Use a chatbot when the request is routine, bounded, low risk and the system can complete it reliably. Use a human when the issue is ambiguous, sensitive, emotionally difficult, high consequence or still unresolved. The strongest design is usually hybrid: AI identifies intent, gathers context and attempts a constrained action, then transfers the complete conversation to a person when confidence is low or the customer asks.
The short answer: match the channel to the job
Chatbots are not automatically a cheaper or better replacement for support agents. They are a fast interface for a defined set of questions and actions. Human support is the safer choice when the customer needs judgment, empathy, discretion or an exception to a standard process.

| Customer situation | Best starting point | Required guardrail |
|---|---|---|
| Repetitive, low-risk request with a verified answer | Chatbot | Use approved information and do not imply an action was completed unless the system actually completed it. |
| Status check or bounded account update | Chatbot or AI-assisted workflow | Connect the bot to the authoritative system and show the result, not a guess. |
| Ambiguous request, repeated misunderstanding or low confidence | Human agent | Offer a visible transfer without forcing the customer through more automated prompts. |
| Distress, complaint, negotiation or need for creative problem-solving | Human agent | Let AI summarize or retrieve records, but keep the decision and conversation human-led. |
| Sensitive or high-consequence issue | Human-led review | Apply your legal, security and organizational controls; the cited studies do not define one universal list of high-risk categories. |
| Any interaction that has not solved the problem | Human escalation | Pass the transcript, collected details, attempted steps and failure reason to the agent. |
Gartner’s guidance is explicit: service leaders should not make generative AI a mandatory first step for every issue. Its August 2026 survey found that 87% of 3,566 B2B and B2C customers said a company using generative AI in customer service must provide access to a human agent. The survey was conducted in February and March 2026, so the figure describes those respondents, not every customer in every market. Read Gartner’s survey details.
What a customer-service chatbot is good at
Answering a narrow, repeatable question
A bot performs best when the organization can define the question, the approved answer and the evidence the system should use. Examples include opening hours, delivery status, password-reset instructions, eligibility rules and explanations of a published fee. These interactions have predictable inputs and a clear stopping point.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
Keep the knowledge source authoritative. A bot that searches an outdated help article can produce a fluent but wrong answer. Version policy pages, label effective dates and make the bot say when information is unavailable rather than filling a gap with a plausible guess.
Completing a bounded action
Customers increasingly expect AI to do more than recite instructions. Gartner gives booking an appointment, submitting a document and updating an account as examples of the direction of travel. Those examples do not prove that every chatbot can perform the actions safely. The bot needs authenticated access, a defined permission scope, confirmation before an irreversible change and a reliable success response from the underlying system.
Design the conversation around the action’s state:
- Before: identify the customer and collect only the fields required.
- During: show what will change, including dates, amounts or destinations.
- After: display the transaction or case number returned by the system.
- Exception: transfer to a person if the system rejects the request, data conflicts or the customer objects.
Handling volume and availability
Automation can respond to many simultaneous routine requests and can be available outside an agent team’s staffed hours. Capgemini Research Institute’s 2025 customer-service report found that consumers associate virtual agents with speed and convenience, while they associate human agents with empathy and creative problem-solving. The trade-off is useful only when the automated route actually resolves the selected issue type.
Where human support is the better tool
Empathy and emotionally difficult conversations
A billing shock, bereavement-related account request, service outage or repeated failed repair may require reassurance before the practical solution. A scripted bot can acknowledge emotion, but it cannot replace a trained person’s discretion and responsibility for the conversation. Route these cases early, and give the agent the context already collected so the customer does not have to repeat a painful story.

