For a 720p, 30 fps YouTube Live stream on a constrained connection, use CBR, a 2-second keyframe interval, and the lowest bitrate YouTube publishes for your chosen codec: 3 Mbps for H.264 or 2 Mbps for AV1/H.265. Those are minimums, not recommended quality targets. Your sustained upload capacity must also cover audio and leave YouTube’s recommended 20% headroom, so a connection that only measures at the video bitrate is not enough.
Recommended 720p30 settings
YouTube’s live encoder guidance gives different bitrate ranges for each supported codec. Choose a codec your encoder supports, then use the corresponding bitrate; YouTube’s official table does not establish that one codec will look better than another in every encoder at the same bitrate.

| Setting | What to use |
|---|---|
| Resolution and frame rate | 1280 × 720 at 30 fps (720p30) |
| Video codec | H.264, H.265/HEVC, or AV1, if supported by your encoder |
| Video bitrate | H.264: 3 Mbps minimum; 8 Mbps recommended. AV1 or H.265/HEVC: 2 Mbps minimum; 6 Mbps recommended. |
| Bitrate mode | CBR (constant bitrate) |
| Keyframe interval | 2 seconds recommended; do not exceed 4 seconds |
| Streaming protocol | RTMPS recommended; YouTube also lists RTMP |
| Audio | AAC or MP3 over RTMP/RTMPS; YouTube’s advanced settings list 128 kbps for stereo audio |
These live-stream settings are from YouTube’s encoder settings and bitrate guidance. The bitrate for an uploaded 720p video is a separate matter: YouTube’s upload encoding recommendations are not the live encoder target.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow much upload speed do you need?
Budget for the entire outgoing stream, not just its video bitrate. Add audio and any other outgoing stream you configure, then leave 20% headroom. YouTube recommends measuring upload speed rather than relying on download speed, and warns that other people or devices sharing the network can reduce the bandwidth available to your stream. When using an adapter, if the device is recognized as USB 2.0, try using the other side with the USB-C port. Simply flip the capture card and reconnect it to be recognized as USB 3.0
- H.264 at its 3 Mbps minimum: 3 Mbps is the video component alone. Audio also uses bandwidth, so 3 Mbps of measured upload cannot reliably carry this configuration with the recommended margin.
- AV1/H.265 at its 2 Mbps minimum: 2 Mbps is likewise only the video component; allow for audio and headroom.
- At YouTube’s recommended video rates: plan around 8 Mbps for H.264 or 6 Mbps for AV1/H.265, plus audio and the margin.
YouTube’s guidance recommends 20% headroom but does not set a universal lower 720p30 bitrate below its published minimums. If your sustained upload cannot accommodate the video, audio, and margin, reduce the configured bitrate or choose a lower resolution rather than assuming the minimum will work on your connection.
Configure and test the stream
- Measure sustained upload. Run an upload-focused speed test under conditions similar to the planned stream. Consider other devices and network use that could compete for capacity.
- Set the encoder output. Select 1280 × 720 at 30 fps, a supported codec, CBR, and a 2-second keyframe interval. Set the codec-specific video bitrate no lower than YouTube’s published minimum. Use RTMPS where supported.
- Set audio and obtain the stream key. Choose AAC or MP3 audio and account for its bitrate in your bandwidth budget. In YouTube Live Control Room, YouTube normally detects the encoder’s resolution and frame rate. Manual selection requires a custom stream key with manual settings enabled. Handle the stream key as a secret; YouTube’s live stream settings guidance covers stream keys and the stream URL.
- Run a representative test before the event. Include audio and video with movement similar to what you intend to broadcast. A static screen alone may not reveal problems that appear with motion or sound.
- Check stream health while live. Watch YouTube’s stream health and messages. Network interruptions or shared bandwidth can destabilize an otherwise correctly configured encoder.
Troubleshoot common problems
- Stream health reports instability or the stream drops: available upload may be fluctuating or shared with other traffic. Recheck sustained upload, reduce bitrate if needed, and test again with competing network use minimized.
- The bitrate appears manageable, but the connection still struggles: the video bitrate is not the total. Include audio and any other outgoing stream, then preserve the 20% margin.
- You cannot manually set resolution or frame rate in Live Control Room: YouTube normally detects these from the encoder. Manual selection requires a custom stream key with manual settings enabled.
- Your encoder offers several codecs: use a codec it supports and match the bitrate to YouTube’s codec-specific table. The official guidance does not justify a universal quality ranking among codecs.
- You are confusing upload-video bitrate with live bitrate: use YouTube’s live encoder table for a broadcast. Upload encoding recommendations apply to video files uploaded to YouTube, not the live stream.
Or let it run in the cloud
If the goal is to keep uploaded video looping as a YouTube live stream, rather than broadcast a live camera or encoder feed, StreamNeo can run it from the cloud. Upload your recording or build a playlist, add your YouTube stream key, and go live. Nothing has to stay powered on at home; your computer, OBS, and home connection do not need to remain active. Each slot streams the uploaded file as made, up to 4K 60fps, at one flat price per slot, with automatic recovery if YouTube drops the stream. The first day is free with no card; the Monthly plan is $9.99 per month. StreamNeo is for YouTube streams from uploaded videos, not camera broadcasts. See StreamNeo, or start the free first day.
