AI safety is the broader field; AI alignment is one important part of it. Safety asks how to understand, prevent, and reduce unacceptable harms from AI across development and deployment. Alignment asks whether a system’s objectives and behavior track the goals, values, rules, or instructions it was meant to follow. An aligned system can still be unsafe because of misuse, security failures, biased impacts, or a harmful deployment context; a safety program therefore has to address more than alignment.
The boundary is not defined by one universally accepted glossary. The UK AI Safety Institute calls its wording a “working definition,” and the 2026 Singapore Consensus says its terminology is specific to that report. The distinction below states the reference point for each claim instead of treating either term as settled everywhere.

What is AI safety?
The UK AI Safety Institute’s working definition is “the understanding, prevention, and mitigation of harms from AI.” It covers deliberate and accidental harms, including physical, psychological, social, and economic effects. In that view, safety is about the whole AI system and its real-world use, not only whether a model followed its training objective.
That broad scope can include a model’s capabilities, the software and tools around it, operators, access controls, and the institutions that decide where it is deployed. A safety assessment might therefore ask questions such as:

- Could people use the system to cause physical, cyber, financial, or other deliberate harm?
- What accidental errors or failures could affect health, livelihoods, privacy, or public institutions?
- Do safeguards and cybersecurity controls work under realistic pressure, including attempts to bypass them?
- Could the system’s behavior create discriminatory, psychological, democratic, or other societal harms?
- Does the system show tendencies that could make human intervention difficult?
OpenAI presents one organizational framing in which safety failures fall into human misuse, misaligned AI, and societal disruption. That grouping is useful for illustrating the breadth of the field, but it is not a universal taxonomy. Other programs draw the boundaries differently.
What is AI alignment?
Alignment concerns whether an AI system’s goals and behavior correspond to what it was intended to do. Stanford HAI summarizes the idea as making an AI system’s goals and behavior match what people actually want: their values, rules, and intentions. The reference point in that sentence is people’s intended outcome, not merely the literal wording of a prompt.

For general-purpose AI, the UK government’s international scientific report frames the challenge in terms of acting in accordance with developers’ goals and interests. The Singapore Consensus glossary defines alignment as creating or modifying AI to meet intended behavior, goals, and values, while warning that its terminology is report-specific. These formulations overlap but are not identical: “people,” “developers,” institutions, users, and affected stakeholders can imply different targets.
Alignment is also more demanding than producing a preferred answer during a test. The international scientific report notes that positively reinforced outputs do not guarantee that a system has the desired reasons for producing them or that its behavior will remain self-consistent. Stanford HAI similarly warns that literal instruction-following can produce harmful results when a situation differs from the examples or wording the system encountered.
In practical terms, alignment work tries to make the system’s behavior reliably reflect the intended objective, including in unfamiliar circumstances, rather than merely optimizing a narrow training signal.
How are AI safety and alignment different?
The clearest distinction is scope. Alignment examines whether the system is pointed toward the intended objective. Safety examines whether the system and its deployment avoid unacceptable harm, including harm that does not result from a mismatch between the model’s objective and its operator’s intention.

| Primary question | Are the system’s goals and behavior consistent with the intended goals, values, rules, or instructions? | What harms could arise, and how can they be understood, prevented, or mitigated? |
| Reference point | A stated target such as user intent, developer goals, human values, or institutional rules. The choice must be made explicit. | People and society exposed to the system’s effects, including users, bystanders, institutions, and other affected groups. |
| Level of analysis | Often the model’s objectives, decisions, reasoning tendencies, and behavior under changed conditions. | The model, surrounding safeguards, operators, infrastructure, deployment setting, and broader social effects. |
| Typical interventions | Training from feedback, objective design, robustness work, interpretability, controllability, and tests for goal or behavior mismatch. | Capability and risk evaluations, monitoring, cybersecurity, access controls, incident response, governance, and mitigations combined with alignment work. |
| What can go wrong without the other | A system may follow its assigned objective while that objective, access pattern, or environment still creates harm. | A safety program may reduce observed incidents while leaving uncertainty about whether the system will pursue the intended objective in a new situation. |
These are comparison axes synthesized from the definitions and research programs cited by the UK AI Safety Institute, Stanford HAI, OpenAI, and the 2025 ACM Computing Surveys survey. They are an explanatory framework, not a formal industry standard.
Is alignment part of AI safety?
Usually, yes: alignment is commonly treated as one safety concern among several. A misaligned system can pursue an unintended objective, deceive an operator, or resist intervention, creating safety risks. But safety also has to address harms caused by people deliberately misusing a capable system, vulnerabilities in its software or infrastructure, poor safeguards, biased or discriminatory effects, and consequences that emerge from deployment at scale.

