AI Infrastructure Spending: How to Tell Real Demand From an Investment Bubble

AI infrastructure spending reflects real demand—but that does not mean every data centre, chip order or power project will earn an adequate return. To tell durable demand from bubble dynamics, look past announcements and compare revenue-generating capacity, customer commitments, utilization and cash economics with capital spending, financing costs and physical constraints. The International Energy Agency’s 2026 figures show large and rising investment alongside sharply rising electricity use; Gartner’s forecasts point to fast growth in AI infrastructure. Those figures establish the scale of investment and expected demand, not whether the resulting assets will be profitable.

Is AI infrastructure spending real demand or a bubble?

It is both possible for demand to be real and for some investment to be excessive. Companies are spending on capacity, electricity use is projected to rise, and cloud orders indicate customers are seeking compute. But dollars spent, megawatts announced and orders booked are not the same as workloads delivered, cash collected or returns earned.

The useful question is not whether AI is “a bubble” in the abstract. It is whether a particular project—or the market’s total capacity—can convert investment into sustained, profitable use. A sound assessment separates evidence into three stages: capital committed, capacity operating and economic returns realized. Evidence at an earlier stage is less conclusive than evidence at a later one.

What counts as AI infrastructure?

For this analysis, AI infrastructure includes data-centre buildings and power systems, servers and accelerators, memory and networking, and the cloud capacity used to run AI workloads. Spending may be owned directly by a technology company, funded through a lease or carried by an independent data-centre developer. The entity paying for a facility is not always the one operating it or ultimately responsible for filling it.

That distinction matters when reading a headline capex figure. A large capital budget says that a company is building or buying assets; it does not tell you how much of the spend is already producing revenue, how much is for other technology uses, or whether customers will use the eventual capacity at profitable prices.

What numbers show that demand is growing?

The strongest market-level signals in the available figures are investment, projected electricity consumption and forecast cloud-infrastructure spending. Each measures a different part of the picture, and each has limits.

Measure Reported or forecast figure What it indicates—and what it does not
Capital expenditure by five large technology companies More than $400 billion in 2025; expected to rise another 75% in 2026, according to the International Energy Agency (IEA), 2026. Shows the scale of investment and expected acceleration. It is not a measure of revenue, utilization or return on that investment.
Hyperscaler capital expenditure More than $700 billion expected in 2026, according to the IEA, 2026. Signals a very large planned buildout. It remains a forecast, rather than a tally of completed projects or profitable workloads.
Data-centre electricity consumption Projected to increase from 485 TWh in 2025 to 950 TWh in 2030, according to the IEA, 2026. Provides a physical indicator of expected data-centre activity, but does not reveal which workloads use the power or whether operators earn a return.
AI-optimized infrastructure-as-a-service (IaaS) Gartner projected $42 billion in spending in 2026, up 96%, and $66 billion in 2027. Forecasts rapid growth in a specific infrastructure category. It is not the same as total AI spending or realized supplier profit.
Total AI spending Gartner forecast $2.52 trillion in 2026, including $401 billion of additional AI-infrastructure spending. Shows the broader forecast and infrastructure’s role within it. A forecast does not establish that organizations can scale deployments with predictable returns.

These figures should not be combined as if they describe one identical market. They cover different measures and, in some cases, different scopes. The IEA also noted in 2026 that capital expenditure by five technology companies had become larger than global investment in oil and natural-gas production. That comparison conveys the magnitude of the buildout; it does not say whether the AI investments are better or worse than energy investments.

Forecasts are best treated as expectations to test, not outcomes already achieved. If a forecast depends on companies adopting AI at scale, the underlying question is whether customers will repeatedly pay for workloads that generate measurable value. Gartner’s John-David Lovelock put the enterprise constraint plainly in 2026: “The improved predictability of ROI must occur before AI can truly be scaled up by the enterprise.”

How can I tell whether a data-centre project has real demand behind it?

Trace each project from proposed capacity to paying workload. A campus announcement or a power reservation is evidence of intent; operating capacity with committed customers, sustained use and collected revenue is much stronger evidence.

1. Separate operating capacity from announcements

Ask how much capacity is live and revenue-generating today, rather than how many megawatts are planned across announced campuses or memoranda of understanding. A pipeline can include sites that still need grid connections, equipment, permits or construction. The IEA warned in 2026 that not all projects in data-centre pipelines will come to fruition and that the buildout is sensitive to market sentiment and expected returns.

For each project, record the stage reached: announced, financed, under construction, connected to power, equipped, available to customers or actively serving workloads. Do not count all stages as equivalent supply. Likewise, distinguish capacity that can run now from capacity that may be available only after unresolved dependencies are addressed.

