Moving overseas does not, by itself, end your U.S. tax or reporting obligations. U.S. citizens and resident aliens generally continue reporting worldwide income, while foreign-bank reporting, health coverage, currency management and state-domicile issues create additional work. Treat the move as a continuing compliance and cash-flow project: prepare six to 12 months before departure, document the departure year, then repeat the required checks every year abroad.

What should I organize before moving abroad?

Start with the facts that determine which rules apply: your destination, expected arrival date, visa or residency route, employment or retirement income, last U.S. state domicile, and whether you are a U.S. citizen or green-card holder. Country tax residence, treaty positions and state-tax exposure cannot be determined without that profile, so obtain advice licensed for the jurisdictions involved.

Build one secure record set containing prior federal and state returns, basis records, account statements, beneficiary designations, wills, powers of attorney and digital copies. Give a trusted person access instructions for emergencies, but protect sensitive files with strong authentication.

Inventory income and assets

List wages, self-employment income, pensions, Social Security, rental property, brokerage accounts, retirement plans, digital assets, private-company interests and trusts. Mark accounts that could become foreign accounts after the move and assets that may belong on Form 8938 or an FBAR. This inventory also helps an adviser compare a foreign tax credit with the foreign earned income exclusion.

Confirm account and payment access

Ask every U.S. bank and broker whether a foreign address changes service, trading or fund availability. Decide how rent, mortgages, subscriptions and taxes will be paid, how quickly emergency cash can be accessed, and whether a local bank account is necessary. Model several exchange-rate scenarios rather than budgeting from one spot rate; the State Department advises Americans abroad to expect currency fluctuations.

Price healthcare before buying a ticket

Price destination coverage, prescriptions, dental care and medical evacuation. Medicare does not cover health-care costs abroad. State Department guidance recommends insurance that covers private medical and dental treatment and evacuation, so check network restrictions, exclusions, claim procedures and maximum evacuation benefits.

Do I still have to file U.S. taxes if I live abroad?

Generally, yes. IRS Publication 54 (December 2025) states that all U.S. citizens and resident aliens are subject to U.S. tax on worldwide income. The State Department likewise says U.S. citizens and green-card holders must file U.S. federal income-tax returns while abroad. A move is therefore not a filing-ending event; it changes the information and forms you may need.

For the departure year, report worldwide income and determine which benefits and information returns apply. Continue that review for every subsequent year, including years in which you earn only foreign income or pay tax to another country. A foreign tax payment does not automatically replace a U.S. filing.

Which U.S. filings can an overseas move trigger?

Several obligations use different definitions and thresholds. They can overlap, so analyze each separately rather than assuming one filing covers another.

Filing or record When it matters Key timing or test
U.S. federal income-tax return Citizens and resident aliens generally report worldwide income, including income earned after relocation. Review annually, including the departure year.
FBAR (FinCEN Form 114) Qualifying foreign financial accounts have an aggregate value above $10,000 at any time during the year. Electronic filing is due April 15, with an automatic extension to October 15.
Form 8938 (FATCA) Specified foreign financial assets meet the form’s applicable reporting rules. Filed with the federal return; definitions differ from FBAR and the filings may overlap.
Form 2555 You claim the foreign earned income exclusion. Attach it to the return and satisfy either the bona-fide-residence or physical-presence test.
Form 1116 You claim a foreign tax credit for qualifying foreign taxes. Evaluate it against the exclusion and the income and tax involved.
Other foreign information returns Specific structures or holdings, such as certain trusts or private-company interests, create additional reporting. Determine applicability from the asset and ownership facts each year.

Do I need an FBAR for a foreign bank account?

You generally need an FBAR when the combined maximum value of qualifying foreign accounts exceeds $10,000 at any point in the calendar year. The threshold is aggregate: several modest accounts can cross it even when no single account does.

FinCEN Form 114 is filed electronically. The regular due date is April 15, and an automatic extension runs to October 15. Keep records for at least five years. Those records should identify each account’s name and number, the bank’s name and address, the account type and its maximum annual value.

Reconcile statements to the year’s highest balance and retain the source statements and electronic filing confirmation. Convert balances consistently and preserve the method used, so a later review can reproduce your calculation.

What is the difference between FBAR and Form 8938?

FBAR is a FinCEN filing focused on qualifying foreign financial accounts and the $10,000 aggregate threshold. Form 8938 is an IRS FATCA form with different definitions and reporting rules; it is attached to the federal income-tax return. The same account can appear on both, and filing one does not eliminate the other.

FATCA also requires foreign financial institutions to report certain accounts owned by U.S. persons. Expect extra identity and tax-residency questions when opening or maintaining accounts abroad, and keep copies of the information supplied to the institution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I use the foreign earned income exclusion automatically?

No. The exclusion is a tax benefit that requires a qualifying test and Form 2555; living outside the United States alone is insufficient.

