In AI work, data labeling often means assigning a target category or value, while data annotation can describe a broader task that adds structure such as text spans, object locations, or attributes. The distinction is useful, but it is not a universal rule: teams and vendors often use the terms interchangeably.

What is the difference between data labeling and data annotation?

A practical way to distinguish them is to ask what information the task adds. A label usually answers a focused question such as “Which category applies?” or “What value should the model predict?” An annotation may include that answer plus more detailed information about the data: where an object appears, which words form an entity, or how a feature relates to another part of the record.

For example, marking an image “contains a bicycle” is a label. Drawing a box around the bicycle and recording its coordinates is a more structured annotation. In a text example, assigning a review the category “negative” is a label; marking the exact words that name a product or express a complaint is span annotation.

This is a convention, not a strict industry standard. Microsoft Learn’s glossary draws a distinction between labels and richer annotations. It describes annotation as adding metadata for context, which can take the form of complex objects or lists rather than a simple one-dimensional value. Oracle documentation similarly describes labels as strings associated with records and annotations as potentially containing additional information, such as bounding-box coordinates. Other sources use the words more broadly: AWS describes labeling tasks that range from yes-or-no classification to pixel-level localization, while the FDA Digital Health and Artificial Intelligence Glossary groups the terms as “labeling or annotation.” IBM also illustrates their overlapping use.

When a team says it is “labeling” data, it may mean simple classification, detailed annotation, or both. Before starting work, define the requested output and schema rather than relying on the name of the task. The schema should clarify not just what the answer is, but how it is encoded: for example, whether a location is a rectangle, a set of pixels, or a sequence of coordinates.

What do both activities do in an AI workflow?

Both attach descriptive information to existing data so it can be used for a downstream task, such as training or evaluating a model. The data being described remains the underlying input; the label or annotation is information added about it. The FDA glossary defines the combined process as attaching descriptive information to data and says that the data itself is unchanged: “Labeling or annotation is the process of attaching descriptive information to data. Data itself is unchanged in the annotation process.” The glossary says this definition is adapted from IMDRF (2022).

In supervised learning, labeled examples provide known targets for a model to learn from. A target might be a category, a value, or a more elaborate structure, depending on what the model is expected to predict. At evaluation time, corresponding annotations can also provide the reference against which a model’s output is checked. For a category-prediction task, that reference could be a known class; for object detection, it could include the location of each object.

That reference is not automatically “ground truth” simply because it has been entered into a dataset. Annotators can interpret instructions differently, overlook details, or make mistakes. The reliability of the resulting examples depends on how the task is defined, how consistently it is performed, and how disagreements are reviewed. A written label can still be ambiguous: “vehicle,” for instance, may not tell annotators whether to include a toy car or a partly obscured vehicle unless the project defines the boundary.

What can be labeled or annotated?

The distinction applies across data types. A label can be a single class or target value; an annotation can be a class, a location, a span, a timestamp, or another structured description. The right level of detail depends on what a model must learn to produce.

Data type Label example Richer annotation example
Image Classify an image as “contains a bicycle.” Draw a bounding box around the bicycle, mark a key point, or identify the pixels belonging to it.
Video Classify a clip by its overall content. Mark an object’s location in frames or track it as it moves through a clip.
Text Classify a message by sentiment or intent. Mark the word spans that identify named entities or other relevant text.
Audio Assign a sound or recording to a category. Transcribe speech or add speaker-related information.
Time series and other records Assign a category or target value to a record or point. Attach structured metadata suited to the task and the data’s organization.

These examples are not mutually exclusive. A single dataset can contain both a broad label and detailed annotations. An image might have an overall scene class as well as boxes for several objects; a text record might have an intent category and entity spans. Similarly, an audio example might include a transcript plus information about who is speaking, if speaker-related information is part of the task.

For video, the distinction between a single-frame location and tracking matters. A box on one frame says where an object is at that moment; tracking adds a consistent identity and location across frames. For image segmentation, the annotation can identify which pixels belong to an object, a finer representation than saying only that the object appears somewhere in the image. These are different levels of detail, not interchangeable deliverables.

How should you choose between a label and a richer annotation?

Start with the model’s intended output, not with the terminology used by a vendor or project plan. If the model only needs to choose among categories, a category label may be enough. If it must locate, distinguish, transcribe, or relate parts of an input, the data needs a more detailed representation.

Use a focused label when the target is a category or value

A classification task may ask whether an image contains a particular object, whether a message expresses a given intent, or which category fits a record. The annotation interface and schema should make the permitted answers clear. If the model’s job is only to predict that target, collecting extra structure may add effort without serving the task. A clear list of allowed responses also helps avoid accidental variations in how categories are entered.

