AI Harness Activation: How to Prove “Installed” Really Means Running

An installed AI harness is only present; it is not proven operational. Installation tells you that files or a binary exist. Activation requires a discoverable executable, a running process, valid identity and permissions, a reachable model or agent endpoint, a completed tool-backed turn, and evidence recorded in history or telemetry. A version string checks only the first link in that chain. This guide shows how to verify every link safely, diagnose “installed but not active” failures, and retain proof that an agent actually completed work.

What is an AI harness, and what does “active” mean?

An AI harness is the runtime layer that turns a language model into an agent capable of performing work. Microsoft Agent Framework documentation calls it “the runtime scaffolding that turns a language model into an agent that can perform work.” Cloudflare describes the boundary more operationally: “A harness is the loop that makes an agent behave like an agent instead of a single model call.”

That loop normally constructs a prompt, loads relevant memory, chooses and invokes tools, handles tool results, streams output, persists messages, and decides whether to continue or stop. A fuller harness can also compact context, maintain todo state and modes, expose files and memory, request approvals, emit OpenTelemetry, search the web, load skills, delegate background work, execute shell commands, and stop under bounded evaluators. Microsoft’s architecture places the chat client, chat pipeline, agent, context providers, middleware and decorators, and application UX inside this composition.

“Active” therefore means more than “the package is installed.” An active harness is accepting work in the intended environment and can complete at least one controlled turn through its model or agent endpoint. The turn should produce a tool invocation and result when tools are part of the design, while the runtime records enough history or telemetry to audit what happened.

Why does a harness say installed but not active?

The status describes different layers of a system. An installer can place a binary on disk even when no daemon is running, the current shell cannot find the binary, a user is not authenticated, a policy blocks agent startup, or a sandbox cannot reach a process outside its execution boundary.

Think of installation as a presence assertion and activation as a chain of proofs:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Presence: the expected executable can be discovered and reports a version.
  • Process: the daemon or harness has started in the environment where work will run.
  • Identity and permissions: the caller is signed in, authorized, and allowed to perform the requested action.
  • Endpoint reachability: the model client, agent CLI, machine, or local service can be contacted.
  • Behavior: a small reversible task completes through the harness loop.
  • Evidence: messages, service-call history, logs, or telemetry are retained.

A failure at any later layer can coexist with a successful installer result. Reinstalling addresses only the first layer and can obscure the real fault.

What commands prove each stage of activation?

Use commands in order, stopping at the first failed proof. Exact names vary by implementation, but the following sequence reflects the checks documented by common harness tools.

Proof Example check What success establishes What it does not establish
Presence harness --version The shell can resolve the executable and it can answer a version request. That a service is running, authenticated, reachable, or able to use tools.
Process harness start The documented startup path has been invoked in the intended environment. That startup succeeded, stayed alive, or can reach a model endpoint.
Identity harness whoami The current account or session can be identified. That policy permits every operation the agent may attempt.
Target discovery harness machines Configured machines or execution targets can be enumerated. That every listed target is online or authorized for this task.
Agent availability harness list Supported agent CLIs or integrations visible to the harness can be inspected. That a listed agent is healthy, compatible, or connected to its model.

Run the checks from the same shell, container, user account, and sandbox that will execute real work. A command that succeeds on a developer laptop does not prove that a CI runner or isolated worker can use the same endpoint.

How do I verify an AI harness step by step?

