A prompt can tell a finance agent how to behave; it cannot show that the configured system will do the job reliably across new inputs, calculations, tool calls, evidence, and permissions. To evaluate it, test the whole workflow—model, prompt, tools, data access, orchestration, and output checks—against tasks that resemble its intended use.
Why a prompt is not an evaluation
A well-written prompt can define instructions, preferred formats, and boundaries. But an instruction such as “verify every figure” does not establish that the agent will find the right source, calculate correctly, cite evidence, use tools appropriately, or stop when the task exceeds its authority. Those behaviors depend on the complete setup, not on prompt text alone.

The unit worth evaluating is therefore the configured workflow: the model and prompt together with the tools, data access, permissions, orchestration, and checks that shape what happens from input to final output. A test of a model’s answer in isolation can be useful, but it does not by itself demonstrate that a tool-using agent can safely complete an operational task.

Is the agent expected to answer questions about financial documents, reconcile transactions, research an entity, or complete a bounded workflow? NIST’s January 2026 announcement of draft automated benchmark practices describes an evaluation process that begins with objectives and benchmark selection, then runs, analyzes, and reports the evaluation.

Build a task matrix that matches the job
One benchmark rarely covers every relevant capability. Choose tasks based on the deployment question, then make the test cases reflect the range of inputs and decisions the agent will encounter. FinanceBenchmark organizes its coverage into five domains; FORCE-Bench describes three task types. They are useful ways to shape a matrix, not interchangeable measures of one capability.
| Coverage area | What to test | Why it belongs |
|---|---|---|
| Verification | Whether the agent can check a financial claim or figure against reliable evidence. | Tests support for a conclusion rather than fluency alone. |
| Financial-document QA | Questions whose answers must be found in financial documents. | Tests retrieval and answer grounding in the relevant material. |
| Forensic reasoning | Tasks that require investigating inconsistencies or tracing evidence. | Tests multi-step reasoning against source material. |
| Numerical reasoning | Calculations, reconciliations, and rule-like numerical checks. | Tests whether amounts and derived values are correct. |
| Agent tasks | Work that involves tool use or multiple steps, not only a standalone answer. | Tests behavior across the workflow. |
| Financial obligations | Queries about obligations, where relevant to the intended job. | One of the task types described by FORCE-Bench. |
| Financial entity research | Research about an entity, using the sources and time range appropriate to the task. | A second FORCE-Bench task type. |
| Brief generation | Producing a concise brief from task-relevant information. | A third FORCE-Bench task type. |
The five-domain taxonomy comes from FinanceBenchmark’s methodology; the three task types come from the FORCE-Bench abstract. Include only the areas relevant to your agent, and add representative variations such as incomplete records, conflicting figures, changing source data, or requests that exceed the agent’s permissions.
Choose checks that fit the task
Use deterministic validation for arithmetic where possible
For arithmetic and rule-like checks, compare the agent’s result with an independently computed expected value or executable validation. A language model’s plausible-looking explanation is not a substitute for checking the amount. FinAgent-Bench documentation describes a benchmark design that uses a deterministic reference implementation for money math rather than relying on a model’s mental arithmetic. That is an example of a benchmark design choice, not a universal regulatory requirement.

Check research claims against trusted evidence
For document and research tasks, assess whether material claims are supported by the expected sources and whether citations actually lead to that evidence. NIST’s evaluation-probe project describes comparing factual claims with human-curated reference documents and preserving a machine-readable audit trail. Its stated aim is to move beyond “the AI said so” toward seeing what the system found and how evidence supports its conclusions (NIST evaluation probes).
Score the process as well as the final answer
A run that returns an answer is not necessarily a successful run. Assess the dimensions that matter to the use case, such as accuracy, citations, clarity, depth, groundedness, recency, relevance, and structure—the eight rubric dimensions described in the FORCE-Bench abstract. For a deployed agent, separately review whether it selected and used tools appropriately, completed the task, and stayed within its authorized scope. These operational checks matter because the answer alone may not reveal an improper tool call or an unauthorized action.
Keep an evidence trail for every evaluation run
Record enough information to reproduce a result and investigate a failure. A practical run record can include:

- Test-case and reference-data versions.
- Model, prompt, tool, permission, and orchestration configuration.
- Tool calls and relevant tool results.
- The agent’s output, validation results, scores, and reviewer notes.
This record schema is an implementation recommendation. NIST’s probe project specifically describes maintaining a machine-readable audit trail, but it does not prescribe this exact list of fields. Keeping the conditions with the result helps distinguish a change in agent behavior from a change in test data or setup.
Compare benchmarks by coverage, not leaderboard position
Before relying on a benchmark score, check whether its tasks, data, scoring, and operating conditions resemble your intended deployment. Useful comparison questions include:
- Task fit: Does it test the workflow you plan to use, or only general model answers?
- Data: Where did the data come from, how time-sensitive is it, and could test material have leaked into model training?
- Scoring: Are criteria explicit and reproducible, or partly subjective?
- Workflow conditions: Does the test include tool use, latency limits, and access conditions comparable to yours?
- Reporting: Are missing scores and uncovered tasks identified, and can you tell where reported results came from?
The cited projects differ in purpose and setup. FinanceBenchmark combines published benchmark results with its own evaluations, attributes scores to original sources, and says it does not interpolate or estimate missing results. FORCE-Bench describes common tools and latency-bounded settings. The Finance Agent Benchmark uses recent SEC filings. Those distinctions make their reported results unsuitable for direct comparison unless the differences in tasks, data, scoring, and conditions are accounted for.

Numbers from a benchmark describe a particular study, not every finance agent or deployment. The FORCE-Bench authors describe a dataset of 251 expert-annotated queries in their 2026 paper abstract, alongside the eight rubric dimensions listed above (FORCE-Bench).
Separately, the Finance Agent Benchmark authors report 46.8% accuracy at an average cost of $3.79 per query for the best-performing model in that paper’s 2025 study, identified there as OpenAI o3. That result belongs to that benchmark and evaluation setup; it is not a general accuracy or cost estimate for finance agents today (Finance Agent Benchmark).

Connect evaluation to governance and permissions
For FINRA member firms, FINRA’s 2026 annual oversight report says existing rules and securities laws continue to apply when firms use generative AI, just as they do when firms use other technologies. The report discusses supervision, communications, recordkeeping, fair dealing, and the reliability and accuracy of AI used in supervisory systems. Its discussion of agents also flags autonomy without human validation, action beyond intended authority, difficult-to-trace multi-step outcomes, and sensitive-data risks (FINRA’s 2026 report). It does not establish one universal agent-testing standard, and this summary is not legal advice.
NIST’s AI Risk Management Framework is voluntary and intended to support trustworthiness considerations across AI design, development, use, and evaluation (NIST AI RMF). NIST’s January 2026 announcement described AI 800-2 as an initial public draft and said public comment closed on March 31, 2026; that announcement alone does not establish the draft’s later status (NIST announcement).
Make the harness part of agent changes
Use the same versioned cases and recorded conditions when you change a prompt, model, data source, tool, permission, or orchestration step. Re-run the cases affected by the change and inspect failures rather than relying only on a changed aggregate score. The cited sources do not prescribe a retest schedule; the useful cadence depends on how often the workflow changes and the consequences of errors.

A credible evaluation harness makes task coverage explicit, checks outputs against suitable references, reviews tool behavior and authority, and preserves enough evidence to explain what was tested and what the result means.