Use structured annotations when the model needs detail

Object detection needs locations, not merely a statement that an object is present. Text extraction or entity recognition may need the exact span of relevant words. Segmentation needs a pixel-level description, while tracking requires an object’s identity and location across video frames. A broad class alone does not encode those details. A transcription task, in turn, requires the spoken words rather than only a category such as “contains speech.”

Check granularity before estimating effort

“Annotate this image” is not a complete specification. The work could mean assigning one image-level class, drawing one or more boxes, marking key points, or outlining regions at pixel level. Each represents a different output and level of detail. Likewise, “label this text” could mean a document-level category or marked spans within the text.

For each field, decide what the annotator must return, what values or structures are allowed, and how uncertainty or missing information is represented. Those decisions make the task understandable to people and usable by downstream systems. It is also useful to state whether multiple answers are allowed, how overlapping objects or spans should be handled, and what to do when the input is unreadable or a category does not fit. Do not ask annotators to guess just to fill a required field; define a way to flag uncertainty or an out-of-scope case.

How to plan a dependable labeling or annotation workflow

  1. Define the model task and output. State what the model should predict or produce, then identify the information each example must contain. Specify whether the output is a single category, a value, a set of text spans, coordinates, pixel regions, timestamps, or a combination.
  2. Write the schema and instructions. List the allowed labels and structures, explain how to use them, and document edge cases. Instructions should resolve likely ambiguity, such as what to do when an item is unclear or when more than one category appears to fit. Include concrete examples of both in-scope and out-of-scope cases when those distinctions could otherwise be interpreted differently.
  3. Choose a suitable annotation interface. The tool must support the required modality and granularity. A simple category task does not need the same controls as drawing boxes, marking text spans, or tracking objects across video frames. Also consider how outputs will be exported or integrated into the next stage of the workflow. A schema is only useful if the stored output preserves the needed structure in a form the downstream system can use.
  4. Train annotators and review early examples. Give workers the task instructions and check a sample of completed work before scaling up. Early review can show whether the directions are being interpreted consistently and whether the schema captures the distinctions the model needs. If annotators repeatedly ask the same question, treat it as a sign that the instructions or category definitions may need revision.
  5. Measure quality and investigate disagreement. Use review practices appropriate to the task. AWS describes approaches including consensus among labelers, audits, and human review. Disagreements are useful signals: they may reveal an annotator error, an unclear instruction, or a category boundary that needs to be clarified. Agreement is informative, but it does not prove that a shared interpretation is correct; the task definition and review process still matter.
  6. Revise the instructions and repeat where needed. Google Cloud recommends guidelines, annotator training, quality controls, and iteration. If review uncovers recurring confusion, update the guidance and apply the clarified rule consistently to new work and, where necessary, earlier examples.
  7. Keep the dataset’s purpose in view. Separate the material needed to train a model from the reference examples used to evaluate it, and make sure the annotations match the intended task. A detailed annotation is not inherently better if the model does not use that detail. The quality process should reflect the consequences of errors and the role the examples play.

Quality control is not a single final check. It can include review as work is produced, audits of completed examples, multiple labelers on selected items to surface disagreement, and correction of errors. AWS describes consensus, auditing, and human review as practices that can be used in labeling workflows. Which combination makes sense depends on whether the task is straightforward classification or a more detailed task where small differences in boundaries or locations matter.

Can labeling be automated?

Yes. Work can be manual, automatic, or hybrid. In a hybrid approach described by AWS, a model is trained on human-labeled examples, assigns labels automatically to cases where it is sufficiently confident, and sends lower-confidence cases to people for review.

This approach can reduce the amount of manual work, but confidence-based routing is not a guarantee that automated labels are correct. The threshold for sending examples to people, the quality of the initial human-labeled examples, and review of the automated results all matter. Automation should be treated as one workflow option, not as a substitute for defining the task and checking quality. A low-confidence queue also needs a clear human-review process; otherwise, the workflow has only moved uncertainty to a different stage.

CNIL’s guidance also recognizes human, semi-automatic, and automatic annotation. Which approach is appropriate depends on the task, the consequences of mistakes, the available review process, and the data involved. A team can also use automation for part of a task while people handle exceptions or details that are difficult to define reliably.

What should you compare when choosing an annotation tool?