Perform this procedure with a non-production project and a reversible action. It tests the runtime loop without risking a deployment or irreversible file change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm discovery. Run harness --version (or the implementation’s documented discovery command). Record the binary path, version, and environment. If the shell returns “command not found,” inspect PATH and the documented installation location before doing anything else.
  2. Start the runtime. In the intended environment, run harness start or the documented daemon command. Keep the process attached long enough to observe startup output, or verify its service status using the implementation’s own status mechanism. A version response by itself cannot prove that a listener is accepting work.
  3. Check identity. Run harness whoami when available. Confirm that the account, workspace, and tenant are the ones intended for the test. Complete the documented sign-in flow if the command reports an anonymous or expired session.
  4. Check policy. Review whether this identity may start harnesses or delegate to other agents. Some systems expose a setting controlling whether agents may start other agents. A valid login can still be blocked by that policy.
  5. Inspect targets and protocols. Use harness machines to discover execution targets and harness list to inspect available agent CLIs. Determine whether each integration uses stdio or HTTP. A comparator may disable an agent when it is not detected as installed, even if a similarly named binary exists elsewhere on the machine.
  6. Test endpoint reachability. From the same runtime boundary, check that the model client, agent CLI, or local machine is reachable. Distinguish a process that is alive outside a sandbox from an endpoint the sandbox is actually permitted to contact.
  7. Submit a bounded task. Ask the agent to perform a harmless operation such as listing a temporary directory, reading a fixture file, or writing a disposable marker. Set a short timeout and restrict the working directory. The task should require the harness to select a tool, invoke it, receive a result, and decide whether the turn is complete.
  8. Verify the result. Check the tool invocation, returned data, final response, and exit status. A fluent answer that never invoked the expected tool is not proof of the tool-enabled loop.
  9. Retain evidence. Save the message record, per-service-call history, relevant logs, and OpenTelemetry trace or span identifiers when available. Include the timestamp, environment, identity, target, protocol, and harness version so another operator can reproduce the check.

How should harness implementations be compared?

Compare capabilities at the runtime boundary, not just installation speed or model quality. Two products can expose the same model while differing substantially in what they can prove, control, and recover.

Comparison axis Questions to ask Why it matters to activation
Model and client integration Which model clients are supported, and where are credentials resolved? A present harness is useless if its configured client cannot authenticate or reach the endpoint.
Tool invocation and loop control How are tools selected, results returned, and continue/stop decisions bounded? This is the behavioral proof that distinguishes an agent turn from a single model call.
Memory and history Are messages and per-service-call records persisted, and can context be compacted? Persistence makes a successful turn auditable and helps diagnose partial failures.
Approvals and permissions Which actions require approval, and can policy prevent agent-to-agent startup? Identity alone does not establish authorization for every operation.
Observability Are logs and OpenTelemetry emitted with useful correlation data? Telemetry lets operators prove where a request stopped instead of guessing.
Endpoint protocol Does the integration use stdio, HTTP, or both, and how is health detected? Protocol mismatch or a blocked port can make an installed agent unusable.
Background delegation Can work be delegated, and are child-agent permissions explicit? Delegation expands the failure surface and must be visible in policy and traces.
Shell and file access What directories and commands are exposed, and how are they sandboxed? A safe smoke test depends on predictable, limited capabilities.
Failure diagnostics Does the tool distinguish missing binaries, stopped daemons, unreachable machines, and denied actions? Specific states prevent unnecessary reinstalls and shorten recovery.

Microsoft’s framework documentation presents these functions as configurable harness capabilities, while Cloudflare separates harness behavior from the underlying runtime infrastructure. That distinction is useful: a healthy infrastructure process does not guarantee that the agent loop is configured correctly, and a correctly configured loop cannot overcome an unreachable runtime.

What should I do when the command is not found?

“Command not found” is a presence or PATH failure, not evidence that the daemon is broken. Confirm the documented binary name, inspect the current PATH, and compare the shell user and environment with the one used during installation.

Binary absent

If the executable is not present in any documented location, install the supported package for that environment and repeat the version check. Avoid copying a binary from another machine without confirming its runtime dependencies and protocol compatibility.

Binary outside PATH

If the file exists but the shell cannot resolve it, expose its directory through the environment used by the harness or call it by its documented path. Re-run the check from the worker, container, or service account that will execute the agent; a PATH fix in an interactive shell may not reach a service.

What does “Harness is not running here” mean?

This message usually means installation completed but no harness process is accepting work in the current environment. Run the documented start command there, then verify that it remains alive and that the client is pointed at the same environment.

Do not assume a process started on the host is visible inside a container or sandbox. If the client runs in an isolated boundary, the daemon may need to run inside that boundary or be exposed through an explicitly permitted endpoint.

Why can a sandbox not reach a daemon that is running?