Calling alignment a subset of safety does not mean every researcher uses the terms that way. Some papers use “AI safety” narrowly for catastrophic or frontier-model risks; others use it for reliability and harm prevention across ordinary products. When reading a claim, check whether the author means model-goal alignment, technical robustness, or the wider socio-technical safety program.
Why do definitions of alignment disagree?
Alignment has an unavoidable reference-point problem: aligned with whom, and with which objective? A personal assistant might be aligned with a user’s request, a company’s policy, a developer’s safety constraints, or a legal requirement. Those instructions can conflict. A system that follows a user’s literal command may violate a higher-priority rule; a system that follows a developer’s policy may frustrate the user; a system that satisfies a short-term metric may undermine the organization’s longer-term purpose.

- Human values, rules, and intentions: Stanford HAI’s framing emphasizes what people actually want and the danger of treating literal instructions as sufficient.
- Developer goals and interests: The international scientific report uses this reference point when discussing alignment for general-purpose systems.
- Intended behavior, goals, and values: The Singapore Consensus uses this broad formulation for its own report and explicitly notes that authors do not always use equivalent terminology.
None of these formulations automatically resolves conflicts among users, developers, institutions, and wider stakeholders. A responsible specification should identify whose goals count, how conflicts are ordered, and what happens when the system cannot determine the intended outcome.
What kinds of harm belong to safety but not necessarily alignment?
A system can be accurately pursuing its specified objective and still be unsafe in its context. Consider these cases:
Deliberate misuse
An operator may use a capable model for fraud, harassment, cyberattacks, or other harmful activity. The model could be following the operator’s instructions exactly; the safety failure is inadequate misuse prevention, access control, or monitoring rather than a mismatch with that operator’s immediate goal.
Security compromise
An attacker who steals credentials, tampers with a model, or poisons its data can cause harm even if the original system was aligned with its developer’s objective. Security engineering, authentication, isolation, and incident response are safety measures that do not reduce to goal alignment.
Societal and distributional effects
A system can satisfy its optimization target while producing discriminatory outcomes, damaging democratic processes, or imposing psychological or economic costs on people who were not part of the design decision. Deciding which impacts are unacceptable and how to remedy them is a safety and governance question.

Ordinary reliability failures
A correctly specified assistant can still hallucinate, misunderstand context, fail unpredictably after an update, or act on stale information. Testing, monitoring, human review, and fallback procedures address these risks even when no competing objective is evident.
What does alignment research involve?
The 2025 survey “AI Alignment: A Contemporary Survey” in ACM Computing Surveys organizes alignment research around four broad directions:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteLearning from feedback
Systems can be trained from human or other feedback to prefer outputs judged better according to a chosen objective. The hard questions are whose feedback is collected, how inconsistent judgments are handled, and whether the learned signal captures the intended goal rather than a convenient proxy.
Learning under distribution shift
A model may encounter users, environments, or tasks unlike its training examples. Alignment research examines whether the intended behavior persists when conditions change, including adversarial or unusual inputs.
Assurance
Assurance work seeks evidence that a system will remain within acceptable behavioral bounds. It includes methods for inspecting internal or external behavior, finding failure modes, and increasing confidence without claiming that a finite test proves universal safety.
Governance
Governance research addresses who sets objectives, how responsibilities are assigned, which evaluations are required, and how organizations respond when evidence changes. It recognizes that technical behavior cannot settle every conflict over values or acceptable risk.
The survey groups desired objectives as robustness, interpretability, controllability, and ethicality. Those objectives and research directions do not map one-to-one: a technique may support several objectives, and one objective may require several techniques.
- Robustness concerns maintaining intended behavior despite perturbations, unfamiliar inputs, or attempts to manipulate the system.
- Interpretability concerns obtaining useful understanding of why a system produced a behavior, while recognizing that explanations can be incomplete.
- Controllability concerns the ability of authorized people or systems to direct, constrain, pause, or stop the AI.
- Ethicality concerns whether behavior respects the relevant values, rules, and moral constraints specified for the application.
How is AI safety evaluated in practice?
The UK AI Safety Institute’s evaluation remit provides a practical checklist. It treats evaluations as evidence about particular capabilities and safeguards, not as a universal pass/fail certificate.

- Test misuse-relevant capabilities. Establish whether the system can perform tasks that could materially enable harmful activity, and under what access and tool conditions.
- Assess societal harms. Examine psychological effects, democratic risks, bias, and discrimination, including impacts on people who do not directly use the system.
- Measure safeguards and cybersecurity. Test whether refusals, filters, monitoring, isolation, and other controls work, how they fail, and how easily they can be bypassed.
- Probe loss-of-control tendencies. Look for behavior such as deceiving operators, autonomous replication, or resisting intervention. These are warning signs to investigate, not proof that a system will cause a particular outcome.
- Monitor after deployment. Reassess when the model, tools, users, threat environment, or operating scale changes. A pre-release evaluation cannot establish that future conditions will remain the same.
Alignment-focused tests fit inside this process when they examine whether behavior tracks the intended objective, especially under distribution shift or conflicting instructions. Safety evaluation adds the surrounding misuse, security, societal, and governance questions.

