A YouTube low-video-bitrate warning does not, by itself, tell you whether FFmpeg is configured too low or your connection cannot sustain the stream. Check both: compare FFmpeg’s video output with YouTube’s recommendation for the incoming codec, resolution, and frame rate, then measure sustained upload capacity with headroom. YouTube does not publish the exact threshold or detection algorithm for a warning with this wording, so use the precise Live Control Room message and preview to guide diagnosis.
What the low video bitrate warning tells you
The warning indicates a stream-health concern, but it does not establish a specific cause. It does not prove that a particular FFmpeg flag is wrong, identify an exact bitrate threshold, or mean that the network is the only problem. Diagnose the encoded video rate and the delivery connection separately.

Start with the incoming stream’s codec, resolution, and frame rate—not just the source file’s properties. Find that combination in YouTube’s current encoder settings and bitrate table. The H.264 examples below are YouTube’s published minimum and recommended values; the cited page does not state a publication year.

| Incoming H.264 video | YouTube minimum | YouTube recommended |
|---|---|---|
| 720p30 | 3 Mbps | 8 Mbps |
| 1080p30 | 5 Mbps | 14 Mbps |
| 1080p60 | 6 Mbps | 17 Mbps |
These figures apply to the listed H.264 combinations. YouTube publishes separate targets for AV1 and H.265; do not apply an H.264 figure to those codecs. Higher resolution or frame rate can change the applicable target, so verify what the stream actually sends.
Inspect FFmpeg’s output and rate control
- Check stream mapping and encoder selection. Inspect the output mapping and confirm the intended video stream is being encoded with the expected video encoder (for example,
-c:vfor the video codec). A mapping or encoder mismatch can mean that the stream differs from what you intended to send. - Review the target and rate-control options. For common H.264/libx264 output, examine
-b:v,-maxrate, and-bufsize. Their behavior depends on the selected encoder and its implementation; these flags alone do not guarantee CBR for every software or hardware encoder. - Verify the installed encoder’s controls. Check the options supported by your installed FFmpeg build and selected encoder, using that encoder’s help output and the FFmpeg codec documentation. Confirm how it implements bitrate targets and CBR before treating a configured value as the observed output rate.
- Check the actual output. Compare the stream’s observed video rate with the target you intend to send and the matching YouTube recommendation. A configured target is not proof that the encoder is producing that rate.
YouTube’s RTMP/RTMPS encoder guidance lists H.264, H.265, and AV1; recommends CBR; and recommends a 2-second keyframe interval that should not exceed 4 seconds. It also recommends RTMPS for encrypted transport. Confirm the current platform guidance and your encoder’s supported settings rather than assuming one FFmpeg recipe applies universally.

- Compatible with Windows 8.1 or higher, Mac OS
Check upload capacity independently
The video bitrate is the encoder’s output target; upload capacity is what the connection can deliver. YouTube recommends leaving 20% upload headroom. Its guidance also says to account for the combined bitrate of primary and backup streams, and notes that a shared network can reduce capacity available to your stream. Review YouTube’s streaming tips and network guidance.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Run a speed test that measures outbound upload capacity, not only download speed.
- Compare sustained upload capacity with the total outgoing bitrate, including any backup stream, while retaining YouTube’s recommended 20% headroom.
- If Wi-Fi instability or network congestion is suspected, test on a reliable wired connection or a less-shared network. This isolates a possible delivery problem; it does not correct an encoder target set too low.
A practical diagnosis sequence
- Record the incoming codec, resolution, and frame rate, then identify the corresponding row in YouTube’s current bitrate table.
- Inspect FFmpeg’s output mapping, selected encoder, target bitrate, and encoder-specific rate-control settings.
- Confirm the selected encoder’s CBR controls rather than assuming a flag combination guarantees CBR.
- Check keyframe cadence against YouTube’s guidance: 2 seconds recommended, no more than 4 seconds.
- Measure outbound upload capacity and compare it with the total stream bitrate plus the recommended headroom.
- Test with realistic audio and motion. Watch the Live Control Room preview and stream-health panel, and note the exact message before and after each change. YouTube recommends testing before an event and monitoring stream health during it.
Common causes and fixes
| What you find | What to check or change |
|---|---|
| The target is below YouTube’s recommendation for the incoming format | Choose the matching codec, resolution, and frame-rate row, then adjust the encoder target appropriately. |
| The output uses an unintended stream or encoder | Correct the output mapping or encoder selection, then verify the resulting stream. |
| Rate-control flags are set, but observed output does not match expectations | Check the selected encoder’s documented capabilities and help output; do not assume the same flags behave identically across encoders. |
| Upload capacity is insufficient or variable | Reduce the outgoing load if needed, account for any backup stream, and retest with sufficient headroom on a reliable connection. |
| The warning persists after a change | Read the exact current Live Control Room message, inspect the preview and observed output, and change one factor at a time so the effect is clear. |
