an established product can meet the job with acceptable integration, security and quality, and when reaching users quickly is worth more than owning every technical layer.
The task is common and well understood
Document search, meeting summaries, basic drafting, service-ticket classification and other repeatable tasks usually have mature products. If your process does not contain unusual permissions, exception handling or proprietary decision rules, custom development may add cost without creating an advantage.

Time to value is the primary constraint
A packaged tool can provide a working interface, connectors and administration sooner than an internal project. That matters when a business needs to relieve a known bottleneck, meet a committed launch date or learn how employees will use AI before making a larger investment.
Internal engineering and operations capacity is limited
Buying reduces the amount of model and application infrastructure your team must create. It does not eliminate ownership: someone still has to configure access, validate outputs, manage data, train users, monitor incidents and decide whether updates remain acceptable.
The product fits your environment
Assess connectors, identity management, audit logs, regional processing, retention controls and support for your existing systems. A tool that looks capable in a demonstration can become expensive if every required integration has to be built separately.
You can accept vendor risk
Buying means accepting some exposure to the vendor’s pricing, roadmap, service availability, policy changes and portability limits. Choose this path only after documenting what happens if the supplier changes its model, removes a feature, raises usage charges or cannot process your data under your requirements.

Build when the AI capability is central to competitive differentiation, depends on proprietary data or decision logic, and existing products cannot satisfy workflow, accuracy, privacy or integration requirements. The expected reuse across products or processes must justify a continuing engineering and operating commitment.
AI changes why customers choose you
If the capability improves a product that customers directly compare, lowers a structural cost, or enables a service competitors cannot easily copy, owning the workflow can be strategically important. MIT Sloan’s 2025 summary of MIT CISR research puts the trade-off plainly: “Building a solution gives companies the most control and chance to create real competitive differentiation through customization.”

Your data or rules are genuinely distinctive
Unique service histories, proprietary taxonomies, engineering records, pricing rules or regulated decisions can make a generic tool insufficient. The advantage may come from how data is retrieved and applied rather than from training a new model. A custom system can enforce your definitions, permissions and escalation rules at each step.
Products fail a documented requirement
Build becomes more defensible when testing shows that available tools cannot achieve an acceptable error rate, latency, explainability, privacy boundary or integration pattern. Record the failed scenarios and the cost of workarounds; “we prefer control” is weaker than evidence that a product cannot perform the required job.

You can staff the whole lifecycle
Custom development needs more than a machine-learning specialist. Plan for data engineering, application engineering, evaluation, security, product ownership, user support and ongoing operations. Models, prompts, dependencies and threat patterns change, so the initial launch budget is not the total cost.
Why is a blended architecture often the practical default?
Blending lets a company buy capabilities that are not differentiating while reserving custom investment for the data and workflow that are. Gartner describes this approach as combining foundation-model APIs with custom front ends and integrations; MIT describes “boosting” a vendor model with proprietary data.
Commodity model layer
Use a managed model or platform for language, vision or speech capabilities that would be expensive to reproduce and are not themselves your advantage. Keep model calls behind an internal interface so a change in supplier does not force every application to change.
Proprietary data and retrieval
Build the connectors, indexing, retrieval rules and authorization checks that determine which information a user or automated process may see. This is often where your domain knowledge becomes defensible.