The International AI Safety Report’s 2026 publication page describes its report as the second annual review of research on general-purpose AI capabilities and risks. It was published on 3 February 2026. The page says Yoshua Bengio led the report, more than 100 AI experts authored it, and more than 30 countries and international organisations backed it. Those figures describe that report’s authorship and support; they are not a vote establishing one official definition of safety or alignment.
The report is useful for placing alignment questions in a wider risk discussion: general-purpose systems can create risks through their capabilities, their deployment, and the difficulty of keeping their behavior within intended bounds. It should be read alongside evaluations and governance decisions for the specific system under consideration.
Can an AI be aligned but unsafe?
Yes. Suppose a model faithfully follows a developer’s objective to maximize engagement. If that objective encourages manipulative or psychologically harmful interactions, the model may be aligned with the stated target while the target itself is unsafe. Likewise, a model may follow a user’s instructions accurately while enabling fraud, exposing private data, or operating in an insecure environment. Alignment evidence does not replace misuse controls, security testing, impact assessment, or human accountability.
Can an AI be safe without being aligned?
Only in a limited, operational sense. A system with a narrow capability, strong access restrictions, human approval, and effective monitoring might present low observed risk even when its internal objective is poorly understood. That arrangement can reduce exposure, but it does not demonstrate that the system will pursue the intended goal in unfamiliar conditions. As capability, autonomy, access, or deployment scale increases, uncertainty about alignment becomes a larger safety concern.
Who decides what “aligned” means?
The answer depends on the application. A specification may combine user intent, developer objectives, organizational policies, law, and protections for affected people. Because these sources can conflict, the system should have an explicit priority order, escalation path, and refusal or handoff behavior. Treating one stakeholder’s preference as “human values” without identifying whose values were used hides a substantive governance decision.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Is alignment only a problem for advanced or general-purpose AI?
No, although the stakes and technical difficulty increase with capability and autonomy. A recommendation model can be misaligned with a stated fairness objective; an automated workflow can optimize a metric while violating a business rule; and a conversational system can interpret a literal request in a harmful way. General-purpose and highly autonomous systems attract special attention because they operate across more contexts, can use tools, and may be harder to evaluate exhaustively.
What should a team document before deploying an AI system?
A useful record separates alignment assumptions from broader safety controls:
Best Value
- The intended users, affected non-users, and decision owner.
- The goals, values, rules, and legal or policy constraints the system is expected to follow.
- How conflicting instructions are prioritized and when the system must ask for clarification or defer to a human.
- Known capabilities that could enable misuse, and the access, rate, tool, and identity controls applied to them.
- Evaluation results, test conditions, unresolved failure modes, and the date or version to which the evidence applies.
- Monitoring signals, incident thresholds, rollback or shutdown authority, and a process for updating the assessment after changes.
This documentation makes it possible to tell whether a later failure reflects a goal mismatch, a reliability problem, a security breach, misuse, or a wider societal impact. Different causes call for different remedies.
What is the shortest accurate way to remember the distinction?
Alignment asks, “Is the AI pursuing the intended objective?” Safety asks, “What harms could this AI and its use cause, and how will we prevent or mitigate them?” Alignment is therefore commonly included in safety, but neither term should be used as a substitute for the other. Always state the reference point for alignment and the scope of harm included in safety.

Are AI safety and AI alignment synonyms?
No. Alignment concerns correspondence between a system’s behavior or goals and an intended target. Safety covers that concern plus misuse, security, reliability, societal effects, and other harms. Some organizations use narrower definitions, so the author’s scope matters.
Does passing an alignment test prove that an AI system is safe?
No. A test samples particular behaviors under particular conditions. Safety also requires evidence about misuse, cybersecurity, safeguards, affected groups, deployment context, and behavior after updates or changing threats.
Why can literal instruction-following be dangerous?
A literal instruction may omit context, conflict with a higher-priority rule, or produce a harmful result in a novel situation. Alignment aims at the intended outcome, not merely the surface wording.
What is the difference between a safety safeguard and an alignment technique?
An alignment technique changes or evaluates how the system pursues its intended objective. A safety safeguard limits exposure or reduces harm around the system, for example through access controls, monitoring, human approval, or incident response. A single control can serve both roles.
Is there one official international definition?
No. The UK AI Safety Institute describes its wording as a working definition, and the 2026 Singapore Consensus says its glossary is specific to that report. Definitions should be read with their stated reference point and scope.
What should an evaluator do when the intended goal is ambiguous?
Identify the relevant stakeholders, document the competing goals or values, establish an instruction priority order, and test whether the system asks for clarification or defers rather than guessing in a high-impact case.
