If verification succeeds, a first stream may still take up to 24 hours to become available. A recent live-stream restriction can also block streaming; mobile streams have extra requirements that do not apply to computer streaming.
First, identify which step is stuck
Phone verification, live-stream activation, and permission to use particular YouTube features are related but separate checks. Use the status in YouTube Studio to determine which one needs attention.

- Sign in to the Google account for the intended channel and open YouTube Studio.
- Go to Settings → Channel → Feature eligibility. Check the status of the relevant features and whether phone verification is pending or complete. YouTube’s feature eligibility guidance explains the feature tiers.
- If the channel is verified but live streaming is not available, check whether activation is still in progress and whether the channel has a live-streaming restriction.
- If you are trying to stream from a phone, check the separate mobile requirements below. The mobile subscriber threshold does not apply to computer streaming.
Fix a verification code that does not arrive
YouTube sends the verification code by text message or voice call. If one method fails, try the other. Delivery may be delayed; if Google messages are not arriving, YouTube advises trying a number from a different carrier. See YouTube’s account verification steps.

- Try voice instead of text, or text instead of voice. Choose the alternative delivery option shown during verification.
- Allow for a delay. Avoid repeatedly requesting codes while a previous message or call may still be on its way.
- Check the number limit. YouTube allows a phone number to be associated with no more than two channels per year. If YouTube says the number has reached its limit, use a different eligible number; repeatedly requesting a code for the same number will not remove the limit.
Enter the code for the channel you intend to verify. If the code is rejected, restart the process from that channel’s account and request a fresh code using the available delivery method.

Confirm that the person verifying has the right channel role
The required account role depends on the channel type. For a Brand Account, an owner or manager can complete phone verification. For a channel that is not a Brand Account, only its owner can do so. If the account is connected to several channels, confirm that the correct one is selected in Studio before checking eligibility or verifying.
Advanced identity verification is a separate process: YouTube’s guidance requires the primary owner of the channel to complete it. The intermediate and advanced features guidance describes channel roles and verification options.

Check activation time and other feature restrictions
Allow time after enabling live streaming
After live streaming is turned on, YouTube says a first stream may take up to 24 hours to become available. This is an activation estimate, not a promise that every code-delivery or eligibility issue will resolve within 24 hours. If the wait has passed, check Feature eligibility and any channel notices rather than repeatedly requesting verification codes. See YouTube’s live-streaming setup guidance.
Check for a recent live-stream restriction
YouTube’s general live-streaming requirements include a verified channel and no live-streaming restriction in the previous 90 days. A completed phone verification does not override a restriction. Review YouTube’s notices for the channel and the status shown in Studio; the restriction condition is described in the computer live-streaming guidance.

Do not confuse phone verification with advanced access
Phone verification unlocks intermediate features, but advanced features may require channel history or identity verification. Feature access can also have daily limits and policy-related eligibility conditions. Check the channel’s current Feature eligibility page and YouTube’s feature access requirements to see which condition applies; completing phone verification alone does not guarantee access to every feature.
If you are trying to stream from a phone
Mobile live streaming has additional requirements. YouTube lists a minimum of 50 subscribers, channel verification, no live-stream restriction in the previous 90 days, activation, and a supported phone operating system. These are mobile-specific requirements; they are not the subscriber threshold for streaming from a computer. Check the current requirements in YouTube’s Android mobile live-streaming guidance.