How do buy, build and blend compare on the factors that matter?
Score each candidate use case rather than choosing one strategy for the entire company.
| Decision factor | Buy tends to win when… | Build tends to win when… | Blend tends to win when… |
|---|---|---|---|
| Strategic differentiation | The capability is table stakes | It changes customer choice or structural economics | The model is generic but the surrounding experience is distinctive |
| Workflow specificity | Standard steps and permissions are sufficient | Exceptions, approvals and domain rules are unusual | Core orchestration is unique while individual AI tasks are standard |
| Data advantage or restriction | Data is non-sensitive or acceptable for the supplier to process | Proprietary or regulated data requires controls products cannot provide | Use a managed model with your own governed retrieval and connectors |
| Time to value | An acceptable pilot must be delivered quickly | There is time for data preparation and engineering | Deploy a purchased component while building differentiating layers |
| Operating capacity | Internal AI engineering is limited | A multidisciplinary team can support the lifecycle | Existing engineers can own integration and evaluation while outsourcing model infrastructure |
| Portability requirement | Switching costs are tolerable | Control of prompts, data and workflows is essential | Abstract the model and retain business-specific assets internally |
What belongs in the total cost of ownership?
Compare the full service, not a subscription price against a developer’s salary. EY identifies implementation and operational cost comparison as key factors in this decision.
| Cost category | Questions for a purchased tool | Questions for a custom system |
|---|---|---|
| Usage or licensing | Are seats, transactions, storage, premium features or overages charged? | What are model, cloud, storage and data-transfer charges at expected volume? |
| Implementation | What will connectors, identity, configuration and migration cost? | How much application, data and infrastructure engineering is required? |
| Data preparation | Will documents need cleaning, classification or permission mapping? | Who builds pipelines, indexes, labeling processes and data-quality checks? |
| Evaluation | Can you run repeatable tests when the supplier changes the model? | Who creates test sets, scoring methods and regression checks? |
| Security and compliance | Are audits, regional processing, retention and incident support included? | Who designs controls, conducts assessments and responds to incidents? |
| Monitoring and support | What telemetry and support level are included, and what remains internal? | Who monitors quality, latency, cost, drift and availability around the clock? |
| People and updates | Who manages users, prompts, policy changes and retraining? | Who maintains dependencies, models, infrastructure and on-call coverage? |
| Exit | Can data, prompts, evaluations and workflow definitions be exported? | Can the system move to another model or cloud without a rewrite? |
A purchased tool can therefore have substantial internal costs, while a custom system can still incur external model and infrastructure fees. Finance should model several demand levels and include transition costs if the system is replaced.
How do proprietary data and workflow affect the decision?
Ask whether the data or process creates an advantage that competitors could not reproduce simply by subscribing to the same service. If the answer is no, buying is usually easier to justify. If the answer is yes, concentrate custom investment on protecting and applying that advantage.
- Data exclusivity: Is the information unique to your company, difficult to collect or expensive to clean?
- Permission complexity: Must answers reflect customer, employee, regional or matter-level access rules?
- Decision consequences: Would an incorrect output affect safety, eligibility, pricing, legal rights or revenue?
- Process exceptions: Does the workflow require approvals, evidence capture, escalation or reversibility?
- Reuse: Can the same data and orchestration support several products or departments?
These questions distinguish a genuinely strategic system from a branded interface around a commodity capability.
What security and governance obligations apply to either path?
Security does not transfer to a supplier merely because you bought the software. The UK National Cyber Security Centre says its guidance applies to systems “created from scratch or built on top of tools and services provided by others.” Controls must cover design, development, deployment and operation.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsBefore selecting a tool or architecture
- Classify the data the system will process and identify prohibited transfers.
- Define who may use the system, which sources it may access and what actions require approval.
- Require logging sufficient to investigate prompts, retrieved records, tool calls and outputs.
- Assess the supplier’s sub-processors, retention, regional processing, breach response and change-notification terms.
During operation
- Test representative and adversarial cases, not only polished demonstrations.
- Monitor quality, unsafe behavior, data leakage, latency, cost and access anomalies.
- Review model or prompt changes before broad release and retain a rollback path.
- Give users a clear route to challenge, correct or escalate an output.
Gartner analyst Mary Mesaglio advises that, for all three AI sources, organisations should consider how AI governance will factor into safe management. The governance work is therefore a requirement of the use case, not a reason to assume one sourcing model is automatically safer.
How can you reduce vendor lock-in when buying?
Lock-in is manageable when you preserve the assets that define your business and make switching technically and contractually possible.