There is no single best tool established for every labeling task. Compare the capabilities against the schema and workflow you actually need:

  • Schema and granularity: Can it represent the required categories, spans, coordinates, regions, timestamps, or attributes?
  • Data modalities: Does it support the images, text, audio, video, or other records in the project?
  • Quality controls: Can the workflow support review, audits, consensus, or correction of disagreements?
  • Automation and uncertainty: If model assistance is used, can uncertain cases be routed for human review?
  • Privacy and access: What protections and access controls are appropriate for the data, particularly when it contains personal information?
  • Export and integration: Can the output be used by the model-training and evaluation systems that follow?

AWS documents SageMaker Ground Truth as one example of a service for human-labeling workflows. That is an example, not evidence that one vendor is the right choice for every project. The useful comparison is whether a tool handles the required annotation structures and quality process without creating avoidable privacy or integration problems. A simple classification project and a project requiring boxes, pixel-level regions, or video tracking may have different interface and review needs, so compare tools against representative examples from the actual task.

Why does personal data change the task?

Annotation can expose, organize, or add meaning to information about people. For example, a task may involve identifying speakers in audio or marking personal information in text. Decisions about what annotators can access, what they are asked to record, and how the resulting annotations are handled therefore matter alongside model quality.

CNIL’s “Annotating data” guidance, published January 5, 2026, describes the annotation phase as important both to model performance and to people’s rights: “The data annotation phase is decisive in the development of a quality AI model, both for performance issues and for the respect of people’s rights.” CNIL notes that the English page is a courtesy translation and that the French version prevails if there is an inconsistency. Teams handling personal data should account for the relevant privacy and data-protection requirements in their context, rather than treating annotation as only a technical preprocessing step.

In practical planning, privacy should be considered alongside the schema and tool choice: determine which data annotators need to see, what personal details the task requires them to identify, and how access to the records and annotations will be managed. The applicable requirements depend on the context; the important point is not to assume that labeling is privacy-neutral simply because it does not alter the original record.

Common mistakes to avoid

  • Assuming the terms have fixed meanings. The distinction between a simple label and richer annotation is helpful, but actual product and team usage varies. Specify the deliverable.
  • Using a broad label for a location task. “Object present” does not tell a model where the object is. Choose the structure that matches the desired prediction.
  • Treating annotations as unquestionable truth. Instructions, training, review, and correction are necessary to identify inconsistent or mistaken annotations.
  • Automating without a review path. Model-assisted labeling can route uncertain cases to people, but confidence alone does not establish correctness.
  • Ignoring privacy while designing the workflow. Access and handling safeguards should be considered when the data or annotations relate to identifiable people.
  • Collecting detail that the task does not need. More granular annotation can require more work and more complex review. Include it when it supports the intended model output, not simply because the tool allows it.
  • Leaving edge cases implicit. If a record is unclear, contains multiple categories, or falls outside the label set, annotators need a defined way to handle it. Otherwise, they may make incompatible assumptions that later appear as model or data-quality problems.

How to describe the work clearly

For a project brief, say exactly what is to be added and how it should be represented. For example: “Assign one sentiment category to each review,” “mark the character spans containing named entities,” or “draw a bounding box around every visible vehicle.” These instructions communicate the deliverable more precisely than choosing between the words “labeling” and “annotation.”

Use “labeling” when it naturally describes assigning target categories or values, and “annotation” when emphasizing structured detail or the broader task. If a team or platform uses the terms differently, its schema and instructions—not the label on the workflow—determine what the work means.

Frequently Asked Questions

Are data labeling and data annotation the same thing?

Often, yes in everyday product and team usage. A useful convention is that labeling assigns a target category or value, while annotation can include richer structure such as spans, locations, or attributes. There is no universal boundary, so specify the output and schema.

Is a label the same as ground truth?

Not automatically. A label is an assigned target or description; it can still be mistaken or interpreted inconsistently. Guidelines, annotator training, review, audits, and correction help establish how reliable the dataset is.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can data labeling be automated?

Yes. Work can be manual, automatic, or hybrid. In a hybrid workflow, a model may handle high-confidence cases and send uncertain cases to people, but confidence-based routing does not guarantee correctness and should be paired with quality review.

What is an example of annotation rather than simple labeling?

For an image, “contains a bicycle” is a category label; drawing a bounding box and recording its coordinates adds location detail. In text, a sentiment category is a label, while marking the exact words that form a named entity is a span annotation.

What should I look for in a data annotation tool?

Check that it supports the required data modality and schema granularity, provides suitable review and quality controls, can route uncertain automated results to people when relevant, protects access to sensitive data appropriately, and exports structures in a form downstream systems can use.

The Bottom Line

Bottom line: labeling commonly means assigning a target class or value; annotation may include that target plus structured detail such as text spans, object locations, or speaker information. The terms overlap across the industry, so choose the representation the model needs, define it precisely, and build in quality review—especially when automation or personal data is involved.