Ambiguity, exceptions and negotiation
Human agents are better suited to requests that depend on unusual facts, competing policies or a judgment call. Examples include a disputed charge with incomplete records, a contract exception, a complex technical environment or a request to reconcile contradictory account information. A bot should not keep asking the customer to choose from menus when the real problem is that no standard branch fits.
Security, privacy and high-consequence decisions
When an error could expose personal data, lock someone out of an account, affect a payment or create a material legal or safety consequence, use human review or a human-led workflow. The exact categories depend on your industry and controls. The evidence here supports reliability and escalation, not a universal regulatory checklist, so document your own risk classification with security, legal and compliance owners.
How the hybrid chatbot-to-agent journey should work
- Identify the intent. Let the customer describe the issue naturally, then confirm the interpreted goal in plain language. If the intent is uncertain, ask one clarifying question or offer a person.
- Check eligibility and risk. Verify identity where required, determine whether the request is within the bot’s approved scope and stop before collecting unnecessary sensitive data.
- Attempt one constrained resolution. Use a known article, a validated API action or a scripted diagnostic. State what the bot can and cannot change.
- Detect failure. Escalate after a low-confidence classification, a failed system call, contradictory information, repeated misunderstanding or an explicit request for a human. Do not require the customer to prove that the bot failed.
- Transfer the context. Send the transcript, intent, account or case identifier, data already verified, steps attempted, system errors and the customer’s preferred outcome to the agent queue.
- Set expectations. Tell the customer whether the transfer is immediate, the expected wait and any reference number. Keep the conversation available if the channel disconnects.
- Close the loop. The agent records the resolution and the reason for escalation. Feed recurring, well-understood issues back into the bot only after content, permissions and tests are updated.
A handoff that simply says “Please contact support” is not a hybrid experience; it is a restart. The customer should reach a person with enough information to continue from the point of failure.
When should customer service escalate a chatbot conversation?
Use explicit rules rather than an agent’s intuition alone. Escalate immediately when any of these conditions occurs:
- The customer asks for a human, says the answer is wrong or expresses that they cannot continue.
- The bot cannot classify the intent with the confidence required for that issue type.
- The same question is misunderstood twice, or the customer repeats information already supplied.
- An account, payment, identity or entitlement check fails or returns conflicting data.
- The requested action is outside the bot’s permissions, requires an exception or cannot be confirmed by the source system.
- The language indicates distress, a safety concern, a privacy concern, a fraud concern or a serious complaint.
- The customer has already tried the suggested steps and reports that the problem remains.
Gartner’s September 2026 report found that only 27% of customers said they would try a chatbot again after a negative experience. In the same survey, 49% said they would have been willing to use a chatbot if offered, but only 7% had used one or a digital assistant in their most recent service interaction. These are survey results from the 3,566-customer study, not universal adoption or repeat-use rates. Gartner’s recommendation is to prioritize reliability over reach. How to choose between a chatbot and a person for a specific request
1. Test task fit
Ask whether the request is bounded and repeatable. “Where is my shipment?” has a defined data source and answer. “What should I do about a shipment that arrived damaged, contains the wrong item and is needed tomorrow?” may begin with automated data collection but quickly requires judgment.
2. Measure resolution reliability
Do not count a conversation as successful merely because the customer stopped typing or the bot avoided a transfer. For each issue type, track whether the customer’s underlying need was resolved, whether they contacted you again and whether an agent had to undo an automated action. Start with targeted issues that already have a high successful-resolution rate, then expand only when performance remains reliable.
3. Match the customer’s need
Speed and convenience favor automation for routine work. Empathy, reassurance, discretion and creative problem-solving favor a person. A customer may prefer a bot for a two-minute status check and a human for an exception, even within the same account.
4. Inspect the escalation path
Check the customer-facing label, transfer control, queue routing and context payload. A visible “Talk to a person” option is not enough if it is buried, available only during narrow hours or resets the conversation. Test transfers at peak load and after authentication failures.
5. Make AI identity clear
Tell customers when they are interacting with an AI agent and what it can do. Five9’s 2026 consumer research reported that 71% considered it very or extremely important to know when they were interacting with AI. The same report said trust more than doubled when a human option was visible: 26% when no human option existed versus 55% when a person was reachable. Those figures come from Five9’s study and should be treated as its reported findings, not a universal conversion formula. Read Five9’s report.

A practical implementation checklist
Define the bot’s boundary
- List the initial intents and the exact successful outcome for each.
- Mark prohibited actions and data fields.
- Specify confidence, authentication and confirmation requirements by intent.
- Write the human-escalation triggers in language the operations team can audit.
Prepare trustworthy content and systems
- Assign an owner and review date to every customer-facing article.
- Connect status and account answers to current source systems rather than copied spreadsheets.
- Return a transaction ID or case ID after an action; never infer completion from a conversational acknowledgment.
- Log model version, knowledge version, tool calls and errors for investigation, subject to your privacy policy.
Design the interface for choice
- Identify the assistant as AI at the start of the interaction.
- Keep a human option visible without requiring the customer to fail a maze of menus.
- Show what information will be passed to the agent.
- Allow the customer to correct the bot’s summary before transfer when practical.
Test with realistic failure cases
Include misspellings, multiple intents, contradictory account data, unsupported requests, angry language, accessibility needs and a customer who changes their mind. Test whether the bot stops, explains the limit and transfers the full context. A polished demo on the happy path does not establish production reliability.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Metrics that reveal whether the design works
There is no universal chatbot-versus-human cost, resolution or satisfaction advantage established by the cited evidence. Build a measurement set around each issue type:
| Measure | What it tells you | Common misreading to avoid |
|---|---|---|
| Successful resolution | Whether the customer’s underlying need was completed without avoidable follow-up | Do not equate “conversation ended” with resolution. |
| Repeat contact rate | Whether the customer had to return for the same problem | A low rate can hide customers who abandoned the channel. |
| Escalation rate by intent | Which intents exceed the bot’s reliable boundary | A lower rate is not automatically better; appropriate escalation protects experience. |
| Time to resolution | Total elapsed time, including waiting and transfer | Fast first response can coexist with a slow final resolution. |
| Customer feedback | Perceived effort, clarity, trust and treatment | Do not average away severe failures in sensitive cases. |
| Cost per resolved case | Operational cost for a completed outcome | Include platform, integration, monitoring, rework and agent time. |
| Agent rework and override | Whether automation creates extra work or incorrect commitments | Containment without quality can increase total cost. |
Segment every metric by intent, channel, customer type and risk class. A single blended containment number can make a bot look successful while it fails the people with the hardest problems.

