AI data centers are not simply conventional data centers with more servers. They are designed for unusually dense accelerator computing, which can demand more electrical capacity, specialized cooling, and earlier commitments to power and equipment. But there is no reliable universal figure for how much more an AI facility costs: the answer depends on what is counted, where it is built, how much it is used, and how it is financed.

The practical comparison is therefore not a single price multiplier. It is a matched assessment of construction, computing equipment, power, cooling, operating costs, utilization, equipment replacement, and financing—alongside who bears the risks if power, tenants, or technology arrive later or perform worse than expected.

What makes an AI data center different?

A traditional data center provides space, power, cooling, networking, and security for computing workloads such as enterprise applications, storage, and web services. An AI-focused facility provides those same foundations but is designed around large quantities of accelerator-based computing, often organized in dense racks. The International Energy Agency (IEA) uses the term “AI factories” for cutting-edge facilities specifically designed for AI.

The distinction matters because the computers are only one part of the investment. High-density accelerator systems affect how power is delivered through a site, how heat is removed, how equipment is connected, and how quickly a facility can be brought online. The IEA reports that AI server power density rose elevenfold between 2020 and 2025 and projects a further fourfold increase by 2027. It also estimates that peak power demand per advanced server rack could be equivalent to the peak demand of 65 households by 2027. That is a comparison of peak power demand, not annual household electricity use.

These figures describe changes in equipment density and electricity demand, not a cost premium for a particular building. A facility’s actual design depends on its workload, equipment, climate, power supply, cooling approach, and operating plans. “AI data center” also covers a range of facilities, from a site with some AI capacity to a campus purpose-built for large-scale accelerator workloads.

How much more do AI data centers cost?

Current sources do not establish a standardized, like-for-like total-cost premium for AI data centers over conventional facilities. A claim that an AI site costs a fixed multiple more is not meaningful unless the comparison uses the same location, year, capacity boundary, utilization, power price, construction scope, financing assumptions, and equipment life.

One prominent estimate gives a sense of project scale, but not a general premium: Stijn Van Nieuwerburgh’s NBER Working Paper 35865, published in October 2026, estimates that a 1-gigawatt AI campus costs about $41 billion. This is the author’s model estimate for an AI campus, not an industry-wide average and not a matched comparison with a conventional campus. It should not be used to infer a per-megawatt cost for another site without examining the model’s scope and assumptions.

Several widely reported figures are useful context but cannot substitute for a facility budget. The IEA’s 2026 central outlook projects total data center electricity consumption of 485 terawatt-hours (TWh) in 2025 and 950 TWh in 2030, or about 3% of global electricity demand in 2030. It forecasts that AI-focused data center electricity consumption will triple from 2025 to 2030. These are electricity projections for the sector, not AI-only facility costs. Separately, the IEA reports that five large technology companies spent more than $400 billion on capital expenditure in 2025, much of it associated with data center investment, and expected a further 75% increase in 2026. That is company-level capital expenditure, not a standard project budget.

Set the comparison boundary first

A useful comparison states exactly which costs are included. For example, a building-and-equipment estimate is not comparable to an all-in campus estimate that also includes power infrastructure and financing. A clear boundary should address:

  • Site and construction: land, buildings, site preparation, permitting-related work, and construction.
  • IT equipment: servers, accelerators, networking, and storage. State whether this equipment is included or budgeted separately.
  • Electrical and cooling infrastructure: systems inside the site, backup capacity, and any specialized cooling design.
  • Power supply and grid: connection costs, network upgrades, and new generation. Specify whether they are included in the project estimate or borne elsewhere.
  • Operating costs: electricity, water, staffing, maintenance, and other recurring site expenses.
  • Lifecycle and capital costs: equipment replacement, financing charges, expected utilization, and any value assigned to equipment or buildings at the end of the investment period.

Grid investments need special care. Some costs may be assigned to a project through connection charges or tariffs; others may be allocated across electricity customers. The IEA notes that tariff and connection design affects who bears grid-investment risk. A facility cost comparison should not quietly shift shared network or generation costs out of one estimate and into another.

Why utilization changes the answer

Capacity is not the same as productive output. A site can be built for a particular power or IT load but spend time waiting for equipment, grid connections, customers, or workloads. If expensive servers and buildings are underused, their fixed costs are spread over fewer units of computing output. If the site reaches high utilization, the same capital base may support more revenue or useful computing—but that result depends on workload demand, operating efficiency, and pricing.

For this reason, compare expected revenue or useful output per megawatt alongside capital expenditure per megawatt of IT load. A headline budget says little about economics without the expected ramp-up, utilization, energy price, equipment replacement schedule, and financing cost.

How are AI data centers financed?

