A coding agent has gone beyond the prompt when its implementation or side effects exceed the behavior, files, dependencies, APIs, infrastructure, or non-goals you agreed to—and the result no longer fits a change budget you can review. A request to add retry logic to one client, for example, once produced a 14-file diff that also added dependency-injection wiring, introduced an interface, moved tests, and edited bootstrap code. The file count alone does not prove a change is wrong; the question is whether each change is necessary, authorized, and reviewable.

The prompt states intent, but it is not the only thing shaping an agent’s work. To keep a task bounded, define its limits before generation, control what the agent can touch, run deterministic checks, and review the complete diff before approving it.

What does it mean for an AI coding change to be bigger than the prompt?

It means the result has exceeded the task’s agreed scope, not simply that the patch is long. Scope includes the behavior to change and preserve, the paths the agent may edit, the size and kind of changes allowed, and any external actions it may take.

A change can exceed scope in several ways:

  • Behavior: The implementation changes more than the requested behavior, or alters behavior that was meant to remain stable.
  • Paths: The agent edits files or directories outside the allowed area.
  • Architecture: A focused fix brings in new interfaces, broad refactors, dependency changes, or public API changes that were not requested.
  • Side effects: The agent calls services, queries databases, modifies infrastructure, or changes data beyond its source-code edits.
  • Review cost: The patch combines unrelated cleanup or rewrites with the requested fix, making it hard to establish what is necessary.

Markus Eisele’s example in The Main Thread is a useful illustration: a request for bounded retry logic in one client resulted in a 14-file change with additional wiring, an interface, moved tests, and bootstrap edits. That is a warning sign to investigate, not a universal file-count limit. A legitimate task may require touching many files; the test is whether the scope was agreed and each edit supports the requested outcome.

Why can an agent change more than the prompt asks for?

The prompt is only one input to a coding agent. Microsoft’s description of the agent harness says its behavior is also shaped by the system prompt, operating environment, workspace files, tool descriptions, conversation history, and repository instruction files.

That larger context can help an agent work in a codebase, but it can also create competing or stale signals. Repository instructions may permit broad cleanup; prior conversation may introduce a different goal; a tool may expose more information or permissions than the task needs. A concise request does not automatically override those influences.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Context volume matters, too. Microsoft Principal Developer Advocate Waldek Mastykarz warns that returning 3,000 tokens of documentation where 200 would do can push other relevant context out of the model’s window. The practical implication is not to strip away useful repository information, but to keep instructions relevant, consistent, and focused on the current task.

Finally, some coding agents can do more than edit source. AWS describes agents that can generate features, tests, and refactors and, through MCP, call APIs, query databases, modify infrastructure, and affect whole environments. A patch that looks small in the repository may still have large operational side effects if the agent has broad tool access.

How do I define a change budget before asking an agent to code?

Write a task contract that a reviewer can check against the finished work. It should translate the request into permitted behavior, paths, change types, side effects, and exit conditions rather than relying on phrases such as “keep it simple.”

  1. State the behavior to change. Describe the observable result, including relevant inputs, outputs, and failure behavior. Keep this specific enough that a reviewer can tell whether the implementation satisfies it.
  2. State what must remain unchanged. Name important behavior, interfaces, or areas that are explicitly out of scope. This makes non-goals visible instead of leaving the agent to infer them.
  3. List allowed paths. Identify the files or directories that may be edited. Say whether the agent may propose other paths but must stop and ask before changing them.
  4. Set a change-size boundary. Define the acceptable production-file count or another practical diff budget for this task. Treat it as a stop-and-escalate trigger, not a universal measure of correctness.
  5. Decide whether dependencies, APIs, and configuration may change. Explicitly allow or disallow package additions, schema changes, public API changes, and configuration edits. If one becomes necessary, require approval before proceeding.
  6. Define permitted side effects. Say whether tools may call services, query or modify databases, or change infrastructure. If the task needs no external action, say so and restrict those tools where possible.
  7. Name the checks and stop conditions. List required tests, builds, linting, or security checks. Tell the agent to stop rather than weakening tests, disabling checks, or broadening the task when a check fails.