- Separate the application from the model: Place model calls behind an internal service with a stable interface.
- Retain your data and evaluation sets: Store source data, permission maps, prompts, test cases and score histories in systems you control.
- Document behavior: Record expected outputs, refusal rules, latency targets and cost assumptions so another supplier can be tested against the same standard.
- Negotiate portability: Ask for machine-readable exports, deletion confirmation, transition assistance and notice before material model or pricing changes.
- Test a fallback: Run a limited secondary provider or non-AI process for critical workflows so an outage does not halt operations.
Portability is more than exporting chat transcripts. If the vendor owns the only copy of your prompts, retrieval configuration, evaluations or workflow definitions, a nominal export may not let you recreate the service.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can you start with a SaaS tool and later build custom capabilities?
Yes, provided the first deployment is treated as a learning and integration phase rather than a permanent architecture. Start with a bounded workflow and preserve the data, decisions and evaluations that will inform a later build.
- Choose a contained use case: Define users, data boundaries, permitted actions and a human fallback.
- Capture a baseline: Measure current processing time, quality, error types, volume and cost before introducing AI.
- Instrument the pilot: Save prompts, retrieved sources, user corrections, approvals and outcome labels in exportable formats.
- Identify the differentiating layer: Determine whether value comes from data, orchestration, domain rules or the vendor’s generic capability.
- Build an abstraction: Keep identity, retrieval, policy checks and application logic under your control, even if the first model is supplied.
- Reassess with evidence: Move more components in-house only when the measured benefit, risk or portability need justifies the additional operating burden.
This approach avoids both premature custom engineering and a pilot that leaves no usable assets if the supplier becomes unsuitable.
What team is required for custom development?
A realistic plan assigns ownership for every stage from data preparation through incident response.
- Product owner: Sets the business outcome, prioritizes use cases and approves trade-offs.
- Domain experts: Define correct behavior, exceptions and review criteria.
- Data engineers: Build ingestion, quality checks, indexing and permission-aware retrieval.
- Application engineers: Integrate models, tools, identity, workflow and user interfaces.
- Evaluation specialists: Create test sets, scoring methods and regression tests.
- Security and privacy professionals: Threat-model the system and verify controls.
- Operations and support: Monitor availability, quality, cost and incidents, then coordinate updates.
One person may cover several roles in a smaller company, but the responsibilities cannot disappear. If no team can own them, a packaged product or a narrower blended scope is safer.
How should you run a pilot and make a go/no-go decision?
A pilot should answer a business question, not merely demonstrate that a model can produce plausible text.
- Define the decision: State what will change if the pilot succeeds, such as reducing manual review or improving response consistency.
- Set acceptance thresholds: Specify quality, safety, latency, cost and human-review requirements before looking at results.
- Use representative cases: Include routine, rare, ambiguous and adversarial examples, with domain experts checking outcomes.
- Measure the complete service: Count integration work, data preparation, review time, incidents and support—not only model response quality.
- Assess portability: Confirm that prompts, data, evaluations and workflow definitions can be retained or exported.
- Choose the smallest sustainable scope: Expand only when the operating owner, governance process and funding are clear.
A successful pilot that cannot be monitored, secured or supported is not production-ready.
Which real-world situations favor each path?
Buy: routine internal assistance
An organisation needs summarisation and drafting across standard documents, has modest workflow variation and can keep sensitive material within approved controls. A mature tool may deliver value faster than an internal application, provided users understand that generated text still requires review.
Best Value
Build: proprietary decision support
A company’s service depends on a private corpus, specialised rules and traceable recommendations that competitors cannot obtain. Custom retrieval, permissions, evaluations and approval flows may justify a dedicated system, even if the underlying model is managed externally.
Blend: domain-specific customer service
A company can buy language generation but build its knowledge connectors, account-level authorization, escalation workflow, quality tests and customer interface. This concentrates engineering on the experience and data that customers actually value.

What does current market evidence suggest?
Survey figures show why organisations are pursuing both approaches, but they do not determine the right answer for a particular company.
- 91%: On an EY survey page accessed in 2026 (the page does not show a publication date), senior leaders at organisations investing in AI said in-house AI-built software development is critical to reducing dependence on external providers.
- 76%: The same EY page reports that senior leaders said traditional software no longer meets their organisation’s specific needs.
- 39% / 30% / 30%: In IDC’s 2024 survey of 330 European public-sector respondents, conducted in March 2024, respondents reported sourcing generative AI through SaaS or prebuilt applications (39%), PaaS for custom applications (30%) and PaaS or IaaS for custom model development (30%). These percentages describe that surveyed public-sector sample, not all midmarket businesses.
- 100 million-plus users: The U.S. Government Accountability Office stated in 2024 that commercial developers release new models multiple times per year and that those releases attract more than 100 million users worldwide. This is a global model-use figure, not a measure of midmarket adoption.
What should leadership decide before approving an AI program?
- Which specific workflow is being improved, and what measurable business outcome is expected?
- Is the capability a source of differentiation or a standard utility?
- What proprietary, regulated or permission-sensitive data is involved?
- Which requirements do existing products fail, and what evidence supports that conclusion?
- Who owns integration, evaluation, security, user support and incident response?
- What is the full cost at expected and high-demand volumes, including exit costs?
- Can the company export and reuse data, prompts, evaluations and workflow definitions?
- What human review, approval and rollback mechanisms are required?
- What would make the company change from buy to blend or from blend to build?
The strongest midmarket decision is usually staged: buy where the task is ordinary, build where proprietary data and workflow create durable value, and design the interfaces and governance that let those choices coexist.
Frequently Asked Questions
Do we need to train our own AI model for a custom system?
No. Custom development can focus on your data connectors, retrieval, permissions, workflow and evaluation while using a managed foundation model. Training or fine-tuning a model is only one possible component, not the definition of a custom capability.
What contract terms help preserve an exit from an AI vendor?
Request machine-readable exports of data, prompts, configurations, evaluation results and logs, plus clear deletion procedures. Also seek advance notice of material model, policy or pricing changes and practical transition assistance at termination.
How should finance compare an AI subscription with an internal build?
Compare the complete service over its expected life: licensing or usage, integration, data preparation, evaluation, security, monitoring, staffing, support and replacement costs. Model more than one demand level because usage-based charges and review work can grow faster than headcount assumptions.
Who should approve AI output in a high-impact workflow?
The accountable business owner should define when human approval is mandatory and what evidence the reviewer must see. Security, privacy and domain specialists should set controls for sensitive data, while operations teams maintain the escalation and incident process.