Data center development can use internal cash flow, corporate bonds, project-level borrowing, equity, joint ventures, long-term leases or capacity agreements, private credit, securitization, and special-purpose entities (SPVs). These structures can provide capital beyond an operator’s immediate cash flow, but they distribute ownership, debt, and risk differently. The IEA said in its 2026 Key Questions on Energy and AI executive summary that data center investments had grown too large to be funded from company balance sheets alone and that capital-market funding would be critical to buildout.

Scale is visible in financing and spending estimates, though the figures measure different things. The Bank for International Settlements (BIS) reported more than $100 billion in gross hyperscaler bond issuance in 2025, much of it with maturities longer than five years. J.P. Morgan estimated hyperscaler capital expenditure at $697 billion in 2026. The latter is an analyst estimate, not an official measured total; neither figure is a total for AI infrastructure funding alone.

Funding structure How it can work Questions that reveal where risk sits
Corporate bonds or corporate borrowing The operator borrows against its broader corporate credit and uses proceeds for development or equipment. Who owes the debt? Is repayment supported by the company as a whole, or by a specific project’s cash flow?
Project debt A site or project borrows against expected project income, assets, or contractual payments. What collateral is available, and what happens if the site is delayed, underused, or loses a tenant?
Joint venture or sponsor equity Multiple investors share ownership and contribute capital, sometimes through an SPV. Who controls the project, who contributes more capital if costs rise, and how are losses divided?
Lease or capacity agreement An operator may lease space or commit to buying capacity over a term rather than owning and funding every asset upfront. Is there a minimum payment even if demand falls? Can the commitment be ended, transferred, or renegotiated?
Private credit or securitization Nonbank lenders or investors provide debt, sometimes against a pool of assets or contracted payments. How concentrated are the borrowers and tenants, when must the debt be refinanced, and who absorbs a shortfall?

What an SPV or lease can—and cannot—change

The BIS describes arrangements in which vehicles own or develop data center assets, borrow from private-credit or institutional investors, and receive equity from sponsor consortia. A hyperscaler may hold a minority stake while also making long-term lease or capacity commitments and providing guarantees. This can shift upfront capital spending into multi-year operating obligations and place some borrowing outside the corporation’s direct balance sheet.

The BIS calls some of these arrangements “shadow borrowing.” That term describes economic obligations and links between borrowers and counterparties; it does not mean every such transaction is improperly reported or that a specific accounting treatment has been established. Moving a project into a separate legal entity does not by itself eliminate an operator’s economic exposure. A long lease, minimum-capacity promise, or guarantee can still create a material commitment.

When evaluating a financing structure, trace the obligations rather than stopping at the name of the borrower. Identify the asset owner, the borrower, any guarantor, the party with a minimum payment or capacity commitment, and who absorbs losses if a tenant withdraws or a project is delayed. Also identify who bears refinancing risk and who owns equipment whose resale or redeployment value may be uncertain.

Where do the main risks arise?

Power availability and grid connections

A large planned load is not the same as a connected, operating load. Connection queues, network upgrades, generation availability, and uncertainty about when a site will reach full demand can delay revenue and alter the timing of electricity use. The IEA highlights uncertainty about both when planned data center loads will connect and how quickly they will ramp as buildings, servers, and workloads come online.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those timing gaps can leave a developer paying for land, equipment, or financing before the site is able to run at its intended scale. New generation or network investment may also be needed. Connection terms, phased connections, collateral, exit fees, minimum-payment commitments, and long-term contracts can allocate some of the risk, but they do not make the underlying power constraint disappear. The relevant question is who pays if the facility is ready before the grid connection, or if the load fails to materialize at the expected pace.

Construction, equipment delivery, and permitting

Large developments depend on coordinated delivery of buildings, electrical and cooling systems, servers, grid connections, and skilled labor. A delay in one part can hold back the rest: a completed building cannot produce computing revenue if it lacks power or equipment, and delivered equipment may not earn its expected return while waiting for a ready site. J.P. Morgan’s U.S.-focused financing overview identifies power availability, permitting, lengthy construction timelines, equipment delivery, and skilled labor as execution considerations.

Schedules and cost estimates should therefore distinguish completed work from planned capacity. Ask which permits and connections are secured, which equipment is ordered or delivered, and what assumptions the budget makes about construction timing. A delay can raise financing costs and defer cash flow even when the final design and demand assumptions remain unchanged.

Demand, revenue, and utilization

AI adoption and profitability remain uncertain, while facilities and equipment require large commitments. The IEA describes AI data centers as major capital investments in a novel technology with uncertain development, uptake, and profitability. If customer demand, workload volumes, or revenue per unit of capacity do not meet expectations, operators may have expensive assets and fixed payments that are difficult to scale down quickly.

Investors should test more than a high-demand case. Examine the consequences of a slower ramp, lower utilization, weaker pricing, or the loss of a major tenant. The value of a planned megawatt depends on its ability to serve workloads that generate sufficient income or operational value—not merely on whether the equipment can be installed.