2. Read the contract, not just the headline order

Find out whether demand is covered by binding customer commitments, whether customers pay reservation fees, and what conditions allow them to cancel or delay. An order book or reservation can make future demand more credible, but it still needs to convert into deployed workloads, billed usage and collections. Ask who the customer is, how concentrated revenue would be, and whether the commitment covers the full period needed to recover the investment.

Internal forecasts are weaker evidence than customer commitments because they express an operator’s expectation rather than an external buyer’s obligation. Commitments also vary in quality: a contract that depends on a project reaching a specified power or delivery date is not equivalent to a customer already consuming capacity.

3. Check utilization against installed capacity

Compare accelerator utilization, rack occupancy and power draw with the capacity that is installed and available. If a facility is built but much of its equipment sits idle, the capital spend is real while evidence of customer demand is weak. Utilization should be interpreted against the project’s stage and technical readiness: low use during commissioning is different from persistently low use after the operator says the facility is ready.

Where possible, seek a time series rather than a single snapshot. A temporary dip, a ramping facility and a sustained shortfall have different meanings. Also ask whether the reported utilization measure covers the whole installed fleet or only a selected subset; a narrow metric can obscure idle capacity elsewhere.

4. Follow the revenue through to cash returns

Revenue growth alone is not enough. Compare customer revenue and gross margin with depreciation, financing costs, maintenance and energy costs. A workload can generate sales while consuming so much power, requiring so much capital or carrying such a high financing burden that it fails to produce attractive cash returns.

Ask whether revenue is recurring and whether margins hold as customers expand usage. Then examine free cash flow and the cash needed to maintain or replace equipment. A project’s economics depend on more than the first year of sales: the investment must support the costs of operating the facility and serving customers over the asset’s useful life. If the business case works only with very high utilization, premium pricing or unusually long equipment life, those assumptions deserve explicit scrutiny.

5. Map who funds the asset and who carries the risk

Identify the owner, operator, lender, customer and any party guaranteeing a purchase or lease. Check whether debt repayment depends on optimistic assumptions about utilization, pricing or the asset’s residual value at the end of its financing term. If a lender or investor assumes that specialized equipment will retain high resale value, a decline in demand or a change in technology could weaken that protection.

Also look for circular exposure among chip vendors, cloud providers and AI companies—for example, arrangements in which one participant’s financing or purchasing commitment supports another participant’s apparent demand. Such links do not automatically mean the activity is artificial, but they make it important to identify who ultimately pays from external customer revenue. A chain of commitments can amplify reported demand without demonstrating that end customers will support the entire chain at sustainable prices.

Do power and component shortages prove demand is strong?

They show that the buildout faces real physical limits, but they do not prove that every proposed project has a viable customer or business case. Constraints can validate demand for scarce resources while also delaying deployment or leaving capital tied up in incomplete capacity.

The IEA identified grid connections, transformers, advanced chips and high-bandwidth memory as constraints in 2026, and said high-bandwidth-memory shortages may persist through at least 2027. Those shortages can support pricing for available capacity. They can also prevent a funded campus from operating on schedule if it cannot secure the power connection or components needed to equip it.

Stress-test the project against delays in grid interconnection, transformers, memory, chips, permitting and cooling. Ask which dependencies are secured, which are merely expected, and whether the project can earn returns if one arrives late. A bottleneck is a schedule and cost risk as well as a demand signal; it should not be treated as proof that a project will be profitable once completed.

What does an AI cloud order book tell you?

An order book can provide more direct evidence of customer interest than a public announcement, but it is not the same as current revenue. In a company-specific example reported by Axios in 2026, AWS CFO John Felton said AWS had nearly $500 billion in orders as of Q2 and quarterly revenue of $42.2 billion, up 36.7% year over year.

Read those numbers as an example of one provider’s reported backlog and revenue growth—not as proof that the whole market has equivalent demand. For any provider, ask how orders are defined, how much remains to be delivered, how long delivery takes, and whether customers can cancel or defer. The gap between orders and quarterly revenue may represent a substantial future opportunity, but conversion depends on the provider delivering capacity and customers taking it up.

Compare backlog growth with revenue growth, utilization and investment over time. If orders rise but delivery repeatedly slips, the business may have genuine customer interest and still face an execution problem. If capacity and power use rise without comparable customer revenue, investigate whether supply is arriving ahead of demand or whether the economics are changing.

Are hyperscalers overbuilding AI capacity?