Bona-fide-residence test

Evaluate whether your facts establish bona-fide residence in a foreign country for the period required by the IRS. A visa category, local registration, housing arrangement and intention can all matter, so have a qualified adviser assess the actual country and dates.

Physical-presence test

The IRS describes a route requiring 330 full days in a foreign country or countries during a period of 12 consecutive months. Track every entry and exit, keep tickets and other travel evidence, and do not rely on memory when counting days.

Compare the exclusion with the foreign tax credit before filing. The better result depends on the income type, foreign tax paid, housing costs and the countries involved; claiming one benefit does not make the other automatically available for the same income.

What should I do six to 12 months before departure?

  1. Fix the scope of the move. Record the destination, expected arrival date, visa or residency route, planned work or retirement arrangement, citizenship or green-card status and last U.S. state domicile.
  2. Complete the income-and-asset inventory. Flag foreign-account, Form 8938, FBAR, trust and private-company issues for professional review.
  3. Test banking arrangements. Confirm foreign-address policies with U.S. institutions, choose a local-account strategy, set up bill payment and plan emergency liquidity.
  4. Model currency exposure. Budget recurring expenses using more than one exchange-rate scenario and identify the spread and fees on each transfer route.
  5. Arrange healthcare. Obtain destination-appropriate medical, dental and evacuation coverage and verify prescription continuity.
  6. Assemble records. Download returns, statements and basis documentation; update beneficiaries, wills, powers of attorney, mailing details and trusted contacts.

What changes in the departure year?

  1. Report the full year correctly. Include worldwide income and determine whether Form 2555, Form 1116, Form 8938, FBAR or other information returns apply.
  2. Start a day-count log. Record each country visited and retain travel evidence if you may use the physical-presence test.
  3. Update institutions. Change your mailing address, direct-deposit instructions, security contacts and account-alert settings before access becomes difficult.
  4. Plan cross-border cash movement. Confirm how estimated taxes, final payments and refunds will move between currencies. If you will transport more than $10,000 in currency or monetary instruments, check the applicable customs declaration rules before travel.

What must I review every year after moving?

  • Calendar the federal return, estimated-tax payments, FBAR and any Form 8938 or other foreign information returns.
  • Recalculate maximum foreign-account balances, currency conversions, foreign taxes paid, foreign-presence days and housing costs.
  • Save original statements, exchange-rate support, filed forms and confirmations in a year-labeled archive.
  • Review whether a tax treaty or totalization agreement changes tax or Social Security coverage. IRS Publication 54 explains that totalization agreements can coordinate coverage and contributions for workers in participating countries.
  • Recheck insurance exclusions, evacuation limits, local health-system eligibility, bank access and adviser licensing after a move, job change, marriage, inheritance or large asset sale.

How should I evaluate competing choices?

Use the same four lenses whenever you compare accounts, tax approaches or insurance policies.

  • Tax treatment: worldwide-income reporting, foreign tax credit versus exclusion, treaty effects and state-domicile consequences.
  • Account access: U.S. brokerage availability, local banking, transfer speed, fees, exchange-rate spread and FATCA onboarding.
  • Protection: provider networks, exclusions, evacuation limits and claims support.
  • Administration: electronic filing capability, record retention, privacy and security, and whether advisers are licensed in both jurisdictions.

What are the most common failure points?

  • Assuming relocation ends U.S. filing: keep the annual worldwide-income review on your calendar.
  • Checking only the largest foreign account: aggregate qualifying accounts for the FBAR threshold.
  • Filing one foreign-account form and skipping the other: compare FBAR and Form 8938 definitions independently.
  • Claiming the exclusion without proof: keep day-count and residence evidence before filing Form 2555.
  • Using one exchange rate for every decision: stress-test recurring expenses and preserve conversion records.
  • Leaving healthcare until arrival: arrange private-care and evacuation protection before coverage gaps arise.
  • Ignoring state domicile: obtain a state-specific review; the correct result depends on your last domicile and facts, not simply the country where you land.

Frequently Asked Questions

Can a tax treaty remove my U.S. filing requirement after I move?

A treaty can affect how particular income is taxed, but it does not automatically cancel the general U.S. reporting obligation for a citizen or resident alien. Have an adviser review the treaty article, residency facts and forms for the specific income involved.

How early should I open a local bank account?

Begin the comparison before departure, after checking the destination’s residency and identification requirements. Keep at least one reliable way to pay U.S. obligations and access emergency funds while the local account is being approved.

What if my foreign account balance briefly exceeds the reporting threshold?

A temporary peak still counts for the FBAR test because the rule looks at the maximum value at any time during the year. Preserve the statement showing the peak and include every qualifying account in the aggregate calculation.

Does Social Security coverage change when I take a job overseas?

It can. A totalization agreement may coordinate coverage and contributions between the United States and a participating country, so check the agreement and your employer arrangement before payroll begins.