Technology change and residual value

Accelerators and related systems are specialized equipment, and technology can change faster than the useful life assumed in a financing plan. Older equipment may lose competitiveness or be difficult to redeploy elsewhere. A project that depends on selling, reusing, or refinancing against equipment at a substantial residual value is exposed if buyers, compatible workloads, or resale prices are not there when needed.

Residual value is not just a hardware question. The site’s power connection, cooling systems, and building may be reusable, while some equipment or site features may be specialized. Evaluate those assets separately rather than assuming that all project capital retains the same value.

Financial links and refinancing

Leases, guarantees, SPVs, private credit, and long-term capacity contracts can connect technology companies, infrastructure owners, banks, nonbank lenders, and insurers. The BIS has highlighted these financing links and the possibility that obligations may sit outside a hyperscaler’s direct corporate borrowing. The Bank of England and the Chicago Fed have also examined financial-stability and lending-risk issues associated with data center exposure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a lender or investor, tenant concentration and counterparty dependence matter: a project may rely on one tenant, while its lenders rely on the tenant’s continued payments. If capital markets become less receptive or a loan cannot be refinanced on expected terms, financial pressure can reach parties beyond the site owner. Scrutinize debt maturity, guarantees, tenant contracts, and the project’s ability to keep operating or find a replacement tenant.

Community, environmental, and physical exposure

Electricity demand affects more than a project’s own utility bill. Local affordability, emissions, water availability, and extreme-weather exposure can shape siting, permitting, operating costs, and public acceptance. The IEA notes that data centers concentrate substantial economic value in relatively small areas and face extreme weather and other physical risks. It also reports industry indications that high facility costs contribute to insurance coverage gaps.

Whether grid expansion raises other customers’ bills depends partly on the costs involved and how tariffs and connection charges allocate them. The IEA’s statement that “the effect of data centres on electricity bills is not clear-cut” captures the distinction: additional network or generation investment can increase bills if costs are socialized, while using existing capacity can spread fixed costs, subject to how charges are assigned. A project assessment should make those local costs and allocation rules visible rather than treating power as an unlimited, location-neutral input.

How to compare two facilities on a like-for-like basis

For an investor, operator, policymaker, or electricity customer, the comparison should use the same geography, year, capacity definition, and financing assumptions. A practical comparison records the following for each facility:

Comparison axis What to record Why it changes the result
Capital cost per MW Cost per MW of IT load, with the included assets and project boundary stated. Different denominators or excluded costs make apparent unit-cost comparisons misleading.
Compute equipment Accelerator and server share, networking and storage scope, purchase timing, and refresh assumptions. Equipment mix and replacement schedules influence both initial capital and lifecycle costs.
Electrical and cooling design Power delivery, backup, cooling systems, and any associated water requirements. Design affects construction, operating needs, and the kind of workloads a site can support.
Power and connection Available capacity, connection timing, tariff, expected power price, and responsibility for network upgrades. A low-cost design cannot operate as intended without power on the required schedule.
Utilization and income Expected ramp, utilization, workload demand, and revenue or useful output per MW. Underuse leaves fixed costs spread across less productive capacity.
Construction and delivery Permitting status, schedule, labor assumptions, and equipment delivery plan. Delays can defer revenue while financing and other commitments continue.
Capital structure Debt and equity, borrowing costs, recourse, guarantees, lease commitments, and maturities. Two identical sites can expose owners and tenants to different cash obligations and refinancing risks.
Tenant and asset risks Tenant concentration, contract duration, redeployment options, residual value, weather exposure, and insurance limits. These factors affect cash-flow resilience and the potential loss if assumptions fail.

Keep the project’s own costs distinct from power-sector costs and from costs that may be allocated to other electricity users. For a financing comparison, show both the legal structure and the economic commitments: who owns each asset, who owes each debt, who guarantees it, and who must pay for capacity whether it is used or not. If a value is unavailable, mark it as not stated and identify the source or document that would be needed to establish it rather than filling the gap with an estimate.

What the available figures do—and do not—show

The available figures show that data center electricity demand and investment are growing, that AI equipment is becoming more power-dense, and that major developers are using capital markets alongside internal funding. They do not establish that every AI facility costs a particular amount more than a conventional one. A global electricity outlook, a company capital-expenditure total, a bond-issuance figure, and a model estimate for one 1-GW AI campus have different scopes and cannot be combined into a universal facility price.

For a real project decision, the most useful output is a scenario-based estimate with an explicit cost boundary: a base case plus tests for delayed power, slower utilization, higher financing costs, equipment replacement, and lower residual value. That makes the trade-offs visible without confusing a large capacity target with a guaranteed operating asset.