The aggregate spending and capacity forecasts establish that the buildout is exceptionally large; they do not establish that all hyperscalers are overbuilding, or that they are not. That judgment requires project- and company-level information on customer commitments, utilization, power availability, financing, margins and cash generation.

Compare like with like: use the same geography, forecast date and time horizon, and distinguish owned campuses from leased capacity and independent data-centre development. A company that owns a campus may carry construction and equipment costs directly; a company leasing cloud capacity may face a different mix of fixed commitments and usage costs; an independent developer may depend on tenant commitments and financing terms. Headline capex alone cannot reveal which structure has the stronger economics.

For each case, examine:

  • Contracted demand: who has committed to buy, for how long and subject to what conditions?
  • Utilization and customer concentration: how much capacity is used, and how dependent is the project on a small number of buyers?
  • Power availability: is the facility connected and able to draw the planned electricity?
  • Capital intensity and asset life: what is the project’s capex per megawatt, and what depreciation life is assumed?
  • Financing structure: who carries debt or lease obligations, and what assumptions support repayment?
  • Returns: are revenue growth and gross margin translating into free cash flow after operating and capital costs?

Without consistent answers to those questions, a ranking based on announced megawatts or annual capex risks confusing project size with project quality.

What would make the investment look more like a bubble?

Concern rises when investment repeatedly outruns verified customer demand and operators rely on optimistic assumptions to bridge the gap. No single warning sign proves a bubble; a cluster of weak conversion, low utilization and fragile financing is more informative than a large capex number by itself.

  • Announcements and planned megawatts grow much faster than live capacity or delivered customer workloads.
  • Orders are concentrated in nonbinding forecasts, are difficult to convert into revenue, or are supported by financing links among the same few participants.
  • Installed accelerators, racks or power capacity remain underused after a facility is ready.
  • Revenue rises, but gross margin or free cash flow does not keep pace once energy, maintenance, depreciation and financing are included.
  • The financing case assumes high residual values or rapid customer take-up, with little room for delays, lower prices or weaker demand.
  • Projects depend on power, components or permits that are not secured, while returns assume delivery on the original schedule.

The reverse signals improve confidence but do not eliminate risk: customers are paying under durable commitments, capacity is operating at sustained utilization, and cash returns remain sound after all major costs. For a market-wide view, check whether those conditions hold across a broad range of operators and customers rather than relying on one unusually strong example.

How should investors or technology watchers monitor the market?

Use a repeatable scorecard and update it as projects move from plans to operations. Keep forecasts separate from reported results, label company-reported figures as such, and compare measurements that cover the same period and business scope.

  1. Set the denominator. Define whether you are assessing one facility, one company, a region or the entire market. Separate AI infrastructure from broader data-centre or technology spending where the figures allow it.
  2. Track conversion. For announced capacity, record what becomes financed, built, powered, equipped and available for workloads. For orders, follow what turns into revenue and cash receipts.
  3. Track use. Compare utilization and power draw with installed capacity over time, noting whether the assets were ready for use during the period measured.
  4. Test economics. Set customer revenue and gross margin against energy, maintenance, depreciation, financing and ongoing capital requirements. Identify assumptions that must hold for positive cash returns.
  5. Stress the schedule and funding. Model delays to grid connection and components, and test whether financing still works if utilization or pricing is lower than expected.
  6. Reassess the conclusion. Treat forecasts as hypotheses. Upgrade confidence when operational evidence and cash economics improve; lower it when planned capacity, weak utilization and financing risk diverge.

The conclusion may differ by project and by time horizon. In the near term, power and component constraints can support pricing while limiting how much capacity is actually deployable. Over a longer horizon, the central test is whether repeatable enterprise AI workflows deliver enough value for customers to keep paying. The IEA’s infrastructure projections and Gartner’s spending forecasts show why the market merits attention; they do not settle that return question.

Frequently Asked Questions

Why can a data-centre announcement include megawatts that are not usable yet?

A planned site may still need a grid connection, transformers, permits, cooling systems or computing equipment before it can serve workloads. Announced power capacity is therefore not automatically the same as connected, equipped capacity that customers can use.

What does circular financing mean in the AI infrastructure market?

It describes arrangements where participants’ investments, purchases or financing commitments support one another, making demand look stronger than the independent end-customer revenue alone would indicate. The relevant check is who ultimately pays for the services and whether that payer has a sustainable economic reason to keep doing so.

Can rising data-centre electricity use prove that AI infrastructure is profitable?

No. Electricity consumption indicates physical activity or expected activity, but by itself it does not show which customers are using the power, what they pay, or whether revenue covers operating and capital costs.