A daemon can be healthy while the caller is blocked by network, namespace, socket, or policy boundaries. First identify where the client and daemon run; then check whether that boundary allows the protocol in use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Harness Kit distinguishes stdio and HTTP integrations. Stdio requires the caller to launch and communicate with the child process correctly, including stream handling. HTTP requires the address, port, route, and authentication to be reachable from the caller’s network namespace. A successful host-level health check does not validate either path from inside a restricted sandbox.

What if the machine or agent is not reachable?

Use the harness’s discovery command, such as harness machines, to determine whether the target exists and is online. If the machine is absent or disconnected, restore its connection or choose an online target before testing the model or tools.

If an agent appears in a directory but a comparator cannot use it, inspect both installation detection and protocol status. Harness Kit reports agents that are detected as installed; an undetected binary, unsupported protocol, or incompatible status can therefore disable comparison without implying that the harness itself is absent.

How do I test a harness without risking a real deployment?

Use a disposable workspace, a read-only or idempotent tool, and a bounded evaluator. The goal is to exercise prompt construction, tool selection, result handling, and completion—not to validate production changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Choose a temporary directory or fixture repository with no deployment credentials.
  • Permit only listing, reading, or creation of a disposable marker file.
  • Set an explicit time limit and maximum number of tool calls.
  • Require the agent to report the tool it used and the result it received.
  • Review the trace or history after completion and delete the temporary artifacts.

A useful smoke test fails loudly when the agent answers from prior context without invoking the required tool. It should also fail when the tool returns an error that the harness hides, when the process exits before persistence, or when no telemetry can be correlated with the turn.

What evidence should be retained after activation?

Keep enough data for an independent operator to distinguish a successful turn from a lucky response. At minimum, retain the harness version, executable path, timestamp, environment identifier, authenticated identity, target machine, protocol, test request, tool call, tool result, final status, and any error output.

Per-service-call history and message persistence show the sequence of model and tool interactions. OpenTelemetry adds a cross-service view when the model client, tool runner, and harness emit correlated spans. Store identifiers rather than sensitive prompt or file contents when privacy policy requires minimization, but preserve the metadata needed to reconstruct where execution stopped.

Evidence also gives you a baseline for upgrades. Re-run the same reversible test after changing the harness version, model client, permissions, endpoint, or sandbox policy. A green installer check after an upgrade is not equivalent to a green behavioral check.

What is the practical activation checklist?

Mark an installation active only when every applicable item below is true:

  • The executable is discoverable from the real execution environment.
  • The reported version is recorded.
  • The harness or daemon is running and remains available.
  • The caller’s identity is known and its permissions are sufficient.
  • The configured model, agent, and machine endpoints are reachable.
  • The protocol—stdio or HTTP—matches the integration.
  • A harmless task invokes at least one expected tool and receives a result.
  • The final status is successful, not merely a generated explanation.
  • Messages, service-call history, logs, or telemetry provide an auditable record.

If any box is unchecked, report the harness as installed but unproven rather than active. Classify the failed layer first; reinstall only when the evidence points to a missing or corrupted executable.

Frequently Asked Questions

Can I automate an AI harness activation check in CI?

Yes. Create an ephemeral workspace and run the same bounded, tool-backed smoke test on every image or configuration change. Fail the job when discovery, authentication, endpoint reachability, expected tool invocation, or telemetry correlation is missing, and publish only sanitized evidence artifacts.

Which account should start a harness in production?

Use a dedicated service identity with the minimum permissions needed for the declared tools and workspace. Keep interactive administrator credentials separate so a successful login cannot silently grant the agent unrelated access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I tell whether a timeout is a model problem or a harness problem?

Compare the trace timeline: a request that never reaches the model endpoint indicates connectivity or authentication, while a model response followed by no tool-result span points to loop, protocol, or tool-runner handling. Repeating the same fixture with a tool disabled can isolate model latency from harness orchestration.

Do activation checks need to run after every prompt change?

Run the full check after changes to tools, permissions, endpoint configuration, runtime images, or harness versions. For prompt-only edits, a lighter behavioral test may be sufficient, but keep a scheduled full check because credentials, machines, and network policy can change independently.