Failure modes and fixes
The bot gives a confident but incorrect answer
Limit retrieval to approved sources, show the source or policy date where useful and add an uncertainty response. If the issue affects money, access or safety, route to a person instead of asking the customer to decide whether the answer sounds plausible.
The bot loops through the same prompts
Set a maximum number of failed turns, recognize repeated customer wording and expose the transfer control. Include the loop history in the agent handoff so the customer does not repeat it.
Best Value
An automated action partially succeeds
Design for transactional states such as pending, completed, rejected and unknown. If the API times out, do not tell the customer the change failed or succeeded until the source system confirms the state. Create a case for human follow-up when the state cannot be reconciled.
The transfer loses authentication or context
Use a shared case identifier and pass only the minimum necessary personal data. Let the agent see the verified attributes, transcript and tool results while asking for fresh verification only when policy requires it.
Customers do not trust the channel
Disclose AI use, explain its scope, show a human route and avoid pretending that a bot is a person. Review complaints for wording that sounds evasive or makes customers hunt for an agent.
Examples by issue type
| Example request | Recommended flow | Escalate when |
|---|---|---|
| “What are your support hours?” | Chatbot answers from the current published schedule. | The schedule conflicts across locations or the customer needs an exception. |
| “Where is order 4831?” | Authenticate, retrieve carrier status and display the latest event and expected date. | The record is missing, delayed beyond policy or the customer reports damage or loss. |
| “Change my mailing address.” | Authenticate, show the old and new address, obtain confirmation and return the system’s success ID. | Identity checks fail, the account is restricted or the system cannot confirm the update. |
| “I was charged twice and need the money back today.” | AI can collect transaction IDs and explain the review process. | Immediately, if records conflict, urgency is high or a refund decision requires discretion. |
| “Your technician made the problem worse.” | A person acknowledges the complaint and reviews the case history. | Human-led from the start; AI may summarize prior appointments. |
| “I cannot access my account and suspect fraud.” | Use a controlled security flow with minimal data collection. | Human or specialist review according to your security policy. |
What the current evidence says about customer expectations
Gartner’s August 4, 2026 Q&A with Eric Keller, Senior Director Analyst in the Customer Service & Support Practice, states: "Service leaders should not use GenAI as a mandatory first step for every issue." Its companion September 2, 2026 release states: "Service leaders should prioritize reliability over reach." Together, those recommendations support a targeted rollout rather than forcing every customer through an AI gate.
Capgemini’s 2025 Customer Service Transformation report draws on a survey of 7,764 consumers who had used customer-service chatbots in November and December 2024. It reports the perceived split between virtual-agent speed and convenience and human-agent empathy and creative problem-solving. Because the sample consists of chatbot users, do not treat it as a measure of every consumer’s preference. Read the Capgemini report.
Five9’s 2026 release adds evidence about transparency and access to a person, while Gartner’s figures show why a poor interaction can reduce willingness to try the channel again. None of these sources supplies a universal return-on-investment percentage, staffing ratio or confidence threshold. Those decisions require your own issue-level data and risk controls.

How to decide whether to expand automation
- Choose a small set of intents with clear outcomes and reliable source data.
- Run the bot with a visible human route and full transcript handoff.
- Review successful resolution, repeat contacts, escalations, customer feedback and agent rework by intent.
- Remove or redesign intents that generate confident errors, loops or high-severity complaints.
- Expand only when the measured outcome is stable across normal and failure conditions.
The decision is not chatbot versus human in the abstract. It is whether a particular customer need can be resolved accurately, conveniently and respectfully through the channel you offer. Automate the predictable work, keep people reachable and make the transfer feel like continuation rather than punishment.
