YouTube says it is changing Shorts recommendations to favor original videos and reduce the reach of clips re-uploaded without meaningful additions. That does not mean every channel using other people’s footage will be penalized: commentary, analysis, storytelling, or substantive editing can make a clip-based Short meaningfully original. Recommendation reach and monetization are separate questions, however, and minimally changed reuploads can fail YouTube’s reused-content rules even if they have no copyright claim.
What YouTube’s Shorts recommendation change means
In an announcement published October 1, 2026, YouTube said it is updating Shorts recommendation systems to “further prioritize original content” and “reduce the reach of content re-uploaded from other creators without adding anything of your own.” The target is clipper or aggregation channels that repost other creators’ material with little transformation. YouTube did not publish a percentage estimate, a fixed ranking penalty, or a guarantee that every such channel will lose reach. The announcement recommends adding “real value through your own original commentary, unique edits, or storytelling” when using another creator’s clips. The practical test is whether the Short offers something beyond simply watching the source footage: an explanation, argument, critique, or narrative shaped by the uploader.

Yes, using a clip is not automatically disqualifying. The distinction is whether the creator has added meaningful original contribution. A brief excerpt used to support an analysis or story is different from a repost that relies on the source clip to provide nearly all its value.

Examples that can qualify as reused-content-compliant
- Clips used in critical review or analysis.
- Sports replays accompanied by explanation of the play or its significance.
- Reaction videos with substantive commentary.
- Edited footage shaped into a storyline with commentary.
- Shorts remixes that add original content.
- A movie scene with rewritten dialogue and a changed voiceover.
Examples that can fail review
- Show or movie clips stitched together with little or no narrative.
- Short compilations collected from social-media sites without original contribution.
- Copied material with no substantive modification, or repeated uploads.
- Mostly non-verbal reactions without voice commentary.
- Videos changed only through minor technical edits or packaged into interchangeable templates.

Does YouTube’s change mean clipper channels will be demonetized?
Not automatically. The recommendation announcement concerns reach; YouTube’s reused-content rules govern monetization. They are separate systems, although both favor material with a clear original contribution. The channel monetization policy applies to the channel as a whole, and monetization can be removed if reviewers cannot tell that the channel created the videos or significantly changed borrowed material.

YouTube says borrowed material must be changed significantly to make it your own. Permission from the original creator, or the absence of a copyright claim, does not by itself satisfy reused-content monetization rules. How Shorts originality affects revenue
YouTube’s Shorts monetization policy excludes views of non-original Shorts from revenue calculations. Its examples include unedited movie or television clips, reuploads of other creators’ videos from YouTube or another platform, and compilations with no original content added. Therefore, even if a Short receives views, those views may not be eligible for Shorts revenue when the video is non-original under the policy. YouTube Help: Shorts monetization policies

For eligible monetizing partners, YouTube pools revenue from ads shown between Shorts and allocates it based on eligible engaged views. Creators keep 45% of their allocated Creator Pool revenue; that is not a promise that an individual Short earns 45% of the ads shown around it. The policy also states that, beginning February 1, 2027, monthly Shorts ad and YouTube Premium eligibility requires at least 10 million qualified Shorts views in the preceding 90 days. How to adapt a clipper channel
- Give each Short an editorial purpose. Build it around analysis, criticism, explanation, reporting, or a story that cannot be obtained just by watching the source clip.
- Make your contribution unmistakable. Use spoken commentary, on-screen explanation, visible participation, or substantive audio and visual editing—not just captions, cropping, or a quick cut.
- Break interchangeable templates. Avoid batches where videos differ only in the source clip or small technical changes. Repetitive, mass-produced formats can undermine the case that each upload is an original work.
- Review rights separately. Check that you have the rights or permissions needed for footage and music, but do not assume permission alone makes a video eligible under reused-content rules.
- Judge the result by the finished Short. Ask whether a viewer can readily identify what you contributed and whether that contribution supplies meaningful educational or entertainment value.
Why reused Shorts may lose reach
YouTube’s stated reason is that recommendation systems will further prioritize original content and reduce reach for reuploads that add nothing of the uploader’s own. The platform has not specified how quickly the change will affect particular channels or what share of recommendations such videos will lose. A decline in views is not, by itself, proof of a specific policy action; the announcement does not provide a channel-by-channel diagnosis or a guaranteed penalty.