Markus Eisele calls this a “change budget” and includes allowed paths, production-file count, dependency and public API changes, protected areas, required checks, and escalation conditions among the controls. The useful budget is specific to the repository and task: a small change in a critical interface can deserve tighter controls than a larger isolated implementation.

Example task contract

For a bounded retry change, a contract might say: “Add retry behavior to the existing client for the specified transient failures. Preserve its public API and current handling of other failures. Edit only the client and its directly relevant tests. Do not add dependencies, move tests, change bootstrap or configuration, or call external services. If another file or interface must change, stop and explain why. Run the targeted tests and the project’s required checks; do not weaken tests to make them pass.”

This example is a format, not a guarantee that those paths or checks fit every codebase. Replace them with boundaries that match the task and repository. The key is that the agent is told what to do, what not to do, and when to pause.

How can I stop an agent from refactoring everything?

Use controls outside the prompt as well as clear instructions inside it. A prompt can express intent, but repository permissions, workspace isolation, tool access, and review gates help enforce that intent when the agent acts.

Inspect the repository before editing

JetBrains recommends repository inspection before changes. Establish which component owns the behavior, where relevant tests live, and whether repository guidance already sets constraints. This reduces the chance that an agent guesses at architecture or interprets an unrelated instruction as permission for a broad rewrite.

Limit what the agent can write or call

Use explicit write boundaries where the environment supports them, and avoid granting tools or credentials that the task does not need. Isolate work so that an exploratory agent cannot directly alter protected branches, production infrastructure, or data. AWS’s discussion of agents acting through APIs, databases, and infrastructure is a reminder that source-code permissions alone may not contain a task’s impact.

Require a stop when scope changes

Make out-of-scope discoveries a handoff point. If the agent believes a dependency, public API, protected path, or infrastructure change is necessary, have it explain the need and wait for approval instead of quietly expanding the implementation.

Keep retries bounded

JetBrains recommends a hard retry ceiling. A retry should address a concrete failure, not repeatedly expand or rewrite the solution until checks happen to pass. When the same failure persists or a fix would require new scope, stop and investigate rather than allowing the agent to redefine success.

How do I review an AI-generated diff for scope creep?

Review the patch against the contract, not just the prompt summary or the agent’s explanation. The diff is where you can check what actually changed, including tests, configuration, and incidental edits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Trace every file to the behavior. For each changed file, ask what requirement it supports. An edit with no clear connection is a candidate for removal or a separate change.
  • Check protected boundaries. Look for edits to restricted paths, dependencies, public APIs, configuration, or infrastructure targets. Treat any unauthorized change as a reason to pause approval.
  • Separate necessary tests from incidental movement. Tests should change when the behavior changes, but moving or reorganizing tests is not automatically part of the requested fix.
  • Look for bundled cleanup. Formatting, renames, refactors, and unrelated cleanup make a patch harder to review. Ask for them to be removed or submitted separately unless the task contract authorized them.
  • Inspect check results. Confirm that required tests, builds, linting, and security checks ran and passed. Check whether a test was disabled, weakened, or altered to conceal a failure.
  • Assess whether the patch can be split or reverted. If unrelated changes are mixed together, ask for a smaller patch or separate changes so each can be reviewed independently.

One useful test is whether a reviewer can explain why each production change is necessary without relying on the agent’s assurances. If the explanation depends on speculative architecture benefits or a chain of unrelated cleanups, the patch likely needs to be narrowed or split.

How big should an AI-generated diff be?

There is no evidence-backed universal file-count, line-count, or token threshold for an oversized AI change. The right limit depends on the task, repository risk, public interfaces involved, and how much review the team can do carefully.

Use a budget as a review control, not as a claim that every valid patch must fit one number. A focused bug fix might reasonably have a tight path boundary, while a planned migration may require a larger, explicitly approved set of changes. In both cases, the reviewer should be able to identify the expected files and understand why each is included.

