An app’s essential job should remain available when the connection drops. It should read what it already has locally, save changes it can safely accept, and explain what is waiting to sync. The internet can add fresh information and connected features; it should not be a hidden prerequisite for every useful action.
What “offline-first” should mean
Android Developers defines an offline-first app as one able to perform “all, or a critical subset of its core functionality without access to the internet.” That is a practical standard, not a promise that every feature works everywhere: the important question is whether the app’s core job remains usable.

For a notes app, that might mean opening existing notes and writing a new one. For a task list, it could mean viewing tasks and checking one off. A service that depends on live remote information or other people online may have less to offer offline, but it should make that boundary clear rather than leaving users to discover it through a failed request.

An app can load its interface without having the information a person came to use. Apple’s archived Safari documentation describes caching web resources such as HTML, JavaScript, CSS, and media for returning users. That can help make an application shell available, but it does not by itself provide locally stored app content or preserve changes a user makes. The page is historical documentation, not current implementation guidance: Apple’s archived HTML5 Offline Application Cache documentation.

Android’s architecture guidance recommends that higher layers read from a local data source, allowing the app to show information already available on the device without waiting for a network request. Examples include Room, DataStore, and simple files. The implementation can vary; the user-facing outcome is what matters: a screen can open and show useful local information during an outage. See Android Developers’ offline-first guidance.
What an app should do when the connection fails
Keep essential reads available
If information is already stored locally, the app should be able to show it without treating a network response as a condition for opening the screen. When that information might be old, label its freshness so a user can distinguish an available copy from a live update.

Save changes that can safely wait
Where the task allows it, persist user input on the device and queue it for later synchronization. Android’s example is an offline to-do entry: save it locally rather than risk losing the user’s work. The interface should show that the change is pending, not imply that a remote service has already accepted it.

Be candid about actions that require a connection
Some operations genuinely depend on a server or another online participant. For those, explain why the action is unavailable or disable it while offline. A vague error after the user has already entered information is worse than a clear boundary before they begin.

Reconnection means syncing and reconciling
When connectivity returns, the app needs to bring local and network data back into agreement. Android describes both pull-based synchronization, in which the app fetches remote updates, and push-based synchronization, in which local changes are sent. Which approach fits depends on the product and the expected outage; the important part is to account for pending local work and reconcile it with the current remote state.
A short interruption may call for refreshing data when the user returns. After a longer gap, a cached destination may be stale or empty, and newer remote changes may disagree with edits made locally. The app should make the outcome understandable—whether a change synced, is still waiting, or needs the user to resolve a conflict—instead of silently overwriting one version.

Sync timing also has costs. Android advises considering battery and data conditions, including preferring suitable conditions such as charging or Wi-Fi. That makes background synchronization a design choice to balance against how promptly users need their changes to appear elsewhere.
How to tell whether an app is genuinely offline-capable
- Core tasks: Which important actions still work without a connection?
- Local data: Can the app show useful content already on the device, or does it only load its interface?
- Queued changes: If writing is supported offline, does the app preserve edits and show that they are pending?
- Conflicts: What happens if local edits and newer remote data differ?
- Freshness and sync status: Can users tell whether information may be stale and whether their changes have reached the service?
- First launch and sign-in: Does setup require connectivity? That varies by product; the available guidance does not establish a universal rule.
A connectivity indicator alone does not answer these questions. Chrome’s offline-first guidance warns that detecting online or offline changes does not guarantee the app will work without a connection: Chrome Developers’ Offline First guidance.

Offline support is a product promise, not a status icon
Users do not need every app feature to work in airplane mode. They do need to know which essential jobs remain available, whether locally shown information could be stale, and what will happen to their changes when the network comes back. When an app treats the connection as an enhancement rather than an invisible prerequisite, a lost signal becomes a limitation the user can understand—not a surprise that puts useful work at risk.