Review capacity is a real constraint. In figures reported second-hand by Eisele from Sonar’s 2026 State of Code, 96% of developers said they did not fully trust AI-generated code, 48% said they always checked it before committing, and 38% said AI-generated code was harder to review than colleagues’ code. These are reported figures, not a universal measurement of every team or a reason to substitute a numeric diff cap for review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adoption is not universal, either. JetBrains’ preliminary 2026 Developer Ecosystem Survey findings, based on more than 15,000 developers, included about 23% who still primarily wrote code manually while using AI only occasionally. The practical point is that workflows and review capacity vary; a safe change budget should fit the people and risk around the repository, not a supposed industry-wide norm.

When should I reject or split an AI coding change?

Reject or pause a change when it violates an agreed boundary, hides a failure, or cannot be reviewed with confidence. A large diff may be justified, but an unexplained or unauthorized one should not be accepted just because the requested behavior appears to work.

Pause and ask for a narrower patch when

  • Protected paths, dependencies, APIs, configuration, or infrastructure were changed without approval.
  • Refactors, renames, formatting, or test moves are bundled with the requested fix.
  • The agent cannot explain why a changed file is required for the behavior.
  • Required checks fail and the proposed response is to disable or weaken them.
  • Repeated retries keep expanding the solution without resolving the original failure.

Split the work when

The requested behavior is valid but the agent has also found worthwhile cleanup, migration work, or an architectural improvement. Keep the necessary fix in the current patch and move independent work into a separately specified task. A split makes it easier to review, test, revert, and approve the original behavior on its own merits.

AWS recommends a reviewed specification defining what must change and what must not, paired with targeted scope-creep review. That puts approval with a human who can judge the requirement and risk; the agent should not be the sole author and approver of its own expanded scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should a safe AI coding workflow look like?

A reliable workflow combines a clear task contract with bounded permissions, validation, independent review, and human approval. Each stage catches a different failure: unclear intent, excessive access, broken behavior, scope creep, or a risky merge.

  1. Inspect and define. Identify the relevant repository areas and write down behavior, non-goals, allowed paths, change budget, permissions, and checks.
  2. Isolate the work. Give the agent only the write access and tools the task requires. Keep high-impact actions behind a separate approval step.
  3. Generate within the boundary. Ask the agent to report when it encounters a needed change outside scope rather than making that change unilaterally.
  4. Validate deterministically. Run the agreed tests, build, lint, and security checks. Record failures accurately; do not treat a test change as proof that the underlying behavior is correct.
  5. Review the whole diff independently. Compare all files and side effects with the contract. Have a human decide whether exceptions are justified.
  6. Approve, split, or reject. Merge only the portion that is authorized and reviewable; send unrelated improvements into a follow-up task with its own scope.

JetBrains’ guidance emphasizes repository inspection, explicit boundaries for writing operations, reviewable diffs, checks, and a hard retry ceiling. Its concise standard is apt: “The strongest patches are usually the smallest ones that still fully address the task.” Smallness is useful here because it makes necessity easier to inspect—not because fewer lines are inherently safer.

Frequently Asked Questions

Can a prompt alone prevent AI coding scope creep?

No. A prompt can state boundaries, but the agent also acts within a harness shaped by workspace files, repository instructions, tool descriptions, and other context. Pair the instruction with permissions and a review gate so important limits are not dependent on wording alone.

Why did an AI coding agent touch files I did not mention?

The agent may have inferred that related tests, wiring, or setup changes were necessary, or it may have followed repository guidance or prior context. Treat each extra edit as a question to resolve against the task contract, rather than assuming that an unmentioned file is automatically wrong or automatically required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I accept an AI patch if all the tests pass?

Passing checks establishes only that the configured checks passed; it does not establish that every change was authorized or that the checks cover the intended behavior. Review the full diff and confirm that tests were not weakened or bypassed before approval.

What should an AI agent do when it discovers a necessary out-of-scope change?

It should stop, explain the dependency between the requested behavior and the additional change, and ask for approval. If the extra work is useful but independent, keep it out of the current patch and specify it as a separate task.
